While a fleet of 100 t (110 st) haul trucks were busy removing overburden from the open pit mine in the distance, a host of dignitaries, including congressmen and California state representatives, gathered for Molycorp?s official groundbreaking ceremony at the Mountain Pass Mine on April 20. The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

Mill scale is an oxide waste product of steel mills, containing around 70 percent iron and other allied impurities. In the present context, a dynamic prototype counter-current reactor (CCR) was used for the experimentation and simulation of a particle bed using the discrete element method (DEM). Mill scale was pulverized to ASTM mesh range 140 (106 μm)/+ 270 (53 μm) and oxidized in a CCR to make a single oxide Fe2O3 phase by maintaining the required thermodynamic conditions, such as pure oxygen at 1,100 °C. This oxidized powder was then subjected to a reduction reaction in the CCR, with gas mixture (H2:N2) ratio of 1:4 at 875±5 °C for filling degree, fd , and reactor revolution, ω, ranging from 5.38 to 16.14 percent and 2 to 5 rpm, respectively. A creeping fluid flow condition (Re < 1) and natural heat convection (Gr/Re2 >> 1) were maintained during the solid–gas reaction, and the particle-bed behavior was quantified by Froude number for the optimum operating window. The simulation was validated with the experimental results of reactor reaction product by X-ray diffraction (XRD) and scanning electron microscope (SEM) images.

El petrodiesel es un colector común para la flotación de carbón, pero la partición de compuestos orgánicos de diesel (DRO por sus siglas en inglés) en corrientes de proceso no ha sido ampliamente estudiada. Investigaciones preliminares sugieren que bajo esquemas de dosificación normales los contenidos residuales totales de DRO en aguas de procesos deben estar limitados a la fracción soluble en agua (WSF por sus siglas en inglés) sub-ppm. Es más, los hidrocarburos aromáticos poli-cíclicos (PAH por sus siglas en inglés) debería segmentarse de manera proporcional con los compuestos orgánicos de diesel (DRO). El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. De acuerdo con la investigación preliminar, los DRO parecían estar limitados a la fracción soluble en agua (WSF) y los PAH tendían a segmentarse proporcionalmente con los DRO. Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case-in-point. In the preparation of the Regional Plan for the massive program of ground water development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more-or-less general interest are described herein. The first involves basic development policy -- whether ground water development should be based on the demand of the economy, or the conservation concept of safe-yield. The analysis demonstrated that mining of ground water is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design, From an analysis of all pertinent factors, a simple nomograph was derived which can be used to determine well specifications on-site during construction. The nomograph can be modified for use in any alluvial terrain.

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

A mining machine has been designed and fabricated to mine coal from room and pillar operations combining high pressure waterjet cutting and mechanical fragmentation. Waterjets are used to slot the coal face with an advancing plow wedge then breaking out larger coal pieces. The machine has the following advantages: - simply built around a disassembled longwall chock and gathering arm loader apron; - few moving parts which are simply and inexpensively maintained; provides immediate roof support in the face working area; - coal produced is larger, with resulting lower preparation cost; - no dust is generated; - risk of spark generation is virtually eliminated.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. Water quality impacts of shallow water submersion of partially weathered and oxidized waste rock containing reactive sulphide minerals were investigated in laboratory column lysimeter studies. The waste rock investigated was highly reactive, contained oxidation reaction products from previous exposure and weathering, and had a low sulphur content of approximately 2 % S, mostly as pyrite. The submerged waste rock, though previously weathered, had high oxygen consumption, resulting in rapid depletion of dissolved oxygen in its pore water, within a shallow depth of ~2?5 cm from the surface. The surface and pore water qualities of the submerged waste rock were significantly impacted by the dissolution and release of previous-oxidation-reaction products, which contributed to their rapid acidification and having increased concentrations of dissolved SO4, Fe total and other metals: Al, Mn, Ca, Cu, Ni, Zn and Pb. Despite the high porosity and permeability of the waste rock, the diffusion controlled mass transfer from the submerged waste rock to the overlying water cover was relatively low for most ionic species. Additional surface oxidation of the sub-merged, partially weathered waste rock was on-going, but its impact on the overall surface water quality was low and masked by the dissolution and release of previous oxidation reaction products to both surface and pore water regimes.

Discussion by J. Parker Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa(4000 and 7000psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic&apos;? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. Were tests run to find out how that rock responded to the addition of moisture, from sprays or from humid air? Did moisture weaken the rock? Did it cause the rock to expand quickly, thus to induce internal compressive stress? How can the near-vertical cutters, as shown in the photographs, be attributed to primarily horizontal stresses? Did the cutters follow any particular pattern in the development panels, which might be related to a particular stress pattern? For example, did they always appear alongside the stiffest pillar? Or always along the northwest rib? Was there any evidence of the pillars and entries "rotating" under the influence of differential horizontal stresses? How much did the entries and pillars rotate as the longwall face approached and passed? After rooffalls, did the openings assume shapes which would indicate a preferred shape in that stressfield and geology? Did crosscuts always survive without damage, as shown in the sketch?

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project&apos;s major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

Approximately 90% of all potash produced is employed as a fertilizer, either directly or with nitrogen and phosphorus. The remaining 10% is utilized in the manufacture of other chemical products, The original source of potassium was wood ash (hence the name potash), However, today the term potash refers to all commercially important salts of potassium. Sylvite, usually found associated with halite, is the predominant economic potash mineral; carnallite a lesser important source of potassium chloride, while langbeinite is important as a source of potassium sulphate. The world&apos;s first potash mining operation commenced in Strassfurt, Germany about 1860, Since that time the industry has grown steadily to its present annual volume of about 30, 000, 000 tons of potassium chloride products or 18, 000, 000 tons of K2O equivalent, potassium chloride or "muriate of potash" being equivalent to 63. 1% pure K2O, WORLD POTASH RESERVES ARE NOT EVENLY DISTRIBUTED The earth&apos;s crust contains 2 to 3 per cent potassium, mostly in the form of insoluble silicate minerals. The economically important deposits, however, are formed from brines concentrated by evaporation. The world&apos;s most important commercial deposits are of Devonian and Permian age, however soluble potassium bearing salts are presently being concentrated by evaporation in several drainage basins, notably Searles Lake, California, Great Salt Lake, Utah&apos; and in the Dead Sea. At least twenty-four countries are known to have reserves of potash: Canada and the USSR have over 80% of the presently known world reserves, (Figure 1)

Noise-induced hearing loss (NIHL) is prevalent in mechanized underground mines. Federal regulations are often not complied with effectively. Miners are also prone to ignoring administrative guidelines and/or personal protective equipment for hearing conservation. As a result, quality of life among experienced miners plummets while occupational risks increase at workplaces. This research focused on auxiliary fans used in underground mines. These fans work at high rotational speed and generate extremely high levels of noise in close proximity to miners. Silencers used are often of little effect due to poor maintenance. A new silencer is tried in the laboratory with the objective of easy maintenance and resulting reduction of noise exposure for miners.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to &apos;Environmental Control Department&apos;. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and &apos;Total Environment&apos; includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

PotashCorp?s Aurora phosphate mine, in Beaufort County, NC, operates four low pressure boilers and four high pressure boilers to meet its process steam requirements. Maintaining these boilers is critical to meeting production demands. Processing phosphate ore into phosphoric acid requires large amounts of sulfuric acid and steam. Ore is mined from the phosphate deposit with large bucket excavators after 9 to 30 m (30 to 100 ft) of overburden is removed. The phosphate ore is mixed with water to make a slurry that is pumped to the mill. Elemental sulfur is burned in the presence of air to make sulfuric acid. This process is highly exothermic and boilers produce steam while cooling the process. The phosphate ore is reacted with sulfuric acid and the resulting products are refined into different grades of phosphoric acid for fertilizers, feed stock and food additives. Plant operators at the mine were challenged with boiler feed water that was high in silica and other contaminants. As a result, boiler operations were experiencing difficult, labor-intensive operations and equipment deterioration. This resulted in higher operating costs and diminished processing performance. The facility was operating an aged boiler feedwater pretreatment system that included warm lime softening followed by pressure filtration and a cation/anion/mixed bed demineralizer system. The demineralizer required frequent regeneration and chemical usage was high and costs were difficult to predict. Depressurized well water (DPW water), used for plant utility water and boiler makeup, is very high in silica, in the range of 60-70 ppm. Silica can form scale at pressures below 600 psig. Above 600 psig, silica starts to volatize, carrying over with steam to potentially form deposits on downstream equipment and processes. Mine officials decided to upgrade the boiler feedwater pretreatment system to a state-of-the-art reverse osmosis (RO) membrane system. This new system, which started up in March 2009, has improved operating performance and reduced water consumption and overall operating expenditures.

Five-element style deposits are unusual hydrothermal systems that are typically characterized by a nickel-cobalt-arsenic- silver-bismuth metal assemblage. This mineralization is often represented by abundant native silver, arsenic, or bismuth, and followed by nickel, cobalt, and iron arsenides (skutterudite, safflorite, nickeline, rammelsbergite, and lollingite). The Black Hawk district in Grant County, New Mexico is one of the few examples of this mineralization style in the United States. Despite the differences in formation temperature, depth of emplacement, and host rocks between five-element style deposits worldwide, there are commonalities in mineralogy, ore texture, and composition. A detailed exploration of the native metal and arsenide phases will be performed to compare ore forming fluids between systems and the effects on styles of mineralization and paragenesis, as well as to aid in broader classification of the deposit style. Mineralogy and mineral relationships of the Black Hawk District and other five-element deposits worldwide will be characterized by reflected light petrography, scanning electron microscopy, X-ray diffraction, and electron microprobe analysis. Mineralogical phase diagrams will be generated to better understand the driving processes and evolution of the systems through native metal and arsenide precipitation.
