A new approach to strategic planning, the Life of Business Optimisation System (LOBOS) optimises production systems from the scale of stopes in a single mine to an entire business strategy consisting of multiple mines and products competing for capital and processing capacity. LOBOS has optimised cash flow for a wide variety of operations, including large metalliferous or coal mines and as an aid to high-level strategic business optimisation solution to multi-mine/processing/product complexes. This paper discusses the application of optimisation technology to strategic planning with an emphasis on project evaluation with examples on the application of LOBOS to a variety of recent projects.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. The Hishikari Gold Mine consists of epithermal vein type Au-Ag deposits, each of which has several veins standing almost in parallel each other and inclining 70 to 90 degrees. The veins have 1 to 3m widths and are extracted mainly by drifting and bench stoping with waste rock fill. The Hishikari has tried to optimise the stope dimensions by the Potvin’s Stability Graph Method, which is well known as an easy and effective tool to design appropriate stope dimensions. The method, however, has some limitations of application due to its simplicity so that it has been used only in limited cases. The authors developed a new numerical approach, based on 2D FEM solu-tion for the stability analysis. As a result, it has been possible to solve the Hishikari situation. The authors also introduce the concept of the design approach and compare the results obtained by us-ing the approach with the database of the Stability Graph Method for validation. La mine d’or Hishikari se compose de gisements d'Au-AG avec des types de filons épither-maux dont chacun a plusieurs veines qui sont presque parallèle les unes par rapport aux autres et sont inclinées de 70 à 90 degrés. Les veines ont de 1 à 3 m de largueur et elles sont principalement extraites en creusant et en abattant des bancs de roches encaissantes. Die Adern haben eine Breite von 1 bis 3 Metern und werden überwiegend durch Vortrieb von Stollen und Bergversatz abgebaut. Hishikari hat versucht, die Abmessungen des Abbauorts durch das Potvins Stabilitätskurvenverfahren zu optimieren, das als einfaches und effizientes Mittel für die Erzielung angemessener Abmessungen des Abbauorts bekannt ist. Das Verfahren weist jedoch aufgrund seiner Einfachheit einige Anwendungsbeschränkungen auf, so dass es nur in einigen Fällen benutzt worden ist. Vor diesem Hintergrund haben die Autoren einen neuen numerischen Ansatz entwickelt, der hinsichtlich der Stabilitätsanalyse auf der 2D-FEM-Lösung beruht. Dadurch wurde es möglich, das Problem von Hishikari zu lösen. In diesem Dokument stellen die Autoren die Grundlagen des Ansatzes vor und vergleichen die erzielten Resultate durch Benutzung der Datenbank des Stabilitätskurvenverfahrens zur Validierung.

A mathematical model has been developed for flotation circuit simulation. This model was designed to investigate the effect of varying the circulating loads and to determine whether an improvement in overall efficiency could be gained by a size separation prior to flotation. Model parameters were obtained by regression to plant data. Highly correlated parameters in the model were combined to reduce the number of parameters so that the need for excessive data gathering was eliminated. Mass balance smoothing was used to obtain a consistent data set for regression. The results of the simulation indicate that for the same grade of concentrate, an increase in copper recovery of 0.6 per cent may be possible by increasing the circulating loads. The results of the simulation also indicated that recleaning of the plus 200-mesh material may be beneficial.

For several decades, the deep, gold-bearing reefs of the Witwatersrand basin have been mined predominantly according to layouts characterised by longwalls with strike pillars to provide regional support. During the past few years, a new generation of mining layouts has been introduced. These layouts are based on the concept of grid-type, scattered mining with dip pillars for regional support. As the extraction of the gold reefs extends to depths below 3500 m, the hazards associated with mining at these ultra-depths are expected to increase to unacceptable levels. Therefore, the question arises as to, which of the currently applied mining layouts is most acceptable for the economic and safe extraction of an ultra-deep orebody. The purpose of this paper is to describe a research investigation carried out to evaluate the degree of acceptability, from the rock engineering view point, of four currently used mining layouts for application at a depth-range of between 3500 and 5000 m. Pendant plusieurs décades, les filons d’or profonds du bassin du Witwatersrand ont été exploités d’une manière prédominante selon des dispositions caractérisées par des longues tailles avec des piliers directionnels pour donner un support local. Les dernières années ont vu la naissance d’une nouvelle génération de dispositions de mine. Ces dispositions sont basées sur le concept d’extraction type grille, éparpillée, avec des piliers au pendage pour le support local. Comme l’extraction des filons d’or va à des profondeurs en dessous de 3500m, il faut s’attendre à ce que les risques associés à l’exploitation à ces profondeurs extrêmes atteignent des niveaux inacceptables. Par conséquent, la question se pose de savoir laquelle des dispositions de mine couramment utilisées est la plus acceptable pour l’extraction rentable et sans danger d’un gisement ultra profond. Le but de l’étude présente est de décrire les recherches exécutées pour évaluer le degré d’acceptabilité, du point de vue d’ingénierie de roche, de quatre dispositions de mine couramment utilisées pour application à un rayon de profondeur entre 3500 et 5000m. Die tiefen, goldträchtigen Riffs des Witwatersrandbeckens wurden über einige Jahrzehnte hindurch vorwiegend nach jenen Layouts abgebaut, die von Langfrontstreben mit Schlagpfeilern charakterisiert waren, um regionale Unterstützung zu gewährleisten. Während der letzten Jahre wurde eine neue Generation von Grubenlayouts eingeführt. Diese Layouts basieren auf dem Konzept der Rasterfeld-Art, gestreuter Bergbau mit Neigungspfeilern für regionale Unterstützung. Es kann erwartet werden, daß auf Grund der Tatsache, daß sich die Extraktion der Goldriffs auf Tiefen unterhalb 3500 m verlagert, die Gefahren, die mit dem Bergbau an diesen Ultratiefen verbunden sind, sich auf ein nicht annehmbares Niveau erhöhen. Folglich erhebt sich die Frage, welche der gegenwärtig angewendete Abbaulayouts für die ökonomische und sichere Extraktion eines ultra-tiefen Erzkörpers am annehmbarsten ist. What is the role of The South African Institute of Mining and Metallurgy at a time when so much is developing and changing in South Africa? The minerals industry is represented through employers, employees, government, education, research, public views, and even pure political interests. The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

The Copperbelt areas of Zambia and the Democratic Republic of Congo (DRC) have recently been seeing the development of a significant number of new projects. Due to the current economic climate, some of these projects have been delayed but the region remains an important resource for copper and cobalt for future years. Many of these projects will utilize an agitation leach followed by solvent extraction and electrowinning to recover both copper and cobalt. The flowsheet route for copper is fairly well established while the processing options for cobalt vary considerably depending on the final product (metal or salt) the operator wishes to make. The mineralogy of ores in the area is typically associated with high gangue acid consumption during the leaching process. This has resulted in acid availability to the area being constrained and acid prices have risen accordingly. Agitation leach circuits, typically, have a tight water balance which needs to be maintained and a bleed of process liquor needs to be continuously removed from the circuit in order to maintain this balance. This bleed, typically, contains fairly high levels of acid and requires neutralization prior to tailings disposal or secondary metal recovery. It is, therefore, desirable to minimize the acid concentration in this bleed stream in order to decrease total acid requirements and neutralization costs for the process plant. An in depth case study by Cognis and Bateman Engineering evaluated three different flowsheets with the aim of determining relative operating costs between the three alternatives, together with differences in plant capital cost requirements.

Shear-thickening suspensions abound throughout the hydraulic conveying industry; at least this is the perception of many engineers running plants where hydraulic conveying is commonplace. In reality, shear thickening behaviour is limited, in the main, to high concentrations of fine particles, including colloidal and biological suspensions, at moderate to high shear rates. In the authors? experience most cases of shear-thickening behaviour have been either simple ?coarse? particle interactions, poor instrumentation techniques, or both. In some cases these were obviously heterogeneous flows, while in others flows that were homogenous, or were thought to be homogenous. Examples, which illustrate this erroneous perception are given. However, the trend towards pastes and complex suspensions that use high concentration carrier fluids means that the underlying slurries for many of these flows may now be truly shear-thickening. Unfortunately, suspensions that might exhibit shear thickening also invariably exhibit slip, or wall-particle depletion. These separate phenomena are difficult to resolve experimentally and many observations of apparent shear-thickening behaviour are in fact obscured or convoluted by slip effects. A method is presented whereby the true flow properties of these high concentration suspensions, and hence accurate prediction of pipeline flows, can be made using a parallel plate rheometer.

Ausmelt Top Submerged Lancing (TSL) Technology has gained widespread commercial acceptance in the lead and zinc industries, as an efficient and highly flexible pyrometallurgical reactor with accompanying excellent environmental performance. For the processing of lead and zinc bearing feed materials twenty one (21) Ausmelt furnaces are now in operation, under design or under construction. With recent increases in the value of both lead and zinc and an ever increasing focus on the sustainable use of resources, interest in the processing of secondary feed material sources as well as metal containing residues has substantially increased. Ausmelt Technology has proven to be well suited to the economic recovery of values from such sources. This has for example culminated in Ausmelt?s commitment to the Whyalla Zinc project as the owner/operator of a facility for the treatment of zinc bearing secondary feeds. This paper describes Ausmelt?s recent developments in the fields of lead and zinc processing, as well as further investigations into new processing areas, including the direct smelting of zinc concentrates. Ausmelt?s TSL Technology can now be regarded as Best Available Technology (BAT) for metal production.

"This work presents the potential for improving the flotation recovery of slow-floating sulphide minerals with the use of starvation dosages of a normal dodecyl (n-C12) trithiocarbonate (TTC) co-collector, together with a sodium isobutyl xanthate (SiBX) and dithiophosphate (DTP) collector mixture.At potentials below –150 mV (SHE), addition of nC12-TTC with SiBX improves the hydrophobicity of pyrrhotite, yielding captive bubble contact angles greater than those measured for SiBX or nC12-TTC alone, suggesting a low potential synergistic effect. This synergistic effect is further studied using Fourier transform infrared (FTIR) spectroscopy, the results indicating an increase in the surface concentration of the collector species when in a mixture. Thus, nC12-TTC with SiBX may act as an immobile surface anchor to which SiBX/SiBX2 molecules bond, increasing the localized concentration of collector species.Bench-scale flotation tests using mixtures of SiBX/DTP/nC12-TTC on a platinum group element (PGE)-bearing ore from the Bushveld Complex in South Africa confirm an improved metallurgical performance at very low substitutions (approx. 5 molar per cent) of SiBX. The improved recoveries for PGE, Cu, and Ni are correlated with improvements in the flotation kinetics of their slow-floating components. IntroductionShort-chain (less than C6) xanthates are very effective for the bulk flotation of sulphides (Fuerstenau, 1982), and early work (Leja, 1968; Gaudin, 1957; Plaksin and Bessonov, 1957; Taggart, Giudice, and Ziehl, 1934) indicated that the presence of oxygen in flotation slurries is necessary for the oxidation of the xanthate collector at the sulphide mineral surface to induce hydrophobicity. Fundamental research into the chemistry and adsorption mechanisms of xanthates over the years (Finkelstein and Poling, 1977; Woods, 1976; Winter and Woods, 1973) has revealed that for iron-bearing sulphide minerals, adsorption occurs predominantly through a charge transfer process. Oxidation of the adsorbed collector to the corresponding dimer takes place if the mixed potential of the system is greater than the reversible potential for dimer formation. In oxygenated slurries the rate of adsorption and oxidation of the collector depends greatly on the substrate surfaces. For chalcopyrite (Guler et al., 2005; Leppinen, 1990; Roos, Celis, and Sudrassono, 1990) and pentlandite (Hodgson and Agar, 1989) a two-step interaction with xanthate is proposed in which the chemisorbed xanthate is further oxidized to the dimer. The initial interaction of xanthate with pyrrhotite is through physisorption where xanthate physisorbs onto positive surface sites followed by oxidation to dixanthogen (Khan and Kellebek, 2004; Bozkurt, Xu, and Finch., 1998). This process is, however, slow and increased reaction time is needed to improve flotation recovery (Buswell and Nicol, 2002)."

The results of slow crushing tests in a stiff testing machine for both small and large step reductions of particle size are given. The energy consumption required to produce a given weight of minus 74 um material was determined when both single-crystal quartz and Witwatersrand reef were crushed. For comparison the two materials tested were also comminuted in a ball mill under optimum conditions. There are indications that slow crushing under stiff conditions is the most efficient method of breakage that can be devised. The comparison with ball milling results thus yields a value for the efficiency of ball milling of approximately 80 per cent. These results confirm that the best current estimates of milling efficiency, which are based on the free boundary surface energy of the material being milled, are probably too low by at least one order of magnitude.

A strong incentive exists for the coal-preparation engineer to improve plant efficiency by modifying circuits and upgrading process equipment, since these result in lower production costs and more valuable plant products. At the Grootegeluk Coal Mine, it was found that the overall plant efficiency could be improved by modifications to the dense-medium circuits, the installation of additional process equipment for the recovery of fine coal, and improvement of the fine-material processing circuit. Apart from these modifications, there is still potential to increase the plant efficiency, particularly in the utilization of plant waste, the recovery of slimes, and even the improvement of cycloning performance as a result of new cyclone design. This paper points to the potential wealth locked up in existing coal-preparation plants, and shows how the coal-preparation engineer, with new technology at his disposal, can unlock this wealth.

"The University of the Witwatersrand presents an accredited four-course training programme for community relations practitioners (CRPs). Between May 2013 and October 2014 six courses were facilitated for 145 participants, of whom 82% were from sub-Saharan Africa, 62% worked in mining, and 58% worked directly with communities. Thematic analysis of the comments of course participants collected during course exercises found that there were a set of coherent drivers for resilient companycommunity relationships, but that the restrainers to resilient relationships were often context-specific and dominated by politics. CRPs reported facing as many difficulties in the internal company environment as in the external environment. These findings for CRPs in Africa resonate with those worldwide.InroductionMuch has changed in how the extractive industry responds to social and community issues. There has been a growing prioritization of community-related issues within the extractive industry globally (Kemp, 2010; Tatar, n.d.). According to Kemp (2010) this can be attributed partly to escalating pressure from local-level stakeholders to push mining companies to take greater responsibility for the social, economic, and environmental impacts of mining. Securing and maintaining the social licence to operate is ranked fourth in terms of the top risks facing the mining and metals industry in 2016, up one place from 2015 (Ernst & Young, 2016).Conflicts between local communities and large-scale mining companies arise because of the social, environmental, and economic impacts of mining. Worldwide, large-scale mining companies have a poor reputation amongst communities, including those in Africa (Gilberthorpe and Banks, 2012; Kemp and Owen, 2013a; van Wyk, n.d.). For mining companies, conflicts for whatever reason, result in loss of productivity, lost opportunities, lost time, and adverse impacts on reputation (International Council on Mining and Metals, 2015). Conflicts also have a significant financial impact on mining operations (Franks et al., 2014). Davis and Franks (2014), estimated that US$10 000–50 000 is lost each day when a project is delayed during the exploration phase, and about US$20 million per week when in operation. Today these costs could be expected to be higher due to increasing input costs."

Tailings management aims to dispose of tailings at the minimum cost consistent with meeting or exceeding imposed standards, including legislative obligations. This simple business objective requires managing the tailings storage facility (TSF) risks associated with surface water, groundwater, dust, sustainable closure, and potential catastrophic failure. The individual nature of every orebody and specific site topography ensures that no one size fits all. It has been suggested that paste and thickened tailings (P&TT) provides the ability to tailor the production and transportation of tailings to suit the deposition site, rather than the traditional approach of accepting that the deposition site has to accommodate tailings of high variability. While the traditional approach can be made to work, it is directly linked to the catastrophic failures of tailings impoundments, where large volumes of decant water have triggered failures due to overtopping, piping or slope instability, or saturated tailings have simply liquefied. P&TT offers an ability to mitigate these risks, and when implemented into new projects with variable tailings streams there are significant benefits to be realized. This paper identifies the interdependencies between the various tailings disposal processes, such as thickening, pumping, and deposition. It demonstrates that there are benefits in taking a more integrated approach to the design and operation of tailings disposal facilities. A collaborative industry project to tackle this challenge is described.

The price received for a commodity decreases as the quantity sold increases. all other factors remaining the same. This has been the position with gold since it was demonetized in August 1971. The result is that the marginal revenue per kilogram of gold decreases steadily with increased production. If operating losses are to be avoided, the marginal cost of production must not exceed the marginal revenue. This requirement, although not seriously violated by most invididual mines, is not met by the industry as a whole, resulting in large losses of income to the State and the shareholders. These losses are increasing, and a way of curbing or reversing this trend is described.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: 1. political - expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and 2. legal - mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: ? early identification of risks - detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, ? make use of companies that can help identify risks and suggest solutions, ? control the cost of financing - risk margin applied to a project ? finance loan will be influenced by the risks faced, and ? risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

Changes in the pattern of computer systems for mine planning and geologic evaluation are occurring as a consequence of the introduction of 3-D high performance graphics terminals. The VULCAN system is described and an outline of its functionality is discussed. Increasingly, the integration of both database systems and graphics and databases will occur, allowing a greater degree of information access to mine operators. The system covers areas of database, drillhole graphics, mine design and layout, surface and solid modelling as well as reserve inventory generation. The design of the software is such that it is fairly commodity-independent and entirely menu-driven, to enable non computer-trained personnel easily to access the system.

The first full-scale Reichert cone concentrating plant to be erected at a large South African gold mine was at President Steyn Gold Mining Company, Welkom. ThiR plant was installed as a part of the runof-mine mill extension of 150000 t per month that was commissioned in 1976-1977.
