LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

ACURSORY glance through the literature on the subject reveals that the ablest minds in the land are devoting themselves to the great question of labor, of which employment is one of the fundamentals. Volumes have been written and the end is not in sight. Employment management is today about in the position that efficiency was 15 years ago. During the early days of the war, and perhaps for a year or so before, labor was plentiful. As the war progressed and Europe drew on us for munitions, employers began to compete with one another for', all, classes of labor. Labor was difficult to obtain, wages rose, the labor turnover increased, and employers began to install employment departments, welfare plans, and all sorts of schemes, but the labor efficiency dropped. As the war progressed, greater and greater production was demanded. New factors were introduced each day. The government, labor unions, industrial councils, all tended, it seemed, to make the situation almost intolerable. Wages rose to fantastic heights, the cost of living rose higher and higher, and the efficiency dropped still further.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

The Putnam Coal Mine, at design capacity, will be the third largest underground bituminous coal mine in the world and will feature the world's longest single flight belt conveyor. Construction is now in process; initial mining will commence in early 1969 and design capacity will be reached in 1971. The Putman Coal Mine reserves are located in south-central West Virginia and contain approximately 27,000 acres of prime Pittsburgh No. 8 coal; reserves are sufficient to support a 3.5 million tpy operation for over 30 years. The mine portal area is located some six miles inland from the Kanawha River. The river loading facility is located approximately 156 miles by way of river from the market.

The Sanford Lake district encompasses an area covering 24 square miles in the central Adirondack Mountains of northern New York State. Discovery of the titaniferous magnetite deposits dates back to 1826. Several attempts to exploit the ores for iron prior to 1942 proved uneconomical because of difficulties with the associated titanium, lack of transportation facilities, and the isolated location. Since 1942, the National Lead Company has produced ilmenite concentrates for the titanium pigment industry, and a magnetite by-product used in the steel and refractory industries. Rocks of the area are Precambrian in age and of igneous origin. The area has a history of erosion, deformation, and metamorphism, subsidence, and finally uplift and glaciation. The resulting topography is extremely rough with drainage patterns controlled by a combination of fault patterns and glacial modifications. The district is within the large anorthosite massif making up the central high peak area of the Adirondacks. All of the various lowsilica rock types associated with the massif are found within the boundaries of the district. These consist of both the Marcy and Whiteface types of anorthosite and of gabbroic anorthosite, gabbro, and different grades of titaniferous magnetite ores. All of the rocks contain the same minerals and differ only in their percentages of these consitituents. Gabbro, and ore associated with it, demonstrate flow structure as both have foliation and lineation. Anorthosite and its associated ores are massive and show very little primary structure. Minor pegmatites and diabase dikes provide evidence of remobilization in selected areas and of late intrusion as well. Faulting is prevalent and follows a regional pattern of major faults trending northeastsouthwest and of minor faults at nearly right angles to them. There are four mineralized areas where an economic grade of ore has been found. Three of these have both gabbroic-type ore and anorthositic-type ore. The fourth has only gabbroic ore. Ores are graded according to their TiO, content, and these range from 9.5 per cent to over 30.0 per cent TiO,. Ore bodies of both types are related to gabbro and conform to the configuration of the gabbro bodies within the anorthosite. At least three distinct theories of ore genesis have been expounded by different investigators. Others propose some variations of one or more of these. Although complete agreement probably never will be reached, it is certain that no one process of ore emplacement can explain the complicated picture as seen today. Further understanding of the ores and their origin will require detailed mapping, sampling, and mineralogical studies of the entire district, and then it may never be understood without qualification.

The production of titanium in I5-lb. lots and with a purity sufficient to be consolidated into ductile metal, as described in a previous paper,' has provided adequate material for a study of the physical properties of titanium and a more thorough examination of its working qualities. Data on the physical properties reported in that paper were obtained on metal fabricated by a fixed procedure, standardized for the purpose of control of the reduction, and are representative only of material fabricated under those conditions. There are many possible variables in the working schedule, which will have significant effects on the properties of the finished material; and since the previous working methods were not necessarily the best, an investigation of the fabrication of titanium by other methods was undertaken. In this work the consolidation of the powder by pressing and sintering was conducted essentially as outlined in the report cited' and all efforts were centered on fabrication methods for those powders and the proper- ties produced by them. Hardness, density, microstructure, and tensile properties were determined at various stages in the working and annealing; and resistivity measurements were made on a few bars and drawn wire. Consolidation of the PowdeR The screen analysis of the available titanium powder is given in Table I. No attempt was made to alter the size distribution from that noted because this powder, although coarse by normal powder-metallurgy standards, produced acceptable compacts suitable for the present work. Because of their large specific surface, finer powders are more contaminated by oxygen and produce harder compacts, which are difficult to work. The powder as produced is soft, compresses in a normal fashion, and exhibits very little tendency to adhere to the die surfaces. AFTER the phenomenal development of the new mine, the United Eastern Mining Co., with Mr. Frank A. Keith as President, decided to install a reduction plant. The character of the ore, closely resembling the product of other mines in the district, did not offer any particular metallurgical problems, since these neighboring mines had been operating milling plants very successfully for several years. Thus, with the general metallurgical treatment fairly well-defined, the matter of next importance was to design and construct a plant as economically as possible, that would give the best results obtainable. The ore consists of a mixture of calcite and quartz in about equal quantities with some decomposed andesite, while the average value of mill heads were calculated to be $20 plus in gold, no silver being present. The tonnage to be treated at ,the start was fixed at 200 tons, but, in view of the favorable condition of the mine, it was considered advisable to arrange facilities, for increasing the capacity to 400 tons. . While it is best in some cases to adopt a distinct independent unit system where future enlargement is contemplated, in this instance the plans worked out differently. Summarized, the treatment adopted consists of coarse crushing, coarse grinding, fine grinding and cyanidation. For coarse crushing the selection of the No. 6 size gyratory crusher was governed not so much by its capacity as by the size of the feed openings to properly receive the run-of-mine material, which was too coarse for a No. 5 crusher. To accomplish the coarse grinding to. best advantage, a careful comparison was made between the modern steel ball mill-the last word in crushing and grinding-and one of its older, and, at that time better-established, competitors, the rolls.' The following conclusion was reached: While it is possible that for the sized plant under consideration the cost of operating rolls might be a little cheaper, it is preferable to use ball mills because a simpler arrangement is possible, and1 because. the handling of, ball mills is preferred by the operator.

Development during the year 1941 on the Texas Gulf Coast resulted in the dis covery of 27 new fields as compared to 26 fields for the year 1940. Drilling.—During the year, 1405 wells were drilled. Of this number, 1031 were completed as oil wells with 375,000 bbl. daily of new production; 50 were com pleted as gas wells and 324 were failures. The most active area was Jackson County, where 375 wells were drilled and 336 of them accounting for 190,000 bbl. daily of new production. Types of Fields.—Of the 2 7 new fields, 14 are considered to be oil fields, 8 are listed as gas-distillate fields and 5 as gas fields. This may be compared to 26 fields found in 1940, of which 14 were oil fields and 12 gas-distillate fields. Producing Sections.—Frio discoveries retained their predominant position by having 10 Frio fields discovered in comparison to 6 fields in the Wilcox, 4 in the Yegua, 5 in the Miocene and 2 in the Jackson. In the previous year 15 Frio fields were found, 4 in the Wilcox, 2 each in the Yegua, Cook Mountain and Miocene, and I in the Jackson. Production.—Production increased over 1940 approximately 10 per cent, being 113,726,893 bbl. for the year 1941 and 104,127,247 bbl. for 1940. The statistics in Tables I and 2 include distillate and condensate as oil production because no separate reports have been compiled. It is hoped that this separation may be possible some day, but as a great many fields produce both oil and distillate and these arc commingled in pipe lines, separation of statistics will be more difficult than for other areas. New Fields Big Hill, Jefferson County.—Stanolind Oil and Gas Company's No. I George D. Anderson was completed as a gas well from a Frio sand at 8705 to 8720 ft., on Dec. 24, 1941, after having been drilled to a depth of 9500 ft. Additional development is being carried on but it is not possible to evaluate this discovery at this time. Brushy Creek Field, Lavaca County.— Shell Oil Corporation's No. I D. G. McManus was completed as the discovery well in the Brushy Creek field on Oct. 29, 1941, from a Wilcox sand through perforations at 7225 to 7230 ft., making gas and 180 bbl. of 59° gravity distillate. This well was bottomed at 10,998 ft. in the Wilcox. No statement can be made at this time as to the importance of this discovery. Chenango Field, Brazoria County.—J. N. Rayzor et al. completed their No. I Sarah J. Christian through perforations at 8564 to 8572 ft. in a Frio sand, for 453 bbl. of 37.7° gravity oil, on Feb. 6, 1941, after having drilled to 9564 ft. Several wells were drilled in this area during the year but failed to establish important production. This is considered a minor discovery. Clodine Field, Fort Bend County.—Providence Oil Company's No. I Hatfield was the discovery well of the Clodine field, being completed through perforations at 7499 to 7502 ft. for 108 bbl. of 51.2° gravity distillate, on June 19, 1941. In most mineral enterprises, what is the progress, and shift in responsibilities, as the young engineer advances in the corporation? You are all familiar with the normal pattern-in mine production from level boss, to shift boss, to superintendent to manager; in milling from test engineer, to shift boss, to foreman, to superintendent and then manager; in engineering from surveying on to Chief Engineer; and all then aspire to the corporation presidency. Note the shift-from purely technical jobs, say in the first five to ten years in the profession, to administrative positions for 30 to 40 years. What is the average preparation given to mineral engineering students, who can look forward to about 30 years of administrative work? From the catalogs of 21 institutions, offering 36 curricula of four years length, in mining and/or metallurgy, requiring the equivalent of about 150 to 160 semesterhours for graduation, the following results were obtained: Average number of semester hours of economics, 3 hr. Range of requirements, 0 to 8 hr. Thirteen curricula do not require any economics. Accounting and business law, average: 1 semester hr, 26 curricula do not require business law or accounting.

The $2.1 billion Milwaukee Water Pollution Abatement Program (MWAP) requires the construction of several miles of underground openings at depths up to 350 feet for the conveyance and storage of sewage and storm water overflows. The system will include approximately 27km (17 miles) of deep tunnels ranging from 3m (10 f t.) to 9m (30 f t.) in diameter, 26 shafts and a pumping station cavern. The facilities will be located primarily in Silurian Age dolomites of the Niagara Group. The rock is characterized as competent with vertical to sub-vertical orthogonal jointing and predominantly thin shale bedding planes. The site investigation was carried out incrementally, commencing on an area wide basis, becoming site specific as facility plans were developed. To achieve cost savings through uniformity and continuity, a computerized data bank was established. Software was developed during the initial stages of the program for the production of borehole logs, structure contour maps, geologic profiles and summaries of data for statistical evaluations. This paper discusses in general terms the collection, compilation and presentation of data necessary for the characterization of the rock mass.

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.
