The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. On the basis of in situ study of pillar loading at different sites, an attempt is made in this paper to visualize the development of mining induced stress under varying geo-mining conditions. Field study demonstrated interesting interaction between size of pillar and nature of roof rock mass under the influence of increasing dimension of the excavation. Stiffness of pillars/overburden, extraction ratio and depth cover are observed to be the important parameters for the estimation of mining induced stress over the pillar. These parameters influence, both, the value of ultimate induced stress (vertical) and its range of influence ahead of the face line. Further, it is observed that the change in width/height (w/h) ratio of a pillar has got considerable influence over the nature of mining induced stress over it. Impact of highly dynamic nature of mining induced stress over the natural supports is observed to be the most serious factor for the safety of working under a hard and massive roof rock mass. On the basis of these observations, a conceptual model of interaction between the natural support and overlying strata is discussed in the paper. ZUSAMMENFASSUNG: Aufgrund ist in situ Studium von Säule Beladung an verschiedenen Stellen, ein Versuch in diesem Papier gemacht, die Entwicklung des Bergbaus vostellen sich, Spannung unter Änderung von Geo Bergbau von Bedingungen hat veranlaßt. Feld Studium hat interessante Wechselwirkung zwischen Größe von Säule und Natur von Dach Felsen Masse unter dem Einfluß von Vermehrung Dimension des excavation vorgeführt. Steifheit des Säulen Overburden, Herausziehung Verhältnisses und Tiefe sind beobachtet bedeckt, die wichtigen Parameter für die Schätzung des Bergbaus zu sein, Spannung über der Säule hat veranlaßt. Diese Parameter beeinflussen, beide, der Wert allerletzter veranlaßter Spannung (senkrecht) und sein Bereich des Einflusses voraus von der Gesicht Linie. Weiter ist, es beobachtet, daß die Änderung in Breite Höhe (W H) Verhältnis einer Säule beträchtlichen Einfluß über der Natur des Bergbaus erhalten hat, Spannung hat darüber veranlaßt. Schlag sehr dynamischer Natur des Bergbaus ist Spannung über den natürlichen Stützen beobachtet hat veranlaßt, der ernsteste Faktor für die Sicherheit des Arbeitens unter einer harten und massiven Dach Felsen Masse zu sein. Aufgrund dieser Beobachtungen, ein begriffliches Modell der Wechselwirkung zwischen der natürlichen Stütze und der überlagernde strata ist im Papier diskutiert. RESUME: En se basant sur dans l'étude de situ de chargement de pilier aux sites différents, une tentative est faite dans ce papier pour envisager le développement de creuse la tension persuadée sous varier de conditions de geo creuse. L'étude de champs a démontré l'interaction intéressante entre la taille de pilier et la nature de masse de rocher de toit sous l'influence d'augmenter de dimension de l'excavation. La raideur de piliers overburden, la proportion d'extraction et la couverture de profondeur est observée pour être les paramètres importants pour le jugement de creuse la tension persuadée par-dessus le pilier. Ces paramètres influencent, les deux, la valeur de tension persuadée ultime (vertical) et sa gamme d'influence en avant de la ligne de face. Plus, il est observé que le changement dans la largeur hauteur (le w h) la proportion d'un pilier a reçu l'influence considérable par-dessus la nature de creuse la tension persuadée par-dessus il. L'impact de nature extrêmement dynamique de creuse la tension persuadée par-dessus les soutiens naturels est observé pour être le facteur le plus sérieux pour la sûreté de fonctionnement sous une masse de rocher de toit dure et massive. A common problem encountered in the mineral sands industry is that the mineralogical measurements used in defining the resource are not readily converted to metallurgical recoveries, which are used to predict the quantity of the final products. The problem stems from the different objectives of the exploration and metallurgical assessment programmes, and is often compounded by the use of different laboratory techniques and mineral definitions. Common mistakes include the misapplication of routine analysis, incorrect interpretation of mineral recovery, the confusion of mineral recovery with product yield and inconsistent definition of the same mineral. Experience has shown that unless these potential mistakes are identified, the measurement techniques used during exploration and metallurgical assessment are not compatible, often resulting in large errors in the prediction of mineral production. There are no easy solutions to the problem, as there is no universal assay technique which can cost effectively characterize all the mineral sands resources. The recommended course of action will therefore require several iterations to optimize the assay technique to suit the resource. Fundamental to the success of the measurement technique is the understanding of the mineralogy, its behaviour during mineral processing and the quality requirements for the final products.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

The purpose of this paper is to explore the application of technology to stoping systems. Technology, because for the past 100 years the South African narrow reef mining industry has battled to control working costs in a labour-intensive industry. Stoping systems, because it is the stoping method and methodology which is at the heart of the mining system. Introduce a more efficient stoping system and the mining system will look after itself. The technology applied to stoping over the past 100 years can be categorized as follows: ?The introduction of pneumatic rockdrills early this century, the cumbersome rig mounted units being replaced by smaller, lighter hand-held units which were then made easier to use with the addition of an air leg ?Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s ?Hydraulic props as a support method arrived in the1960s ?Some people argue that tungsten carbide inserts were equally important. There have been a number of attempts to introduce different technologies into stoping, the most recent being trackless equipment. Where the stoping layout suits the technology it has been successful. There have been too many instances where a technology has been installed because it is fashionable. At the end of the day the outcome from change in the stoping systems has to be safer and more profitable mining systems. It is the contention of the author that change is only likely to be effective if it is supported by the introduction and application of appropriate technology.

During the last few years a large number of pillars in different mines were investigated. Pillar conditions were evaluated using subjective, empirical, geophysical and numerical methods. A critical comparison of the different methods showed some interesting coherence. This paper concentrates on experiences using the p-wave velocities as an indicator of pillar conditions. Während den letzten Jahren wurde eine große Anzahl von Bergfesten in verschiedenen Bergwerken auf ihren Zustand hin untersucht. Hierzu wurden subjektive, empirische, geophysikalische sowie numerische Methoden angewandt. Dieser Vortrag beschäftigt sich mit den Erfahrungen beim Einsatz der p-Wellengeschwindigkeit zur Beschreibung des Festenzustandes. Le condition géotechnique d’une grand nombre des piliers des mines souterraines différentes sont examinées ces dernières années. On a appliqué des méthodes subjectives, empiriques, géophysiques et numériques. Ce rapport occupe aux expériences avec l’application de la vélocité des ondes de compression pour tracer le condition des piliers.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article thefollowing hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the of chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

The method used to assess the reactivity of lime was evaluated to gauge it usefulness as a quality control tool. The effect of particle sizes, different lime and water masses for a fixed s:l ratio and the same for various s:l ratios on the reactivity values obtained, were investigated. An attempt to introduce the amount of grit produced during the slaking reaction as an additional measure of limeís quality and reactivity, proved to be unsuccessful. It was also found that the relative amount of lime slaked during the different tests was independent of the reactivity value of the lime. The investigation confirmed the usefulness of the accepted test procedure as are liable method to measure the reactivity of lime, despite various reservations expressed from a theoretical point of view.

"Two shortened test procedures for estimating the Bond ball work index are compared for suitability of use on Zambian/DRC-type copper–cobalt ores. The first procedure is based on a batch milling test while the second procedure is based on a limited locked-cycle test. Both procedures were conducted using a standard Bond test mill. INTRODUCTION The Bond ball work index is widely used in the field of minerals processing as an indicator of ore grindability. The work index is determined by means of a locked-cycle test procedure that typically requires seven to eight cycles to stabilise at a re-circulating load of 250%. A typical test requires between three to four kilogram of ore sample and around eight hours of operator time. For geometallurgical test work applications, where a large number of variability samples are to be tested, it would be highly beneficial to use a test procedure that requires less sample mass and operator time. Certain test work laboratories, for example SGS and JK Tech, are already offering various types of shortened test procedures for estimating the Bond ball work index. This paper discusses a comparison of two shortened test procedures that were evaluated for suitability of use on Zambian/DRC-type copper–cobalt ores. EXPERIMENTAL Test Procedure 1 – Batch Milling The first test procedure is derived from a batch milling approach proposed by the University of Hacettepe (Aksani, 2000). Some modifications were, however, made to the data analysis method from that originally proposed. During this test procedure, a 700 mL volume of sample is milled in a standard Bond test mill for a pre-determined number of revolutions. The feed and product particle size distributions are measured for each test. These results are then used to back-calculate a cumulative breakage rate parameter (k) for each particle size, according to the following formula:"

Ground condition at No1. Shaft varies across the mine. The different ground conditions arise as a result of the differences in the rock strength and structure, seismicity and induced stresses in abutments areas. Apart from being a major cause of Fall of Ground incidents/accidents, adverse ground conditions where encountered has affected the rate of development advance as well as production. This implies that for support to be cost effective Geotechnical section has to ensure that support is designed to prevailing ground demand to ensure the safety of personnel and minimize loss of production. We have also seen changes in mining methods as a result of change in ground conditions. To avoid incurring unnecessary costs through remedial works resulting from ground deterioration and collapses of development openings due to inadequate support, the principle in engineering design is ?Do it right the First Time?, and this can only be achieved through good understanding of Geotechnical environment. The paper discusses the different ground conditions encountered in various development ends at No.1 Shaft. It also discusses the principles of ground support, failure mechanisms, types of ground support systems employed, and the different techniques used to select support systems, and quality control techniques in underground support installation.

Primary lead production using the lead blast furnace in conventional practice is carried out using sinter feed. At YMG, China, the sinter plant has been replaced with a lead ISASMELT furnace. The ISASMELT furnace produces lead bullion plus a high-lead slag, which is cast into lumps to provide a suitable feed for the blast furnace. In the present study the relative microstructures and reduction characteristics of industrial lead sinters and synthetic ISASMELT slag in CO/CO2 gas mixtures have been measured and compared. The microstructure and property changes, and the mechanisms of reduction in each case are examined and discussed. The results of the study are used to explain the successful implementation of cast slag feed in commercial ISASMELT- lead blast furnace practice. Coal mining in Ostrava-Karvina coalfield is being accompanied by rockbursts. 82 rockbursts occurred within the period between 1990 and 2002. Natural and technological factors from these rockbursts were collected and analysed. They confirmed that rockbursts are complex geomechanical events and that the relations between co-acting technological and natural factors are very complicated. Der Abbau in dem Ostrava-Karvina Steinkohlenrevier wurde von Anfang an durch Gebirgsschläge begleitet. 82 Gebirgsschläge in dem Zeitabshnitt von 1990 bis 2002 erfolgten. Die Angaben über natürliche und technische Faktoren der Gebirgsschläge wurden gesammelt und analysiert. Es wurde bestätigt, dass die Gebirgsschläge komplexe geomechanische Phänomene sind und dass die Beziehungen zwischen den zusammenwirkenden Faktoren sehr kompliziert sind. L´abattage d´houille dans le Bassin houiller d´Ostrava-Karvina est accompagnée par les coups de terrains. 82 coups de terrains s´étaient produit dans la période entre 1990-2002. Les données sur les facteurs naturels et techniques ont été ramassées et analysées. Les résultats ont corroboré que les coups de terrains sont des phénomènes géoméchaniques complexes. Les relations entre les facteurs techniques et naturels coopérants sont très compliqués.

Lack of visibility makes it difficult for continuous miner (CM) operators to judge the desired sump depth. The resulting inaccuracies have proven to lead to significant production losses. This problem of measuring the depth of sump has been addressed in the past and a few measurement techniques have evolved. Despite various attempts, a suitable commercial depth of sump sensor does not yet exist. A system using the Doppler effect has been patented, developed and successfully tested. The method is non-intrusive and involves a beam of microwaves being projected obliquely at the roof. The received signal is analysed with respect to the transmitted signal, yielding the desired measure of displacement. Surface tests have revealed an accuracy of a few centimetres. Underground simulation tests on a load haulage dump (LHD) machine have verified the repeatability under the harsh conditions of interest. The system is presently being installed on a CM where it is to undergo a long-term performance evaluation. This paper presents the theory behind such a system, the hardware developed, the signal processing requirements and an analysis of the test results.
