"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Mining companies today are under increasing pressure to boost output from their existing mines and to bring new projects online quickly. Fundamental to the long-term performance of an operation is geologic modeling and mine planning. To maximize mine profitability, planners and schedulers must account for a staggering array of variables and create accurate mining plans that meet production and profit targets. Not surprisingly, this can be a difficult task, and getting it wrong can result in large unforeseen costs and significant lost revenue opportunities. This paper discusses the top five challenges geologists and engineers are facing in developing mining plans.

"INTRODUCTION Grade control requirements for base and precious metal projects are an important input to both conceptual and feasibility mine plans. It’s the author’s experience that grade control input is insufficient at these critical stages. The few exceptions are a stimulus for this paper. A significant portion of CRC’s practice has involved assisting operations to solve grade control issues which were finally recognized as contributing to negative production variances. Even in operations perceived to be successful, deficiencies in grade control are often masked by measures taken by an operation to compensate a deficiency in one area with outperformance in another. The advantages in having a realistic and adequate grade control plan developed at an early project stage by a geologist(s) with considerable operations experience are manifold. It’s important for the geologist to prepare clear inputs into the mine plan backed by detailed supporting information in usable, flexible formats. When the decision is made to advance a project, the exploration team passes its model to a mine planner. The team doesn’t usually provide a detailed grade control plan with the block model, thus the planner tends to treat grade control as an activity to be rolled into a broader operating category. The consequences of highly compartmentalized mine planning can be severe in the long run. Once a plan is tabled, and especially once production begins, it is very difficult to improve grade control outside the fixed parameters of the operation. Major fixes tend to be costly in terms of time and dollars. Implementing needed changes to the grade control practices and culture in an established mine can present almost insurmountable difficulties. Hypothetical examples of grade control planning are presented to illustrate the author’s points. The diagrams are conceptual and schematic; any resemblance to actual deposits is coincidental. BEYOND 50¢/TON In more than a few cases, grade control cost is buried in a subcategory of mining cost with little more consideration than a plugged number. It is possible to do a word search in 43-101 Technical Reports on advanced projects and without finding reference to “ore control” or “grade control”. The idea is to reach the orebody by the shortest and least expensive means, achieving production and investor payback at the earliest possible occasion. This entails a low stripping ratio pit or a decline ramp with sills on ore to prepare the first stopes. The processes to achieve the target production, one of which is grade control, will fit into this framework. After all, there is a block model and the planner can see the grade and tons in each block. The exploration geologist whose responsibility was to bring a large percentage of the deposit into mineral resource owns the model and has released it to planning. Now comes the planning stage. Mine geologists haven’t been hired yet and they will be phased in with production. What could go wrong? Larger companies may have the geologists with operating depth who will be inserted into the mine planning discussions, but it’s not a given. Junior companies must often delegate the conceptual and detailed planning tasks to consultant groups. Is a senior-level grade control review part of the scope of work for the mine planning? If a good grade control plan is in place before the mine geology team is staffed, a key element of success is assured."

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. Epithermal gold-silver (lead-zinc-copper-manganese) mineralization on Misima Island is confined to steep and reactivated flat-lying normal faults in the upper plate of a major, shallowly dipping detachment fault. The hangingwall comprises an Eocene metavolcano-sedimentary sequence that has been extensively intruded byMiocene calc-alkaline granodiorite. It is unconformably overlain by Pliocene sedimentary and volcanic rocks. High-pressure amphibolite facies rocks dominate the footwall and have many characteristics of a metamorphic core complex. Mafic-alkalic lamprophyre dike swarms intrude the hangingwall and footwall sequences. Previous workers attributed the gold-silver mineralization on Misima to the intrusion of the porphyritic granodiorite (Williamson, 1984). This has been proposed for many tertiary gold deposits of the southwest Pacific(Sillitoe, 1989; Leach and Corbett, 1994).

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

Microcomputer technology has begun to revolutionize petroleum engineering. Petroleum engineers' use of relatively inexpensive personal computers (PC's) is likely to continue expanding rapidly. Since 1982 SPE's Microcomputer Applications Committee has developed a Society-wide users group, a bi-monthly newsletter (MICROCOMP NEWS), an SPE Short Course, a hardware and software distribution program, and a world wide electronic network (SPE NET). The purpose of this paper is to share SPE's experience in creating a dynamic program for meeting the individual member's need in the application of microcomputers to petroleum engineering. My hope is that this will encourage other engineering and scientific organizations to provide similar programs for their members.

Kennecott's Ray Mines Division (RMD) is located in central Arizona. The pit and silicate plants are located at Ray while the 27,500 tpd concentrating facilities are located at Hayden, approximately 20 miles away from the pit. Ore is delivered in 100 ton railroad cars, 60 cars per train via the Copper Basin Railroad. The side discharge cars are dumped into a 6,000 ton trackhopper. There are 6 Nico feeders, two per belt. Three 48" belts transport the -8" ore to three 7' standard (secondary) Nordberg crushers. Each crusher is preceded by a 6' x 12' Tyler double deck screen. The secondary crushers are open circuit. The -1/21t material from the screens is transported directly to the fine ore bin at the mill. The discharge from the crushers and the intermediate product -2 1/411 x +1/2" is conveyed to a surge bin. The tertiary crusher feeder belts discharge onto five 61 x 161 Tyler double deck screens, each followed by a 7' shorthead (tertiary) Nordberg crusher in closed circuit. The -1/2" product joins the -1/2" ore from the secondary crushers and both are conveyed along a 42", 4,230 foot long belt to the fine ore bin that feeds the grinding circuits. When hard ore is experienced at the concentrator the daily throughput decreases by up to 10%. This coupled with the fact that the ore is generally becoming harder with mine depth provided the incentive to improve the performance at the crushing plant.

"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

A geologic investigation of mineral resources in South Carolina first began in 1825 when the General Assembly authorized Lardner Vanuxen to conduct a "Geological and Mineralogical Survey of South Carolina." Vanuxen, South Carolina's first State Geologist, reported in 1826 on the limestones (marble) of the Piedmont which during those early years, were burned in many shall, scattered kilns in the region wherever suitable raw material was available. He also mentioned the possibility of using marl from the Atlantic Coastal Plain province for direct application and enrichment to the soil. Since before the year 1844 industrial minerals in South Carolina have been commercially produced literally from A to Z, asbestos to zircon. The first pub¬lished reports of actual commercial production, not just an occurrence, are referenced in Table 1 for 33 known industrial minerals and rocks in South Carolina. Known or suspected occurrences of undeveloped non-metallic mineral resources in South Carolina await future verification by geologic mapping, sampling (including coring), possible beneficiation, and market analysis. These industrial minerals and rocks include, but are not limited to, special, clay minerals (e.g. bentonitic clays, zeolites and others), sillimanite, argillite (lightweight aggregate), kaolin (alumina) and marl (underground storage and tunneling medium). In addition other non-metallic minerals, once mined but still worthy of reconsideration, include topaz (industrial), heavy minerals, barite, feldspar, and monazite. Finally, possibilities for new reserves, as an expansion of existing mine output, might develop for fuller's earth, limestone (lime), sericite (finely divided mica), vermiculite, kaolin (paper coating and filling, other filler), and metallurgical gravel. Official South Carolina data from the U. S. Bureau of Mines for 1974 indicated a total value of mineral production of $105.2 million. "In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

"Point cloud technology is now an indispensable tool in geological and geotechnical data collection, interpretation and analysis. Open-pit and underground mines of all sizes are regularly collecting point cloud data as laser scanning (LiDAR) and photogrammetry surveying devices have become affordable and the workflows fast and efficient. Past challenges of large data processing and manipulation are gone with recent technological advancements in computer hardware and software. These innovations reduce file sizes, ease rendering requirements and allow for the implementation of real-time 3D viewers and surface meshing tools. With its ability to remotely and safely, rapidly and accurately extract large quantities of georeferenced and 3D-oriented data, point cloud technology provides numerous applications to the geomechanical field. The list of uses is continuously growing. This article specifically focuses on digital outcrop modeling and digital terrain engineering. Point clouds. The high-resolution and increasing availability of point cloud technology is rapidly improving open-pit and underground mines’ investigation, interpretation and characterization of site geology and rock mass properties (Kemeny et al., 2015; Lyons-Baral, 2012). LiDAR and photogrammetry are common remote sensing methods employed to measure the coordinates of surfaces in three dimensions (3D), providing the X, Y and Z locations and typically the reflective intensity and/or the visible three-band color of each point (Fig. 1).LiDAR uses either a time-of-flight or phase-shift measurement of a laser beam reflected off targeted surfaces and received back into the device.Photogrammetry generates point clouds by merging multiple overlapping photographs and uses stereographic plotting to define the locations of object points in 3D space. These methods can be deployed from airplanes, unpiloted aerial systems (UAS or drones), tripods, land vehicles and even in a mobile backpack shown in Fig. 2. RADAR, Total Station-Prism and other remote sensing systems also offer very precise “point clouds,” but this article does not address these due to their higher cost and lower versatility and mobility."

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI's were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

As we compete for close margins in wholesale sales, the effects of both quality and price have a major impact on the cost of producing electricity.SO2 emission allowances have traded as low as$60/ton to as high as $215/ton over the last three years. This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

"The Industrial Internet of Things (IIoT), a concept that combines sensor networks and control systems, has been employed in several industries to improve productivity and safety. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers are investigating IIoT applications to identify the challenges of and potential solutions for transferring IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40 percent of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system using low-cost microcontroller Wi-Fi boards to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communication and tracking infrastructure.IntroductionThe U.S. approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communication with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT).IoT is the network of physical objects, or “things,” embedded with electronics, sensors and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator and/or other connected devices (Atzori, Iera and Morabito, 2010; Gubbi et al. 2013). It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: the Internet and things. The first word pushes toward a network-oriented vision, while the second tends to put the focus on generic objects. The traditional Internet can be viewed as an internet of computers, so things connected to the Internet are computers only. IoT extends the internet by allowing other generic things that are commonly found in daily life, such as refrigerators and cars, to be interconnected through the Internet, thus creating a bridge between the virtual world and the physical world"

During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.
