DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

An acceptable source of concrete aggregate is available in Kansas City in a continuous, medium bedded, slightly dipping limestone unit. Removal is accomplished in shallow depth, 12 feet to 17 feet high, room and pillar mines. The accepted empirical design spaces 20 foot pillars 60 feet on center. A portion of the 20 foot unit is left in place for roof support. Rock and soil cover is variable to 100± feet maximum. Long-term stability of these mines is affected by numerous factors, including the above mine-rock profile, ground water conditions and mining practice. Crusher-run aggregate sells at the mine for $2.20 per ton, yielding a gross income of $2.00 to $2.80 per square foot of mine. Use of mine space for real estate development requires a new perspective in mine development. Mining practices to obtain long term stabile structures can become an over-riding factor as compared with minimum production costs and maximum extraction ratios. Poorly mined areas are unusuable for secondary purposes. Development cost for lease space in less desirable mines is substantially greater than those planned for a secondary use. Real estate development in mine space involves unique engineering problems. Properly engineered developments offer singular advantages. Warehouse lease space sells for $.50 to $1.00 per square foot per year; fully developed office areas may double these values.

Zirconium and hafnium are the twin elements of the periodic table because they are always found together. They resemble each other so closely that hafnium was not discovered until 135 years after the discovery of zirconium. Zirconium was discovered by Klaproth in 1789 and isolated 35 years later by Berzelius. Because hafnium's chemical properties are so close to those of zirconium, it was not discovered until 1923 when Coster and von Hevesy detected it using X-ray spectrographic analysis. These elements occur most commonly in nature as the mineral zircon (ZrSiO,) and less commonly as baddeleyite (ZrO,). They also are found as a variety of other silicates. Zircon was identified as a component in alluvial and beach sands in 1895, but it was not produced in any quantity until 20 years later. During World War I, it was produced as a coproduct of beach sand mining for titanium minerals just south of Jacksonville Beach, FL, and was patented as a refractory. It was not until the 1930s, when Zircon Rutile, Ltd., began mining at Byron Bay on the east coast of Australia, that zircon was first used as foundry sand. Later in the 1940s, NL Industries and Humphreys Gold Corp. began production of zircon sands from fossil beaches in northeast Florida. Baddeleyite first became available as a commercial product in 1916, but never in the quantity of zircon. Zircon holds a unique position as an industrial mineral because it is used for both its physical and chemical properties and as an ore of zirconium and hafnium metals. Australia is the major zircon producer followed by the Republic of South Africa and the United States. Zircon is also produced in India, Sierra Leone, Sri Lanka, Malaysia, the former USSR, China, Thailand, and Brazil. The location of world zircon mines, baddeleyite mines, and undeveloped zircon ores are shown in [Fig. 1]. World production of zirconium mineral concentrates is shown in [Table 1].

"The authors have proposed a unique methodology in the evaluation of rock mass stiffness for the range of five to twenty meters ahead of the tunnel face, with the use of small diameter inclinometers. The inclinometers are installed at the tunnel crown at a pre-determined constant interval, about one meter behind the face in order to obtain the slight change in inclination angles during tunnel excavation. This method was developed as a daily control measurement such that the geological condition and its possible change ahead of the face could be detected early by monitoring the trend of inclination angles. This paper describes the results of the ground stiffness ahead of the tunnel face evaluated at a mountain tunnel construction site. This stiffness is evaluated automatically and displayed visually by the current system equipped with a result display screen, together with a warning message against a weak zone when detected. 1. INTRODUCTION In a conventional planning of a mountain tunnel, according to the Japanese Standard (JSCE, 2006) seismic refraction surveys from the ground surface are performed and tunnel support patterns are then designed based on the seismic wave velocity. The resolution of the velocity profile estimated by this technique, however, is poor as the tunnel overburden becomes large. The tunnel face is therefore often encountered by unforeseeable fault zones or weak rocks. Such an unpredictable weak zone occasionally causes the collapse of the tunnel face. Clarifying the forward geological information during excavation is hence significant for safe and well-controlled construction. According to the geological conditions ahead of a face, auxiliary methods typified by forepiling and face bolting could be preliminarily prepared for prompt execution. For the purpose of acquiring forward geological information, pilot borehole drilling and seismic reflection methods represented by the TSP (Tunnel Seismic Prediction) or HSP (Horizontal Seismic Profiling) are often applied. Those exploration are carried out near the tunnel face for a couple of days. This often leads to the interruption of excavation procedure and has no small effect on the construction schedule. On the other hand, some forward ground prediction methods in the daily control measurement have been developed e.g. by Schubert et al. (1995). In this method, tunnel displacements in the direction of the tunnel axis are used together with the crown settlements. We have tested their method at a few of our tunnel projects and found difficulty in the evaluation of the forward ground condition due to insufficient resolution of the axial displacement measured by a total station theodolite that we usually use for the tunnel measurement. We have therefore developed a novel methodology of monitoring slight inclination at the tunnel crown near the face, so that the forward ground conditions can be predicted and evaluated as part of a routine measurement procedure."

Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

During design of a 550-foot rectangular shaft in alluvium, lateral support within the excavation was an anticipated construction problem. Actual experience showed that the nearly 9 x 14 foot excavation required no lateral support. A strain measurement program con- current with construction and for a 9-month period following completion of the shaft detected only minor strains. Shaft design included consideration of available geological information. Site exploration included a 754-foot drill hole, cored at selected intervals, and a suite of geophysical well logs. Generalized physical properties of the alluvium were developed from laboratory core testing. An elasto-plastic, finite element computer program (DAHLKE) developed by the Spokane Mining Research Center U.S. Bureau of Mines, has been recently used to analyze the behavior of the alluvium around the shaft. Analysis showed that yielding first develops in the shaft corners and progressively expands into the wall zones around the shaft as loading increases. Gradual growth of a plastic zone progressed outward from the excavation boundary at increasing loads but had limited extent and was surrounded at all stress levels by an infinite elastic zone. This design review, aided by computer analysis, confirmed that the shaft would have been considered theoretically stable as designed.

Strategies for achieving high productivity while maintaining ground stability at depth and controlling dilution are discussed, including the use of mini-electrohydraulic drilling equipment, containerized truck haulage, consolidated rockfill placement techniques, and a miners' incentive system.

Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

Introduction A longwall mining demonstration currently in progress in the Herrin (No.6) Coal Member near Benton, Illinois, involves the extraction of three adjacent panels by the longwall method. The first panel was completed in May, 1977. The Illinois State Geological Survey is involved in this project for two reasons: (1) to detail the geology of the roof and relate the geologic features to the behavior of the roof during mining operations, and (2) to study the nature and occurrence of coal balls (carbonate petrifactions of peat) encountered during this demonstration. General Geology of Area The stratigraphic sequence of beds immediately above the No. 6 Coal in this area, ranging from oldest to youngest, is: gray shale (Energy Shale Member), black carbonaceous shale (Anna Shale Member), and argillaceous limestone (Brereton Limestone Member) (figure 1). In some areas of the mine, where one of these units may rest directly on the coal, one or more of the members is absent from the stratigraphic sequence. The nature of roof for the area is shown in figure 2. It is greatly exaggerated in the vertical direction. The Walshville Channel, 11.3 km west of this mine, was a river at least in part deposited at the same time as the coal. The gray shale wedge on top of the coal, which thins away from the channel, is thought to represent an overbank deposit of mud from the channel. The next layer deposited on top of the gray shale, and on the coal not covered by gray shale, is the black carbonaceous shale, believed to represent a mud deposited in a brackish environment. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

The continuous sintering process was invented more than 60 years ago by two metallurgists, Arthur S. Dwight and Richard L. Lloyd, who saw a need for automation in mineral processing. Their specific objective was to beneficiate copper ore by desulfurizing and agglomerating it for copper blast furnace smelting at the Cananea plant in Mexico1. Since their early development the process expanded widely in scope, size, and application. The current worldwide sintering applications exceed 250 million tons per year for agglomerating ores of lead, manganese, zinc, and iron. Sintering is also widely used for production of sintered lightweight aggregate from clays, shales, and fly ash. The continuous sintering process took on wide expansion during the 1960's in foreign countries. Plants for production of approximately 135 million tons per year were built in these countries for sintering iron ore fines as shipped from new iron ore projects of Canada, Liberia, India, Brazil, and Australia. This expansion represented construction of approximately 80 new sintering plants, some as large as 15 thousand tons per day production on a single large sintering machine. Sized self-fluxing or highly fluxed sinter has become recognized as a premium blast furnace charge and has enabled blast furnaces of Japan and Europe to produce upwards of 10,000 tons of metal per day with coke rates less than 1,000 pounds per ton of metal. This coke requirement is practically 50 percent of the ordinary rates achieved during the early 1950's when the peak blast furnace production was less than 113 of the current records.

Numerous techniques for treating, controlling, and preventing acid rock drainage have been applied at the Summitville Mine Superfund Site. Challenging aspects of the remote mine site include the wide-spread occurrence of acid-generating soils and rocks, extensive surface and underground mine workings, and a cold and wet climate. Water treatment was an immediate necessity when the Government took control of the abandoned site in December of 1992. Subsequent reclamation activities have emphasized prevention and control of ARD to minimize future water treatment requirements. A combination of conventional, innovative, and experimental methods are being applied to successfully mitigate ARD at Summitville.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

The choice of fragmentation method is one of the most fundamental aspects of mine design, and often has a major impact on the safety and economic viability of an operation. Almost exclusively, underground mining operations rely on either mechanical excavation or drill and blast techniques to extract rock. Each of these fragmentation methods has distinct advantages and disadvantages, and each is appropriate, and economic, for different mining conditions. However, the choice of fragmentation method can have a pronounced effect on the amount of damage created in the rock mass surrounding the opening. This paper reviews a number of case studies where both mechanical excavation and traditional drill and blast were used in underground mines. Ground support requirements in the mechanically excavated areas are compared to the support requirements in the blasted sections in order to demonstrate the potential safety and cost benefits of the various fragmentation methods.

The power generation industry may be required to reduce CO, emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.

The general application of memory cutting technology to shearers is improving the intelligence of the working face, but it has its limitations. It is only suitable for conditions where the environment of coal seam is changing slowly. It compensates for the cutting height by changing the fuselage attitude, and frequently adjusts the height to control the learning cutting trajectory, but due to the problems of shearer control and height adjustment accuracy, it cannot adapt to and compensate for the change of cutting height in a timely manner, resulting in poor cutting accuracy. An upgrade to Vale?s existing Clarabelle dual-pinion, semiautogenous (SAG) mill was completed by the power and automation technology company, ABB. The mill is used to reduce the size of the ore at the company?s nickel and copper mines in the Sudbury area. The project was completed on time and on budget with an excellent safety record. Located in Ontario about 400 km (250 miles) north of Toronto, Vale?s Sudbury operations are primarily underground nickel sulfide mines, with integrated mining, milling, smelting and refining operations. One of the characteristics of Clarabelle Mill is to accept nickel-copper ore from various sources and companies and to produce a nickel-copper concentrate and copper concentrate for further processing. The size of the ore is further reduced in SAG mills, rod mills and ball mills, where all milling is done wet.

Sublevel stoping generally is a large-scale open stoping method. It sometimes is referred to as long-hole or blasthole stoping. This method usually is applied to strong ore bodies that require minimal support and are surrounded by strong country rock. The ore body should be fairly regular in shape and well-defined. The dip of the footwall normally should be sufficient to allow broken ore to gravitate freely, although the method has been adapted successfully to mine some of the flatter ore bodies. Sublevel stoping is not dependent on the width of the ore body. Widths of less than 6 m (20 ft), however, make the utilization of long-hole drilling techniques more difficult. The main criteria for sublevel open stoping are competent ore and stable host rock, regular ore boundaries, and a footwall dip that exceeds the angle of repose of broken ore. Basically, the method entails providing access to the ore body at various subintervals between the main haul- age levels in order to drill and blast the intervening ore. Stope drilling is carried out from drilling drifts on the sublevels, and the ore is blasted in slices towards an open face, which generally is vertical on the downholes and may be inclined towards the open face for the up holes. The blasted ore gravitates to the bottom of the stope and is collqcted through drawpoints. Fig. 1 illustrates a typical sublevel stoping mine. The method requires extensive ore body development with relatively high capital expenditures. How- ever, much of the development is in ore, and production costs are comparatively low. Productivity rates are in the 13.6 to 27.2 t (15 to 30 st)/manshift range. The drilling, blasting, and loading operations are performed independently, and equipment utilization is high. Large outputs can be obtained with few units and limited personnel. Dilution with waste rock may occur if ore boundaries are irregular or if caving occurs, but 100% of the ore within the stope usually is recovered. Pillar recovery sometimes is a problem. It is at this point that most of the waste dilution occurs. At the time data was gathered for this report (1973), the sublevel open stoping method was used by more than 21% of the metallic ore mines in the US (9 out of 42 mines producing 1088 + t/day (1200 + stpd) and provided more than 12% of the total metallic ore production from these mines. DEVELOPMENT Access to a sublevel open stope mine is gained by a slope or shaft that is normally sunk in the footwall of the ore zone, away from any possible effects from blasting or other production operations in the stoping process. Main level interval is selected and usually varies from 45.7 to 121.9 m (150 to 400 ft), depending on the vertical extent of the ore body, the number of drawpoints required to maintain output, and the eventual stope height. The main haulage drifts are located at the bottom of the stope horizon, either directly in ore or in the footwall, with access crosscuts at intervals. Raises are driven up through the ore to connect to the level above and provide access and ventilation to the sublevel drilling drifts, which are driven horizontally in the ore for the length of the stope. Depending on the drawpoint system to be used, the stope is either undercut by a raise-and-cone system, from a scram or slusher drift, or simply provided with a drilling drift from which access is made at intervals to the main haulage level. A raise driven either at the end or in the middle of the stope (if stope access is from both ends) provides a start for opening up a vertical slot across the stope to establish a free or open face for long-hole drilling and blasting. Sublevel stoping has proved to be a relatively safe and economical system.

Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.
