WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain. The policy of leasing mineral deposits was enacted by Congress under the act of March 3, 1807, which provided that "the President of the United States shall be, and is hereby, authorized to lease any lead mine which has been or may hereafter be discovered in the Indiana Territory, for a term not exceeding five years," and in the same year the Government reserved 345,600 acres of land in northern Illinois, valuable for lead. In 1816 Congress provided that in all cases where a tract of public land containing a lead mine or salt spring was applied for by settlers on the public domain, no permission to work the mine or spring would be granted without the approbation of the President of the United States. By the act of March 1, 1847 (9 Stat. 146), the control of mineral lands was transferred, with all records, from the War Department to the Treasury Department, and by the act of March 3, 1849 (9 Stat. 395), supervisory powers over lead and other mines of the United States were transferred to the Secretary of the Interior. Following the discovery of gold in California in 1848, President Polk advocated the leasing of mineral lands acquired from Mexico under the treaty of 1848. However, owing to the lack of communication and transportation facilities and the consequent difficulty of checking on production and operations, leasing was found impracticable. Mining was permitted to be carried on in each district under rules made by the miners themselves and patterned after the Mexican mining system. To meet the situation, Congress enacted mining laws in 1866, 1870, and 1872, which provided for possession by location and for private ownership, after discovery, by patent of essentially all mineral deposits belonging to the United States, except coal. Many other acts were passed by Congress applying to specific regions and states, reserving salt, lead, or other minerals, some of which provided for the leasing of such deposits. However, very few if any leases were issued thereunder. Not until 1901 (31 Stat. 745) were the mining laws extended to include salt, and in 1910 they were revised to specify salines and associated products. At the turn of the century, it became more and more evident that the mining laws developed for metallic minerals were not practical for the development and conservation of oil and gas, coal, potash, phosphate, or oil shale. Following withdrawals by the Secretary of the Interior as authorized by the act of June 25, 1910, the Department of the Interior recommended leasing legislation; however, it was not until February 25, 1920, that the Mineral Leasing Act was passed by Congress. This act authorized leasing all public lands potentially valuable for oil, gas, coal, phosphate, sodium, or oil shale. The Organic Act, creating the Geological Survey in 1879, imposed upon its director the duty of classifying the public lands.' The early years of the Survey were devoted largely to the accumulation of fundamental data and, with only minor exceptions, land classification was not seriously undertaken until 1906. Since that year, it has been actively pursued with respect particularly to leasable minerals and water power values. On March 3, 1873 (17 Stat. 607) Congress authorized the sale of coal lands of limited acreage to individuals at $10 to $20 an acre, depending on the distance from a railroad, and in 1907 a new scale of prices was adopted by the Secretary of the Interior, based, more logically, on the quality and thickness of the coal deposits, their depth below the earth's surface, and their accessibility. At that time it was much cheaper and easier to obtain incidental title to coal rights under the homestead laws at $1.25 an acre. On March 3, 1909, the first separation act (35 Stat. 844) became a law. It authorized patents, with a reservation of the coal and mining rights involved to the United States, to persons who in good faith had entered public lands under the non-mineral land laws prior to withdrawal, classification, claim, or report that such lands were valuable for coal. It solved the problem only partially, and the practice thereupon adopted by the department of making coal withdrawals "from all forms of entry" instead of "from coal entry" expedited the more complete solution effected by later acts. By the act of June 22, 1910 (36.Stat. 583) withdrawn and classified coal lands were declared subject to entry under the homestead, desert land, and Carey acts, provided a waiver of the coal rights accompanied the application, and by the act of April 30, 1912 (37 Stat. 105) the same privilege was extended to State selections and isolated tracts. The act of August 24, 1912 (37 Stat. 496) extended the separation policy to lands withdrawn for oil and gas in Utah, and finally the act of July 17, 1914 (38 Stat. 509) extended it to all nonmineral filings on public lands theretofore or thereafter

EVERY mine manager, mine geologist, and every prospector in the field who appraises the future of mining properties does so on the basis of a theory of ore deposition whether he recognizes this fact or not. Wherever the ultimate value of a mine or prospect is dependent upon undeveloped ore, any estimate by an engineer or geologist necessarily involves a theory of origin of the deposit. In view of these facts the importance of a thorough understanding of the genesis of ore deposits cannot be overestimated. It well may be that the greatness of our country will depend upon finding reserves of natural resources as yet undiscovered. The genesis of ore deposits offers a fascinating field for study and investigation. This is attested by the large number of geologists who have written at length on the subject. For progress made toward a better understanding of ore genesis we owe much to Kemp, Lindgren, Ransome, Vogt, Emmons, Spurr, Graton, and a host of others. Within my own experience, I have attempted to apply in practice the various concepts and theories that have been advanced by these men.

THE primary function of the mining engineer is to find mineral deposits and fuels in the accessible rocks of the earth and to recover them for the vast needs of our complicated civilization. On him has been placed the responsibility for the exploitation of the nation's and world's mineral resources. The degree to which the minerals of the earth have been utilized serves to an extent as a measure of man's material advancement, as well as an index of the relative strength of nations. The natural endowment of lands, varies greatly, but the intellectual energy of a people is revealed by the way in which they take advantage of their heritage of minerals or reach out to less developed regions by exporting their engineering skill as well as capital to secure the raw materials they need.

At LKAB Central Division for Metallurgical Research at Malmberget, Sweden, fired pellets are examined in respect to mechanical and reduction properties. The paper deals with descriptions of the test methods. It also involves the rationale for the choice of these tests. Their correlation to the blast furnace operation will be examined. The mechanical tests used are the ISO-tumbler test and the cold compression strength test. Concerning the metallurgical properties, experiments have shown that some superbasic pellets in particular have different disintegration properties in different temperature ranges. Pellets which have favorable reduction properties when tested under isothermal reduction at high temperature may disintegrate to a large extent under low temperature reduction. This is also valid for some types of acid pellets. Consequently, it was found to be necessary to determine the reduction strength both at high and low temperatures. In the low temperature range, the disintegration is measured by tumbling the pellets in soft reducing conditions at 600°C in a modified Linder test equipment. The high temperature reduction strength is determined under load in the Burghardt-Grebe equipment. However, in order to get more information of the high temperature strength, LKAB intends to introduce a softening test. The tendency of high temperature disintegration will also turn up in the swelling test. The swelling properties are examined according to a procedure developed at LKAB. In this test the pellets are subjected to free swelling without mutual contact. The reducibility of the pellets is recorded in the swelling test.

SINCE its first mention in the literature in the eighteenth century1,2 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ? Faraday,7 in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the poten-tial at which a negative ion (e.g., Cl-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

THE Pittsburg coal field in western Pennsylvania, is conceded to be the most important in the world. To measure its importance it is necessary to understand the extent of its service in the various industries of the country. Probably 90 per cent. of the pig iron manufactured in the United States up to the present time has been made by using coke manufactured from the Pittsburg coal seam in western Pennsylvania. This coal field is the foundation on which the city of Pittsburg rests and is the reason for the great growth of the iron industry in the Pittsburg district. Iron ore is brought to this district, not because Pittsburgh is a. natural location, over other locations, for the iron and steel industry-as its position places the manufacturer at the mercy of the railroads-but the ore is brought 1,100 miles to meet the fuel. It can be said that the illuminating-gas industry in the United States has used this coal exclusively to the same extent that the pig-iron maker has used it. It may be also said that 20 to 25 per cent. of the fuel used on railroads in the United States conies from this coal field. The Pittsburg coal field is unquestionably the center of the industrial population of the United States, for in addition to the industries of the district and those closely adjoining, it has tributary to it all the cities and industries along the Great Lakes and practically all of Canada with the exception of the extreme western and eastern ends. It supplies the industries and population west of Duluth and Superior many hundreds of miles. This coal is floated down the Ohio and Mississippi rivers, supplying the towns en route, and is delivered in New Orleans, a distance of 2,200 miles, for approximately SO to 90 c. per ton transportation cost. It is delivered on the docks of Superior and Duluth at a cost of transportation 50 c. a ton less than the cost of transporting the same coal from Pittsburg to a local consumer in Philadelphia. With other Appalachian coals it has large markets east and along the seaboard, especially for byproduct-coke making and the illuminating-gas industry. It is considered the premier railroad fuel of the world on account of the fact that this coal in a given-sized locomotive will probably haul more cars than any other coal in the

A number of unique thickener mechanism designs with the operating results achieved in various installations are discussed. These unusual designs include new types of raking arms, lifting devices, and feed-wells employed to obtain higher underflow densities and minimum operator control or improved overflow clarity. Several installations of large thickeners in which the underflow lines pass upward through the center to eliminate tunnels are reviewed. The location of the lines and pumps with the maintenance and operating records are included. Several types of automatic lifting device controls are used to provide storage in the thickener. Some of the installations employing underflow density controls are achieving excellent operating results. Thickeners or sedimentation basins are used in minerals beneficiation plants for three basic purposes. These are 1) Concentration, or to raise the density of a liquid-solids slurry. 2) Clarification, or removal of finely divided solids from a slurry. 3) Hydroseparation, or removal of a specific fraction of solids from a slurry. The concepts that control the size and configuration of basins used for these purposes are different. Likewise, different equipment is properly employed to accomplish these various objectives. The pattern of liquid and solids flow in the clarification zone of a sedimentation basin used for thickening or raising the density of a pulp normally is not critical. That is, the solids normally will drop or plunge to the bottom quite readily, and the liquid separates itself from these solids so as to overflow the basin in a relatively clear condition. When clarification or removal of finely divided particles is to be accomplished, the flow patterns in the basin are extremely important. The velocity of the incoming stream must be dissipated and the liquid flow distributed ]In the tank so that the feed is not divided into streams that flow directly to the overflow carrying the fine:ly divided solids that are to be removed. Similarly, the configuration of the arms that provide the raking and thickening of the pulp is not as important in basins primarily devoted to clarification. In thickening, the design of the arms and the manner in which the pulp is moved or worked, can contribute appreciably to the thickening process and achievement of a higher density underflow. THICKENING As the grade oi ore bodies throughout the world generally decreases, and chemical processes, hydro-metallurgy, and other more refined methods of minerals beneficiation are required, problems in thickening become more acute. Difficult operating conditions, previously encountered only occasionally in thickening metallurgical slurries, or clarifying process streams in the mill, are now the rule rather than the exception. Fig. 1 illustrates some of the different types of raking arms that are successfully achieving the desired goals in pulp thickening. The conventional raking arms consist of a relatively simple truss with the blades attached to the bottom chords. This design provides proper Concentration of many 'normal' slurries. The importation of liquid fuels in Brazil amounts to about 1,300,000 tons; 30 per cent of this total being gasoline for automobiles and airplanes. Statistics show an increasing consumption of gasoline notwithstanding the use, daily greater, of fuel alcohol, a domestic fuel of low cost in the producing areas. The Brazilian market for petroleum products has shown a tendency to grow as the country has steadily developed— expansion of the industries in the areas already developed, and also the recent occupation and population of new zones. The war has brought many difficulties to Brazil. It has limited the importation of petroleum products, which came mostly from the United States, Venezuela and Mexico. During the first days of the present crisis automobile and truck traffic was vastly curtailed; but the national activity in the production of more fuel alcohol, and principally in the development of producer gas, has done much to provide a solution for the transportation crisis threatened at the beginning of the gasoline shortage. Many thousands of cars and trucks in Brazil are now burning producer gas made from charcoal. Producer gas for automobiles has been improved by Brazilian engineers and many new types have appeared. - Production There is only one producing oil field in Brazil—the one in the State of Baia, near the Baia de Todos os Santos. The first producing oil well was drilled in Lobato in 1939 by the Federal Government following studies carried on in that area by Oscar Cordeiro, S. Froes Abreu, G. Paiva and J. Amarai. The field and laboratory work done by these men was published in 1936 in a paper entitled " ContribuicBes para a Geologiado Petroleo no Reconcavo (Baia)," which indicated the potentialities of the area as an oil producer. After the discovery of the first producing well, the Brazilian Government issued a decree establishing an area, 60 km. in radius, as a National Reservation. This first well was drilled in Lobato. In no other locality in Brazil is any petroleum produced. Although many wells have been drilled in the southern part of Brazil, on the northeastern coast and in the Amazon Basin, they yield nothing. Actual production is below 1000 bbl. daily. The producing area covers Itaparica Island, Candeias and Arath, Joanes Island and Lobato. Since very little geological information was available, especially about subsurface structure, it was necessary to drill several wildcats in order to collect the data essential in the choosing of good locations. The United Geophysical Co. was contracted to perform a geophysical survey to clear up the major problems concerning the oil deposits in the Reconcavo beds. The best wells in Reconcavo are on Itaparica Island, where the daily flow amounts to about zoo bbl.; in other sectors production is considerably lower and most of the wells are pumping. In the Aratfi sector, near an area of very light oil, there is an important gas field, with wells producing about I0,000,000 cu. ft. daily.

That lead and zinc deposits are the result of prolonged,, slow deposition is the idea of most students of ore deposits, and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. Theore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 76 to 95 ft. (22 to 28 m.) and very wet, requiring three or four pumps to handle the water. The mine was operated until 1914, when it was closed by litigation and immediately filled with water. The second Oklahoma boom, five years ago, opened up the large, active camps of Picher, Tar River, and Century, which are located 2 to 5 mi. west of Lincolnville. They are considerably deeper, being farther down on the westwardly dipping monocline that emanates from the Ozark

Foster Bain, Des Moines, Iowa (communication to the Secretary):* The zinc- and lead-deposits of the Mississippi valley, which it has been my fortune to study, give particularly good examples of many of the principles of ore-deposition formulated by Prof. Van Hise. Perhaps there is nowhere clearer evidence supporting his fundamental tenet., that ore-bodies are to be regarded as a result, and as merely one of the phases, of the work of underground waters. The facts regarding the mines of the upper Mississippi valley have been given in some detail for Wisconsin by Prof. Chamberlint and, more recently, for the mines west. of the Mississippi by the Iowa Geological Survey.‡ Fortunately, also, the processes of underground water-circulation have been studied in some detail in connection with the investigation of artesian waters throughout the region.$ In Missouri and Arkansas the mines and ore-bodies have been much studied ; but the general problems of the circulation of underground waters have been neglected. During the season just closed the writer has been engaged in a re-study for the United States Geological Survey of the zinc- and lead-deposits of the Ozark region, with special reference to those of the . An experimental program was carried out to improve the low-temperature ductjlity of tungsten through the combined use of dispersed oxides for grain-size control and Groups VII and VIII metal additions for matrix softening. Separate binary -alloy studies showed that increasing amounts of finely dispersed thoria or zirconia and critical amounts of rhenium, osmium, and iridium were effective in significantly reducing the ductile-to -brittle bend transition temperature of tungsten as well as in increasing its re crystallization temper - LIKE most of the high-melting point bcc metals, tungsten undergoes a marked transition from ductile to brittle behavior with decreasing temperatures. The material factors which influence the transition temperature include grain size, metal purity, and the presence of dispersed phases. ature and decreasing its recrystallized grain size. The beneficial effects shown by each of these additions on transition temperature and grain size in binary combinations appeared to be additive in tevnary combinations. Thus, combined additions of 2 to 8 vol pct thoria with 5 pct Re, 0.87 pct Os, or 0.30 pct Ir were effective in lowering the transition temperature of tungsten pom 2000 to 75"C, increasing its re crystallization temperature from 1600 to 1800°C, and decreasing its recrystallized gain size from 1175 to 6800 grains per sq mm. The mechanism by which these factors are operable in tungsten is not yet clearly understood. Nevertheless, it has become increasingly apparent that the interrelationship of grain size and matrix composition governs to a large extent the degree of low-temperature ductility which can be achieved. Though it is not possible to accurately assess the relative importance of these variables, the available evidence suggests that, at low temperatures, grain-size effects predominate over purity effects. This was indicated in recent studies by Allen, Maykuth, and Jaffee,' involving single crystals containing 20 to 40 ppm 0 and 1 to 30 ppm C. Thus, while each

The Honor Roll includes the names of all members of the Institute Whom we know to have been on active military duty it the date of compilation, Mar. 5, 1919. Despite our efforts to have this list accurate and complete, some of our members who have been rendering military service are probably left off because of the fact that we have not been informed of their military connection. The list of men in military service has been compiled with great difficulty owing to the modesty of the members, who in their patriotism began their service but neglected to send us notice. In 1918, We published a separate Honor Roll of the Institute in which we included a list entitled "On active duty in other departments of the service" which contained the names of members who were rendering important emergency service to the Government other than in the Army. This list is entirely omitted this year because any list We might compile for this purpose would be entirely inadequate and must inevitably do injustice to a large number of our members who have been devoting great time and making many sacrifices for the benefit of the government along lines not within our ken. It is not too much to say that almost all our membership in this country has been, more or less directly, doing its uttermost for the successful prosecu¬tion of the war. The active work of many of these members we are Well aware of, as is also the rest of the civilized world. Faithful and wholehearted efforts on the part of many other members we have not been informed of, so that any list would be both incomplete and unsatisfactory.

The finding of gold, in enriching quantity, along the streams that issued from the western foothills of the Sierra Nevada was the prelude not only to the birth of an organized mining industry in California but to the intensive exploration of the entire Pacific slope; it presaged the feverish exploitation of the mineral resources that the ubiquitous prospector soon uncovered all over our western domain. At first when this migration began, as typified by the rush of 1849, there was no time to examine the signs of ore that were to be detected along the track of adventure, and, it must be added, not many in that motley crowd of gold-seekers were qualified to interpret the signs if they had lingered to look at them. Such intelligent curiosity as a few of them possessed was directed to the finding of gold chiefly, if not exclusively; and their good sense in this respect can not be impugned, because in a new and remote country the less valuable metals and minerals are unlikely to be worth the winning. Many of those that came to California crossed the alkaline wastes and sagebrush prairies that extend between the Great Sal? Lake and the ramparts of the snow-clad Sierra; when coming overland they found it convenient to halt on the eastern slope and to pitch their camp in the valley of the Car- son river before they began the tedious ascent of the mountains and the final entry into the land of gold. One of the trails most used by these immigrants followed the Carson river to the mountain meadows south of Lake Tahoe and then descended among the pine-woods of Placerville, where they went to work with pan and shovel in the gold-bearing streams

Efficient energy utilization in the electrolytic zinc process, relative to other zinc processes, is one of the reasons for its wide adoption in recent years. Designers and operators of electrolytic zinc plants have pioneered process improvements, new equipment, and operating techniques to conserve energy. As energy costs advance still higher in the future, and competitive pressure against the less efficient producers increases, these or alternative energy-saving methods will be looked upon as a necessity for economic survival. Estimated energy savings which may be achieved by various equipment and techniques are included.

Introduction This paper describes a recent Bureau of Mines research project that resulted in a simple procedure for reducing the dust exposure of longwall shearer operators. This project involved the development and testing of a water spray and passive shield system to hold dust against the face and away from the shearer operators. This system is known as the Shearer- Clearer.
