The performance of the nation's first geologic repository for Commercial High Level Waste will be evaluated in a variety of ways which will involve the use of the state-of-the-art thermomechanical computer codes. Elastic properties of the host rock and the materials surrounding the repository are required for this numerical modeling effort to assess both near- and far-field effects. Only limited laboratory testing is possible, however, making it extremely beneficial to expand the data base by calculating dynamic elastic properties from available geophysical well logs. Elastic theory dictates that for an isotropic solid there are only two independent variables in addition to mass density, namely the compressional velocity, the shear velocity, and Poisson's Ratio. Compressional velocity and density are readily measured by geophysical well logs or in the lab; the crux of the solution requires measuring or determining either the shear velocity or Poisson's Ratio. Examination of acoustic propagated shear waves measured during confined compression testing demonstrates that Poisson's Ratio is a fundamental lithology-dependent parameter. Once a rock mass is appropriately classified, application of the laboratory derived dynamic Poisson's Ratio will yield a continuous and reasonable in situ modulus from acoustic and density logs. For preliminary characterization and assessment of the mechanical properties of rocks within the subsurface, and for studies of rock quality, this method is sufficiently accurate. The general availability of acoustic and density logs from wells logged for other purposes has made the application of this method desirable.

N recent reports, Sully' and Beck and coworkers' I have advanced hypotheses concerning the formation of the phase. Both of these hypotheses are based on Pauling's theories of the electronic configuration of the elements of the first transition group. Sully considered that the number of electrons which can be absorbed in filling electron "holes" is the factor which determines whether or not the structure can form. Beck suggested that the presence of a certain concentration of electron "holes" is the controlling value. It can be shown that a similar criterion can be developed without making reference to Pauling's theories. Table I shows the elements of the first transition group and the incidence of the a structure in the binary systems of these elements according to the data presently available. Also appended is the number of electrons considered to exist in the 3d-4s levels of these elements. If the atomic percentages for the phase are listed as shown in Table 11, and if the number of electrons in the 3d-4s levels per atom is calculated for the a boundary values, the results are as shown in the last column. It can be seen that the numerical values are all in the vicinity of 7 electrons per atom. This is true also for the ternary Cr-Mo-Ni IT phase, which occurs in a system in which none of the binary compositions are known to develop the phase. In the Fe-Mo binary, the high temperature a phase, which occurs at a composition of 50 atomic pct of each element, also yields a ,;1 e of 7 electrons per atom. From inspection of Tables I and 11, it develops that any series of sequential numbers which is assigned to the elements under consideration will result in the numbers pertaining to a compositions grouping themselves around one specific number. It does not follow, however, that this random number necessarily has physical significance. Such a point has already been discussed by Hume-Rothery." One interesting point develops from this study, however, and that is the position of manganese with reference to the other elements and to the phase. In the system used here, the formation of phase is associated approximately with the value of 7 electrons per atom, which is also the number of electrons per atom that manganese has. Manganese, it will be recalled, exists in three different crystal forms, none of which are the usual, simpler metallic forms; on the other hand, elements just to the left of manganese (in Table I) generally have lower coordination-number structures (body-centered cubic) than do elements to the right of manganese (face-centered cubic). The contribution to a complex crystal structure by the interalloying of elements from opposite sides of manganese is significant in that the a phase is formed in binary systems including one element from each side of manganese, with manganese capable of participating with both sides. It is indeed an interesting coincidence that manganese, with 7 electrons per atom, solidifies in complex crystal forms, and that when alloys of the transition elements are made which have seven 3d-4s electrons per atom, they, too, tend to assume a complex crystal form. From the above, it might be deduced that the study of the a phase might be advanced by a critical examination of the element manganese and how its structure is affected by small additions of elements which change the 3d-4s electrons per atom number. ANY metal which contains even a small percentage of aluminum possesses certain peculiarities of appearance and properties which are exhibited both when the metal is melted and after it solidifies. Pure aluminum, or an alloy containing a small proportion of aluminum, can be melted without flux-except for a layer of charcoal-because a film of aluminum oxide and metal forms at the surface of melted aluminum. Although very thin, this film is air-proof, and it prevents the metal underneath from oxidizing. This oxidized film does not move easily on account of its toughness and high surface tension. One very important point in connection with this process of still casting has not been strongly enough stressed, namely, that the same kind of surface film with the same peculiarities forms over the surface of all melted alloys that contain even a small proportion of aluminum. Experienced foundrymen know how desirable it is to cast aluminum under its "skin" or under the surface of the film which tends to remain still. In the case of red copper, when in fusion, the surface shows pure copper only. This' is due to the fact that liquid copper constantly absorbs the copper oxide which forms on the surface. By closely examining melting copper the oxide can be seen dissolving in the bath, and going into solution just as pulverized sugar dissolves in water. When copper is cast in the open, either in wire bars or cakes, the surface of metal exposed to the air is covered by a film of black oxide that cannot be absorbed by the metal.

The annual business meeting will be held on Feb. 18 at 10 a. m., and no technical sessions will be scheduled at that time, so that all members may participate in the election of officers, hear the presentation of the annual reports of officers and committees and discuss any matter which they may care to bring up at that time. The annual dinner will be held at the Conlmodore Hotel on the evening of Feb. 20, and the usual good time is promised. Arrangements for this and other social features of the meeting are, as usual, in hands of the New York Sec- tion, of which the chairman this year, Ralph M. Roosevelt, has a well-established reputation earned as president of the Zinc Institute, as host.

The study and use of low-carbon manganese steels have been curiously neglected in the general history of developments in alloy steels. Hadfield1 made an extensive study of manganese-iron-carbon alloys about 1886, which culminated in the wide application and use of Hadfield austenitic manganese steel. His alloys were nearly all high in carbon, as compared with the steels discussed in this paper, and he found a marked tendency toward brittleness in the alloys of medium and low manganese content, that is, below 7 per cent. manganese. As a result, there has been a widespread prejudice against the use of manganese steels containing between 1.0 to 3.5 per cent. manganese with comparatively low carbon. Steels of this composition have never been studied adequately in comparison with other alloy steels, and have had litttle use in practice. In a very recent paper by Sir Robert Hadfield2 the following statement appears: 6L... manganese-iron alloys with little or no carbon do not seem to offer any practical employment; they only become valuable in the presence of quite high percentages of carbon, 0.90 to 1.50 percent." The results of the present investigation are so contrary to the findings of Hadfield that the writers feel fully justified in presenting the preliminary report incorporated in this paper. IN the vicinity of Kirkland Lake, northern Ontario, several gold mines are producing, and three are at present being operated very profitably. At these three mines and on the adjoining properties east and west of them there have been important developments during the past year, and additional equipment has been installed to permit a large increase in output. At the end of 1924 the total production amounted to $13,688,600. For the year 1926 the production is estimated at about $19,000,000, and during 1926 the output should be much greater than that of 1925. The mines which are being operated most profitably and are producing a large part of the ore now being milled are the Wright-Hargreaves, Lake Shore and Teck-Hughes. Others which have contributed smaller amounts are the Tough-Oakes-Burnside and the Kirk- land Lake Gold mines.

PATENT records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinkering. Such expectations are attractive and a number of companies experi-mented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has con-tinually received inquiries about these products. IT is characteristic of most scientific investigators that they are not satisfied with the discovery of new facts, no matter how curious or unex-pected, but that along with the factual discovery there is a constant effort to understand. It appears that one's interest in, and satisfaction with, the discovery of an array of new experimental facts is enormously increased if one has at the same time a theory or hypothesis guiding one's expectation of what sort of new experimental discovery may lie around the corner. Conversely, as a theoretical physicist one's satisfaction with his theory is greatly enhanced if along with the development of the theory can go the discovery of new experimental facts, confirming or perhaps modifying the theory as it grows. Of course, there have been long arid stretches in the history of physics in which new data of unquestioned ultimate importance have piled up, without much inspiration or illumina-tion in the way of understanding. For 50 years spectroscopy had such an arid history, but how irksome this was felt to be is plainly shown by the almost audible relief that greeted the first success by Bohr in injecting understanding into the situation, and by the fresh rush of experimenters into this field when the prospect of understanding had once been offered. The investigations in the field of high pressure, which have occupied me for a long time,1 until the last few years have been in very much the same sort of situation as spectroscopy before the advent of Bohr. A great many kinds of data were collected for a great many solid and liquid sub-stances, and there could be no question of the importance of these data, because the uniform change of dimensions produced by hydrostatic pressure is perhaps the simplest conceivable type of alteration to which a body can be subjected. But except for a few isolated flashes, there was no theoretical illumination, so that it had to be to a large extent the enthu-siasm of the collector that kept me going. TO THE, BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923. In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923 Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by, the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers; but for the mature members, those of experience, there are few calls During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members. The A. I M. E. has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

(communication to the Secretary*) :-No doubt there are as many different methods of starting a blast-furnace as there are men who assume that responsibility. Having blown-in a furnace a few years ago in a manner similar to that outlined by Mr. Sweetser, things went along so well at the start that I had time for a little reflection on what was going on inside the furnace. I saw the wood turned to charcoal practically, and it occurred to me, why should I use wood when I could put in the charcoal in the. first place, and thus save a lot of time, and also eliminate the dangerous gas from the wood, which is the cause of most of the accidents in starting up a furnace. I had a furnace out for repairs and decided to use no cord-wood in blowing in. I put in about a carload of charcoal and used no wood except some shavings and oily waste at each of the tuyeres. The furnace had 16 tuyeres and was 100 by 22 by 14.5 ft. Hot rods were put in each tuyere' and the blast started immediately at 11 a.m. Within 5 mill. the air was all driven out of the stack and the gas lighted of its own. accord at the top of the furnace. It was allowed to burn for 5 min. longer and then the bell was closed and the gas taken to the last stove and the last boiler on the gas-main. It was all clone so quietly that it was hard to realize that the gas was down. The tuyeres were as bright as if the furnace had been in blast for a long time. I have learned since that others have used the same method, but they had not passed the good advice along.

No outstanding example of an important producing unit operation exists in California today where the competitive drilling drainage feature is or was entirely eliminated We need not feel, however, that the thought of unit operation had its birth in 1924, when Henry L. Doherty named and sponsored it so strongly before the American Petroleum Institute and our own organization. No man or company in California ever drilled a wildcat well without exerting every possible effort to get all of the structure, so as to control drilling and avoid competition. Overproduction did not begin in 1923, so there has always been the wish to avoid it. In this state the practice of selling acreage around a wildcat has not been followed, except possibly in rare instances. The operator drilling the wildcat knew he must pay the bill alone, so he endeavored to get the benefit of his effort by tying up all of the land around his well and by so planning his different lease obligations as to avoid as much offsetting as possible. If he failed to get all of the land, it was because someone's price was too high, some other oil man also had the same idea and already held some lands, a competitor took leases away from him while his work was still incomplete, or (as was so often the case) the hidden structure when developed did not prove to be where the wildcatter thought it would be. The last named condition often led to a forced drilling campaign by the last leases secured and thus to serious drilling drainage problems. Ownership of the Land The land situation differs a great deal in various parts of the state. In the San Joaquin Valley, all the land is surveyed into sections and townships. Railroad land grants embraced a part of the land. In the areas that were developed at an early date, as at Kern River, Coalinga, McKittrick and the Sunset-Midway field, such land as the railroad company's diligent land department had been unable to sell for a song as grazing land still remained in its ownership. THE manganese ore reserves of Lake Superior, because of their location and nature, have recently achieved a marked degree of importance as compared with the world's manganese reserves. To appreciate fully the significance and the adequacy of this reserve, one should understand how such ores are used, where obtainable, the quantity used, possible avenues for increasing use or application, and the chemical and physical characteristics of the available ores. Only with that data at hand, is it possible to arrive at a convincing answer to the question whether the reserves of manganiferous iron ores are adequate to satisfy the annual demand of the presently known iron ores for the full life of the latter. That they should last is vital; and to ascertain whether they will last was the purpose of the present investigation, which marks the first attempt to study these Lakes Superior reserves. The Lake Superior region possesses and supplies the full assortment of iron ores needed for the conversion of ore into pig iron and steel ingots and castings. These ores are named bessemer; low-phosphorus and high-phosphorus non-bessemer, manganiferous and siliceous; and to include the term aluminiferous, would be in keeping with the most recent no men clature adopted by some dealers. About 35 or 40 years ago, perhaps less, most of the Lake Superior ore which is being used today was the material then considered either useless or too poor for immediate use; perhaps it was considered no more than a future reserve. An examination of the analyses of ores and the guarantees in the sales of those older times, convinces one that the opinions of those days must have been governed by only small differences in analyses. Some grades of ores used today in substantial amounts were used most sparingly only one or two decades ago. The relative quantities of the different ores used is ever changing; and, bit by bit, the metallurgy and the opinions are every changing and the prejudices against certain ores and practices decrease. Activity in the oil industry in Peru was somewhat above normal in 1928. Probably the most significant feature was the interest displayed in the oriental region in the northeast part of the country (Fig. 1). This region, though little known, has long been considered potentially rich in oil! gold, coal and other minerals, lacking only transportation to make it the country's most valuable source of income. The Standard Oil Co. of New Jersey, through its recently formed subsidiary the Standard Oil Co. of Peru, has acquired various tracts along the Maranon and Ucayali rivers in the neighborhood of the Brazilian border. Standard Oil Co. interests have had geological and surveying parties in this part of Peru since 1921, and as a result of the work done, we understand they have under lease at the present time some 2,500,000 acres of prospective oil lands. Development in the coastal region continued along normal lines during the past year. Production figures for both the International Petroleum Co. and Lobitos Oilfields show a small increase over the last few years. Total production figures since 1924 for the International Petroleum, Lobitos Oilfields and Zorritos companies, only in a minor degree estimated, are as follows: 1924, 7,924,700 bbl.; 1925, 9,138,042 bbl.; 1926, 10,750,676 bbl.; 1927, 10,110,696 bbl., and 1928, 11,969,677 barrels. International Petroleum Co., Ltd. Operations on the La Brea-Parinas Estate during 1928 continued with satisfactory results; nearly all branches showing improvement over the previous year. The average daily production for 1928 was 25,966 bbl., compared with 21,282 bbl. for 1927, an increase of 22 per cent. During the last two or three years, production methods on the company's property have been improved in line with the advance in scientific technique throughout the oil fields of the United States. Extensive investments were made in compressor equipment for handling surplus gas with the result that the gas-lift and repressuring operations are in no small way responsible for the increase in the 1928 production. In addition, the company's three casinghead plants produced 24,847,708 gal. of gasoline compared with 17,240,865 gal. in the previous year.

Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

If 1929 witnessed a growing realization on the part of the oil industry that supply must be balanced against demand, 1930 proved conclusively that excessive inventories constitute a price depressant even with balanced conditions. Increased attention was certainly paid to economic considerations last year, and the achievement of holding daily crude production, with a constantly mounting potential, to levels 500,000 bbl. below the output of the summer before, deserves special mention. The ill-advised accumulation, however, of gasoline stocks, at least 10,000,000 bbl. larger than necessary, nullified the restraint exercised by the producers and finally necessitated drastic downward price revisions. An event of special significance was the appointment by the Federal Oil Conservation Board, last March, of a temporary Committee on Petroleum Economics that attempted a forecast of demand, an estimate of supply, and an allocation of the latter between the principal producing states. Thus for the first time was an economic program for an entire basic industry drafted by an independent body under the auspices of the Federal Government. The report was widely discussed and generally approved, but its schedules were not adopted by the refining division nor by oil producers in the State of Texas until too late to contribute to the industry's prosperity during 1930. If the restraint of November had been exercised in May a profitable year might have been the result: The gasoline price war in California during June, however, illustrated the point that even with a fairly sound statistical position insistent pressure to expand normal marketing outlets must result in losses to all concerned. The balanced program so painfully attained by producers must be maintained by refiners and distributors to be completely effective. Again in November the Federal Oil Conservation Board, acting on the request of the directors of the American Petroleum Institute, called its Committee on Petroleum Economics back into existence to prepare a new estimate for the next six months. An economic program adopted in advance of the winter period of accumulating inventories may aid this large and essential industry toward the profits to which it is entitled

At the close of the Bethlehem Meeting, the writer was experimenting with large fuel-charges, 4000 Ibs. basis, as compared with 2000 Ibs., hot had not made sufficient progress to draw any safe conclusions. Previously me had always used 2000 Ibs. fuel, the ore-burden being proportioned to this as a basis. I could never persuade myself that there was any advantage to be derived from following the more popular method of larger fuel-charges. Our men were accustomed to the old way of filling ; and we did not care to run the risk of the errors likely to follow any alteration in routine work, particulary as I could not, by my course of reasoning, discover ally compensating gain. Nevertheless, after reading Mr. Gordon's discussion of Mr. Birkinbine's paper, '' Operations of Warwick Furnace from August 27th, 1880, to September 1st, 1885" (Transactions, xiv., 833), I determined to test by actual experiment the value of large fuel-charges : the change was made in the week commencing March 28th, 1886, and continued until July 25th, about four months. The fuel and ores remained during the trial the same as had been used before, and have been used since. For the first two weeks, the furnace worked with great regularity, giving excellent results, exceeding those of the two weeks immediately preceding. But for my remembrance that the furnace had on former occasions worked with equal uniformity for longer periods without any apparent reason, I should doubtless have concluded that this improvement was due to the different method of filling and congratulated myself that a means had at last been found to prevent inconvenient "dirt" accumulations. Before abjuring my previous skepticism, however, I resolved to pursue the trial further. The fourth meek developed the peculiar conditions that had prevailed previous to the change; and these continued with more or less frequency during May, June and July. At last, finding no improvement over the smaller charges—no change in fact for better or for worse—I commenced filling the 2000 lbs. fuel-charge in the latter part of July, and have continued it up to present writing, September 4th.

There was a general upward trend of all petroleum activities in Oklahoma during 1933, especially in the last quarter, though the average price for crude oil for the year was below 1932 and overproduction in East Texas demoralized conditions for several months. As the Federal Agencies established under the National Industry Recovery Act began to function conditions in Oklahoma were visibly affected and production of "hot oil" from Oklahoma City field practically ceased. More oil wells were completed, six new fields discovered, extensive geophysical prospecting carried on in many parts of the state, and an increased amount of clean-out and reconditioning work done in older pools during the past year. To increase quantity and rate of recovery of oil many wells producing from limestone formations were treated with hydrochloric acid. The Oklahoma City field had a reported production of 66,984,570 bbl. of oil during 1933, or almost exactly twice the amount reported for 1932. Potential tests and other indicators show that the wells are rapidly approaching the stage where mechanical lift must be applied to all of them, including the wells in the Wilcox sand zone. The major pipe-line companies serving the oil fields of Oklahoma have been anxious to make connections to all wells during 1933 and have indicated a willingness to accept all oil available. The amount offered has been restricted by proration orders, but the state did produce 178,356,-449 bbl. during the year, an increase of about 18.6 per cent over 1932. This increase was practically all due to the greater demand for Oklahoma City oil, as all other pools of any importance showed loss in production or very small gains last year. The U. S. Bureau of Mines' laboratory reports the lubricating distillate content of Oklahoma City crude from Arbuckle and Lower Simpson formations about 17 per cent by volume. East Texas oil is reported to contain about 5.6 per cent lubricating distillates.
