Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

Anglo Platinum?s Polokwane Smelter is situated outside Polokwane, in the Limpopo Province in South Africa. A single 168 MVA six-in-line rectangular furnace smelts dry concentrates containing platinum group metals (PGMs). Furnace energy consumption since commissioning is presented, showing that energy efficiency improves as capacity utilization increases. An energy balance for the furnace is outlined, indicating the measured or calculated energy losses from the hearth and side-wall cooling, the copper coolers, the upper furnace walls and roof, and the energy losses in off-gas, matte, and slag. From the energy balance, the potential to improve energy efficiency by controlling the slag temperature, the slag level, and the off-gas volume is derived. Furthermore, the impact on the energy balance of different concentrate types is discussed, as well as the potential impact of replacing all upper waffle coolers by plate cooler panels.

He then thanked the authors for providing pre-prints of the papers. After the President had concluded his opening remarks, he asked Professor J. de V. Lambrechts to act as Colloquium Chairman for the day and he, in turn, introduced the three Session Chairmen namely, Dr A. Whillier (Chamber of Mines and President of the Mine Ventilation Society); Mr M. Barcza (Managing Director, Corner House Laboratories); and Mr L. W. P. v.d. Bosch (Chief Consulting Engineer, Union Corporation). The following papers were presented: "Fan efficiency investigation on mines of the Union Corporation, Ltd." by J. A. Drummond. At the conclusion of the three technical sessions the Symposium Chairman commented as follows, indicating that he would prepare a written summing up at a later stage: "The tone of the colloquium has had a sincerely practical note about it. It would have been a pity if the ventilation experts talked only theory and little practice. This practical theme has, I am sure, made the colloquium interesting to both ventilation men and others whose daily tasks do not touch so closely on this fascinating subject. This practical theme was in evidence through all the papers and contributions. Some of you may have felt that there was not enough emphasis on the word 'economics' as advertised in the broad title of the colloquium. I do not think this was really a valid criticism because as someone said 'it all boils down to Rands in the end!' So whether it was a case of low fan efficiency, poor design of cooling towers, wrong planning or low human efficiency due to high heat stress. . . it all boils down to money saving and therefore economics, whenever improvements are forthcoming. The title of the colloquium was thus not misplaced. The views of senior mining men on the production side are appreciated. Let us say that this exchange of views between ventilation engineers and those who have to take the final decisions and spend the money, should prove to be most rewarding." Professor Lambrechts finally thanked the Session Chairmen and everybody who had helped to make the colloquium a success and the meeting closed at 4.0 p.m. In a subsequent written summing up, the Colloquium Chairman gave the following as his impressions of some of the highlights which emerged from the papers and discussion thereof: (The names indicate the authors only). Drummond: It was hinted that the time had arrived to consider the introduction of a South African fan test code which would be better suited to local conditions than the currently acknowledged B.S.S. code which, however, is seldom enforceable in practice. In this connection also, there was prominent reference to the thermodynamic approach of McPherson. Wide variations in the quality of maintenance of, and repair work on, fans were stressed. It was mooted that ventilation engineers responsible for estimating the basic duty specifications for large fans, frequently played safe by overestimating the pressure required, thus ensuring that there would not be a shortfall in air volume delivered. The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. A major mud push occurred on the 870 m production level, scraper drift block cave at Dutoitspan diamond mine in November 2011, during which it is estimated that more than 4 400 m3 of mud engulfed the west cave. The production level was successfully evacuated during the mud push with no loss of life or injury to personnel, thanks largely to mine employees being well trained in and adhering to on-mine mud rush evacuation procedures. All access to the west cave was lost as a result of the mud push. Clean-up operations are currently under way to regain access to the production level, to establish the extent of damage to scraper drifts and equipment, and to evaluate what remedial works may be required to resume production. The magnitude of the Dutoitspan mud push necessitated a detailed investigation into the key contributing factors leading up to the incident, which are discussed in this paper. Mud rush mitigation measures in place on scraper drift block caving operations at Dutoitspan, Bultfontein, and Wesselton diamond mines in the Kimberley area are critically reviewed. Recommendations are furthermore made for enhanced mitigation based on mud rush risk profiles derived for different production areas in these old scraper drift block caves. The Paradela dam has a spillway that makes it possible to discharge a maximum flow of 400 m3/s, the water discharges being on the river Sela, about 2km upstream the river Cávado. After the first use of the spillway, some landslides have occurred on the right bank of the river Sela as a result of the erosion generated on its base about one hundred meters near some houses of a small village. This paper presents a study performed for the slope stability where finite element results are taken into account. A monitoring program was established that essentially consisted of measuring sub-horizontal displacements in points located in boreholes at different depths and also phreatic levels. Some monitoring results are presented. Le barrage de Paradela a une décharge d’eau avec un débit maximal de 400 m3/s sur le fleuve Sela dans un endroit situé environ 2km sur l'amont du fleuve Cávado. Après la première utilisation de cette décharge, quelques glissements se sont vérifiés sur le versant droit du fleuve Sela résultant de l’érosion générée sur sa base dans une zone à 100 mètres de quelques maisons d’un petit village. Ce travail présente une étude réalisée concernant la stabilité du versant avec la considération des résultats des éléments finis. Un programme d’auscultation a été mis en place pour mesurer les déplacements sub-horizontales sur des points situés en forages à des différentes profondeurs. Quelques résultats de cette monitorization sont présentés. Der Ueberlauf des Padela Dammes ermoeglicht das Ablassen einer max. Wassermenge on 400 m3/s in den Sela Fluss, ca. 2 km flussaufwaerts des Cávado Flusses. Nach Inbetriebnahme des Ueberlaufes traten in ca. hundert Meter Entfernung zur Wohnbebauung eine Dorfes Erdrutschungen am rechten Ufer des Sela Flusses auf, die auf Erosionen am Flussbett zurückzuführen waren. In der vorliegenden Studie wurde die Boeschungsstabilitaet unter Beruecksichtigung von Berechnungsergebnissen der Finiten Element Methode untersucht. Es wurde ein essprogramm ausgearbeiten, das im Wesentlichen auf Messungen der Untergrundverformungen in verschiedenen Bohrlochteufen sowie auf Grundwassermessungen beruht. Im Folgenden sind einige Messergebnisse dargestellt.

"Intensive mining of shallow coal seams tends to result in severe subsidence of the ground surface. Surface subsidence is a complex dynamic spatiotemporal process that constantly changes as mining advances. With Liangshuijing coal mine as a case study, 3DEC numerical software was used to simulate the development of the moving subsidence field from open-off cut to full subsidence on the working face. The results demonstrate that the formation of a subsidence field is directly related to the coal seam depth H and the extent of the mine workings. Taking the advance distance of the working face as the unit of scale, the process of surface subsidence can be divided into four stages: micro-change (H/ p), the development of surface subsidence (2H/ p), the formation of a movement subsidence field (3H/ p), and dynamic balance (4H/ p). The changing movement of a subsidence field can be fully described by the characteristics of surface subsidence value, curve slope, and the inflection position. The results provide important technical support for predicting surface subsidence and the temporal–spatial evolution features of mining subsidence. IntroductionChina’s coal output was about 3.52 Gt in 2017 (China National Coal Association, 2018), making it the largest coal producer in the world, accounting for almost half of total world coal production. Coal production and distribution play a vital role in the energy industry of China. However, entire overlying strata, from coal seam to surface, are disturbed as a result of long-term, high-intensity and large-scale mining, causing surface subsidence. This results in groundwater loss, surface desertification, vegetation loss, and mud-rock flows. These issues have become topics of common concern throughout society. According to related research results (Liu 2008), the area of surface subsidence caused by coal mining in China has reached about 600 000 ha, some 0.2 ha (and up to 0.42 ha) of surface subsidence for every 10 000 t of coal produced. Surface subsidence disasters not only damage buildings, water conservancy, transportation infrastructure, and farmland, but also cause adverse effects on individual and community lifestyles, environmental hygiene, and economic development. Deterioration of the ecological environment in mining areas has a long history and is very harmful (Lu, 2015)."

This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

High pressure grinding roll (HPGR) technology is used in an increasingly diverse range of applications, predominantly iron ore, gold and diamonds. KHD Humboldt Wedag HPGRs are applied world-wide, and consistently prove to be well designed and reliable operating units, with their performance meeting the pre-set standards. This publication summarizes some of the features and experiences for recent applications in treatment of copper ore, coarse iron ore, and gold ore. Summary data of roll surface wear life and operating data are given, together with operational observations. In addition, effects of feed segregation and truncated feed are discussed, as well as the implications of a product recycle flow sheet.

This paper summarizes a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialed at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this, a quarry specific health and safety management system specification was developed for large and small quarries.

The uranium production forecasting program described in this paper projects production from Reasonably Assured, Estimated Additional and Speculative Resources in the cost categories of less than $130/kg U. Originally designed to handle South African production, it has been expanded and redimensioned using available published information to forecast production for countries of the Western World. The program forecasts production from up to 400 plants over a period of fifty years and has built-in production models derived from documented historical data of the more important uranium provinces. It is particularly suitable to assess production cavabilities on a national and global scale where variations in outputs for the individual plants tend to even out. The program is aimed at putting the uranium potential of any one country into a realistic perspective, and it could thus be useful for planning purposes and marketing strategies.

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

Paper written on project work carried out in partial fulfilment of B Eng. (Chemical) Membrane processes are vital to a diverse range of technical and biological systems, which also feature in mineral processing applications such as the treatment of mine effluent and extraction of metals. In this study, the use of cellular automata to model a semi-permeable membrane that separates two compartments is considered. Cellular automata are simple models that enable the analyst to represent well-understood local effects, such as the chemical or steric interaction between molecules themselves and between molecules or particles and their environment, which can lead to very complex behaviour on a macroscopic scale. Various physical phenomena, including reverse osmosis, were simulated. Initial results for the effect of temperature, membrane structure and chemical properties of the solutes on the performance of the membrane appear promising. Determination of mineral composition is of significant importance for the mineral sands industry as this information is required for orebody evaluation, the control of mineral processing plants and the determination of product quality. Mineral processing is made more difficult by the presence of pseudorutile, leucoxene, altered-ilmenite and particle inclusions. The paper investigates the properties of such elements from a single product stream using an MLA approach.

For predicting the energy consumption during the size-reduction process, the Bond approach is often used. In this work, the PFC3D discrete element method (DEM) software was employed to model the crushing behaviour of some rocks with different mechanical properties in a laboratory jaw crusher. FLAC3D software was adopted to analyze the stress distribution in the rocks. The rocks studied were modelled as granular assemblies in the shape of a sphere and/or a cube located between two jaws, and the work done by the jaws in the crusher was determined. Nine different types of rocks were studied and the energies consumed by the crusher were compared to those of the Bond comminution energy estimated from the Bond index. There is considerable difference between Bond crushing energy and work done by the jaw crusher for rocks. It appears that the Bond approach is not a suitable method for predicting single particle fracture energy done by the crusher. To verify the results obtained from DEM models, the fracture behaviour of the crushed rocks was examined and was compared to the PFC3D results. The tensile mode of fracturing is favourably modelled by the PFC3D software while the delamination mode cannot be well modelled by PFC3D software. The Southern African Institute of Mining and Metallurgy hosted the 6thInternational Heavy Minerals Conference at the Zulu Nyala Game Lodge near Hluhluwe in Zululand, during September 2007. This series of conferences has run for 10 years and has been held on three continents. The interest that has been shown in the conference over the years has demonstrated that the field of heavy minerals is a dynamic and profitable one. It is perhaps appropriate that the tenth conference was held in Zululand, South Africa, where it had its roots. The conference theme was ?back to basics?, and this implied revisiting many of the technologies that made this industry a great one. In doing so, we got a view of how those basic technologies have been put to new applications. There were 39papers accepted for the conference, covering all aspects of the industry. These were presented over a period of four days. This edition of the Conference Proceedings provides the reader with a permanent record of these papers. We hope this volume will join the other five, which this series of conferences has produced, and give a lasting record of the development of our industry.

Tarkwa Gold Mine is owned by Gold Fields Ghana, IAMGOLD and the Government of the Republic of Ghana in a 71%, 19% and 10% ratio. The mine is operated by Gold Fields Ghana. This large, low-grade, open pit, gold mining operation is located in Tarkwa, in the Western Region of Ghana, approximately 320 kilometres by road, west of Accra, the capital of Ghana, West Africa. In the Financial year ended June 2007, the operation mined a total of 108 million tonnes of which 22 million tonnes was ore. The mined ore is processed through three gyratory crushers supplying two heap leach pads (North and South) and a carbon-in-leach (CIL) plant. Before the 6 Sigma project commenced, the current fragmentation was resulting in sub-optimal feed size to these crushers. It was decided to use 6 Sigma methodology to improve the fragmentation. A defect was defined as a fragmentation analysis indicating less than 95% passing 750 mm. The objective was to improve fragmentation in order to achieve a constant throughput to the north heap leach crusher of 1500 t/hr, a 5% increase in pit loading efficiency and a 50% decrease in rock breaker hours, equipment damage costs and in-pit sheeting costs respectively. However, this was not to be achieved at the expense of grade control as Tarkwa is exploiting a low grade, high volume deposit and therefore ore dilution must be kept to a minimum. This paper is intended to take the reader through the various 6 Sigma phases of the project (Define ? Measure ? Analyse ? Improve ? Control) which have resulted in a 10% reduction in loading times, of which half has been attributed to improved fragmentation, as well as a substantial increase in blasted stocks. The focus has been on both drilling and blasting parameters as both processes had to be taken into account. These parameters are technical but personnel factors were also identified and dealt with as they arose. In order to measure the impact of any change in the process parameters on the fragmentation size distribution, cameras have been acquired. One has been installed looking into the bowl of the north crusher and the other one was dedicated to field observation, of individual blasts. Both are used for on-going fragmentation analysis. At Tarkwa, mining efficiency is strongly dependent on good fragmentation as well as the presence of un-blasted ?toes? on the pit floors. Crusher throughput depends on an acceptable ore fragment size. Compliance to plan with regards to actual hole depths was temporarily monitored by manual hole dipping, but, this is now being replaced with a fully automated Drill Data Management system developed by Sandvik and Modular Mining. The Six Sigma methodologies, using control charts based on data collected in the field, allowed the mine to improve methods with regards to the control of blasted material. It also enforced the implementation of a quality control programme encompassing the entire Drill and Blast process.

Despite its growth over the years, necessitating ever¬larger office accommodation, the Gold Fields group changed its head office address in Johannesburg only twice in 94 years. The first move was at the turn of the century, from the then select suburb of Doornfontein to the corner of Fox and Simmonds Streets. The second move was in the thirties, from that address-now the Reserve Bank building-to the well-known address of 75 Fox Street. With the advent of the first mines of the West Wits Line by the end of the thirties, 75 Fox Street proved too small, and the eastern section of the Commissioner Street side of the present head office was added on. In the fifties, when space once more became a serious problem, the old Exploration building was purchased and demolished, and the present west wing on Commissioner Street was built on the site. In the early seventies, cramped conditions again made life difficult and, despite a reorganization of the interior layouts, the need for expansion remained critical. The South African gold and platinum deposits were formed in very different ways and yet both have many similarities. They are flat dipping tabular orebodies, extremely narrow and located in hard abrasive country rock. The mining methods employed are also similar. Primary access is via shafts or declines; secondary access is via haulages and cross-cuts; and tertiary access is from raises. The proposed solution for rapid access described in this paper is focused on the haulages and cross-cuts.

The paper addresses pipe flows of aqueous medium-sand slurries at velocities lower than the deposition-limit velocity. Laboratory test results including measurements of particle concentration distributions are used in order to describe a flow with a (pseudo-) linear concentration gradient above a stationary bed. Particle dispersion within the flow is evaluated and a stratification-ratio equation is formulated, estimating a portion of contact load in the flow. The formula is incorporated in the proposed predictive model for the hydraulic gradient for a medium-sand flow above a stationary bed.
