The paper presents the comments on the advantages of implementing an integrated system of managing mining exploitation in hard coal mines, as well as the comprehensive integration of information on the process of deposit exploitation with economic data, so as to achieve an optimum technical and economic effects. The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. Valuators of mineral properties are faced with a range of valuation methodologies, the most important of which are grouped under the headings of the market approach, the cost approach and the income approach. The way in which value is defined and the detail of the different valuation methodologies is examined here. This paper aims at documenting the variety of valuation procedures and applying each method to a variety of gold projects and comparing the outcomes. Any decision to apply a valuation technique will depend principally on the stage to which the project has been developed. The valuation approach to a greenfield project will be substantially different from that applied to a well-drilled, extensively explored mineral property. Furthermore, a valuation exercise may produce different outcomes for the same gold project depending on which method is applied. In order to investigate the variability in valuation methods and to explore the outcomes of different approaches, a series of five gold projects was analysed. The projects differ in regard to levels of capital application, infrastructural setting, depth below surface, in situ grade, and the stage of development, and were valued using the different methods. The most critical aspect of any valuation is the capacity of the valuer to identify the salient issues and ensure that they are incorporated into the valuation. The danger of simply applying ?black box? solutions to valuation problems without a full understanding of the parameters and the areas of uncertainty is emphasized. The importance of the valuator?s experience, insights into best practice and the ability to recognize and submit to the requirements of compliance within the minerals industry is among the most important characteristics of a valuer.

Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

The target in grinding circuit operation is usually to maximise the throughput and energy efficiency while keeping the product particle size on an optimal level for downstream operations. Furthermore, feed ore variations in size and hardness need to be compensated in order to stabilise the process. This is a challenging task for any circuit and requires good instrumentation, combined with careful control design. This study investigates the control of a two-stage iron ore grinding circuit with an AG and pebble mill at LKAB Kiruna KA3 concentrator in northern Sweden. A new control approach based on multivariable model predictive control (MPC) is designed, implemented and evaluated for the circuit. Additionally, advanced instrumentation including a volumetric charge measurement for grinding mills is utilised. The MPC control approach starts with step tests that are used to model the effect of manipulated variables (MVs) like feed rate, water addition and primary mill speed on controlled variables (CVs) such as final product particle size, power consumption and volumetric charge of the mills. In the control implementation phase, the models are then utilissed together with current process measurements and known operating limits to predict optimal future changes for the manipulated variables in order to reach the desired process output values. It is shown that the new control approach improves the stability of the circuit and reduces energy consumption. Keywords: Model predictive control, grinding, optimisation

Prismatic samples of a medium-grained sandstone from Slask Colliery (Upper Silesian Coal Basin, Poland) were tested under uniaxial compression, conventional triaxial compression and true triaxial compression conditions. The conventional triaxial compression tests were carried out at confining pressure (p) equal to 12.5, 25.0 and 37.5 MPa. In the true triaxial compression tests the minimum principal stress (s3) was equal to 25.0 MPa and the intermediate principal stress (s2) was 1.5, 2 and 2.5 times higher than s3. Results of the studies show that confining pressure strongly inhibited dilatant behavior of rock samples tested under conventional triaxial compression conditions; the increasing confinement resulted in the growing compaction of the rock material. The effect of dilatancy was also highly suppressed by the intermediate principal stress. While important dilatant, negative volumetric strain corresponded to the peak differential stress at low intermediate principal stress conditions, at high intermediate stresses the rock material was damaged to much lesser extent. As a result, faulting of rock samples in the post-peak region was much more violent and was accompanied by a strong acoustic effect. Les échantillons parallélépipédiques du grès à grains moyens de la mine ‘Slask’ (Bassin Houiller de Haute Silésie, Pologne) ont subi les essais de compression monoaxiale (compression simple), de compression triaxiale conventionnelle (compression triaxale de révolution) et de compression triaxiale vraie. Les essais de la compression triaxiale conventionnelle ont été effectués à la pression de confinement de 12,5, 25,0 et 37,5 MPa. Dans les essais de compression triaxiale vraie la contrainte principale minimale (s3) était de 25,0 MPa et la contrainte principale intermédiaire (s2) était 1,5, 2 et 2,5 fois supérieure de s3. Il résulte des essais que la pression de confinement inhibe fortement le processus de dilatance dans les échantillons testés dans les conditions de compression triaxiale conventionnelle; l’augmentation de la pression provoquait l’augmentation du compactage du matériau rocheux. Le phénomène de dilatance était également limité de façon significative par la contrainte principale intermédiaire. Alors que l’importante déformation volumique négative correspondait à la contrainte différentielle ultime avec les faibles contraintes principales intermédiaires, dans les conditions de fortes contraintes intermédiaires, le matériau rocheux subissait l'endommagement de façon beaucoup moins importante. En résultat, la rupture des échantillons rocheux au stade post-maximum était beaucoup plus violente et accompagnée d’un fort effet acoustique. Prismatische Probekörper des mittelkörnigen Sandsteines aus dem Bergwerk ‘Slask’ (das Oberschlesische Kohlengebiet, Polen) wurden unter der einaxialen Druckbeanspruchung, konventionellen dreiaxialen Druckbeanspruchung und der echten dreiaxialen Druckbeanspruchung geprüft. Konventionelle dreiaxiale Druckversuche wurden bei dem Manteldruck von 12,5 25,0 und 37,5 MPa durchgeführt. Bei den echten dreiaxialen Druckversuchen betrug die kleinste Hauptspannung (s3) 25,0 MPa und mittlere Hauptspannung (s2) war 1,5-, 2- und 2,5-mal höher als s3. Aus den durchgeführten Versuchen ergibt sich, dass der Manteldruck die Dilatanzentwicklung bei den Probekörpern unter der konventionellen dreiaxialen Druckbeanspruchung stark bremst; die Erhöhung des Druckes rief die ansteigende Kompaktion des Gesteinsmaterials hervor. Die Dilatanz wurde auch durch die mittlere Hauptspannung beschränkt. Während die wesentlichen volumetrischen, dilatanten Verformungen der Grenzdifferenzspannung bei den niedrigen mittleren Hauptspannungen entsprachen, bei den hohen mittleren Hauptspannungen wurde das Gesteinsmaterial viel weniger beschädigt. Im Ergebnis war der Scherbruch der Gesteinsproben im Post-Peak-Bereich viel heftiger und mit kräftigen akustischen Effekten verbunden.

The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African mining industry with any shortfall being met by the recruitment of overseas graduates. More recently, the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel (and possibly more pressing) need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. Chronic shortages in these essential areas continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities, at both undergraduate and postgraduate levels, to meet the needs of the South African mining industry in terms of the required numbers and the range of specialized skills.

In the first part of the article, the authors give a broad overview of the chemistry and some engineering aspects of bioleach processes, eventually leading to the important and critical issue of the stability of arsenic-containing residues, especially those derived from bioleaching of sulphidic gold ores. In the section ?Factors affecting arsenic stability? they give an excellent summary of the factors normally affecting the stability of such residues. This is followed by some valid comments on the suitability of a single leach test to evaluate the long-term stability of solid waste streams. However, they fail to mention that, up till now, no tests procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. Their own method is no exception, although, like many others, it is useful to identify potential problems with solid wastes considered for disposal.

Abstract For the feasibility study of an underground waste disposal the characterization of the coupled behaviour of the host rock is required: Because of the very low permeability of these formations few experimental data are generally available. In this framework the uses of the sensitivity studies could orient the experimental efforts by highlighting the key parameters of the formation. This paper gives a first approach of the sensitivity studies performed with probabilistic methods in the geomechanical field. A one dimensional model which characterizes the thermohydromechanical response of an argillaceous rock to the excavation of a waste canister site and its setting up, is considered. Zusammenfassun Die Machbarkeitsstudie eines tiefliegenden Endlagers für radioaktive Abfälle beinhaltet die Untersuchung des gekoppelten Verhaltens des im Lagerbereich anstehenden Gesteins. Aufgrund der sehr geringen Wasserdurchlässigkeit dieser Formationen liegen häufig nur wenige experimentelle Angaben vor. Die Verwendung von Sensibilitätsstudien kann in diesem Zusammenhang als Hilfsmittel zur Entscheidungsfindung dienen. Dabei sollen die maßgeblichen Eigenschaften der Formation festgestellt werden, anhand derer der Umfang der experimentellen Erkundung festgelegt werden kann. Dieser Artikel stellt einen ersten Ansatz zur Durchführung von Sensibilitätsstudien mittels einer mechanisch-probablistischen Kopplung im Bereich der Geomechanik sowie die Vorteile gegenüber Parameterstudien vor. Zur Abbildung des thermohydromechanischen Stoffverhaltens von tonigem Fels während der Schachterstellung und der Einlagerung der Abfälle wird ein eindimensionales Model verwendet. Résumé L'étude de faisabilité d'un centre de stockage de déchets radioactifs en profondeur passe par la caractérisation du comportement couplé de la roche hôte. Du fait de la très faible perméabilité de ces formations, souvent peu de données expérimentales sont disponibles. Dans ce cadre l'utilisation d'études de sensibilité permettrait d'orienter les efforts expérimentaux en faisant ressortir les caractéristiques primordiales de la formation. Cet article présente une première approche de la réalisation d'études de sensibilités à l'aide de couplages mécano-fiabilistes dans le domaine de la géomécanique. Un model unidimensionnel caractérisant la réponse thermohydromécanique d'une roche argileuse au creusement d'un puit de stockage et à la mise en place de conteneurs de déchets est considéré.

A diverse selection of rockbolt designs and resin anchors are available for use in underground mines. Research in recent years at the UNSW Mining Research Centre led to the construction of a rockbolt pull-testing facility. This facility has subsequently been upgraded, commissioned and initial test work has been completed to verify the pull-test process. A test program has been completed with the objective to understand the load transfer mechanism and improve the general performance of rockbolts. This paper describes the results of this research. Faites des recherches ces dernières années à l'UNSW que le Centre de la Recherche Minier a mené à la construction d'une facilité de l'essai de la traction du rockbolt. Cette facilité a été améliorée par la suite, le travail de l'épreuve en commission et initial a été complété pour vérifier le processus de la traction-épreuve. Un programme de l'épreuve a été complété avec l'objectif comprendre le mécanisme du transfert de la charge et améliorer la performance générale de rockbolts. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

"SynopsisOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Often mine owners will choose the contractor option without fully understanding the consequences of undertaking this option. Traditionally, contract mining has come at a cost premium of about 15% to 20% compared to an owner mining scenario. However, due to the large number of junior mining companies entering the mining arena in South Africa contract mining rates have increased, with cost premiums as high as 50% being reported. This paper looks at the merits of owner mining versus contract mining and describes under what conditions it may be favourable to select the one option over the other. In addition, the methodology of entering into contract negotiations with the objective of establishing a fair and sustainable relationship is discussed.IntroductionOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Surface mining, for example, may use contractors to conduct drilling and blasting operations or load and haul operations. Common surface operations such as mineral beneficiation, waste disposal, security, and product transport may also be outsourced to contractors.Many companies have a business model that utilizes contractors for the entire mining cycle, maintaining a small head office to provide direction and control. The difficulty with this option is that often mining companies will choose the contractor option without fully understanding the implications."

The heap leaching of base metal ores can be applied within a number of different scenarios, each requiring its own set of parameters to be determined during the metallurgical testwork programme. The occurrence of acid-gangue reactions and its concomitant precipitation reactions is a factor common to all cases, and requires that the optimal irrigation acid strength be found that optimises the combination of extraction kinetics, acid consumption and possible premature blinding of the heap due to precipitation reactions. For the heap bioleaching of base metal sulphide ores the oxygen requirement needs to be determined for the design of the aeration system, and the operating conditions employed need to also facilitate bacterial growth over and above the acid strength optimisation mentioned above. For the heap bioleaching of chalcopyrite, the need to preserve heat in the heap becomes yet a further parameter of critical importance. For the heap leaching of uranium ore a choice is required between either chemical or bacterial oxidation, based on economic and processing factors. Frequently the operating parameters need to be determined for a circuit in which heap leaching is combined with tank leaching and/or pressure leaching. The processing implications and metallurgical testwork approach for each case is discussed.

Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.
