For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. "In the application of the BIOX® technology, high tailings grade (2-16 g/t) may be generated with a decrease in overall gold recovery, which sometimes make it economically unattractive. This paper investigated the causes of the high tailings grade by using samples from the Bogoso BIOX plant. Partial chemical analysis, diagnostic tests and cyanidation optimisation studies were conducted to invoke understanding into the high tailings grades. Diagnostic study on the tailings showed 48.34% of gold in carbonaceous matter, 17.12% in quartz, 13.40% as liberated gold, 11.51% imbedded in sulphides and the remaining 9.65% in carbonates. Optimum cyanidation recovery of 90.4% was established for the BIOX concentrate at 7 kg/t NaCN, 40-50 g/L activated carbon and residence time of 40 hours. The recovery was sensitive to carbon and cyanide concentrations but additional cyanide was not economical. High preg-robbing indices of 72.7% and 64.4% were recorded for the BIOX product and the flotation concentrate respectively. This confirms the inability of the BIOX process to deactivate carbonaceous matter, which remains a serious precursor for low overall gold recoveries and high CIL tailings. INTRODUCTION Gold ores may be broadly classified as refractory and non-refractory. Non-refractory ores are easy to treat but refractory materials require complicated flowsheets for metal extraction (Hausen and Bucknam, 1985; Schmitz et al, 2001; Marsden and House, 2006). As near surface non-refractory gold deposits are getting depleted, the increasing price of gold and increasing demand for gold, have encouraged many gold producing companies to treat refractory ores for gold recovery. The refractory behaviour of these ores may be due to the presence of sulphides, tellurides, cyanicides and/or carbonaceous matter. Refractory ores do not respond well to conventional cyanidation as the gold is either occluded by or in solid solution in sulphides, or is in association with cyanicides (Marsden and House, 2006). Further, carbonaceous matter preg-robs gold during leaching (Osseo-Asare et al, 1984; Hausen and Bucknam, 1985; Schmitz et al, 2001). The two major causes of refractoriness are the presence of sulphides and carbonaceous matter, and these render the ore double refractory (Nyavor and Egiebor, 1992). Oxidative pre-treatment processes such as high pressure leaching/oxidation; biological oxidation, ultra-fine grinding and roasting are required to render refractory ores amenable to conventional cyanidation (Marsden and House, 2006). Biological oxidation, however, has become the preferred pre-treatment route because it is more environmentally friendly and convenient even where only partial oxidation is required. Comparative tests have demonstrated that bioleaching can achieve the same or better results than roasting or pressure leaching in terms of gold recovery (Yannopoulos, 1991; Brierley, 1997). Further, biological treatment processes are more cost-effective, environmentally friendly and safer."

The loading characteristics of gold-bromide species onto activated carbon were evaluated using a batch system. The overall loading of gold onto activated carbon was rapid for the first few hours, but it continued without cessation as a result of the reduction of gold. Therefore, conventional equilibrium considerations were not applicable. Although loading continued slowly after several days, an abnormally high, loading capacity value of 10-12 meq/g carbon (650-800 kg Au/t) could be attained in 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of (AuBr4)- species to the external surface to be reduced to metallic gold by carbon. Elution of gold from loaded carbon was feasible provided the carbon had not been loaded to high capacity values. If loading is carried to high levels, complete elution becomes impractical, and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon for gold-bromo species is discussed.

Traditional methods of creating a water tight shaft liner involve the use of segmented or welded steel. When shafts are located in ground that exhibits extremely difficult conditions of high water inflow and hydraulic pressure, composite liners are often combined with ground freezing during construction. The authors were searching for a cost effective and more flexible solution to hydrostatic liners design than the traditional concrete/steel composite design used so far. Searching through new technologies developed for tunneling applications, sprayed on membranes systems seemed very promising but were not developed for the specific circumstances encountered in shaft sinking applications where ground freezing is involved. Even though freezing is a very effective technique, it creates adverse temperature conditions for the application of spray on membranes. In addition, application and hydrating cure times for those membranes products ranged between six to twenty-four hours under ideal conditions (usually temperatures well above freezing point), which eliminated them from consideration in a shaft sinking cycle. While researching different spray on membrane materials, it was discovered that Stirling Lloyd Polychem Ltd. has developed and proven a different membrane material for waterproofing liners in different tunneling applications. The characteristics of the membrane exceeds the pressure parameters encountered in frozen shaft sinking operations, and the chemical cure times were reduced to one hour per layer which worked well into the shaft sinking cycle times. More over their system included a quality control procedure that allowed insuring integrity of the membrane at application time, a very desirable feature for shaft liner construction. However, the frozen rock surface still presented an unknown in the cure time and stability equation. As all membrane products a shotcrete substrate is usually required prior to application. The hypothesis used by the author was to use this shotcrete layer, not only as a substrate, but also as a thermal insulation against the frozen rock and the membrane during both application and curing time. The authors knew from experience that shotcrete could be applied successfully over frozen rock. But the shotcrete temperature curve over time was unknown and no information were found in the available literature. Testing was required to determine whether a suitable mix of shotcrete could be applied to the frozen shaft wall to provide enough heat of hydration for a suitable period of time to create conditions suitable for membrane application and curing.

In business mining, dilution is the result of the operating parameters that occur too often and cause serious consequences to mine performance, questioning TO WHOM BENEFITS DILUTION. Mining persists in changing perception of real meaning of dilution. The lack of interrelation between mineral processes and nature compromises the understanding of dilution; this absence of interrelation occurs due to the misinterpretation of nature, otherwise, Geomimic could be helpful to filling the gap of misinformation. NATURE provides LIMITED metals in low content deposits; it is a challenge to obtain them. Nature never considers dilution. Furthermore, though dilution is a human concept, dilution is accepted and promoted. Reality of dilution is in its errors accumulation that translates into technology level or status applied in nature. It is doubtful that dilution can continue surviving if it is ?meaningless?. It will discourse: Is dilution illegal? If the change occurs in the prediction of mining will prevail a different destiny, it is important to touch the cores of the business; otherwise, it would represent repetition of the same ?negative? effects, as usual. Mining defines many losses during the disturbance of nature, from NPV elaboration to the metal recovery to commerce, demanding BETTER DESIGN. This paper introduces and applies MANAGEMENT BY LOSS, as first steps, to limit risks and uncertainties in mining. As result, the management of dilution will be obtainable under mining practices which promotes its character of SUSTAINABILITY.

SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

One of the objectives of today's mine superintendent is to increase his equipment availability. To this end we have seen improved scheduling procedures, preventive maintenance programs and extensive drive training and operating procedures. However, until recently, one area that has changed little in the past twenty years is the method of refueling and servicing mine equipment. In looking at mines across the country continually one encounters the hazardous oil soaked ground, the hand held fuel nozzle and the maze of hoses of the "traditional" fuel stop. By adapting technology developed in the construction and aircraft industry, current fueling and servicing practices can be easily improved. The result will be less nonproductive time, less downtime from engine failures and increased security from major refueling fires. The time saved almost amounts to having another truck in the fleet! One feature of the improved servicing practice is the implementation of high flow fueling. For trucks now on the market, a flow rate between 120 and 150 gam is feasible, about 90 gam greater than current practice. This flow rate could be increased even further as larger trucks come into use. A second idea borrowed from the aircraft industry is the use of positive lock type connection nozzles that automatically shut off when flow stops. These may be used for fuel, water, oil and hydraulic systems to eliminate spillage and assure that clean fuel, oils, and water are delivered to the vehicles. The reduction of fuel spillage lessens the threat of major fires resulting: in equipment damage and loss. Eliminating fire hazards will become even more important as the turbine engine with its lighter, more volatile fuels come into common use.

INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda's domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda's U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. This placement resulted in US510.3 million being available in May, 1986 for the acquisition and initial development of the Aurora and Empire projects. While the financing was underway, project planning commenced on both the Aurora and Empire projects. The Aurora project was selected as the one to be initially developed because of its relatively advanced stage of development. The

In longwall mining, the progressive caving of the roof allows stored energy to dissipate over an extended time. However, in some cases, the roof strata above the longwall panel are unusually strong and do not break with the movement of the working face. Instead, the roof material bridges over the expanse of the longwall, forming an unstable beam. Later, when this beam breaks, the stored energy can release suddenly, causing a seismic event to propagate to surrounding mine workings. The focus of this paper is to estimate the size of beams that form over longwall panels to the seismic energy recorded by the mine. Analytical calculations are used to verify two-dimensional models of longwall roof beams to determine the strain energy and gravitational energy developed, which is then released upon strata failure to surrounding mine workings. Models are developed using RS2 to model the stress, strain, and deflection along the bottom of the longwall roof beam to calculate gravitational and strain energies. Gravitational energy is shown to be the main driving factor in energy release, except for the beams with low heights. Analyses allow the determination of beam characteristics based on seismic data. The analysis is refined using swelling factor to compare various beam drop heights. The models show an increase in seismic magnitude for higher drop heights. However, the actual data provided by the Buchanan mine displays a decrease in seismic magnitude with increasing drop height, indicating that energy is dissipated into the broken gob material as drop height increases.

"This paper describes a rib-control methodology that uses standing support to provide most of the lateral resistance to the rib. The method is analyzed, and its boundary conditions for rib control are described. In this method, an animal-fencing mesh product covers 80 percent of the rib surface and is sparsely bolted to the rib. Can supports or other similar stiff supports are installed primarily as roof support for the entry. As the rib spalls and dilates, the mesh catches the material and expands, pressing against the standing support. Mining proceeds, and vertical roof loads increase the normal force on the Can supports, causing friction at the top and bottom of the support to go up, thereby improving lateral resistance to rib swelling.At one mine in the western United States, this method has proved excellent at preventing the buildup of rib spall. It substantially reduces the number of bolts used for screen installation, improves installation efficiency, reduces manual labor and provides more rib coverage than many screening methods. Because standing support is typically part of the roof-control plan in longwall tailgates, no additional standing-support costs are incurred. IntroductionRib safety in underground coal mines is an oft-studied topic because ribs are high-hazard areas. An overview of early rib safety research can be found in Jones and Mohammed (2014). There is a significant difference between rib support and rib control. Support improves safety through the installation of strengthening elements, such as bolts and dowels, designed to reduce rib spalling. Although spall reduction is preferred, controlling how the rib fails is enough to ensure safety in some situations. Rib control uses external elements to provide confinement, thereby holding sloughed material in place, or to prevent falling rib material from striking mine personnel. This paper presents a study of a control method used on the pillar side of a longwall coal mine tailgate in the western United States."

"In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

The primary limiting factor for hoisting capacity from great depths is the self-weight of steel wire ropes. Steel wire ropes are very suitable for mine hoisting due to their high strength and durability, but have the negative characteristic of a low strength/weight ratio. Also, as hoisting depths increase, the service life of steel wire ropes decreases due to the higher stresses and physical effects on the ropes. The significantly higher strength/weight ratio of synthetic ropes offers the primary advantage of hoisting a larger payload with a similar size rope and hoisting plant. The beneficial properties of synthetic ropes could be used to improve the overall economics of deep underground mining both for new deep shaft projects and for existing mining operations expanding to deeper orebodies. A research and development program has been initiated to evaluate the suitability of a fully synthetic rope for the mine hoisting application.

"Application of mechanical excavators for rock excavation in both civil construction and mining engineering fields has increased significantly in recent years. Prediction of the excavation performance of any mechanical excavators – tunnel boring machines, roadheaders, impact hammers, continuous miners and shearers for any geological formation is one of the main concerns in determining the economics of a mechanized mining and/or tunneling operation. A new portable linear rock cutting (PLCM) device was developed in the Mining Engineering Department of Istanbul Technical University and supported by The Scientific and Technological Research Council of Turkey (TUBITAK-112M859). The PLCM is used for cutting small core or block rock samples by a real-life mini disc cutter. The results from the PLCM are compared with the results obtained from the full scale rock cutting tests and theoretical model. It is found that there is reliable correlation between test results obtained from both cutting tests and theoretical model. 1. INTRODUCTION Mechanical excavators are currently the only alternatives to drill and blast due to higher production rate, increased safety, uniform muck size, less roof support, easier ventilation, continuous rather than cyclical operation, and possibilities for automatic control. The most of large civil tunneling and some mining projects are now carried out by mechanical excavators rather than drill and blast methods. Mechanical excavators can be categorized into two main groups: full-face and partial-face machines. Full-face machines such as tunnel boring machines excavate the face in one mode at the size of the cutterhead. Due to their cutting mode, the shape of the face profile by the full-face machines can only be circular. As for partial-face machines, the cutterhead is attached at the end of a boom. The face profile excavated by the partial-face machines can be from circular to horseshoe shape due to the cutting mode of the boom."

Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. Why complicate an already complex machine such as a continuous miner by adding roof drills? Immediate permanent roof support is an immediate thought of the mining engineer just as elimination of frequent time-consuming places changes is a thought of the methods engineer. The realization of those two objectives has the potential for improved safety with increased production is the thought of the general manager. Miner-Bolters Used a Generation Ago These are not new thoughts as the 1CM continous miner equipped with two integral roof drills was introduced twenty-five years ago. Approximately two hundred of these machines were sold in the next five years for use in medium and high seam operations. The 1CM miner chassis that remained stationary in the center of an entry or room while the ripper bar was swung and sumped hydraulically provided an ideal platform for mounting two roof drills that could be operated during the continuous miner's production cycle. Two roof bolts could normally be installed in less time than required for the mining cycle. A typical roof drill unit is shown in Figure I.

This paper describes the facilities at Pointe Noire, Quebec that Wabush Mines utilizes for the receipt, distribution, stockpiling and shipping of iron ore concentrate and pellets. The main topics to be covered will be: 1. - General description 2. - Concentrate receiving facilities 3. - Conveying circuits 4. - Stockpiling 5. - Vessel loading GENERAL DESCRIPTION The map of the eastern Quebec - western Labrador area as shown in Appendix #1 shows the location of Wabush Mines properties. You will note the Scully Mine located at Wabush Lake, Labrador, 235 miles north of the town of Sept-Iles, Quebec. Our neighbors, the Iron Ore Company of Canada have their properties further north at Shefferville, near by at Carol Lake and at Sept-Iles. To the Southwest, our other neighbors, Quebec Cartier Mining, have their iron ore processing facilities and their terminus on the St-Lawrence at Port Cartier. Concentrates are prepared at the scully Mine by mining, crushing, grinding, concentrating, drying and high tension separation for shipment by rail to Pointe Noire, Quebec. Pointe Noire is situated across the bay from the town of Sept-Iles, Quebec on the North Shore of the St-Lawrence River. The concentrate consists of 66% iron, 2 ¼ percent silica and practically no moisture, permitting the use of specially constructed railroad cars and handling facilities to convert the concentrate into pellets, the final product.

The authors investigate the influence of the basicity index CaO / Si02 on the sintering properties of hematite ore mixtures. The experimentation was performed with three different mixtures of ores from Tazadit, Nimba, Mano-River, Itabira, Marcona, Goa, Mapawa and Cassinga. Increasing the basicity index CaO / Si02 between 0.1 and 3, chiefly through limestone admixture makes possible to reduce the thermal consumption of sintering and to improve the physical and chemical properties of the sinter. In the case of a plant using hematite ores, it seems interesting to produce an hyperbasic sinter and to complete the blast furnace burden with calibrated ore or acid pellets.

The 1889 Johnstown Flood, which killed 2,209 people, was a preventable disaster stemming from systemic decisionmaking failures. This paper applies modern Risk-Informed Decision Making (RIDM) frameworks to analyze the historical context and explore alternative outcomes through hypothetical multiverse scenarios. By reconstructing the risk landscape of the South Fork Dam, we demonstrate how structured hazard identification, risk assessment, and stakeholder communication could have mitigated or prevented the catastrophe. Three counterfactual scenarios—proactive maintenance, community engagement, and regulatory oversight—are evaluated to quantify potential lives saved and economic benefits. The study acknowledges historical barriers, including technological limitations, lack of governance, and socioeconomic disparities, which constrained risk-aware decisions in the 19th century. The analysis draws critical parallels to contemporary engineering challenges, particularly in tailings storage facility (TSF) management, where similar risk blind spots persist. The paper concludes that RIDM is not merely a technical tool but a governance imperative, essential for ethical and sustainable engineering practice. By learning from historical near-misses and failures, the modern engineering community can strengthen resilience and accountability. This work contributes to the growing body of retrospective risk analysis, offering a methodological framework for applying RIDM to historical disasters to inform future safety standards.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.
