RECENT years have seen important practical advances in the construction of recording instruments for use with thermocouples. The difficulties of the problem will be appreciated when it is remembered that a 10° F. change in temperature of a base-metal couple at 1500° means a change in the electromotive force of about 0.00035 volt. In a circuit having a resistance of 350 ohms, this means a change in the current of 0.00000,1 amp.; and despite this requirement of great sensitivity the instruments must be sufficiently robust to withstand the rough usage which is so often their lot. Two methods are in common use for the measurement of the electromotive force produced by a thermocouple: 1. The milliammeter method, in which the current produced by the thermocouple in a circuit of known resistance is measured and from. this the electromotive force is deduced by Ohm's law. 2. The potentiometer method in which a known potential difference is opposed to the thermocouple electromotive force. The use of thermocouple and milliammeter for measuring temperature introduces some possible sources of error, for the reading depends on a number of factors, including the following: (1) Electromotive force set up at the hot junction, (2) electromotive force set up at the cold junction, (3) resistance of the circuit including thermocouple, lead wires, and meter, (4) field strength of magnets, (5) strength of controlling springs in meter, (6) friction at pivots, of pointer on paper, etc. It is obviously necessary to so design and maintain the installation that the reading is independent of all the factors except the first. The electromotive force set up at the cold junction can easily be taken care of provided it is constant. This has been approximately accomplished by burying the cold junction in the ground or actually secured by locating it in a container, the temperature of which is kept constant by means of a thermostat.

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

The solubility of oxygen in iron containing aluminum has been determined at 1550°, 1600°, and 1650°C and found to be much higher than predicted from theoretical considerations, possibly due to equilibria with an iron-aluminum spinel phase rather than pure AI,O.. The presence of manganese greatly increased the deoxidizing power of aluminum. DEOXIDATION and inclusion formation in steel have proved to be elusive phenomena that are difficult to control in spite of much effort to understand and evaluate the reactions. Study of the problem indicated that more accurate data on the solubility of oxygen in iron containing deoxidizers were essential to further progress, and an empirical determination of oxygen solubilities has been initiated at the Union Carbide and Carbon Research Laboratories, Inc. The investigation has included the effects of aluminum, silicon, manganese, and combinations of these elements at 1550°, 1600°, and 1650°C. The equipment and experimental procedure as well as the results of a study of the effects of aluminum are described below. In general, it was found that the solubility of oxygen in iron containing aluminum is much higher than predicted, possibly because of the formation of complex nonmetallic phases, and that manganese greatly increases the deoxidizing power of aluminum. The generally accepted deoxidation curves for 1600°C are summarized in fig. 1, from "Basic Open Hearth Steelmaking"'. These curves are assumed to represent the solubility of oxygen in the presence of deoxidizers and should indicate the limits of mis-cibility gaps in the phase diagrams of the systems that control the formation and character of non-metallic inclusions as described by Benedicks and Lofquist'. They were derived mainly by application of the methods of thermodynamics to the available experimental observations, and by calculations based on the thermal constants of the pure substances when experimental data were lacking. Among the more notable researches contributing to the development of knowledge of oxygen solubilities are those of Korber and Oelsen8, 4, C. H. Herty, Jr. and associates5,6, Krings and Schackmann7, Went-rup and Hieber8 Schenck and Briiggeman9, Vacher and Hamilton'" and Chipman and co-authors 1,11,12,13 Practically, the deoxidation curves are of limited value in predicting oxygen content and rationalizing deoxidation practices. The reasons for this inadequacy appear to be error from inaccurate data, oversimplifying assumptions, interacting effects of combined deoxidizers, and possibly unknown extra-equilibrium and side reactions. COMPARED to the situation abroad, the domestic industry continues to lag both as regards the production and consumption of newly mined lead. During 1938 we produced and consumed slightly over 20 per cent of the world output, whereas ten years ago the figure was nearly double this pro- portion. Labor difficulties and absence of demand were chiefly responsible for the general inactivity. In the foreign field, in spite of low metal prices, production and consumption of lead equaled or exceeded all previous records. Practically all the large companies, with the exception of those in Spain, increased operations, though it should be noted that the foreign lead mines have higher-grade ores than domestic mines. In view of the rapid expansion of the foreign industry, it is natural to expect greater progress abroad, particularly in process metallurgy.

COAL mining technique progressed slowly until the advent of mechanized mining. The cutting machine was a forward step, but had only a limited effect upon improving the percentage of coal recovery. Previously, the physical fitness of the loaders and the total output of the miners fixed mine production. The miner was an independent contractor and supervision over his working place was superficial. Rising costs and the inroads of substitute fuels demanded increased output per man to lower the unit production cost. Therefore, the amount of coal loaded mechanically in underground bituminous mines has risen from 0.3 per-cent in 1923 to 7.4 in 1929, to 20.2 in 1937, and to 48.9 percent in 1943. When loading devices were introduced it became necessary to adapt them to existing systems of mining, or to alter the mining system to fit the machine. An increased amount of supervision was required as output depended upon proper operation of the machine rather than on the physical fitness of the individual.

THE natural effect of large size should be to increase segrega¬tion. I have previously pointed' to the excessive segregation in many large ingots as tending to confirm this, but I have shown that in case of ingots less than 16 in. square this expected effect of ingot-size is liable to masked by that of other variables. Under these conditions we should expect that if large ingot-size really does tend to increase segregation, this effect would be shown by taking the average of large numbers of cases, so that the effects of these other variables might off-set and cancel each other.

Predicting the performance of a waste embankment requires an estimate of the properties of the waste and foundation materials. The performance characteristics and the associated material properties are: [ ] Methods for obtaining estimates of the material properties include: laboratory and field testing, back analysis, and indirect estimates from other material properties. The most critical technical need is the development of indirect methods for use in feasibility studies and mine planning, prior to production when actual samples of waste material are not available. Material properties are not unique, single values; they are probability distributions. There are two components to these distributions: the uncertainties in testing and the inherent variability of the material. The objectives of a material properties evaluation should be to obtain an unbiased estimate of the property distributions rather than the average or the minimum value. Whether the current trend to a probability design analysis is followed or a simple sensitivity analysis is conducted, the unbiased probability distribution is preferable to single values.

THE section delegates assembled Monday morning with the incoming president, W. H. Bassett, in the chair and F. W. Bradley as vice-chairman. The secretary called the roll and urged the delegates to become familiar with the activities of the Institute. He explained the allotment of funds to local sections and the uses to which these funds may be put. He also announced plans for travel by Mr. Bassett and asked the delegates to confer with him as to meetings en route. An invitation was extended for all section delegates to attend the Directors' dinner Wednesday evening. He suggested that local sections hold a meeting once a year under the auspices of each division of the Institute. He further explained the system of choice of publications by members. The question of licensing of engineers was brought up, and the consensus of opinion among the membership was asked for. Because the matter is controversial, no official action has been taken and it was suggested that the' local and State sections act separately in this regard. A. B. Parsons, the assistant secretary, next spoke. In his remarks he indicated surprise that many prominent mining men still did not belong to the Institute, and urged that section delegates make up a list of such prospective members and send it in to the office for study by the New York staff. As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the 25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting. The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may be announced that the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. As soon as details have been worked out, a circular will be issued giv¬ing full information concerning the trip.

AT the meeting of the Iron and Steel Division at Cleveland, Sept. 10-12, the morning of Thursday, Sept. 12, has been set aside for an excursion to visit the ore docks, blast furnaces, and steel plants. A special train, made available through the courtesy of Appleton Cleveland, general superintendent of the Pennsylvania Railroad, will leave the siding near the Auditorium at 8.35 a. m. The trip will be free, but tickets must be' obtained in advance at the booths for registration for excursions at the Auditorium. An hour will be spent at the docks, an hour at the Central blast furnaces, and two hours at the Cuyahoga works of the American Steel and Wire Co. A buffet luncheon will be served, with the compliments of the Pennsylvania Railroad Co., on board the train en route. At the Tuesday morning session, Sept. 10, a motion picture showing the operations in making wrought iron by the Aston process will be shown for the first time.

A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually un- sampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations.

Want of knowledge on the part of experts from abroad respecting the amalgamation-system, known as the Mexican or patio process, has been the cause in this country of trouble to many foreign mining companies. This process has not been looked upon by their managers as a satisfactory method of treating silver-ores, and they prefer to employ others, which, although more modern, and often more profitable in other countries, have not proved to be so under the exceptional conditions of this country, where labor is cheap and paid in silver, while fuel is very dear. The cause of this error of judgment is probably the inexact information which has been furnished by several authors respecting the economical results of the patio process. This treatment is not suitable for silver-ores of every kind. Simple sulphides of silver are best adapted to it, and, next to these, the combinations of complex sulphides, viz., pyrargyrite, polybasite, stephanite, proustite, etc. Chlorides, bromides and iodides of silver are considered rebellious ; argentiferous galena, blende, bournonite, as also argentiferous arsenical pyrites of iron and copper, are absolutelg unsuited to this treatment. Experience has proved that high-grade ores do not give as satisfactory results as those of mediurn grades, as, for instance, carrying from 1 to 2 kilos of silver per metrical ton. The patio process, as actually practiced in this district, comprises the following operations: 1. The ore is crushed in a dry state in a roller-mill, reducing it to pea-size, from which uniform samples, and, in consequence, correct assays, can be obtained. 2. It is then thrown into the arrastra, and pulverized with water, so fine that it will pass through an 80-mesh screen.

ONE of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebOdies occurred. This table land lies at altitudes ranging from 4000 to. 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. FIG. 1. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulphides above, and I will endeavor to explain the causes of the phenomena in certain specific instances.

EXPOSURE of steels to a fast-neutron flux results in helium generation by (n,a) reactions. The elements Fe, Ni, Cr, and N are major participants in the (n,a) reaction and helium concentrations of up to 5 x 10"5 atom fraction could accrue in fuel clads after a year of service in proposed fast reactors.' Such concentrations of helium can severely reduce the ductility of alloys at temperatures of reactor service. The phenomenon of helium embrittlement has been studied in austenitic alloys which were irradiated with particles as a rapid means of producing significant helium concentrations.2-5 The pres-ent work is a continuation of those studies and is concerned with helium effects in a ferritic stainless steel. I) EXPERIMENT Small sheet tensile samples with a gage length of 0.50 in. and a cross-section of 0.009 by 0.040 in. in the gage length were punched from cold-rolled type 405 stainless steel. The composition of the steel used in this work is given in Table I. Prior to helium injection, the samples were annealed 24 hr at 760°C which caused complete recrys-tallization with a resulting grain size of 40 u. This treatment rendered the alloy completely ferritic and carbide particles, 0.5 to 2 uin size, were present at a density of 1 x 1011 cm-3, Fig. 1. These carbide particles were probably a mixture of the M7C3 and M4C types.6 Helium was injected into the samples by irradiation with a particles from a cyclotron, which produced uniform concentrations through the center two-thirds of the sample thickness. Details of this procedure were previously described.' The average helium concentration, as measured on a gas-source mass spec- 11) RESULTS A) Tensile Tests. The results of the tensile tests are given in Table I1 where the values shown are averages of two samples. There was no significant effect of helium on either the yield strength or tensile strength at 550" or 650°C but an increase in both is apparent at 750°C. Samples with helium showed a 20 pct loss in total elongation at 650°C which increased to a 55 pct loss at 750°C. The uniform elongation is not affected by helium at 550" or 650°C but shows an increase at 750°C.

INTRODUCTION It has been impossible for the student, the practicing engineer, and the geologist to find all of the essential elements of mineral appraisal and mineral economic analysis in a single text. Indeed, the most recent texts on mine evaluation are over 20 years old. Many of the basic principles of mine sampling and evaluation have not changed over the ensuing years, but with the advent of the digital computer the entire scope of mineral evaluation has been expanded to encompass superior techniques that heretofore were not possible when using manual methods. The old manual methods for ore reserve computations and the techniques for assignment of area of influence to drill-hole samples are now as antiquated as the Model-T Ford. With the computer making possible solutions that had not been practicable in terms of time and effort, it is important for the practicing explorationist and mining engineer to understand many of the new concepts and principles that can be applied with the resolving power of the computer. Many practicing mineral industry professionals have been disappointed by certain computer programs and thus have some reservations about computers being able to solve their very real problems. Often the gap between the practicing engineer and the ivory tower theoretician applying modern computer techniques is too broad to be bridged with scattered, fragmented publications. PURPOSE AND SCOPE OF TEXT It is the intent of this book to update and to unify a great many scattered reference works used in the mineral industry today. The ensuing pages are addressed both to the professional already working in the mineral industry who needs information on computerized methods as well as to the serious student seeking to grasp the fundamentals and modern techniques of mineral appraisal and feasibility. These techniques are based on sound mathematical principles and theory, with the computer as a tool-but a very essential tool-for the solution of the problems involved. The computer can be of value only if it is programmed by those having sufficient expertise to use its inherent problem-solving capability, and the output is interpreted by those who are sufficiently acquainted with its operation to understand the data it produces. At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

THIS paper covers, besides laboratory work, a study of actual operation at the Washoe Smelter over a considerable period of time, together with the results of a visit to the Midvale plant of the United States Smelting- & Refining Co., near Salt Lake. For the latter privilege, as well as permission to publish the resulting data herein given, I am indebted to George W. Heintz, General Manager of the Midvale plant, and here take pleasure in. expressing my appreciation for the many courtesies extended to me by Mr. Heintz and members of the technical staff at the smelter. Almost all of the world's supply of arsenic is recovered as a by-product in the smelting of other metals. It is seen on the market in various forms, the most common being arsenic trioxide, the ? white arsenic " of commerce, which is sold as a heavy white powder, or in white, glassy, translucent masses. The trioxide is used in the manufacture of pigment, glass, and insecticides. About 50 per cent. of the domestic consumption is supplied by imports.

Considering the great advance in the development and application of electricity, it is not strange that eventually a big field for its use has been found in oil-field operations. So far as is known, the first electric drive in oil-field operations was in the Russian field of Baku in 1900. The first application in this country was made by the South Penn Oil Co. near Folsom, West Va. in 1903. In 1916, electric power was first used in the Burma fields of India for drilling and pumping. Between 1916 and 1922, The Empire Gas & Fuel Co. made the first large electrical installation in the Mid-Continent fields. But although the first application was made 27 years ago, it is only within the last 10 years that oil companies have begun to look upon its use with much favor. Within the last few years, there has been a steady increase in the use of electricity in the oil fields. The first application of electricity for oil-field operations in Wyoming was in the Lander field in 1919; the second was in 1924 in Salt Creek; and the third, and last to date, was made by the Continental Oil Co. in the Big Muddy field during 1926. Lander Field The electrification of oil-field operations in Wyoming was initiated by J. W. Steele, superintendent of the Producers & Refiners Oil Corpn., in the Lander field in 1919. At that time, 32 wells were being pumped from five band-wheel powers, with oil engines as the prime movers. Eight barrels of fuel oil were used for power per day and at the price of 90 c. per bbl. the fuel bill was $36 per day. It was decided to try a 15 to 35-hp. oil-field motor on one of these powers. Electric power was generated with steam at the old Wind River refinery station. This test was so successful that in 1920 all five powers were equipped with 15 to 35-hp. oil-field motors, the power being obtained from the Sinks Canyon hydroelectric station. Four of these powers pumped wells at an average depth of 1450 ft., and the fifth pumped wells at an average of 2100 ft. In 1920, the average production per day from the 32 wells was 325 bbl.
