AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

THE primary purpose of the loading plant is to transfer the finished product from the preparation machines to the railroad car, truck, or barge in which it is to go to market. Secondary purposes of the loading plant are: to prevent excessive degradation of sizes during loading, to reduce segregation as much as possible, and to prevent excessive quantities of very good or off-grade coal from entering any one car. Nonuniformity of consignments is one of the chief sources of com- plaints by consumers and coal merchants. A properly designed loading plant will do much to reduce complaints and ensure uniformity, not only from shipment to shipment but also in each individual consignment along the length of the car and in cross section. DEGRADATION IN STORAGE, LOADING AND SHIPMENT The object in loading is not only to handle the coal without breakage and segregation, but also to produce a well-trimmed load that will ride to its destination without spillage or breakage en route. The small sizes present in a car of prepared coal as received by the purchaser consist of: missed small sizes not screened out in the preparation plant, breakage during loading, and breakage caused by handling en route. For domestic sizes of anthracite shipped from the Pennsylvania anthracite field to Atlantic coast cities, the dealers' loss because of break- age in loading and shipment amounts to from 2 to 5 per cent and for anthracite shipped to Middle West cities, the loss is 8 to 9 per cent. This difference is in part because dealers in the Middle West rescreen their coal more thoroughly than is usual in the East. One dealer handling Illinois No. 6 coal shipped from southern Illinois mines to Chicago reports an average size loss of 10 per cent when lump coal is unloaded with a fork. This runs as low as 5 per cent for carefully loaded coal and as high as 15 per cent for carelessly loaded coal.

This paper is in the nature of a rough preliminary report on the progress that has been made in the application of the mass spectrometer to various problems arising in the petroleum industry. A few years ago the authors considered a number of the problems that were arising in the qualitative and quantitative measurement of small amounts of hydrocarbons. The methods available of making analyses by chemical techniques appeared to leave much room for improvement. Without going into the reasons at this point, attention was turned to the possibility of employing physical instead of chemical methods of accomplish-ing the desired results. A preliminary investigation disclosed that the mass spectrometer presented a possibility of solving many problems which could not easily be accomplished by other methods. Work was begun in developing the necessary apparatus and technique. A great deal of encouragement and many valuable suggestions were received from Dr. Robert A. Millikan, Dr. W. R. Smythe, and Dr. W. N. Lacey, of the California Institute of Technology, and from Dr. E. 0. Lawrence, who recently received the Nobel Prize, of the University of California. The authors particularly wish to acknowl-edge the very great willingness of these out-standing scientists to be helpful in solving many of the problems that were involved. So far as the authors are aware, this was the first application of the mass spectrometer to commercial work. The results were considerably better than had at first been anticipated. Briefly, it is pos-sible to run a qualitative and quantitative analysis of an unknown mixture of hydro-carbon gases, with an accuracy of better than plus or minus 5 per cent of each of the various constituents. An exceedingly high degree of sensitivity has been obtained, and a relatively short time is required to com-plete an analysis. Furthermore, it is un-necessary to separate a mixture of gases into its various components in order to complete the analysis.

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." PRoduction engineering in 1927 may be characterized by a great. clarification of fundamental conceptions, and many improvements in technique. During the year the profession has received tnarked recogni-tion by the industry and to an extent never before attained has become an integral part of it. History Petroleum production engineering is a new profession. Prior to 1925, when this Institute undertook the work, no forum existed for the open discussion of its technical problems. There was no attempt at a handbook of the subject prior to "Petroleum Production Methods by J. R. Suman, in 1921, and no textbook prior to Petroleum Production Engineering" by L. C. Uren, in 1924. As late as 1926, only six schools and universities offered special courses in petroleum production engineering. Prior to about 1923, engineers engaged by oil companies were used almost exclusively for construction and location work. Two of the leading production engineers in the Mid-Continent field, although with their respective companies more than twelve years, were not definitely assigned to production work until 1924. Both men now head large departments giving almost their entire time to production problems. Because of the newness of the profession, the leading production engineers of today have had their fundamental training in mining, civil, mechanical and electrical courses. Not unlikely this diversified training is in considerable part responsible for the amazing growth of the profession. I believe, however, that recognition is due principally to economic pressure within the industry which has directed attention more and more sharply on costs and efficiency. After all, the justification for the growth and continued development, of the profession is to recover more oil from a given unit of sand at less cost per barrel. In this new profession, it seems to me that greatest progress will result from focusing thought and effort on this single objective, and if I might offer one suggestion to the com-

MINING by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being dis-charged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,1 in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Com-mission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however,. through what is known as the Trinity and Klamath River Fish and Game Dis-trict. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

THE speed of drilling rock has become an impor-tant factor in mining operations, while the place-ment of holes, kind, and quantity of explosive used. are equally important. These are a function of the rock hardness and toughness. Both of these fac-tors must be considered in compiling a table that will enable a mine operator or engineer to estimate drilling speeds in a given rock, knowing its hardness, and from its toughness, the dynamite required. The hardness of a homogeneous rock may be defined as its resistance to a penetrating medium, such as a drill-steel bit, and toughness, its resistance to with-stand rupture by the tearing apart of its minerals or parts of the same mineral. Rock hardness, as it has here been defined, is a function of the hardness of the component grains composing it, as well as grain size, shape, arrangement, and binding minerals. Rock tough-ness depends on substantially the same factors, but is measured by a totally different method. The units in which rock hardness is usually ex-pressed are either relative values or alphabetical desig-nations which carry no definite quantitative meaning. R. M. Raymond has suggested the measurement of com-posite rock hardness, based on mineral hardness as ob-tained by the Moh scale. This is done by multiplying the percentage of each mineral in a rock by the Moh mineral hardness and dividing by 100. These values convey a clearer conception in the minds of men in-terested in rock work -and are the basis of the units used in Tables 1 and 2. The hardness of rocks as it has been variously de-fined may be determined by different methods. The first method is one in which the proportionate average of the hardness of minerals making up a rock is the basis for classification. The other factors of grain size, shape, arrangement, and binding power are not considered.

An extensive research program has been carried out at PCS Mining for some time into the use of high frequency microseismic emissions in the range of 30-200 kHz for roof fall warning in the mines. A laboratory investigation on loaded samples of potash has established a close correlation between acoustic emissions and the applied load. The tests also indicated the occurrence of the Kaiser effect. The positive and encouraging response from underground testing and controlled laboratory testing has lead to the extension of the investigation into correlation of the high frequency microseismic emissions and the change in stress distribution due to mining. Hydraulic borehole pressure cells were installed at different depths ahead of the advancing boring machine. The output due to the stress change and the microseismic event count was monitored by a continuous chart recorder. This paper discusses the results of this instrumentation. The results confirm the strong correlation between the two measured parameters and outlines future areas of research for the use of the high frequency microseismic emission techniques in quantifying the changes in stress distribution.

THERE is an ever-increasing demand for furnaces with controlled atmosphere, due to the large quantities of steel being used in the automotive industry, such as the .high-chromium stainless irons, the 18 Cr, 8 Ni stainless iron and low-carbon steel sheets. The difficulties involved in the annealing of such materials, if they are to be kept absolutely free from oxidation, are many. It is possible to bright-anneal these steels in small laboratory hydrogen furnaces, using specially purified hydrogen and taking some additional precautions. In the first place, the insulation, usually of alumina or magnesia, holds small amounts of water vapor, which it is almost impossible to remove completely. Secondly, there is always condensation of water vapor in the cooling chambers of such furnaces, and with the continuous circulation of the hydrogen gas in the furnace, the water vapor is carried from the cooling chamber back into the heating chamber. This water vapor oxidizes the charge. Lastly, the supply of moisture is made sure by the diffusion of small amounts of air from the atmosphere into the furnace against the pressure of the hydrogen. The oxygen combines with the hydrogen and forms more water. Under such conditions there is, little gained by using specially purified gas, because it becomes contaminated after reaching the furnace.

In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

Electrostatic separation of ores in its present form is generally known as the Huff process, from the name of Charles H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead & Smelting Go., in Platterille, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. We are concerned with the destabilizing effects of water inflow and remedies which can be used to reduce that cause. The number of these remedies which have already been demonstrated in mining may be a surprise. Several possible remedies, well known in other work seem worth trial. In saw mines the destabilizing effect of inflow is negligible; in others it can be disaster. Inflow can reduce stability in mining for very nearly, if not all minerals, whether by open pit or under- ground methods. It might cause trouble in saw under water work. As examples of these effects consider hydrostatic pressure on the walls of fractures and ' lubrication' of clay seams. Skin protection by paint or gunite is not likely to help. It is generally necessary to go deeper, for example to drain the ground more effectively or to reduce inflow. The improvement of stability is but one of a score of possible advantages attainable with water control. Most of these advantages would help costs as wet mines go deeper for leaner ore while coping with more restraints and higher costs of per, labor and supplies. Investigation is promising!

Computer simulation of mine ventilation systems, after a slow start in the early sixties, is gaining increasing acceptance for planning, design, and evaluation purposes. Numerous programs are readily available from government, university, consulting, and industry sources. The computer adage "garbage in, garbage out" is as applicable in ventilation engineering as in any other application of computers, and has been responsible for the questionable results obtained in some instances. The source of input data for a ventilation simulation is most often a pressure-quantity survey of the mine, or, in the case of a new mine, information derived from a survey of an existing mine which has conditions similar to those expected in the new mine. The crucial step is to generate simulation input data from the ventilation survey. Problems such as quantities that do not balance, pressure gradients opposite to measured air flow, differences in the pressure datum in a multi-shaft mine, modeling of leakage, and deviations in flow from the square law (H=RQ2) are frequently encountered and must be resolved. The purpose of this paper is to discuss these aspects and to propose procedures which can lead to input data for valid simulations of mine ventilation systems.

A technique for measuring the creep and rupture strength of nickel specimens bonded by sintered oxide layers has been developed for the investigation of the role of grain-boundary oxide in the oxidation strengthening of nickel during creep at 817 °C. Prom the inverse dependence of the rate of bonding on the thickness of the starting oxide, it is suggested that the rate of diffusion of Ni++ through NiO is the controlling process at the start of sintering. Cornparisons of the creep and rupture strength and of the microstructure of sintered couples with conventionul creep specimens suggest rupture in nickel is prevented by load-bearikzg, ikltergranular layers of oxide. A number of recent investigations have shown that at high temperature and low stress the creep-rupture strength of nickel and nickel-base alloys may be much greater in air than in an inert gas or vacuum.'-7 For example, at 817°C and 2500 psi, nickep failed in vacuum in 48 hr but not in air after 4000 hr, and a Ni-Cr-A1 alloy5 at 1038°C and 3000 psi failed in vacuum in 4 hr but not in air after 731 hr. Fig. 1 is a typical creep curve in air for materials experiencing this pronounced environmental strengthening. Detailed analysis by conventional techniques and by the General Image Processing System (GIPSY) has revealed that the conmunution of base metal-containing, complex, fine-grained sulfide ores results in the selective concentration of some ore minerals as a function of size fraction. The ores studied are massive, metamorphically recrystallized, pyrrhotite-rich masses with 10-30 percent pyrite and several percent each of sphalerite, chalcopyrite, and magnetite; gangue minerals - amphibole, mica, and quartz - constitute approximately 10 percent of the ore mass. Examination of samples from laboratory grinding experiments, - from +35 to -250 mesh - produced by both Impact and attrition grinding, reveals that there are significant differences in the mineralogical content of the various size fractions. No single fraction is representative of the bulk mineralogy of the sample. Pyrite is highly enriched in coarser fractions, whereas chalcopyrite, sphalerite, magnetite, and gangue minerals are concentrated in the finer size fractions. Concentration of the ore minerals in the finer fractions is attributed to their common presence as interstitial, grains along the grain boundaries of the more dominant pyrrhotite and pyrite. As such, they tend to be somewhat preferentially liberated as small fragments during the initial stages of crushing and grinding. The relatively coarse-grained pyrite, up to 1 cm cubes, is brittle and readily fractures into coarse fragments which are seen in larger size fractions.

The phase diagram for the SnTe-SnSe system has been studied in the temperature range from 300° to 900°C by differential thermal and quenching techniques. The X-ray measurements were made on quenched specimens. High-temperature diffraction was also made to study the phase transition in SnSe. The system is proved to be of a eutectic type in which no intermetallic compound exists. The eutectic point is at the composition SnTeo.55 Seo.45. the eutectic temperature being 755°C. Solid solubility limits are SnTeo.6Seo.r and SnT eo. 3s Seo.6s at the eutectic temperature, and change almost linearly to SnTeo.aaSeo.lz and SnTeo.18 Seo.az as temperature decreases to 300°C. It was shown that the SnSe phase has a phase transition of the second order at about 540°C and that the transition temperature decreases with increase of the SnTe content. THERMOELECTRIC properties of tin telluride (SnTe) and tin selenide (SnSe) have been studied extensively in recent years. The variation of physical properties with composition could be of interest if these compounds form an appreciable crystalline solution. The purpose of present investigation is to confirm the formation of crystalline solution or intermetallic compound, if any, and to establish the phase diagram for this system. The crystal structure of SnTe is NaCl type with a cubic unit cell1 (a = 6.313A). The crystal of SnSe having an orthorh2mbic unit cellz (a = 11.496, b = 4.1510, and c = 4.4437A) is isomorphous with tin sulfide (SnS) which has a distorted sodium chloride structure. It has been known that SnSe has a phase at at 540°C; the transition has been assumed to be of the second order. As far as we know, only two studies on the SnTe-SnSe pseudobinary system have been reported. The conclusion obtained in these papers is that, in the composition regions near SnTe and SnSe, the system forms a crystalline solution of the SnTe structure and the SnSe structure, respectively, and that, in the intermediate region, both phases coexist. However, neither the variation of the solid solubility vs the temperature nor the liquidus and solidus were investigated. Hence present writers have attempted to determine the phase diagram of the system by differential thermal analysis (D.T.A.) and X-ray diffraction. EXPERIMENTAL Sample Preparation. Starting materials, SnTe and SnSe, were prepared by the direct fusion of commercially available high-purity (99.999 pct) elements. Stoichiometric amounts of each couple Sn-Te or Sn-Se were weighed into a clear fused silica ampule. After evacuation to a pressure below 10-3 mm Hg, the am- pule was sealed, and annealed at 900°C for 5 hr. The melt was quenched in water. X-ray analysis confirmed the formation of a single phase of SnTe or SnSe. The other samples, SnTel-,Sex were synthesized from these SnTe and SnSe by mixing them in the required ratio, followed by annealing at 900°C and quenching. These samples were used directly for D.T.A. For X-ray measurements, samples were annealed at 700°, 600°, or 500°C for 100 hr or at 300°C for 150 hr, and then quenched in water. It was found that the lattice constants of the SnTe phase annealed for 150 hr at temperatures above 500°C did not differ from those annealed for 100 hr at the same temperatures. However the X-ray phase analysis showed that at 300°C the annealing for 150 hr was necessary to attain a true equilibrium state. D.T.A. The solid-liquid equilibrium temperature was determined from D.T.A. measurements. The sample was sealed in an evacuated silica tube and molybdenum powders sealed in an another tube were used as a reference material. The sample and the reference tube were placed in a nickel block and were heated from room temperature to 900°C at a rate of 3°C per min and then cooled down at the same rate to 600°C. Thermocouples for these measurements were Pt-Pt. Rh (10 pct) and the error of temperature measurements was within + l0C. D.T.A. curves were obtained on a two-pen recorder and an automatic controller (PID type) was used for the program of heating and cooling. When temperature reaches the solidus from the low-temperature side, there appears an endothermic peak. The solidus temperature was determined by extrapolation of the straight portion of the starting flank of this peak to the base line. In a similar way, the liquidus temperature was determined from an exothermic peak on D.T.A. cooling curve. In the case of supercooling, if any, its degree can be estimated from the magnitude of the abrupt temperature rise. X-Ray . X-ray powder patterns were taken by a diffractometer using CuK, radiation. A. R. POWELL*—Mr. Doherty has outlined in a most thorough manner valid arguments for the development of an industry in this country making syn. thetic liquid fuels from coal. No thoughtful person will dispute the statement that it is essential to carry on fundamental and applied research and acquire engineering "know-how" by the erection and operation of two or three large plants in the near future. Considerations of national security indicate that this should be done, irrespective of any temporary present surplus of natural petroleum. It is the belief of the discusser and of many others interested in coal technology that our energy picture of the future will include an increasing utilization of coal directly, without any conversion to liquid fuel, as a source of energy. A fact that is sometimes forgotten is that petroleum fuels have often been cheaper than coal in many locations and over long periods of time, and this price factor has been of great importance in expanding the use of petroleum fuels at the expense of coal. Synthetic liquid fuel made from coal must necessarily be several times as costly as the coal from which it is made, and this fact alone will have a profound effect on the future energy pattern of our country. This complete change in the economic relationship between solid and liquid fuels will lead to the substitution of coal itself for many uses now supplied by the relatively cheap petroleum fuels. From the standpoint of conservation of our natural resources, the substitution of coal itself for liquid fuels wherever possible when the age of synthetic liquid fuel arrives is also logical. At least 50 pct of the energy of coal is lost during conversion to liquid fuel. Nor is this com-pensated for by a higher utilization effi-ciency of the liquid fuel in most cases. For example, modern steam-boiler plants can operate at equal fuel efficiencies with either coal or fuel oil.

THE first method of working coal mines in the middle western states, more particularly in Illinois, Indiana and Missouri, was by means of the so-called single-entry method. In this method a single main passageway, or entry, was driven in the coal seam. with no parallel passageways, and from this pas-sageway or entry there were turned at intervals sim-ilar cross-passageways or entries, and from these cross-passageways, if the coal seam worked lay fairly horizontal, rooms were turned right and left. These crude methods of working were followed when the com-panies opening the mines were small and of very limited capital, and when the demand for coal was small and irregular. The principal desire was to produce coal in the short-est possible time and at the cheapest price. The chief evil resulting from such method of working was de-fective ventilation, although there were other serious drawbacks. There were then few or no good mining laws and no restrictions on those operating the coal mines. The hours of labor were long, the wages low, and the miners accordingly worked hard. All the coal was either sheared or undercut with a pick by hand. Very little solid shooting and no machine mining was done. What little air entered the mine, openings was introduced through the entries or. headings and thence conducted through the rooms by means of curtains; in many cases, as the workings became more exten-sive, the number of curtains added so materially to the mine resistance that ventilation was extremely in-efficient. Shots were fired by the miners at any time during the working shift and consequently there was more or less powder smoke or fumes in the mine work-ings all day long. Moreover, the working days were much longer than at present. The fine, dry coal-dust falling from the miners' picks while they were shear-ing or undercutting the coal filled the mine atmosphere and was taken into the lungs of the mine employees.
