The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. So far, environmental groups remain unconvinced and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This article presents a perspective on coal’s role in sustaining society by anchoring the message in a transparent way, including a material flow analysis, that links coal’s impacts across a range of social and environmental aspects. Past and continuing image problems In her 1994 paper, Nancy Bingham, with Caterpillar, outlined what the public thought about mining. Based on extensive interviews, the following results were found: • The public believed mining harms the environment. • The public believed mining harms people in nearby communities. • The public believed mining exploits workers. • The public believed mining has little personal benefit to the individual.

While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. Underhand cut and fill mining methods are used at the Lucky Friday, Stillwater, and Galena mines in the western US in an effort to safely mine in difficult ground conditions and as a primary mining method where access below the ore is limited. The method has evolved at each mine to meet the unique situations associated with their milling procedure and mine layout. Details of the operational aspects of the backfilling and mining cycles at each mine are presented in this paper, accompanied by a summary of the mechanical properties of the backfill and its in-situ geomechanical behavior.

The dry deep mixing method for stabilization of soft soil has been used in the Scandinavian countries for 25 years. The typical application has been stabilization of soft inorganic clay. Today the method is used more frequently in organic soil with good results. The Limix System, introduced in the USA by Hercules Grundläggning AB and TREVIICOS Corporation, is a cost-effective dry deep mixing method used to stabilize most types of soft soil. This paper presents the general principles of stabilizing organic soil with the dry mix method and two case histories of soil stabilization projects in organic soil. Between October 2000 and June 2001 the Limix System was used in England to stabilize soft organic alluvium at the Channel Tunnel Rail Link, Contract 440. During year 2000 the Limix System was used in soft organic soil in Holland near the Groene Hart Tunnel entrance to support trench excavations for slurry walls and concrete barrettes.

Quality assurance and quality control of drilled shafts has become a concern due to difficulties in accurately locating construction anomalies and determining load bearing capacity of defected drilled shafts. Various non-destructive evaluation techniques have been developed to estimate the integrity of the concrete in drilled shafts. While these techniques have been widely accepted, variables and unknowns can affect the measurement results. Results are typically difficult to interpret, leading to unnecessary construction delays and possible litigation over shaft integrity. In addition, influences of surrounding ground materials, stress states under different load conditions, and crack and residual stress development during concrete curing further complicate determination of shaft performance. This paper focuses on the evaluation of load bearing capacity of defected drilled shafts under various conditions by numerical analysis and modeling.

At an early stage of the examination of most prospects, samples are taken; and the sample values obtained play an important part in determining the subsequent history of the prospect. It is, therefore, important that. eveJJy effort should be made to interpret asfully as possible the meaning of the observed results. In this connection, it is suggested that examination of the assay values of mine samples by simple statistical methods may bring to light information of considerable value, which might otherwise be missed.Although expert statisticians may derive more information from the available data, those who are, like the writer, less proficient mathematically, may also benefit by applying quite simple statistical methods. At least they will develop a useful habit of thought bywhich they become aware at all times that sampling results only provide estimates of the truth, but that an assessment of the precision of such results may be possible. The object of this paper is to provide some evidence of. the truth of these statements, by theuse of a few very elementary statistical calculations.General.The idea that any mine sample is subject to error from a variety of causes is a very familiar one. Doubt always exists with regard to the representativeness of a perfectly cut sample, and other errors may arise through imperfections of sample cutting, crushing, splitting and assaying. Some causes of error may give rise to "constant" errors, others may cause variable but one-sided "systematic" errors, and others again may bring about variable results without any tendency toward bias on the average. In statistical language, mine sample values are subject to errors which may have either assignable causes or chance causes. The former are those which can be isolated, or should be capable of isolation, while the latter are those remaining when all assignable causes have been removed. A single constant assignable cause brings about bias in all results, and one or more than one variable assignable cause brings about variation between individual results and perhaps an overall bias. The system of chance causes that would remain if all assignable causes were removed would cause variation between individual results but no overall bias. "In preparation for the milling of a new nickel and copper mine ore, Nickel Rim South, Xstrata’s Strathcona Mill is undertaking numerous process improvement projects. Within the grinding circuit, several projects are under development and an automated grinding control strategy, consistent with the operating objectives, was identified as a key requirement. The grinding strategy is to maximize the throughput (quantitative objective) while maintaining the cyclone overflow within specifications (qualitative objective).This paper describes the implementation of a robust grinding control strategy using the existing control system. The implemented controls maintain the cyclone overflow density at the desired target, while continually optimising the rod mill feed rate to allow maximum throughput. This approach has the added benefit of improving the stability of the rougher flotation circuit down stream of the grinding and improving energy efficiency of the rod and primary ball mills. This paper discusses the comparison of the before and after the implementation of results.INTRODUCTIONThe grinding process is a size reduction operation used in the mining industry to liberate the valuable minerals from the gangue. Grinding is one of the most important and expensive processes in a concentrator (Xi-song, 2007; Pomerleau 2000; Najim 1995), often accounting for around half of the total operating costs in base metal concentrators (Wills, 1990), which has led to a focus on development and implementation of control and optimisation strategies. The grinding process prepares the ore for the subsequent concentration step, which for sulphide base metal operations, is predominantly flotation. The performance of the concentration (flotation) is very much determined by the feed characteristics of the slurry coming from grinding. The valuable minerals recovery process in flotation is very much influenced by the grinding process and the liberation of the desired minerals from the gangue minerals (McIvor, 1991).The true objective of grinding is to obtain a proper liberation of the minerals as defined by a particle size distribution referenced typically by d80 (80% passing size of product). Besides achieving the desired mineral d80 size, it is clearly desirable to produce as narrow a size distribution as possible to squeeze the maximum amount of the mineral value into the highest recovery region (McIvor, 1991). This is an important criterion for the mill in economically optimizing the grade and recovery for the concentrate product. It is important not to over or under grind, while keeping the specific comminution energy as low as possible (Nunez, 2005) to achieve the target liberation. In other words, maintain an optimal throughput depending on the ore conditions to the capacity of the grinding mills, while providing the flotation process with a constant and narrow size distribution, at a cut size selected to meet the metallurgical requirements (Bascur, 1991)."

The following data are put together to assist those who are responsible for ordering stores for mines and works. When making out a list of mine stores for a new plant, one can hardly be expected to remember everything, still it is all the more important that articles should not be forgotten, should the mine be situated in an out of the way place, where the manager has to look several weeks ahead. A man who has been accustomed to buy stores on a small scale, from local merchants, where he could pick out personally what he wanted, may suddenly find himself in a place where he has to order wholesale quantities or make out store lists to send contractors for quotations. As it is of course cheaper to purchase stores by the hundredweight, coil, barrel, etc as the case may be, in which they are made up, than to break such a parcel, the way in which the materials are placed on the market is mentioned, so that those who don't know may take full advantage of wholesale terms. The most frequent sizes and brands employed in connection with Australian mining are also mentioned. It would be useless to enumerate all sizes made by the trade, as many would be of no value for our purpose; still I have put down what will serve as a reminder to the manager to mention what size he requires when giving an order, such as the diameter of dynamite cartridges a slight neglect of this sort has often caused serious delay. By mentioning certain brands I do not wish to recommend them in preference to others inadvertently omitted they are simply mentioned as some of those frequently met with.

When properly selected, applied, maintained and monitored, a biodegradable fluid will have a long useful life and will protect equipment as well as or better than conventional petroleum based hydraulic fluids.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

Geological mapping in various parts of Australia is revealing a number of regional associations of mineralizations with particular persistent stratigraphic horizons. Such associations have been found in the Broken Hill district of New South Wales, in the Nairne district of South Australia, in the Mount Isa district of Queensland, and in the Cloncurry district of Queensland. The question has arisen as to whether such mineralizations are of sedimentary origin, syngenetic with the enclosing formation, or whether they are of epigenetic origin, and reflect the selective hydrothermal mineralization of favourable beds on a regional scale.The purpose of this investigation is to test the use of sulphur-selenium ratios as an objective method of distinguishing between suphide deposits or sedimentary or supergene origin, and sulphide deposits of hydrothermal origin, with particular application to the districts mentioned. At the same time much data has been accumulated as to the selenium content of Australian sulphide ores. The possible use of sulphur-selenium ratios for this purpose was first demonstrated by Goldschmidt and his coworkers (1933; 1935), and later by Carstens (1941). Goldschmidt and Strock (1935) found that pyrite of sedimentary origin had a sulphur : selenium ratio of the order of 200,000 or more, whereas pyrite of hydrothermal origin had a sulphur: selenium ratio of 10,000 to 20,000. Carstensfound that sedimentary pyrite deposits in Norway contained less than 1 g. Se per ton, whereas hydrothermal pyrite deposits contained 20 to 30 g. per ton.

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

"The Floatability Characterisation Test Rig or FCTR is a highly instrumented, mobile flotation pilot plant built by Baker Process (now EIMCO) for the AMIRA P9 Project for use in flotation plant modelling and simulation studies. With the Mintek Floatstar system controlling the level in every cell, and the facility for full stream sampling on all streams, the FCTR is a unique tool for producing data of sufficient quality for flotation plant modelling. The plant was commissioned at Lonmin's Karee and Eastern Platinum concentrators in 1999/2000, and completed a number of test work programs to investigate the effect of power input and regrinding on metallurgical performance. Lonmin's experience with the FCTR has caused it to build two of its own to undertake further projects on its various mines. Recently, a new kind of filtration has emerged, namely nano-filtration (NF). It is a membrane-based process which exhibits totally unique separation characteristics for dissolved salts as well as for many non-charged species. By exploiting the particular separation characteristics of this new membrane type, many unique and novel separations have been made possible. The basis for separation by nanofiltration is the negative surface charge of the membrane. This results in rejection of multivalent anions, whilst associated cations are also rejected to maintain electro-neutrality. This peculiar property enables separation of dissolved ions such as sulphate and copper from acid, whilst the acid may be purified for reuse. This paper aims at providing an overview of the principles of nanofiltration, illustrated by particular examples.
