By use of models based on the South African gold-mining industry, analyses are made of the effects of changes in the mining tax structure on the .State's tax income from potential new mines; also on the percentage of such mines likely. to be proceeded with. The percentage is affected by the correlation between changes in taxation and in the flotation pay limits !or new mines. It is shown that the State stands to gain both directly and indirectly from raising the level of the capital allowance and from its extension to all mines; and that the reduced taxation resulting from a lowering of the discriminatory high tax formula for the gold mines, would, in respect of potential new mines, be compensated for by a significant increase in the percentage of such mines that would be proceeded with.

The 8th Annual University of Cape Town (UCT)/ University of Stelenbosch (US) Minerals Processing Symposium was held at the Van Riebeeck Hotel in Gordon's Bay on 3rd August, 1990, under the auspices of the Western Cape Branch of The South African Institute of Mining and Metallurgy. The primary object of this meeting was to give research students at UCT and US the opportunity to present their work to a critical audience from industry, and to obtain feedback regarding the research needs of the minerals industry. Although the emphasis of these symposia is on work in progress at US and UCT, they also create an excellent opportunity for informal discussion between academics and metallurgists in industry. The first symposium in this series was held in 1982 at US, while the symposium in 1989 was replaced by the International Colloquium on Developments in Froth Flotation, also held in Gordon's Bay.

AngloGold Ashanti?s Obuasi Mine, in Ashanti Province, Ghana, operates a plant utilizing bacterial oxidation technology. The mineralization consists predominately of arsenopyrite with gold associated in the sulphides. The plant was commissioned in 1994, at that time was the largest BIOX® plant in the world, and has been operated by AngloGold Ashanti since 2004. The constraints identified in the plantwere the flotation capacity, BIOX® feed size and disruptions to the BIOX® process. This paper focuses on the practical steps that were followed in order to increase the recovery of the plant. The original plant design was based on a head grade of 10 g/t and an overall recovery of 86.5%. In 2007 the plant was operating at an overall recovery of 79.2% at a head grade of 5.6 g/t and this has improved to 80.6% at a head grade of 5.8 g/t during the last quarter of 2008. Additional improvement to 81.5% are expected by the end of April 2009. Improvements that have been implemented include: ?Replacement of the regrind mill ?Installation of additional float capacity ?Installation of a scavenging circuit ?Installation of a complete water treatment plant. In addition we have focused on the effect of the water circuit on the BIOX® process and the steps involved in correcting this problem. The water circuit was originally designed as an open circuit and through environmental considerations the circuit was closed towards the end of 2007. The bacteria in the BIOX® are particularly sensitive to cyanide and cannot tolerate levels above 0.05ppm (free cyanide), this required extensive modifications to the water circuit. The plant improvement project is ongoing and the current scope of work should be complete by the end of April 2009. Further research and development work is being planned, which includes a ?white rot bacteria? that can consume the preg-robbing carbon and oxidize the sulphide in a single pass.

The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

ABSTRACT: When considering the rock stress component of rock mechanics design, the basic procedure is to consider the pre-existing stress-state in the rock mass and then estimate the disturbance to this stress state as a result of engineering excavation. Failure criteria are applied to the final stress state to establish whether failure will occur. However, during the evolution of the stress state, the failure locus may be reached before the anticipated failure state and, in this case, failure will occur unexpectedly. This indicates that the complete stress path (defined as the variations in magnitudes and orientations of the stress tensor components resulting from engineering-induced or natural changes) must be considered. We list a set of stress path principles with their corollaries and then introduce a new and powerful method for simultaneously illustrating changes in the six independent components of the stress tensor. This method plots the magnitudes of the principal stresses above their orientational paths on the hemispherical projection, to provide a three-dimensional stress path locus for each of the three principal stress components. In connection with this presentational device, we illustrate a number of concepts associated with the stress path in rock engineering. For example, we show how the minor principal stress approaches zero at an unsupported excavation face, the interchange of the trajectories of two principal stresses when their magnitudes become equal, and the influence of the bounds on the principal stresses given by strength criteria. RESUME: Si on s’interesse à la composante “contrainte” lors d’un dimensionnement en mécanique des roches, la méthode de base consiste à considérer l’état de contrainte pré-existant dans le massif rocheux, puis d’estimer la perturbation à cet état générée par l’excavation projetée. Des critères de rupture sont appliqués à l’état de contrainte final pour établir si une rupture va se produire. Cependant, lors de l’évolution de l’état de contrainte, la surface critique peut être atteinte ce qui provoquera une rupture anticipée et, dans ce cas, cette dernière sera inattendue. Cela indique que le chemin de contrainte complet (défini par les variations de l’intensité et de l’orientation des composantes du tenseur des contraintes liées à des causes anthropiques ou naturelles) doit être pris en compte. Nous présentons un ensemble de règles pour les chemins de contraintes ainsi que leurs corollaires et, ensuite, nous introduisons une méthode, nouvelle et puissante, pour présenter simultannement les changements des six composantes du tenseur des contraintes. Cette méthode consiste à tracer l’intensité des contraintes principales sur le chemin d’orientation des contraintes à l’aide d’une projection hémisphérique afin d’obtenir le lieu, en trois dimensions, de chaque contrainte principale. En relation avec cet outil de représentation, nous illustrons certains concepts associés au chemin de contrainte en ingénierie au rocher. Par exemple, nous montrons comment la contrainte mineure tend vers zero à la surface d’une excavation sans soutenement, le changement de direction des deux contraintes principales quand leur intensité deviennent égales, et l’influence des conditions aux limites sur les contraintes fournies par un critère de rupture. Kriterien fuer das Versagen werden im letzten Stadium, des Stress Zustandes angewendet, um zu erfahren ob ein Versagen wohl eintreten wird. Es ist jedoch zu beachten, dass waehrend des Stress Aufbaus ein oertliches Versagen eintreten kann, welches vor dem eigentlichen, erwarteten Versagens Zustand auftritt. Diese Moeglichkeit weist darauf hin, dass der gesammte “Stress Path” (definiert durch die Variationen der Stress Tensor Komponenten in Richtung und Groesse, hervorgerufen durch ingenieurmaessig hervorgerufene oder natuerlich Vorgaenge) betrachtet werden muss. Wir fuehren eine Liste der “Stress Path” Prinzipien auf und stellen dann eine neue und wirksame Methode zur gleichzeitigen Darstellung der sechs unabhaegigen Komponenten des Stress Tensors vor. Diese Methode stellt die Groesse der “Principal Stresses” in Abhaengigkeit von ihrem rauemlichen Weg auf einer hemispherischen Projektion dar und erlaubt hiermit eine drei dimensionale Darstellung fuer jeden Ort des “Stress Path’s” in die drei Haupt Stress Komponenten. Im Zusammenhang mit der hier gegebenen Darstellungsart, verdeutlichen wir eine Reihe von Konzepten in der Felsmechanik. Wir zeigen zum Beispiel, wie der “Minor Principal Stress” Null zustrebt an einer Wand von einer nicht abgestuetzten Ausschachtung, den Austausch von Trajektorien zweier “Principal Stresses” wenn ihre Groessen sich gleichen, und den Einfluss der Groesse von “Principal Stresses” bei gegebenen Kriterien des Festgkeits Versagens.

After the South Deep complex was purchased by Goldfields in 2006a re-feasibility study was done and the life of mine (LOM) was extended to 52 years. This also implied that the mine?s infrastructure would have to be enhanced. One of the changes was the proposal of five new main orepass systems to be excavated before the mine reaches full production in 2013. Excavations started to show signs of scaling, and in some cases, whole new excavations were lost. This particular area was exposed to very high stresses and the geology was prone to body delimination rendering the relevant areas unstable. This paper investigates the conditions at the location of one of the proposed orepass systems, and the best possible orientation was suggested to ensure that the orepass system would be stable and have a practical life. It was, however, found that the fourth leg of the orepass system would require further support to be classified as stable by the chief rock engineer and the section geologist of South Deep. Several support methods and orepass system linings would then be analysed and evaluated to give calculated recommendations on how to productively and practically support an orepass system. Most of these concentrates are exported to be custom-smelted in overseas smelters, but the modern tendency is for tin-mining countries to establish their own smelters.

The paper describes how stress analyses were used to show the defect of a tunnel's shape on the overstressing potential of its periphery. The best profile was found to be that of a horizontal ellipse, for which there was little significant scaling, permitting temporary support to be incorporated into a permanent tunnel support system. This investigation was followed by the modeling of several support systems for tunnels with a horizontal-ellipse profile, which showed that such a profile can reduce the installed support required for a tunnel of different cross section by an average of 57 per cent.

Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

Over the past couple of years, Anglo Platinum has made extensive use of technology within the core disciplines (geology, evaluation, survey, and planning) that collectively form part of mineral resource management (MRM). While these technologies were primarily developed to enable geology, evaluation, survey, and planning to carry out their daily tasks, with the main objective of supporting the mine?s production effort, they have also enhanced the disciplines? ability to produce the required outputs within the annual business planning cycle. Anglo Platinum has developed a very comprehensive business planning process, and these technologies play a vital role in enabling both the quality and quantity of inputs into the process, and also the value-add of the final product. This prompted a question regarding the practical application of the CADSMine software. If we changed our thinking in how we applied the software, would it be possible to further improve on the time taken to deliver a business plan? In changing the current planning approach, would we be able to further simplify the process? Is there a way to reduce the data generated in order to enhance the time taken to do reporting, as the CADSMine software is totally network dependent? Less data should equal faster reporting. This paper focuses on the practical application of the CADSMine software, and demonstrates the value-add to the business planning process that can be gained if the mine design methodology is changed from individual panels to bigger blocks representing a raise line.

Discussion: A. Hazell (Associate Member) and T. J. Kotze (Graduate Member): The authors must be congratulated on the development of a versatile computer programme for determining the stresses and displacements resulting from mining operations. As a design tool it will no doubt take its rightful place together with the analogue computer. Union Corporation made use of this digital computer programme whilst still in its development stage to determine the stress distributions which were causing the unexpected failure of the Marievale sub-incline shaft. Two features arising from this investigation may be of interest to members, namely: A. The solution to the problem of stabilizing a rectangular inclined shaft, which turned out to be contrary to accepted mining practice, and B. A comparison between the results obtained with the pure digital system and the analogue computer. A. The shaft is nine ft high and 20 ft wide, dipping at 9° to the horizontal and crossing the bedding planes. Fig. 1 is a plan and Fig. 2 is a section of the sub-incline shaft pillar area showing the relative positions of the shaft and reef as well as their respective dips. The deepest point in the shaft is 3 300 ft below surface and the requirement of a stress free ground surface may not be satisfied. It also means that the original gravitational stresses are low. A 900 ft wide pillar was left to protect the bottom section of the shaft, the top section being understoped years ago. Extraction of the pillar was started at the beginning of last year, mining operations being carried out in the accepted manner, starting beneath the shaft and mining outwards. The approach did, however, turn out to be the wrong one, because failure of the shaft was noticed soon afterwards. Even small movements were serious in this case due to the low clearance between the skips and the shaft supports. During October, 1968, failure between benchmarks 8 and 10 (see Fig. 1) became so excessive that hoisting speeds had to be reduced. Failure continued to occur and, by the end of March, 1969, failure had propagated up the shaft as far as benchmark 7, and down as far as benchmark 12. As this shaft had a tight hoisting schedule it was imperative that a quick solution be found to arrest the failure.

This paper is concerned with heat flow in the plane of a typical cross-section of a deep underground airway. A new algorithm, called the quasi-steady method, is presented for the calculation of rock temperatures in that plane. The algorithm is used in the computation of heat and moisture transfer rates from the rock to the ventilating air for an airway that is wet on part of its circumference and dry elsewhere. The speed and accuracy of the new method are demonstrated on a microcomputer, and it is argued that this method offers a considerably more versatile and physically meaningful alternative to previous methods for the prediction of increases in air temperature along mine airways. The algorithm is also used to explore the concept of a uniformly wet airway that is equivalent to a partly wet airway in terms of its effect on the ventilating air. The concept is shown to be reasonable, but more complex than one might have anticipated. Finally, several useful extensions and applications of the new method are suggested.

During the exploration phase of mine development, drilling location is in the hands of the geologist, and drilling is spread over the entire domain of the property or deposit boundary. During the mine planning and production phases, however, the mining engineer also needs to use the information obtained from the drilling program. Thus it is important that he/she have some input into the selection of the drillhole locations. Usually, when exploitation will center on one portion of the property for the immediate future, the mine engineer will want to have more of the drilling performed in this area. In the early stages, the purpose of the drilling was to make a decision concerning whether or not to develop a mine. Once the decision is made to proceed with this development, the mine engineer needs to know, with as much confidence as possible, the estimate of the ore grade at each location where mining will occur. This paper addresses the problem of drillhole location for the needs of the mining engineer. The goal is to compare a variety of approaches to drillhole location with a new approach developed by the author. This approach is based on the theory of geostatistics, with the estimation variance used as the quantitative measure of the confidence attained. The goal of the algorithm is to select those locations that minimize the estimation variance subject to constraints on the number of drillholes and the total cost of the drilling program. The kriging equations are used as another set of constraints. The resulting nonlinear optimization model is expressed in terms of binary (0 - 1) decision variables leading to a solution by the branch-and-bound procedure. The algorithm has been applied at a number of operating properties, and practical results and suggestions for implementation are provided.

Float-sink analysis has wide application in the coal laboratory. This paper evaluates the established methods used for the float-sink analysis of fine coal, and then describes a new method and apparatus that can be used for material down to a few micrometres in size. The method is rapid and accurate, and requires only a small amount of sample. The results presented show close agreement with the float-sink analyses obtained by the more classical technique using separating columns. The new centrifugal method reduces the time required for the analysis by a factor of ten.

This paper describes DRA?s involvement with the expansions at Tati Nickel, Phoenix Mine, that have taken an initial plant design of 3.6 Mtpa (originally built by Murray & Roberts), up to 5 Mtpa, and eventually 12 Mtpa capacity. Initially, the plant could not achieve the design name plate capacity for the first few years of operation, as a consequence of the notoriously hard and abrasive nickel ore affecting primarily the operation of the crusher circuit. In order to extend the life of mine, Tati? assessed and then redefined the mining plan, choosing to increase the Phoenix mine reserves to a lower cut-off grade. In order to increase nickel units produced, the concentrator had to therefore treat additional tonnage at lower head grades. Site investigations and field tests around the comminution circuits are outlined, indicated that the milling circuit could be increased to 650 tph, from the initial design of 470 tph, for a similar feed grade and recovery. A project was initiated to debottleneck the crusher circuit and achieve the new target throughput. (Project 5M). This was followed by a feasibility study of the impact of pre-concentration by DMS, which after promising laboratory tests, was followed up with the installation of a 200 tph ?demonstration? plant. The success of this demonstration plant provided the impetus to expand the supply to the 5 Mtpa mill from a large preconcentration stage. A gyratory crusher (one of the largest and most powerful) will receive ore directly from the open pit operation, feeding into a secondary-tertiary crushing plant followed by a modular DMS preparation circuit. Four large DMS processing modules have been installed to treat the tonnage, with high expected rejection levels. Finally a review of the DMS process capability on an ostensibly disseminated micro-gabbro nickel ore is given, which shows the remarkable impact that preconcentration can have on an operation, both in terms of profitability and a successful process ?expansion?. The performance of the DMS plant has significantly extended the life of mine, allowing the mine to significantly reduce mine cut-off grades and curb its previously selective mining practice.

Outotec?s direct leaching process is an atmospheric leaching process for sulphidic zinc concentrates. The direct leaching process, based on special leaching reactors developed by Outokumpu, is the most economical way to produce electrolytic zinc. The production scale applications of the process realized so far are in use at Boliden?s Kokkola and Odda zinc plants. A new full-scale application of Outotec?s direct leaching process will be started in 2008 in China. The process is integrated into the existing production plant, replacing part of the old production facilities by modern technology. Besides high zinc extraction the plant expansion and modernization offers also indium recovery, iron precipitation and solution purification processes. The process equipment includes tailor-made reactors designed on the basis of the work and experience of Outotec research centre. A knowledge of the steady-state mass and energy requirements of a particular process is essential to a determination of the economic feasibility of that process. A predictive simulation technique can be of great value in this respect. A versatile computer program based on a fundamental thermodynamic approach has been developed for the prediction of process requirements. The equilibrium composition of a multiphase system is determined by the technique of free energy minimization. Energy-balance calculations are performed using the appropriate thermodynamic data for the chemical species present in the composite materials used. All models for the process units under consideration are written in modular form, the output being calculated from the input and the specified operating conditions. The computer program is written in such a way that it can be used easily by anyone familiar with the processes involved, even though he may have no previous experience with a program of this type. The program is structured so as to facilitate the varying of one parameter without any alteration to the others, thus simplifying the investigation of the effects of any parameters considered to be important. The program has the advantage of being able to compare existing and new processes on the same basis, namely from the ores to the molten metal.

Waste Printed Circuit Boards (PCBs) are a metals-rich fraction of electronic waste (e-waste) streams, and globally it has been demonstrated that they can be recycled gainfully to recover the metals. Reported successful cases of PCB recycling are carried out in large volumes, using high-level technology and high capital investment smelter house operations. This presents entry barriers for recyclers in developing economies where capital may not be accessible, and the waste volumes are not sufficient to warrant large scale operations. Hydrometallurgical processes have the potential to provide an option for the scalable processing of smaller volumes of PCBs and can be set up at relatively lower capital costs. However, to date, the hydrometallurgical treatment options available rely on precursor communition and classification processes that also require high capital and energy costs. This paper presents an overview of the work done under the Minerals to Metals signature theme towards understanding e-waste recycling processes and developing pre-processing and characterisation of PCBs in order to unlock potential for local end processing in developing economies, using South Africa as a case study. The structure of PCBs is reviewed, and the current size reduction techniques and the subsequent leaching processes are discussed. The world?s second largest producer of platinum, Impala Platinum Ltd, approved two new twin shaft projects at the end of September 2004, Nos. 16 and 20 Shafts. Both shaft projects are stand-alone entities and are being sunk from surface. Previously Impala had embarked on a strategy of extending the life of its third generation shafts by means declines. No. 16 Shaft is the first of a new fourth generation shaft complex, while No. 20 Shaft is the last of the third generation type shafts in the so-called shallow to intermediate mining zone. This paper details the basic designs of each project and covers the initial implementation. Although both projects are twin shaft systems, the access methods from the shafts to the reef horizon differ. Initiatives implemented to speed up the projects are also briefly covered.
