After the milling and flotation of the platinum bearing ore, the flotation concentrate is electrically smelted in 6-in-line electric arc furnaces and the resulting furnace matte treated in Peirce Smith converters to remove the iron. The iron-free (less than 1% Fe) converter matte is granulated and sent to the base metals and precious metals refineries for further processing. During the smelting and converting processes two distinct gas-strength gas streams are produced: ?The Peirce Smith converter off-gas contains 4%?9% SO2which is treated in a conventional sulphuric acid plant to produce 94% H2SO4. ?The electric furnace off-gas contains 0.9% SO2which was (until September 2002) vented through a 91- metre high stack to atmosphere. In October 2002 Impala Platinum commissioned a SULFACID® plant at its smelter in Rustenburg, which recovers the SO2from the electric furnace off-gasses into a weak sulphuric acid solution. The SULFACID® technology utilizes wet activated carbon to oxidize the SO2toSO3. The SO3reacts with the water on the catalyst and is washed off the catalyst bed as a sulphuric acid solution with up to 13 wt. H2SO4. The plant operates at 60ºC and at atmospheric pressure. The SULFACID® technology is widely used in the pigment industry. This is, however, the first application of the technology on electric furnace off-gas. SYNOPSIS A description is given of a new computer programme that has been developed for the rapid computation of the changes in temperature and humidity of air passing through mine airways. The programme enables the ventilation engineer to calculate air temperature increases along airways with an ease that is comparable with that of looking up a set of graphs or tables in an engineering hand-book. The pertinent information for a particular airway can be fed to the computer either on a standard punched card, or by typing directly into the computer at a remote terminal teletype unit.

The conference was divided into a total of 12 different sessions. Apart from the keynote addresses, the papers covered many aspects of open-pit mining, from mine design and blasting techniques to mining operations and equipment, as well as water management and rehabilitation. A number of case studies were also presented. Most of the 68 papers originated from Australia; however, presentations were also made by representatives from Chile, Indonesia, Papua New Guinea, and South Africa. The keynote papers dealt with subjects such as the economics of open pits, project planning of a new large copper deposit, management principles, and rehabilitation strategies.

A fully instrumented laboratory drilling machine is described. It is designed to produce realistic drilling conditions with diamond microbits of 20 mm diameter. A computer-controlled data-logging system records the net power consumption, rotational velocity, bit thrust, torque, and penetration rate. Tests can be conducted under conditions of set thrust and rate of advance. In the tests reported, there is a significant correlation between the rock drilability and the measured rock properties of relative abrasion resistance and uniaxial compressive strength. Wear of a diamond bit is a crucial factor that cannot be determined simply from rock properties. Realistic drilability testing with appropriately scaled microbits is a convenient and economical way of evaluating diamond-bit performance and determining rock drilability.

Several possible physico-chemical properties of composite electrodes for oxygen evolution are presented to describe experimental data for which a mathematical model had been developed. An intermediate was detected and assigned to be hydrogen peroxide. From all species involved in the oxygen evolution reaction (H2O2, H+ and O2), it was concluded that local active spots exist on the electrode on which hydrogen peroxide reacts to oxygen and protons. A two?step two-material process was suggested to explain the whole oxygen evolution mechanism.

The status of the South African research and development programme on continuous ion exchange, which was aimed at the technical and economic assessment of that process for the recovery of uranium, is reviewed. The first phase of this programme, which has now been completed, involved development investigations on various pilot plants and culminated in the successful operation of a large-scale demonstration plant and the incorporation of the system in a number of new South African uranium plants. This account highlights the engineering aspects and the design fo the system, its adaptation to process flowsheets, and plans for future development.

A new shaft system was required to replace stope face for the North Section of Harmony Mine and to allow for systematic opening up of the North Eastern Section. Owing to the economic circumstances at the time the project started, it became vital to alter the original planning and to sink the service shaft first. The MATLA coal-sinking headgear, a novel presinking arrangement, allowed sinking to continue to 108 m concurrently with the erection of the permanent sinking headgear and sinking winders. It is estimated that this arrangement resulted in a saving of two months on the overall project.

The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. This paper explores the behaviour of methane in the goaf during longwall mining, together with some methods for the control of methane emissions into the goaf, the working face, and the ventilation system. Experimental work done at Twistdraai Colliery, Sasol Coal, is referred to, as well as the gas-drainage system being practised at West Cliff Colliery in New South Wales, Australia. Gas drainage is discussed briefly, and certain suggestions are made in regard to coal mining in South Africa.

Since 1955 extensive pressure-leaching testwork has been conducted by Anglo American Research Laboratories (AARL) in laboratory-scale batch autoclaves. In 1958asmall continuous pilot-plantof45 kgofsolids per hourwas operated by AARL. In 1974, when high uranium prices were anticipated, Anglo American, encouraged by successful commercial- scale autoclave operations as practised by Outokumpu, Sherritt Gordon, and Impala Platinum, decided to install a continuous pilot plant at Western Deep Levels. At that time the proposed pilot plant was considered to be of prototype size. The project was funded by members of the Nuclear Fuels Corporation (Nufcor). Since its commissioning in February 1977, the pilot plant at Western Deep Levels, which can treat between 10 and 20 tons of dry solids per hour, has been used to test ores from four different mines. The paper compares the uranium extractions and pyrite oxidation obtained in laboratory batch autoclaves with those obtained in the continuous pilot plant. In general, differences in uranium extraction are not great and can be explained; the differences in pyrite oxidation are less well understood. The effect on plant design of the evolution of carbon dioxide during leaching is discussed. Evaluation of the equipment and materials of construction would have been almost impossible in a small-scale batch autoclave. It is doubtful whether such results would have generated the necessary confidence to permit decisions to install a commercial-size plant. The development and performance of the multistage pumps, instrumentation, shaft seals, and shaft-seal water treatment are discussed. It is concluded that the operation of a largescale continuous pressure-leaching pilot plant to supplement laboratory batch autoclave tests has been a necessary part of the development of this process.

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

INTRODUCTION During the past decade a wealth of knowledge has been acquired about the mechanisms and reactions responsible for the physical properties of metals. In the field of steels, in particular, research of a fundamental nature has enabled us to interpret mechanical properties such as hardness, brittleness, creep strength, etc., in terms of atomic interactions. So rapid has been the development of physical metallurgy in some fields that publications are often outdated by the time they appear in print. The development of new steel products has been rather empirical by nature in the past and only during the past few years have new products been "designed" in terms of known physico-metallurgical phenomena. However, although this is a great stride forward it should be added that the development of a commercially successful product is a far more complicated process. In addition to the physico-metallurgical background this requires consideration of factors such as low production cost, market research and probably most valuable of all, an interested end user to co-operate in the development. This paper deals rather briefly with three of the most recent developments in steels in Britain with which the author has had some association. The main purpose of this is to demonstrate how the improved properties of the new product are based upon established physico-metallurgical phenomena. Generally speaking a commercially successful product of the type described here offers similar properties to that of an existing product at lower cost or has improved properties or features such as greater ease of cold forming, at similar cost. ULTRA-FINE GRAIN STRUCTURAL STEELS The development of higher yield strength structural steels dates back over a considerable number of years and has led to a variety of types. The one described below contains niobium as a grain refiner in an otherwise conventional mild steel matrix. By controlled rolling in a strip mill considerably increased yield strengths are obtained. In Fig. 1 are shown somewhat diagrammatically the relative hardening effects of carbon and manganese on ferrite. It will be seen that strength is enhanced by the solid solution hardening effect of manganese and the pearlite content. An obvious limitation of high pearlite content is a lack of cold workability and weldability. Manganese has to be restricted to low levels for the same reasons. The two other mechanisms which are known to impart higher strength are precipitation hardening and grain refinement. Precipitation hardening is impractical in most cases for structural steels and it is therefore clear that only grain refinement remains as a potentially useful strengthening mechanism.

The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

Measurements of the rates of penetration at various throttle air pressures are presented as a function of thrust for three different rockdrills when drilling quartzites with strengths of 45 000 lb/in2 and 39 000 lb/in2, The rate of penetration at optimum thrust is shown to agree well with the predictions of theory and curves of air consumption as a function of throttle air pressure are presented. Man-held machines are shown to be under-thrusted at throttle air pressures above 40 lb/in2g. Measurements of bit wear as a function of distance drilled are presented graphically and discussed in terms of the theory developed in Part 1.

The history of development of analytical techniques for the determination of elastic behaviour around tabular excavations, is examined briefly. The design of a completely digital system, which appears to afford considerable improvements in speed, accuracy and versatility compared with existing analogue methods, is described in detail. The practical application of this system is illustrated by means of an actual underground problem. The results are presented, not in the form of specific solutions to the mine's problems, but as indications of the versatility and scope of the new method.

Stationary mine air control equipment enables monitoring of CH4 concentration only in sensor locations. CMC-4 individual indicator built into a caplight has been developed in Ukraine, extending CH4 monitoring to manned job sites. Major technical characteristics of the indicator are demonstrated. It features two operation thresholds: 1st threshold 1.0 to 2.0% vol. 2nd threshold 1.5 to 2.5% vol. Basic absolute accuracy ± 0.2% Caplight battery is a common power supply for the lamp and CH4 indicator, providing at least 10 hours of the system non-stop operation. Average pre-failure life is at least 10,000 hrs. It features: an explosion proof design and intrinsically safe test circuit; a small-sized sensor as an integral part of the caplight; a hybrid microcircuit to facilitate functioning of methane monitoring unit. The CMC-4 indicator weight is the weight of the caplight itself and equals 2.4 kg. A two-threshold design makes possible to distinguish between methane sources: slow accumulation due to diffusion or sudden rushes due to a gas-dynamic event. CMC-4 indicators in addition to stationary equipment minimize the risk of CH4 explosion underground determined as a product of accident intensity by calculated time interval.

Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.
