Bethlehem, Pa.-I regret that the author has overlooked the great usefulness of the electric furnace for the melting of ferromanganese in the manufacture of manganese steel. WALTER S. (communication to the Secretary*)-In an article as brief as mine it was not possible to .fully cover the metallurgical field; this accounts for my not mentioning the electric furnace for the melting of ferromanganese in the manufacture of manganese steel, although the advantages of such an apparatus are fully appreciated by me. FREDERICK LAIST, + Anaconda, Mont. (communication to the Sec-retary?).-Manganese steel has proved very serviceable in our plant.. We are using manganese steel for the jaw plates on the 5-' by 15-in. crushers in the concentrator instead of cast-iron jaw plates which we formerly used. The manganese steel wears five times as long as the cast iron. We are also using manganese steel in our 8- by 20-in. crushers. In our primary crushers, which are 12 by 24 in., we still use cast iron because the manganese-steel plates wore unevenly and left shoulders which caused trouble in setting up the crusher. Another reason for preferring cast iron in these crushers is that they grip the ore better on account of wearing of the rougher surface. The surface of the manganese steel becomes polished and large pieces of ore fail to be drawn in. We recently tested 8- by 16-in. manganese-steel elevator buckets working on 2-in. undersize against malleable-iron buckets and found that manganese-steel buckets lasted two and one-half times as long as the malleable-iron buckets. We use manganese-steel screen plates on our 2-in. trommels and have found that they last about five times as long as cast iron. We also used manganese-steel wheels and rails under the 20-deck round table in our slimes-treatment plant. We first used cast-iron rails and wheels and found that these wore badly at the end of two or three weeks, while the life of the manganese steel seemed to be almost indefinite; we never had occasion to change any of the manganese steel rail sections or wheels in the year and nine months that the plant was in operation.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. HAVING been requested to prepare a paper referring especially to my patents as applied to blast furnaces, I shall confine my discussion to those improvements and inventions pertaining directly to the blast furnace itself, omitting a number of patents pertaining to blast furnace operations. I spent the early part of my life in the construction of blast furnaces, from rivet-heating to drafting and designing, much of the work relating to repairs and rebuilding. Later, as I became more interested in maintenance and operation of a group of blast furnaces, one fact especially made a lasting impression on me, namely that a very expensive piece of equipment was very short lived, and the expense of replacement, relining, etc., in many instances consumed most of the profits made while in actual operation. As far back as 1910, I began to lay plans to build with a view to permanency and not merely for a blast, the common expression at that time, which really meant only one or two years in southern practice. Since we did not then blow so hard most failures occurred in the bosh and hearth. The failure of either generally meant a complete new lining, as the inwall did not look good enough to last another blast. At that time we were using two types of hearth, one of heavy steel plate protected by well and sprays on the outside, and .one of heavy. cast iron, made in sections and bound together with wrought-iron bands. The former type proved dangerous, for if the iron should come through, as it frequently did, it would cut away the steel plate, quickly turning large quantities of molten iron into the water, causing a severe explosion and costly repairs. The cast-iron type gave trouble also by the iron finding its way through the joints between the sections, which was' not so serious; since the iron would not cut away the heavy cast-iron sections very quickly, and generally caused only small damage, and repairs-were easily made. Both types have been improved; the former by the introduction of cast-iron -water-cooled plates, placed on the, inside of the steel, jacket. This has proved to be very good construction, but has no real claim to permanency: As the cast-iron plates cannot be replaced from the outside, therefore the operator must assume that some time, at no late date, he must replace them from the inside, which will mean a blowing out of the furnace. IN a previous study1 of the effect of heating com-mercial titanium in air on its subsequent friction coefficient against other metals, as well as itself, it was found that the friction coefficient markedly decreased from a value of about 0.7 to about 0.3. A tentative explanation was given that surfaces normally produced at room temperature are not contaminated sufficiently to prevent seizing or welding of the titanium to the softer mating metals. The latter tend to cleanse themselves during rubbing over the harder titanium. It was thought that the lack of a contaminant protective film on the titanium was due to the high solubility of titanium for oxygen and nitrogen and hence an inability to form a contaminant oxide or nitride. This explanation requires the ratio of the surface absorption rate to the diffusion rate to become much lower at room temperature than it is at high temperatures. In order to check the phenomenon further, commercial titanium specimens were nitrided or oxidized at 800°C for 20 hr in flows of prepurified N2 and 01, respectively, at about 1/2 in. H2O above atmospheric pressure. Friction runs were made in argon using a freshly cut copper hemisphere (cut in argon) on surfaces cut successively into the diffusion layers in the titanium (cut in argon) using the techniques described in a previous publication.' DPH values (100 gram load) were made as a function of depth into the diffusion layer using a Tukon tester. Also, micrographs were taken at separate cross sections to indicate the diffusion layers. The results obtained are presented in Figs. 1 and 2, which show the "static" friction coefficient vs hardness for the nitrided and oxidized specimens, respectively. A separate measurement of the friction coefficient of clean copper vs iodide titanium also was made. From results reported in the literature' giving the oxygen and nitrogen contents as functions of the hardness, cross plots were made showing the friction coefficients as functions of the amount of interstitial solute. These plots are given in Figs. 3 and 4. From micrographs of the diffusion layers and the phase diagrams, it was deduced that the data in Figs. l through 4 correspond to the single phase a region. The points observed on the compound regions have been excluded from the figures. It is apparent that nitrogen or oxygen in solution in the a titanium markedly affects the friction coefficient against a softer mating metal. Discussion of Results These results are extremely interesting from both a practical and theoretical viewpoint. The theoretical implications will be discussed first. According to Bowden, the friction coefficient should be given to a good approximation by the relation where a is the fraction of contact area that has welded, a is the shear strength of weaker component, and H is the hardness of softer component. Using this relation alone, it is difficult to understand the results because none of the terms should be affected by a variation in the oxygen or nitrogen content of the harder and stronger metal, titanium. Even if the ratio of S/H for titanium is used in Eq. 1, the ratio has been shown to be independent of oxy-gen or nitrogen content.' If a more rigorous equa-tion is used combining Eq. 1 and a result given pre-viously" for the case where welding is absent, then the relation obtained is µ = a S/H + (1-a) a W aß/H where a is constant and Waß is the work of adhesion between the two metals comprising the friction couple. This relation states that if a is less than 1/2 or so, variation in the work of adhesion Waß between copper and the titanium should affect the friction coefficient markedly. It is reasonable to expect that the work of adhesion will depend on the oxygen or nitrogen content of the titanium. Available data4 show that clean metals and oxides have much lower works of adhesion than the same metals against the

THE twenty-first birthday of the Rocky Mountain Club will be celebrated on April 11 by the Last Round-up; for, as announced at the annual meet-ing of the American Institute of Mining Engineers in February, the Club and the Institute have voted to con-solidate and formal approval by the court alone re-mains to be secured. The Rocky Mountain Club was organized some years since "to create and maintain good fellowship between the Rocky Mountain members and to further the in-terests of the Rocky Mountain States." From the first, mining men dominated it, as was natural in view of the prominence of mining in the Rocky Mountain region. A series of brilliant annual dinners were held and a site purchased for a clubhouse. A fund was raised to provide a home for the Club. Just as success was as-sured the war came and the members of the Club con-sidered it would be unpatriotic to spend money for such purpose at that time. In a spirit of patriotism the Club funds were devoted to war purposes, especially the Commission for Relief in Belgium and the caring for soldiers going to and returning from the front. So much of the money was used that at the end of the war the project for a clubhouse was out of the question with-out raising a new fund, and since 1923, the Club has been inactive. There is now in its treasury a substan-tial sum. The assets are for the most part the result of contributions made by W. B. Thompson, John Hays Hammond, and Edward H. Clark, all members of the Institute and all of whom wished to see these funds applied in a manner to leave some lasting memorial of the spirit which animated the founders and at the same time perform some useful function in the development of the region in which the Club's interest centered. It was thought that this could best be done through affilia-tion of the Club with the Institute and both organiza-tions have voted for the merger. The Club members not already in the Institute are to have the privilege of a special Rocky Mountain life membership, and the property of the Club is to be used to endow a Rocky Mountain Club fund to be used for purposes in accord with those of both the Institute and the Club and with especial reference to benefiting the Rocky Mountain region.

INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

NATURAL abrasives of some type are found in all countries of the world. In order of their hardness the principal natural abrasives are diamond, corundum, emery, and garnet, which are termed high grade, and the various forms of silica, including pumice, pumicite, ground feldspar, china clay and, most important, sandstone. The properties qualifying materials for use as abrasives are hardness, toughness, grain shape and size, character of fracture, and purity or uniformity. For manufacture of bonded grain abrasives such as grinding wheels, the stability of the abrasive and its bonding characteristics are also important. No single property is paramount for all uses. Extreme hardness and toughness are needed for some applications, as in diamonds for drill bits, while for other purposes the capacity of the abrasive to break down slowly under use and to develop fresh cutting edges is of greatest importance, as with garnet for sandpaper. In dentifrices, soaps, and metal polishes, of course, hardness and toughness are objectionable. First among the natural abrasives, industrial diamonds are essentially of three types: l—bort, which includes off-color, flawed, or broken fragments unsuitable for gems; 2—carbonado, or black diamond, a very hard and extremely tough aggregate of very small diamond crystals; and 3—ballas, a very hard, tough globular mass of diamond crystals radiating from a common center. Bort comes from all diamond-producing centers, carbonados only from Brazil, and ballas chiefly from Brazil, although a few of this last group come from South Africa. By far the largest producer of industrial diamonds is the Belgian Congo; the Gold Coast, Angola, the Union of South Africa, and Sierra Leone supply most of the remainder. There is no production in Canada, which imports $6 to $9 million worth of industrial diamonds annually. Industrial diamonds find innumerable uses in modern industry. They are used for diamond drill bits for the mining industry; in diamond dies for wire drawing; in diamond-tipped tools for truing abrasive wheels and for turning and boring hard rubber, fibers, and plastics; and in diamond-toothed saws for sawing stone, glass, and metals. High-speed tool steels, cemented carbides, and other hard, dense alloys can be cut, sharpened, or shaped efficiently only with diamond-tipped tools and diamond grinding wheels. .. Second only to the diamond in hardness is corundum, an impure form of the ruby and sapphire gems consisting of alumina and oxygen (Al²O³) with impurities such as silica and ferric oxide. Corundum generally crystallizes from magmas rich in alumina and deficient in silica, as in the nepheline syenites of eastern Ontario. Grain corundum is used in the manufacture of grinding wheels; very coarse grain is used in snagging wheels. Both types of wheels are employed in the metal trades, where the hardness of corundum, coupled with its characteristic fracturing into sharp cutting edges, makes it an ideal cutting tool. The finest corundum (flour grades) is used for fine grinding of glass and high-precision lenses. From 1900 to 1921 Canada was the world's leading producer of corundum. Following this period the deposits located in northern Transvaal of the Union of South Africa supplied more and more of the world's requirements, and since 1940 South Africa has provided almost the entire output, which has ranged between 2500 to 7000 tons a year during the last decade. Minor amounts have also been produced in Mozambique, India, and Nyassaland. Opportunities for Mining Corundum Corundum deposits in southeastern Ontario are of three types, which may be described as follows: 1—Scattered, irregularly-shaped deposits of coarse-grained corundum which could be mined by means of small pits. About 10 groups of such deposits are known. Although the tonnage of individual deposits of this type is not great, it has been estimated that several years' ore supply is available for a small tonnage operation. Deposits average about 9 pct corundum. 2—Large irregular deposits of coarse-grained corundum which would require mining by adit with possibly a scavenger operation on the remains of former surface deposits. The Craigmont deposit of this type produced about 20,000 tons of corundum concentrate during operations between 1900 and 1913. Most of the readily available surface ore was removed by operators during that time. Reserves of ore above road level have been estimated to average 7 pct corundum, but none of the so-called reserves have been blocked out, or even indicated, by diamond drilling. The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. ? Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Learning for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Learning's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Learning is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed. ?

The formation of austenite from ferrite, ferrite plus retastable carbide, spheroidite, and pearlite has been studied in a series of irons, Fe-C alloys, and plain-carbon steels using fast heating techniques. In the absence of carbide, austenite nucleates at ferrite/ferrite grain boundaries; nucleation is followed by the rapid growth characteristic of a massive transfornation. The trarnsformation occurs at 950°C at heating rates of 106º C per sec and cannot be suppressed. Metastable carbide dissolves before austenite forms and does not influence the transformation kinetics. For spheroidite structures, austenite nucleates preferentially at the jinction between carbides and ferrite grain boundaries. Growth from these centers proceeds until the carbide is completely enveloped; subsequent growth occurs by carbon diffusion through the austenite envelope. For pearlite structures, austenite nucleates preferentially at pearlite colony intersections. Carbide la)?zellae dissolve at the advancing austenite interface but complete solution of carbide does not occur; the residtial carbide is eventually dissolvled or spheroid-ized depending on the carbon cuntent. The magnitude and temperature dependence of the austenite growth rate into Fe-C pearlite when incomplete carbide dissolution is assumed are satisfactorily explained by an approximate colume diffusion model. The impurities present in plain-carbon steel reduce the growth rate of austenite in comparison to that jound in an Fe-C alloy. The formation of austenite has been studied in much less detail than the decomposition of austenite. This is primarily a result of the importance of harden-ability in determining the mechanical properties of steel. Recently, more interest in the kinetics of austenite formation has resulted from the discovery by Grange1 that rapid heating techniques strengthen steel by refining the austenite grain size. Although the strengthening effect is not large, it is accompanied by no loss in ductility. In addition, interest continues in rapid heat treatment of low-carbon steel sheet for tin plate applications.2,3 Among the few systematic studies of austenite formation are the early work of Roberts and Mehl4 on formation of austenite from pearlite and recent work of Molinder5 and of Judd and paxton6 on formation of austenite from spheroidite. Also, Boedtker and Duwez7 and Haworth and paar8 have recently studied the formation of austenite from ferrite in relatively pure iron, Kidin et al.9,10 have studied the formation of austenite in 8 pct Cr steels, and Paxton has recently discussed various aspects of austenite formation in steels." The present work was undertaken to determine the kinetics of austenite formation for a variety of starting structures including ferrite, ferrite plus metastable carbide, ferrite plus spheroidal cementite, and ferrite plus pearlitic cementite. Emphasis was placed on determining the active sites for austenite nucleation, determining the temperature and time range of austenite formation, and in the case of pearlite a careful study of the growth rate of austenite was made in the absence and presence of impurities. By using a variety of heating techniques including laser-pulse heating, it has been possible to study austenite formation in an isothermal fashion over a wide range of temperatures. EXPERIMENTAL PROCEDURE The alloys studied in the present work are a zone-refined iron with 4 pprn C, an Fe-C alloy with 130 pprn C, 2 Fe-C alloys with 0.77 and 0.96 wt pct C, and a plain carbon steel with 0.96 wt pct C. The zone-refined iron and Fe-C alloys contained 60 pprn and 200 pprn total substitutional impurities, respectively. The plain carbon steel contained 2400 pprn Si, 2000 pprn Mn, and 900 pprn Cr. Various heat treatments were given to these alloys to produce different starting structures of equiaxed ferrite, ferrite plus metastable carbide, fine pearlite, and spheroidite. These heat treatments are given in Table I. A wide range of heating rates were employed in this work because many of the reactions occur so quickly at temperatures in the austenite range that they are completed during the initial heating cycle unless very fast heating rates are used. Essentially the same heating techniques employed by Speich et a1.12 and Speich and Fisher13 were used in this work. For time intervals of 2 sec to 20 hr, simple hand immersion of 0.010-in. thick specimens in a Pb-Bi bath was employed. These specimens were quenched in a 10 pct NaC1, 2 pct NaOH aqueous bath. For time intervals of 100 m-sec to 2 sec, an automatic dunking and quenching device was employed with 0.002-in. thick specimens. Again, liquid Pb-Bi baths were used for a heating medium but now helium gas quenching was employed. For time intervals of 2 to 100 m-sec a laser heating device was employed with 0.002-in. thick specimens; a helium plus fine water-droplet spray was now used for quenching. Additional information on heating times shorter than 2 m-sec was obtained by study of the zones around the centrally heated laser spot. Here diffusion of heat from the centrally heated zone raises the temperature of the specimen locally to all temperatures between ambient and the peak temperature, but for times of the order of microseconds.
