The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

Overexposure to noise remains a widespread, serious health hazard in the U.S. mining industry. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. U.S. Mine Safety and Health Administration (MSHA) coal noise data from 2000-2004 show that the continuous mining machine (CMM) is first among all equipment, accounting for 35% of noise overexposures. Joy Mining Machinery, in collaboration with the National Institute for Occupational Safety and Health (NIOSH), is conducting research to reduce noise generated by continuous mining machines. This paper describes a "JOY Designed for Noise Reduction" (JOY DNR; patent pending) tail section as a noise control for reducing the noise overexposures of CMM operators. Underground testing shows a 45% to 65% noise exposure reduction for the operator when comparing the JOY DNR tail section results to those for a standard machine. Utilizing this newly developed noise control, along with previously proven controls, will provide CMM operators an opportunity to be within the MSHA permissible exposure limit (MSHA-PEL). Every underground coal mine in the United States must deploy and operate a wireless communication and tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 96 hours, and the requirements in the MINER Act for the tracking systems to be ?calculated to be serviceable? and the communications systems ?redundancy?. These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using the tools that are available and commonly used by the Reliability, Maintainability, & Availability community.

The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District's Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee's central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project's geotechnical report are addressed.

New York State’s Metropolitan Transportation Authority (MTA) has undertaken the largest transportation project in New York City. The East Side Access Project (ESA) will introduce MTA’s Long Island Rail Road (LIRR) service to the East Side of Manhattan, to a new terminal located beneath the existing, landmark Grand Central Terminal(GCT). Construction of the Manhattan Segment of the project will affect overlying operating facilities of two other MTA entities, Metro-North Railroad (MNR) and New York City Transit (NYCT) and major Midtown Manhattan buildings. The paper describes the evolution of the GCT concept at Manhattan from a shallow alternative proposed by a Major Investment Study (MIS), that would require extensive underpinning of multi-story buildings and have considerable impact on MNR and NYCT operations, to a deep alternative with lesser risk and potential for disruption.

The Monsanto Company's Henry Mine is located 17 miles northeast of Soda Springs, in the southeast corner of Idaho. Ore being mined is phosphate rock which lies in the Permian Phosphoria formation. The ore is the raw material for Monsanto's three furnace elemental "P" plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. Mining is by open pit methods using 0-9 crawler tractors to rip and push-load rubber tired scrapers in stripping and mining operations. The equipment spread consists of six D-9G crawler tractors, four Caterpillar 6578 scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12-month basis, two shifts per day. Mining is performed mainly in the summer months on a one shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1,000,000 tons of phosphate rock and 2,500,000 to 3,000,000 yards of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor. Dravo-Soda Springs owns, operates and maintains all equipment used in stripping, mining and hauling. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis. The Monsanto elemental phosphorus plant began production in 1952 with ore being trucked to the plant from the Ballard Mine. Haulage was over public roads in 15, 24-ton semitrucks. A private haul road was constructed from the Ballard Mine to the Monsanto Plant in 1958 and 1959 to accommodate trucks with two twenty-yard trailers. This 11/ mile road was first used in the 1959 hauling season. In 1965, five new Kenworth tractors with two, 'forty yard trailers were introduced into the haulage system. The discovery of the Delbridge massive sulphide deposit in the Noranda district of Quebec resulted from an appreciation of the significance of a mercury leakage halo as a litho-chemical pathfinder to blind ore, coupled to its location relative to a geologically inferred ore-bearing horizon within complex volcanic stratigraphy. Systematic sampling of micro-fractures present in outcrops delineated a diagnostic anomaly, drawing attention to an area considered prospective for buried ore. The massive sulphide deposit was subsequently found to be blind and topped at the 110 metre level.

"The objective of this study was to evaluate the effect of reduction temperature, reduction time and binary basicity on the size of metallic iron particles in coal-based reduction products of an oolitic iron ore. The particle size distribution behavior (i.e., cumulative passing percentage and mean size of metallic iron particles) during reduction was investigated in detail. Results showed that the particle size distribution of metallic iron particles was strongly influenced by reduction temperature, reduction time and binary basicity. The cumulative passing percentage and mean size significantly increased with reduction temperature and time in the entire range of the experiments. All curves of cumulative passing percentage versus particle size under different conditions demonstrated a similar trend (continuous increase). The size distribution parameters and mean size slightly increased with increasing binary basicity and significantly decreased when the binary basicity exceeded 1.0. The size of metallic iron particles could be controlled by adjusting the reduction conditions during coal-based reduction.IntroductionThe increasing demand for iron ore coupled with diminishing high-grade iron ore reserves has resulted in the urgent need for innovative technologies in order to use refractory iron ores. Oolitic iron ore is a typical refractory iron ore with tremendous abundance globally. Based on published literature, oolitic iron ore reserves are approximately 140 million tons in Europe, 10 billion tons in China and 66 million tons in Pakistan (Kazmi and Abbas, 2001; Wu et al., 2011; Yu and Qi, 2011; Sun et al., 2013a). Therefore, the efficient exploration and use of oolitic iron ore resources can play a significant role in easing the mineral resource crisis in the iron and steel industry. However, oolitic iron ore cannot be effectively upgraded by traditional beneficiation methods due to its mineralogical characteristics (e.g., low grade of iron, poor liberation of iron minerals and high phosphorus content) (Li et al., 2011b; Sun et al., 2013b).Researchers recently proposed coal-based reduction followed by magnetic separation to recover iron from refractory iron ores (especially oolitic iron ore) and a certain degree of breakthrough was achieved in both theory and practice. In this technology, iron minerals in the ore are directly reduced by coal to metallic iron, which grows into particles of different sizes. After comminution and liberation, metallic iron is concentrated by magnetic separation (Srivastava and Kawatra, 2009; Sun et al., 2013a; Li et al., 2011b; Sun et al., 2013b; Li et al., 2011c; Gao et al., 2013). Sun et al. and Gao et al. used this technology to examine the recovery of iron from oolitic and Bayan Obo iron ores, respectively (Sun et al., 2013a; Li et al., 2011b; Li et al., 2011c). Metallic iron powder with more than 90% iron content was obtained as the final product, which could be used directly in steel production."

Minerals beneficiation commonly requires initial crushing and grinding so that the mineral phase we seek to concentrate is adequately liberated to obtain a product of specified grade at optimum recovery. To some degree this also is true for coal preparation. In the comminution process we liberate not only the product but also the tailings phase. The true objective is, therefor, to eliminate from the comminution circuit whatever particulate matter has reached specified liberation, regardless of whether the particle is product or tailings material. Overgrinding either of the two phases ties up mill capacity and usually also burdens the downstream processing steps by increasing costs or decreasing recovery, or both. In view of this situation, one would expect concentration steps to be commonly incorporated into the cominution circuit. The reasons this is not done may vary, but probably include the desire to utilize large scale unit operations, e.g., large mills, in conjunction with very simple processes. Hydrocyclones have satisfied this desire but may not always be employed for the right reasons. Hydrocyclones are indeed simple. They also are rugged and forgiving. Unfortunately, these virtues are frequently misused. The direct results are inefficient classification and overgrinding. The indirect results are added costs through recovery losses, unnecessary recirculation, and so on,

The price of molybdenum is predicted to average about US$ 20.00 / pound in 2010 and, as China, India and other countries develop, the demand for specialty steels will increase putting long term demands on molybdenum supply, 3. Uranium ores often contain significant concentrations of molybdenum[1] and typically yellow cake will have a moly specification which when exceeded brings penalties, and 4. The valuable metal rhenium is a byproduct of molybdenum recovery circuits.

Productivity achievements in underground coal mining over the past ten years highlight the improvement of management practices as well as the adoption of new technology. Research findings and results from operational studies characterize the aspects of good management that translate into high productivity. In concert with these findings, the Mine Management Support System (MMSS) is being developed, under co-sponsorship of the U.S. Bureau of Mines and the West Virginia University Energy and Water Research Center, as a knowledge-based system to enhance more efficient management of underground coal mines. Concentrating on capturing the intricate knowledge needed to manage a mine effectively, MMSS will encompass information and rules on work scheduling, desired work practices, regulations impinging on operations and planning, responses to operating problems, and the labor-management work agreement.

"The early mining of iron ore in Minnesota was carried on with the most primitive kind of tools. The pioneers used only such equipment as could be packed from Duluth through one hundred miles of forest to the first mines on the Vermilion Range and the operations were carried on with picks, shovels, hand drills and wheelbarrows, the ore being hoisted in buckets with a horse winch and carted in horse drawn wagons to the stockpile. This was about the extent of the mechanical equipment of the Minnesota iron mines in the early eighties.As soon as a railroad was pushed through from Two Harbors to the Vermilion Range the equipment began to be improved upon; wood burning steam boilers were installed and small steam puffers displaced the horse-winches, wheelbarrows were aban¬doned and small cars were introduced. Hauling the hoisted ore in wagons was discontinued and trestles were built so that the ore could be stockpiled more cheaply through the use of cars and high piles. These same stockpiles were loaded by hand into the 10 and 15 ton capacity railroad ore cars.Within a few years a marked change took place—the hand drill gave place to the air drill, such as No. 3 Rands, Ingersolls, Sargents and some Sullivans. Tramming was done by mules, the ore hoisted in. self-dumping skips, hoisting engines were intro¬duced and it seemed as though mining as a business in Minnesota had come to stay. At this stage someone conceived the idea of making the stockpile floor about three feet above the top of the ore cars to facilitate the hand loading of stockpile ore for trans¬portation. This was done through the use of wheelbarrows at first and later by using I-ton cars running on tracks laid on the stockpile floor."

Cationic flotation of quartz is currently utilized for the concentration of iron ores and for the cleaning of phosphate concentrates. The present work deals with depression of quartz in the presence of aluminum ions during cationic flotation. It was established-that aluminum ions depress the flotation of quartz with an amine, especially under neutral and very slightly alkaline conditions. Studies of adsorption of Al ions on the quartz surface as a function of pH correlated with depression of this mineral with an amine as collector. The presence of Al ions also enhanced the depressant action of corn starch on quartz The sodium salt of ethylenediaminotetra-acetic(EDTA) was found to be an effective complexing agent to supress the depression caused by aluminum ions.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

A 25-mm diameter dense-medium cyclone was tested to investigate the effects of geometry and operating conditions on cyclone performance when processing -150 I'm coal. The emphasis was on examining those variables (e.g., flow rate and inlet velocity) which impact the separation kinetics (specifically the number of g's and the mean retention time) and the occurrence of apparent bypass. Apparent bypass, indicated by partition curve "tails", results from the short circuiting of the feed coal to one or both of the product streams and represents a loss and/or contamination of the clean coal. This paper presents the results for this series of tests.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Blebs of solid bitumen from the Magmont West orebody of the Viburnum Trend were examined and analyzed in an attempt to relate hydrocarbon distribution and origin to ore genesis. The bitumen was calculated to be approximately 48 to 63 percent aliphatic and is considered to be a polymerized normal crude oil. Polymerization, which was probably caused by water-washing, hardened the bleb surfaces and appears to have "frozen" the blebs during primary migration from local source beds. Comparison of the bitumen to kerogen in local shaly partings strongly Indicates that the oil was derived locally. The polymerized oil blebs are considered to have been derived from a type II (marine) kerogen. Textural analyses indicate that oil migration occurred after lead-zinc mineralization and at temperatures that exceed normal ancient or present geothermal gradients. The following sequence of events is postulated for the Magmont West orebody: 1 Generation of hydrogen sulfide during diagenesis of a normal organic-rich carbonate sequence. 2 Introduction of pulses of hot, metal-rich fluids that resulted in: a Lead-zinc mineralization by the following reaction: Me++ + H2S ? MeS + 2H+ b Solution of carbonates by excess acid produced during the above reaction. c Brecciation of host rock in some cases. 3 Passages of the pulse resulted in: a Carbonate buffering of fluid system to more alkaline conditions. b Precipitation of dolomite c Slight temperature drop. 4 Eventually the high temperatures Introduced by heated brine caused oil generation and initiated primary migration. 5 Water-washing and mild biodegradation altered the hydrocarbon blebs to their present composition.

The coagulation of dispersions of weakly magnetic oxide mineral ultrafines (such as natural hematite or chromite) in an external magnetic field can be described from inter-particle forces. Essentially, coagulation occurs when the short range London-van der Waals interactions and the long range magnetic forces outweigh the stabilizing electrical double layer repulsion. From the classical colloid chemistry theory, we have calculated the various components of the potential energy for different sized particles at a series of ionic strengths and magnetic field intensities. We have related this theoretical analysis to experimental studies where the magnetic field-induced coagulation of ultrafines of natural hematite and chromite in aqueous suspensions was investigated using a laboratory scale electromagnetic solenoid. The experimental results relate the coagulation process (as determined by magneto-sedimentation analysis) to the particle size, the slurry pH and the external magnetic field. In the magnetic fields, maximum coagulation occurred near the pH of zero point of charge (pHzpc) of the minerals (where the electrostatic double layer repulsion was reduced to a minimum) enabling the particles to enter the "primary minimum" energy sink. On the other hand, in cases where the electrostatic repulsion was not suppressed, then the long range magnetic forces enabled coagulation to occur in the "secondary minimum". This caused the formation of chains which appeared to be relatively stable during sedimentation.

In the screening process, used to prepare particles for many applications, shape is known to have a significant effect. The degree of flakiness of construction aggregates has been considered particularly important. The objective of this research was to find values of operating parameters that optimize the separation of flaky from non-flaky particles by slotted screens. Thus an investigation was conducted to experimentally determine the influence of the particle size and thickness on the screening process. The Response surface method was employed for modelling and analysis of the data. Experiments employing a central composite design were performed on a pilot-scale, rectangular-aperture, vibrating screen to examine the effects of the screening variables the mass recovery of flaky and non-flaky particles to the oversize product. The SAS statistics package was used to fit a second-order model to each response and to analyze the fitted surface to determine the optimum levels. The optimization associated with a dual response system was then considered. The results of this study should provide a basis for optimizing screening conditions to obtain maximum recovery of non-flaky particles to the screen oversize while minimizing the recovery of flaky particles, which should be of interest to the aggregate industries.
