"Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

Accurate models of mill power are becoming more necessary as the design, operational, and control requirements for grinding mills become more stringent. Models of mill power are reviewed briefly, and a new semi-phenomenological model is derived. The conventional torque-arm model for mill power is combined with a model of the tendency of the load in a mill to centrifuge at high speeds, to describe mill power that can be related to several design variables (such as mil geometry, mill speed, and liner design) and control variables (such as load volume, slurry rheology, and mill speed in the case of variable-speed milling). The semiphenomenological nature of the model allows rational conclusions to be reached concerning the effect of various aspects of mill-load behaviour on mill power. The model is shown to be capable of describing reality with much greater accuracy than is achieved by empirical models such as the Bond model.

This paper describes and sets in context the commercially proven uranium extraction processes. It also discusses some of the technologies that are currently being pursued with the aim of reducing costs and overcoming a number of technical issues that are faced by process designers and operators. In doing so, opportunities for the transfer of extraction technology from other industries/commodities are identified. The key processing areas that are examined include: ?The influence of mineralogy. The type of uranium mineralization and the nature of its association within a particular deposit will have a major impact on process route selection. Uranium minerals are classified according to their influence on extractive metallurgy. As the uranium price has risen in recent times, so opportunities are increasing for the recovery of uranium from less conventional resources such as phosphates and fossil fuels. ?The opportunities for employing techniques aimed at reducing the capital and operating costs of the overall process such as heap leach and beneficiation. Preconcentration by screening, gravity separation and radiometric sorting can potentially reduce the mass flow to the downstream leach and recovery plants. ?Purification or separation of uranium in carbonate systems. While it is possible to directly precipitate uranium from clarified leachate, the presence of impurities such as vanadium, molybdenum and others may dictate that ion exchange or selective precipitation is employed. Advances have been made in other industries in terms of improved ion exchange equipment aimed at reducing resin inventories and hence costs. ?Separation in acid leach systems. Earlier developments included the use of combined SX-IX systems (Eluex or Bufflex) and the introduction of continuous countercurrention exchange (CCIX). Column SX has found a ready application to uranium in view of the rapid extraction kinetics. With the renewed interest in uranium processing, efforts are being redirected towards further development of resin-in-pulp (RIP) as a means of driving down capital and operating costs. ?Extraction in a chloride environment. Australia and Namibia are desert countries where good quality water comes at a cost. However, both have access to saline water from either the ocean or subterranean aquifers. The issues associated with operating a uranium extraction operation in such environments is discussed. ?Extraction from less conventional sources. Recent price increases for U3O8 have resulted in a number of companies examining the recovery of uranium from sources such as fossil fuels and phosphate deposits. Both of these areas were examined in the 1970s and 1980s and a number of approaches were commercialized. The paper reviews the extraction options.

The multi-reef area of Cooke 3 Shaft provides a unique mining challenge on account of the very thin middlings between the pay bands and the marginal values of the reef. It is uneconomic or impractical, because of the excessive heights, to mine the middlings using conventional stoping methods. The development of suitable mining methods is discussed with particular emphasis on the control of water inflow and the policy of not jeopardizing or sterilizing other reef horizons by the mining method implemented. No definite solution is currently available, but with the aid of instrumentation, computer analyses and mechanized mining equipment, the mine continues to attempt to maximize extraction and profits.

Phase relations within the condensed Cu-Cu2S-PbS-Pb region of the Cu-Pb-S ternary were investigated. The boundaries of the ternary liquid-miscibility gap were redrawn, and the directions of the tie-lines were established by the quenching of samples equilibrated in evacuated and sealed silica capsules at 1473 K. The activities of lead in sulphur-saturated Cu-Pb alloys along the boundary of the miscibility gap were measured by the dew-point technique at 1473 K. From the tie-line distributions, measured lead activities, known activities of the Cu2S-PbS join, and the ternary Gibbs-Duhem integration, consistent sets of activities for lead and copper and partial pressures of sulphur were obtained along the ternary miscibility gap at 1473 K.

A simple mathematical model is presented that relates the 'head' developed at the surface of pulp in a tank to the power dissipated by the air in producing it. The value for the head is then used in the calculation of the superficial circulating velocity of the pulp and the area of the overflow, and the product of these two values gives the pumping rate of the pulp. Thus, the superficial circulating velocity, and hence pumping rate of the pulp, are related directly to the flow-rate of the air. This hypothesis was tested with good results in an air-agitated pachuca tank (of 1 m in diameter) fitted with a draught tube. The method can also be used for the prediction of the pumping rates in production-scale vessels.

This paper deals with the development of backfilling methods and systems at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province. Production started in 1979, being confined to large diameter blasthole stoping methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is now depleted and the production tonnage, 100000 tons per month, is produced from eight cut and fill stopes in the flatter dipping areas of the orebody. The fill methods of the blasthole stoping area evolved prior to the pillar extraction are briefly discussed together with the resulting experiences gained that enabled virtually 100% extraction to be achieved. The original cut and fill mining used costly hydraulic cemented fill; this was replaced partly by unconsolidated river sand and later by dune sand which occurs in abundance. The paper describes the planning, research work and commissioning of a cycloning plant that now enables dune sand to be used successfully as an unconsolidated hydraulic fill. The development of drainage, placement and control methods are also reviewed.

Although the incidence of heat stroke in South African gold mines is small, work continues on its reduction. This paper proposes limits of heat stress that are applicable to South African underground conditions, with the warning that they should not be extrapolated to other situations without careful consideration having first been given to their limitations. These limits of heat stress take physical and physiological considerations into account, and they correspond to there being a 10-6 risk of an essentially nude man developing a rectal temperature in excess of 40°C. It is recommended that further work should be undertaken on the development of equations for the calculation of the heat transfer from clothed men, the derivation of equations that quantify the physiological conductance and sweat rate response of humans, and on establishing the frequency distributions that describe variations in rectal temperature response between individuals in different types of environment.

This paper presents the results of a project for developing a methodology for empirically determining some of the mechanical properties of the rock mass at the Äspö Hard Rock Laboratory, Southern Sweden. Using the equations available in the literature, the deformation modulus, friction angle, cohesion and unconfined compressive strength of the rock mass were estimated. A comparison of the results using different classification methods (Q, RMR, GSI, RMi, Ramamurthy’s) was made to estimate the range of variations in the mechanical properties with the considerations of: i) the quality/quantity of the geological data; ii) the technique for partitioning of the rock mass into homogeneous domains; iii) the sensitivity and subjectivity of the empirical methods; and iv) the need for validating the empirical methods against a test case. Cet article présente les résultats d’un projet visant à établir une méthodologie, pour déterminer, de façon empirique, les propriétés mécaniques de la masse rocheuse. En utilisant les corrélations disponibles dans la littérature, quelques-unes des propriétés de la masse rocheuse ont pu être déterminées (module de déformation, angle de friction, cohésion, force de compression illimitée). Une comparaison des résultats obtenus par différentes méthodes (Q, RMR, GSI, RMi, de Ramamurthy) a permis d’établir une échelle de variations des propriétés mécaniques et de formuler une série de recommandations concernant : i) la qualité/quantité des données géologiques ; ii) la technique de partition de la masse rocheuse dans des domaines homogènes ; iii) la sensibilité et la subjectivité des méthodes empiriques ; iv) la nécessité de valider les méthodes empiriques à l’aide de nouvelles études de cas. Dieses Paper präsentiert die Ergebnisse eines Projekts mit dem Ziel, eine Methodik für die empirische Festhellung von mechanischen Eigenschaften im Gesteinmassiv zu etablieren. Durch Verwendung der in der Literatur zugänglichen Korrelationen, wurden einige Eigenschaften des Gesteinmassivs festgestellt (Entstellungsmodul, Reibungswinkel, Kohäsion, unbeschränkte Kompressionsstärke). Ein Vergleich der Ergebnisse unterschiedlicher Methoden (Q, RMR, GSI, RMi, Ramamurthy’s) wurde durchgeführt und dies erlaubte die Feststellung der Variationsskala von den mechanischen Eigenschaften, sowie eine Reihe Empfehlungen für: i) Qualität/Quantität der geologischen Dateien; ii) die Technik für Teilung des Gesteinmassivs in homogene Domäne; iii)die Empfindlichkeit und Subjektivität der empirischen Methoden; iv) das Bedarf die empirische Methoden gegen neue Fallgeschichten zu validieren.

The paper describes the difficulties experienced with inferior coking coals as Iscor began using larger blast furnaces for the production of liquid iron. Research conducted at Iscor from 1977 to 1979 showed that benefits could be gained from the use of partially briqueted charges, and it was decided to install briqueting plants at the Vanderbijlpark and Newcastle Works. Details are given of the later plant, which was supplied by a consortium consisting of Voest Alpine, Didier Engineering, and Sumitomo Metal Industries. Sumitomo also supplied information on the optimization of coke quality along the lines of their Sumicoal System. The results have been a marked improvement in coke quality, much better blast-furnace operation, and increased productivity.

Discussion J. de V. Lambrechts (Fellow): The author's paper is a brilliant follow-up of an earlier paper by Starfield and Dickson.1 I have no quarrel with Dr Starfield's computerization of a complex problem, but I do not believe that he is getting quite the right answers from his programme. My impression is that his predictions about wet bulb temperature increases in very deep mines are over optimistic; in other words, that it will be hotter than Dr Starfield predicts. This is putting my views in a nutshell. This is not the occasion on which to indulge in lengthy argument about the original paper by Starfield and Dickson, but the present paper is, after all, based directly on that earlier paper and if the one fails, the other cannot succeed. I did level certain criticisms at the first paper and cannot say that the authors' replies were very convincing. I do not think it is a sin to admit that I belong to the old school which believes in thorough field experimentation and practical trials and no amount of mathematical manipulation or physical theorizing, no matter how excellent, can make up for inadequate practical confirmation. This, as I see it, is still the crux of the matter. The original paper by Starfield and Dickson still rests on somewhat scanty practical evidence and I would be much happier if Dr Starfield's computer programme, based on the Starfield-Dickson model, had been checked against a large mass of observations in the practical mining situation. This is what both Wiles2 and myself3 had tried to do previously. What we lacked in mathematics and/or computer aids, I think the present paper by Dr Starfield lacks in practical substantiation. This is no condemnation of the author's paper which, taken by itself, is excellent but I think the final stage is still lacking, namely the bringing together of theory and empiricism in a manner acceptable to all. This may be wishful thinking on my part but I hope, within the next year or so, to come up with a modified Starfield-Dickson model in such a way that the computer answers will agree in the majority of cases with the few hundred field observations which are already on record. It might be a case of applying the proverbial 'Cook's Law' to the Starfield-Dickson model! REFERENCES 1. STARFIELD, A. M., and DICKSON,A. J. Hemp (Visitor): Dr Starfield's paper has very effectively rounded off one particular aspect of the general problem of heat flow in mines. The ease with which this computer programme can be used to calculate temperature increases in horizontal airways must lead to its wider use in ventilation planning and, in developing this rapid method, Dr Starfield has indeed rendered a valuable service to the mining industry. One could consider further instances of heat flow in airways in which the availability of a rapid computer method would be desirable, e.g. the flow of air down a shaft, where there is an increase in temperature due to adiabatic compression, as well as an increase in virgin rock temperature as the depth increases. However, this particular case would not present any new problems and would merely require an extension of the exisitng work. I should like in this contribution to talk about an aspect of environmental control in mines which, I think, will become more important in the future. It is well known that wet bulb temperatures are subject to fluctuations underground. In some instances, particularly in stopes, the fluctuations, both with time and position, can be considerable. The theoretical work which has been carried out on temperature increases has been aimed at the prediction of mean temperatures, and no account has been taken of fluctuations around this mean. It is questionable whether this approach will, on its own, be sufficient, particularly when temperature increases in stopes are considered. The fluctuations in air temperatures underground arise from two causes. The first of these would be the fluctuations in surface conditions, and here one could list random, diurnal and seasonal fluctuations. The second cause is the multitude of things which vary in a mine and here one could list variations in air flow quantity, sources of evaporation, heat transfer from pump and compressed air columns and, particularly in the stope, variations in air flow patterns. Fluctuations arising from surface temperature variations should be amenable to calculation, and here one envisages figures relating the decay of temperature variation with distance to factors such as air flow quantity. Fluctuations resulting from changes in the mine are perhaps more difficult to tackle theoretically and the best approach could well be to analyse underground observations. In this connection, there is a good case to be made for the increased use of statistical methods in the analysis of underground temperature measurements, and it might be of value to look at current air-conditioning practice. This paper ,examines the kinetics of the extraction of uranium from acid sulphate solutions by strongbase anionexchange resins. Parameters such as the concentration of uranium in solution. the agitation of the resin beads in solution. the size of the resin beads. and the degree of cross-linking within the resin matrix were varied. and the effec ts on the kinetics are reported. The applicability, of various empirical kinetic models to the description of the data is assessed, and an attempt is made at the modelling of the rate data in terms of established theories about the diffusion of ions through films of stagnant liquid and through spherical beads of resin.

A description is given of the design of the continuous ion-exchange demonstration plant at Blyvooruitzicht Gold Mine, including details of the process design, the column construction, and the control system. The operating and process results gathered over a period of seventeen months are summarized, and development work and modifications to the process are discussed. It is concluded that the system comprising continuous loading and continuous elution is technically feasible and can be scaled up with confidence.

To estimate three dimensional in-situ stress at great depth, Downward Compact Conical-ended Borehole Overcoring (DCCBO) technique, which is one of stress relief methods, was developed. DCCBO technique can be applied to a water-filled vertical/sub-vertical borehole. In in-situ tests, the bonding device and the cleaning system were verified to work well in a water-filled borehole with cuttings on the bottom. Um dreidimensionale in-situ Beanspruchungen in großen Tiefen abzuschätzen, wurde das Downward Compact Conical-ended Borhole Overcoring (DCCBO) Verfahren entwickelt, wobei es sich um ein diese Beanspruchungen entlastendes Verfahren handelt. Die DCCBO Technik kann auf wassergefüllte vertikale und subvertikale Bohrlöcher angewandt werden. Bei den in-situ Tests wurde die Einsatzfähigkeit der Verbindungsvorrichtung und des Reinigungssystems für wassergefüllte Bohrlöcher mit Einschnitten am Boden bestätigt. La technique de Downward Compact Conical-ended Borehole Overcoring (DCCBO) ou ‘Surcarottage par sondage à extrémité conique compact dirigé vers le bas’, qui est une méthode de détente des tensions, a été développée pour calculer les tensions in-situ à trois dimensions à grande profondeur. Cette technique peut s’appliquer à des sondages verticaux/sub-verticaux remplis d’eau. Au cours des essais in-situ il a pu être vérifié que le dispositif de liaison et le système de nettoyage fonctionnaient bien dans un trou de forage rempli d’eau avec saignées au fond.

The rate of reaction between different carbonaceous reducing agents and silicon monoxide gas was studied by the use of a technique developed in Norway by Tuset and Raaness. Argon carrier gas was used to pass a known fixed concentration of silicon monoxide gas through an I1 cm3 sample of precalcined reducing agent at 1650°c. Silicon monoxide gas was generated by the heating of a mixture of silica and silicon carbide, and the progress of the reaction was followed by monitoring the carbon monoxide in the off-gas with an infrared spectrometer. The reactivity of silicon monoxide gas towards a number of carbonaceous reducing agents (charcoal, Iscor coke, Lurgi char, and petroleum coke) was shown to be similar to results obtained with the carbon dioxide reactivity test. The silicon monoxide reactivity test was able to indicate the extent to which fines were generated when the reducing agent was converted to silicon carbide. Of the reducing agents studied, Lurgi char appeared to be the most suitable for the production of ferrosilicon because it has a high reactivity towards silicon monoxide gas and high strength when converted to silicon carbide. So that industry could be given some indication of the suitability of certain reducing agents for the production of ferrosilicon and silicon metal, a reactivity scale similar to that of Tuset and Raaness was constructed that compares the volume of silicon monoxide gas required by a reducing agent to reach a carbon monoxide content of 10 per cent in the off-gas during the conversion of the reducing agent to silicon carbide. This scale assists in the selection of those reducing agents that require less silicon monoxide gas for conversion to silicon carbide, and that give savings in material and power costs because less silicon monoxide gas need be generated in the furnace.

(Glas.), Ph.D. (Fellow) In an investigation of the loss of temperature by liquid steel during a teeming operation, a numerical technique was used to calculate the heat flows and the rate of temperature drop over the entire teeming operation. The calculations show that, before teeming, approximately 50 per cent of the heat loss is into the ladle wall at the level of the metal. As teeming progresses, the amount of heat lost by radiation to the wall above the metalline increases. The effect of variables, such as initial metal temperature, the preheat of the ladle and ladle cover, and delays, on the rate of temperature loss by the metal were determined.

The impoved densification of sludge from neutralized acid mine drainage. by D. J. BOSMAN, B.Sc., (Member) The paper describes an investigation aimed at finding a solution to the accumulation of acid mine drainage in the old workings at Coronation Collieries, Kromdraai. The problem involved the neutralization of the acid in the water, without the large volumes of sludge and the large amounts of dissolved solids that usually result from neutralization. Pilot-plant work on the site using a limeneutralization process developed at Bethlehem Steel Corporation (U.S.A.) showed this to be a feasible method. A sludge of 22 per cent density was obtained under optimum operating parameters. The amount of suspended solids in the overflow water was very high, but this does not give rise to concern because the full-scale plant at Kromdraai will practise secondary sedimentation by running the thickener overflow through large dams with a theoretical retention time of 25 days. An analysis of the theory underlying the process is also made.

It is generally accepted that South African coal mines have gone through the mechanization of most of its underground mines, and while there certainly were a lot of productivity improvements, the lack of visibility on these machines operating underground still leave vast areas for improvement. The average actual cutting time still remains very low, in the 30 per cent area, which leaves significant improvement possible. Currently all analysis is carried out using hand-written reports. Unfortunately this is subjective and often inaccurate because of human interpretation. In addition in order to avoid costly component failure, a monitoring system is required to warn of eminent failures and condition monitoring. The challenge faced was to supply and install a system that was ‘Open’ and could be retrofitted to existing machines in operation because of the current standard of communication links to the underground sections. In addition it was intended to use, existing ‘off the shelf’ software and hardware and adapting this for the harsh underground mining conditions wherever possible in order to reduce costs. As development occurred, as with all technology, doors opened to other opportunities such as, remote access data logging and Internet based reporting. We focused on the Voest Alpine Bergtechnik (VA) range of continuous miners, as need arose to achieve the desired cost improvements because of the strategy of service contracts the subsidiary company, Voest Alpine Mining & Tunnelling (VAMT) offer the mining industry in South Africa. This paper describes a data logging system that has been installed on various continuous miners that provides data in real time, on line, and that could be expanded to any electrically supplied underground mobile or stationary mining machine.

World-wide hikes in the oil price and the prospect of future scar cities of liquid and gaseous fuels have given enhanced status to the South African coal industry. It is thus understandable that the colloquium held at Wit bank on 3rd and 4th October, 1979, and organized jointly by the South African Institute of Mining and Metallurgy and the South African Coal Processing Society should have attracted more than 400 delegates.
