MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The work of the metallurgical fundamentals section during the past year, representing active experimental investigation or thermodynamic study, may be summarized as the following problem subjects: 1. Low-temperature specific-heat investigations. 2. Development of a method of concentrating gases. 3. Thermodynamic properties of metallic carbides and nitrides, 4. Production of pure chromium from chromium chlorides. 5. Thermodynamic properties of the hydrates of calcium, sulphate. While this list is not identical, with officially designated problems, due to overlapping of subjects and to new developments within specified problems, presentation upon the basis of this subdivision will best serve to review the work of the section.

The Bureau of Mines has made periodic back-pressure tests on numerous gas wells in the Texas Panhandle field during the past several years to study the delivery capacities of the wells under different pressure and operating conditions and to determine the relationships between pressures and rates of delivery from gas wells.4/ However, information regarding the intake capacities of gas-well systems is meager, end in projects involving the flow of gas into porous-rock reservoirs it has been necessary to determine intake capacities of gas wells by trial. Accordingly the fundamental intake characteristics of natural-gas yells have been studied to develop a method for determining intake capacities under different wellhead pressures from data descriptive of the "output" or producing characteristic of the wells.

In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. Heflin, a town with a population of approximately 1,700, is the nearest shipping point for freight and express. It is on the Southern Railway, between Birmingham and Atlanta. A rural mail route passes within quarter of a mile of the mine. Paved reads from Heflin lead to Atlanta, Birmingham, and Montgomery. The country Toads leading from Heflin are well-maintained but are practically inaccessible during inclement weather. The road crossing the property within a hundred yards of the mine needs grading and repairing (see fig. 1)."

The need for lightweight aggregate for use in concrete products ,and structures has caused the Bureau of Mines to undertake an investigation to determine the availability of suitable raw materials and to study methods, procedures, and equipment to supply that need. Evidence is at hand to prove that the shortage of lightweight aggregate is nationwide. A survey recently covered in a report (13)5/ by the Construction Branch of the National Housing Agency has pointed out the locations in which lightweight aggregates are produced. A study of this information discloses that the producing centers are widespread, and that certain areas, notably the region east of the Mississippi River, and especially the sections along the Atlantic coast line and the Southeastern States, have only a few such plants. Certainly, many localities are badly in need of installations equipped to provide an ample supply of high-grade lightweight aggregate. The work undertaken by the Bureau of Mines includes investigation of the use of clays, shales, slate wastes, coal-mine wastes, diatomite-clay combinations, and various other &apos;mineral mixtures as possible raw materials. Likewise, special consideration has been given to the development&apos; of equipment and techniques to produce the lightweight products.

Greater mining productivity requires a more efficient cutting process. The cutting force available from today?s mining machines has been optimized with respect to machine size and weight. Researchers have shown that when employing water-jet-assisted cutting, bit forces and drum torques can be reduced significantly, which may allow mining machines to become lighter and more efficient. The Bureau of Mines has initiated a program to develop a water- jet-assisted rotary cutting system using the conventional bit assisted by a directed water jet operating at moderate pressures (3,000 to 10,000 psi). This water-jet-assisted cutting system has the potential to improve cutting efficiency without increasing machine horsepower or water usage (beyond what is presently used for dust control) or requiring fundamental changes in mining practice. IR addition to improvements in productivity, other anticipated benefits of water-jet cutting include reduced generation of respirable dust, elimination of frictional ignitions, increased bit life, reduced fines, and fewer machine vibrations. The papers presented at this open industry meeting discuss the development of water-jet-assisted cutting technology and future application of this technology to a variety of mining techniques including roof drilling and longwall mining.

This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

This paper on the square-set system of mining embodies the results of a special study of the subject made as a part of the Bureau of Mines general investigation of mining methods and costs. Data for the paper were gathered by the authors during visits to mines using square-set mining, from Information Circulars prepared by consulting engineers to the Bureau on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. The square-set system of mining is very widely applied and is one of the oldest methods in use in the United States. It is mainly employed for extracting relatively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and-fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50 per cent of the ore may be extracted by square-setting at mines listed as using some other method of mining. A large tonnage is mined yearly by square-setting, principally in the Western States.

The greatly extended use of the underground trolley-locomotive system for hauling coal without doubt was one of the most important factors in the rapid progress of coal mining and the increased production of coal in American coal mines during the period 1910-20. Much of the superior efficiency of production of our underground coal and metal lines should also be credited to the trolley locomotive system. The trend to mechanization of mines during the past 15 years, mere particularly the past 5 years, with higher production per man employed and greatly accelerated advancement of working places, has required increased use of trolley locomotives, necessitating larger equipment, higher speeds, and more &apos;frequent turn over of pit cars. This is re¬flected in increased size of locomotives and the use of larger mine ears (some with a capacity up to or over 10 tons); moreover, heavier rails and larger-size trolley wires have boon or ought to have boon installed. Trolley-locomotive haulage has proved to be rapid; economical, efficient, and productive; nevertheless; in spite of these advantages, so-many hazardous features and, unsafe conditions are involved and the price paid in life and property is so high as to justify the statement that the system should be scrapped if it cannot be operated under reasonably safe conditions. Since bare trolloy wires were introduced into underground mines, they have boon responsible for the death of hundreds of diners, property damage totaling millions of dollars, an indeterminate loss of tonnage through the abandonment of mines or parts of mines, and loss of time after disasters caused by fires or explosions originated by the trolley haulage system.

Essentially, carbonization is destructive distillation in which the volatile matter of coal is released when coal is he ted above its decomposition temperature and passes through a plastic stage before solidifying and forming coke. The mechanics of coke formation are complex, and the specific properties of certain coals that tallow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal.

Although it is impossible to give definite final figures at this time on Nation-wide accident occurrence in 1933 , enough data are at hand to indicate that the progress in safety in the mining industry, which first became apparent in 1930 and was accentuated in 1931 and 1932 , was continued and much improved in 1933. This improvement was of considerable magnitude in mining both bituminous coal and anthracite but was not so great in other branches of the mining industry . While the volume of work done in all phases of mining increased in 1933 over that in 1932 , the exact amount of the increase is not yet known . Usually increased activity in mining is accompanied by even greater increase in the rate of occurrence of accidents to the workers , but happily it appears that this " rule " was not operating in 1933 --at least in the coal -mining industry .

It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.
