The plate tectonic setting, regional geology, and certain aspects of the economic geology of the iron-rare-earth-nio-bium ore bodies at Bayan Obo, Inner Mongolia, China, were studied by a team of geologists from the Tianjin Geologic Research Academy and the U.s. Geological Survey between 1987 and 1989. These ore bodies were formed by hydrothermal replacement of Middle Proterozoic dolomite in an intracontinental rift setting. A variety of veins and/or dikes that have a carbonatite-like mineralogy cut the footwall clastic rocks and migmatites. A stockwork of veins occurs at several locations in the footwall. The hanging wall is a shale that has been converted to a K-metasomatite and has microcrystalline potassium feldspar as its principal constituent. This shale served as a sealing caprock that contained the chemical solutions that reacted with the dolomite and that created the enormous concentration of mineralized rock in an 18-kilometer-long syncline. The rocks that host these ore bodies and the associated mineralized areas occur today as roof pendants in granitoid rocks of Pennian age that were emplaced during a continent-to-continent collision during that period.

INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

The area of Canada with which we are here concerned consists of Yukon Territory and Northern British Columbia. Generally it lies west of the coastal mountain range and access to the sea can be gained at only selected points which are relatively few. It is served by the Alaska Highway as well as a provincial and territorial system of roads permitting transport of mining products to Whitehorse in Yukon Territory. This town it the northern terminus of the White Pass and Yukon Route, which system provides a rail service between Whitehorse and Skagway, Alaska a distance of 110 miles, and thence to Vancouver, British Columbia, by the coastal Motor Vessel C. J. Rogers, a distance of an additional 890 miles. At present the service between Vancouver, B.C. and Whitehorse, Y. T. is on a fourteen day basis. The coastal vessel, capable of carrying 3,200 tons of cargo, was specially designed and built in 1955 for handling containerized cargo and general cargo northbound, and containerized and palletized asbestos fibre, and palletized lead and zinc concentrates southbound.

The National Mining Hall of Fame and Museum will hold its Ninth Annual Induction Banquet Sept. 8, 1996, at the Las Vegas Hilton Hotel. Six mining greats, two of them living, will be enshrined at the event. They will join 126 other mining legends previously honored by the hall of fame. The keynote speaker will be William Perry Pendley, president and chief legal officer of Mountain States Legal Foundation in Denver, CO. Jeffrey Zelms, president and chief executive officer of The Doe Run Co., will be master of ceremonies. Richard Swayne, regional director USA for Boart Longyear Co. of Salt Lake City, UT, will introduce the speakers. Thomas Falkie, president of Berwind Natural Resources Corp. and chairman of the Mining Hall of Fame’s board of governors, will enshrine the inductees.

Many longwall operators experience difficulty complying with the federal regulation limiting average dust exposure. Others are currently in compliance, but the dust exposure limit keeps then from increasing their production. Spray water is a major means of dust control. Excess water can cause problems in the transportation system and the cleaning plant, and reduces the Btu value of the run of mine coal. Thus, the dust exposure reduction per unit of water sprayed must be maximized. This paper discusses underground tests recently completed as part of a Bureau of Mines research program to determine the effects of variations in spray water flow rate, pressure, proportioning and spray orientation on longwall shearers.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

In 1968 three historical rockbursts had occurred at Bibai Coal Mine in Hokkaido. At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. After two years from this desaster, the study concerning to microseismic events generated from underground mining panels has been begun by researchers with heart-throb.

This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. One of the most frequently asked quesitons is: "Where is copper (price and usage) going?" I will not attempt to forecast either the future price of copper or the future growth of the copper industry; rather I would like to discuss the current trends experienced in the smelting and refining terms and conditions for sales and/or purchases of copper concentrates. A brief review of contract language and terms, together with a review of the common jargon, I believe, would be helpful. To accomplish this review, I will first list what I consider the four basic parts or sections of a basic ore contract and then illustrate basic terms with calculations.

6, 7.3 meter diameter autogenous mills at Wabush Mines are undergoing conversion from a radial configuration of pulp discharger to a curved design. Improved discharging efficiency has effectively lowered the pulp level in the mill. The low level operation enhances the grinding efficiency netting a 12% power reduction. Significant reductions to rate of wear has been a spin off benefit. The design incorporates features for holding the assembly solidly in place thus eliminating bolt hole damage and leakers. Preliminary work in one 11 meter mill at Hibbing Taconite did not indicate that all the same advantages were available in their process.

The concurrent observation of the phenomena of alkali-aggregate reaction and development of efficient dust collection systems on rotary kilns made mandatory the process modifications to produce low alkali cements. Such low alkali cements as were available prior to these recent changes were either the rare result of low alkali raw materials, the loss of alkalies with dust loss from the kiln stack, or in some instances by the use of CaC12 in the kiln feed to increase volitalization of the alkalies and their subsequent loss or discard with the normal dust emission from the kiln. The relative slowly soluble nature of natural occurring alkali minerals in cement raw materials as compared to the very soluble nature of the alkali salts as present in cement kiln reaction products, either in clinker or in dust emission led to the development of the water leaching system. Two distinctly different problems of leaching are created by the two major systems of portland cement production, the wet and dry processes. The wet process is characterized by moderate dust loads and concentration of soluble forms of alkali in the dust. Further the return of the leached dust slurry does not materially change the characteristics of kiln feed on reintroduction and subsequently does not materially influence kiln operation. The dry process differs in high levels of dust emission and the presence in the collected dust of large amounts of unreacted kiln feed with its sparingly soluble alkali minerals. In the dry process reintroduction of leached dust slurry changes the dry process to what may be classed as a damp process. This change results in some decrease in kiln capacity and creates conditions of operation which are uncommon to either the wet or dry process.

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. The various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt or formation of a hydrophilic coating on the surface. The hydrophilic coating may or matt not effect the adsorption of collectors. In yet another mechanism, the depressant nay participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature are discussed to highlight oxidation/reduction effects in the depression of sulfide minerals.

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

The U.S. Bureau of Mines is currently conducting laboratory experiments to study the reactions occurring during in situ leaching of oxide copper ores hosted by biotite-poor granite and biotite-rich granite porphyry. Detailed pre-leach and post-leach petrographic examinations of the rock samples are combined with the leach solution chemistry resulting from core leaching experiments to enable an evaluation of the various reactions which are responsible for the observed fluid chemistry. The information resulting from these laboratory studies is being utilized to support the design of the Bureau's ongoing field research project at the Santa Cruz deposit near Casa Grande, AZ. Atacamite and chrysocolla are the primary copper minerals present in this deposit, and both are readily soluble in the dilute 5% sulfuric acid solutions used in these experiments. In addition to the dissolution of copper minerals, biotite dissolution also occurs during the experiments, contributing K, Mg, Fe, and Al to the leach solution. The biotite dissolution appears to be non-stoichiometric, as it is progressively altered to vermiculite and finally, amorphous silica. While K, Mg, and Fe concentrations in solution steadily increase with time, Al quickly reaches a maximum, and then remains relatively constant for the remainder of the experiment. This suggests that Al saturation is achieved, and this Is supported by the presence of precipitated Al sulfate and aluminosillcate clay mineralization in the post-leach rock samples.

Texasgulf Inc. currently operates an open pit phosphate mine in the central coastal plain of North Carolina. The area of phosphate deposition lies within the Aurora Phosphate district which consists of an embayment which is in the center of the Neogene phosphate deposition. A variety of solid and liquid fertilizer products are produced at the Texasgulf complex. One of these products is known as North Carolina Natural Phosphate (NCNP). New potential for use of unacidulated natural phosphate, now exists in regions with acid soils due to the discovery of the findings from recent research, cost advantages, and moves to reduce chemical inputs.
