Planning for urban development in many locations is based largely on 0.10 factors, 1) soil conditions and 2) socio-political aspects of the region. A more widely based approach is necessary, however, if a complete and functional plan is to be obtained. Under this unified approach, the overall field of earth science is included in the planning process. As considered here, the earth sciences comprise a large segment of the natural sciences; that is, geology, pedology, geomorphology, reengineering geology and ground water hydrology. A number of shortcomings can develop when using the restrictive, two-factor approach for urban development planning. These deficiencies are discussed in the paper. The specific considerations for each earth science area are examined and land use considerations for various urban requirements reviewed in light of these specialties. To illustrate the potential of the unified or earth science approach, Tippecanoe County, Indiana is presented as an example. The current area planning system for Tippecanoe County is examined to determine how well it compares with the unified approach and some of the shortcomings of the current plans are discussed.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are conducting research to improve the ventilation of large-opening underground stone mines. The mine ventilation in these mines are characterized by: (1) challenges related to keeping airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) low pressure losses needed to move large air volumes of air, and (3) costly stoppings needed to direct ventilation airflows. Each of two field studies was dedicated to specific focus areas. The first focus area was the characterization of underground mine ventilation airflow. The primary means of airflow control in stone mines is through the use of freestanding booster fans. The primary goal of this study was to identify the effectiveness of various fan types and optimize their placement. Both traverse and grid-based airflow readings were taken at various distances from the fans, ranging from 70 ft to 425 ft away from the fan. The air readings were taken using a vane-anemometer and a handheld hotwire anemometer. The data was used to develop precise computational fluid dynamics models. The second focus area was to determine diesel particulate matter (DPM) concentrations in the mine. For large-opening underground stone mines, controlling DPM exposures dictates the design of the ventilation system. Therefore, researchers carried out the DPM sampling campaign to identify potential areas of concern within the mine. The samples collected during the campaign were analyzed using NIOSH Method 5040. The sampling was done using the Mine Safety and Health Administration’s (MSHA) compliance sampling methodology.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.

Due to the increases available base of scientific knowledge, increased independent review required by worldwide security exchanges, and the need for accuracy in characterizing mine water resources, it has become necessary to produce a more accurate hydrologic balance. This presentation provides a critical review of the steps and tools to compile a complete hydrologic review of a mine property. The forces of regulation, increased scientific analysis, better tools, and stakeholder expectations have created a perfect storm of accuracy demand. Ausenco has developed protocol to achieve the desired end.

"Above ground, elevated belt conveyors that span more than 200 m (656 ft) between support points can cross valleys, rivers, forests and buildings with a minimal footprint. The cable bridge conveyor (CBC) is a new type of suspension bridge based belt conveyor system that has long spans between support points. It combines a typical belt conveyor and an improved simple suspension bridge to form a conveyor bridge. The improved simple suspension bridge places a widened bridge deck directly on suspended cables, without the need for high truss towers. The benefits include reduced cost and increase aerodynamic stability compared to conventional suspension bridges. The CBC’s compatibility with current belt conveyors allows versatility in application.A belt conveyor is a ubiquitous material handling system. Conveyors can be placed directly on ground or elevated above ground by support structures. Considerations of cost, design, environment, civil work, safety and process requirements are all factors in choosing the ground-based or elevated conveyors (Zhang, 2014). The ground-based conveyor has the lowest structural cost when the conveyor is placed on an existing road. Maintenance access is easy and straightforward. Compared to the groundbased conveyor, the elevated conveyor can cross existing buildings and structures, give passage to traffic beneath the conveyor, has a smaller footprint and requires less civil work to pass mountainous areas. The drawback of the elevated conveyor is higher structural cost, which can be compared with savings in civil work and other benefits. Conventional elevated conveyors are supported by rigid truss-type structures, with a typical span of 15 to 25 m (50 to 82 ft) between concrete support bents or steel trestles. Triangular truss, using steel pipes instead of hot rolled steel sections, is more efficient. The typical span of a triangular truss-supported conveyor is around 30 to 40 m (100 to 130 ft), while the weight is about 10 percent less than conventional box truss with a shorter span (Jennings, 2013).Long-span elevated structures based on suspension bridge is another step forward in increasing the distance between support bents, reaching 100 to 400 m (330 to 1,312 ft) and beyond. The wide distance between the support points of an elevated conveyor offers unique benefits. The conveyor can cross rivers, valleys, highways, forests and other obstacles with minimal footprint and reduced civil work. The versatility from long-span conveyors makes bulk material transportation over previously impossible terrains now a feasible option."

Scan electron micrographs, SEM's, will be shown of representative refractory clays from Missouri deposits, with counterparts from other localities. The story is in the pictures, ("1000 words in each picture"), but clay types include the following. Plastic, semi-plastic, and semi-flint "fire clays" of Missouri have textures which appear to retain certain relic texture of ball clay. Flint clay is composed of tightly interlocking packets, sheaves, and books of kaolinite. Diaspore and boehmite mineral textures characterize those "clays". Surface-boulder diaspore shows very pronounced recrystallization and crystal enlargement from original, unexposed first-grade diaspore.

Computers are becoming increasingly valuable tools in the mining industry as a greater variety of appropriate hardware and software becomes available, combined with greater acceptance by management, Within a given time period an engineering staff can evaluate or design a project to much greater detail and higher accuracy by utilizing computers once suitable programs have been developed. We are all aware that throughout the world the decreasing grade of minerals coupled with increasing waste to ore ratios necessitate larger capacity, longer term mining operations and attendant higher capital costs. Computers can be of assistance in all stages of mineral exploitation, from geologic exploration through mine feasibility studies and design, to marketing and transportation. Because of the high speed with which data can be digested and manipulated by computers, preliminary information from any stage of investigation can be analyzed to assist in further guidance of that stage. By use of preliminary mine feasibility studies, financial forecasts and sensitivity analysis, even information from a far-removed phase such as marine transportation of the product, can help guide the exploration phase to a realistic target.

The provinces of Guangxi, Guizhou, Hubei (and most recently Fujian) were the prime exporters of barite during this period. Guangdong and Shandong were exporters too but not major participants. These are all primarily agricultural areas so there existed a sufficient labor force willing to work in the mines to supplement their income from farming. During the early years, barite export pushed the existing transportation systems in these provinces to operational capacity. The mines from which this barite is extracted are located about 250 to 1,400 kilometers from the sea ports. Transportation of the ore from the mines to the ports follows a net-work that includes trucking to various rail-heads where it is then shipped via freight trains to ports for loading into seagoing vessels. in some instances, the barite travels by truck or train to the Yangtze River where it is then barged to an ocean port.

The purpose of this paper is to provide a method for analyzing the sequencing of mining production processes and predicting the effects of any planned changes. Included is a description of the development and utilization of a project-scheduling simulation that combines analytical scheduling with stochastic-activity durations. The simulation is demonstrated in two realistic examples: a longwall face-to-face transfer sequence and the effect of varying advance rates on longwall development sections. Statistical data that can provide a basis for more informed production decisions are generated in the form of project activity/path criticality and project-duration distributions. In both examples, a quantitative risk assessment, regarding subjective decisions in underground production sequencing, is presented.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. The classification of rock and coal will assist in automated coal rib rating and shearer horizon control, and is studied with machine learning techniques in this work. A database of rock and coal images is created by filtering photographs taken by researchers from the National Institute for Occupational Safety and Health (NIOSH). The classifier was trained with patches extracted from the coal and rock images, and an accuracy score of 0.9 was obtained. The trained classifier was then applied to classify rock from a new coal rib image with three rock layers of different thicknesses, and good agreement was achieved. The results demonstrate that it is promising to use machine learning techniques and rib images for rock and coal classification.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).
