This report expands an earlier study by Jack Faucett Associates (OFR #40-88) of the same title. Both reports are based upon an interindustry analysis from 1963 through 1982, during which time U.S. metals consumption and production did not keep pace with economic growth. The report discusses three sources of change: technological change, economic growth, and composition of final demand, as well as the relative importance of the individual components of final demand for metals. The results show investment and personal consumption to be the most metal-intensive components of final demand, and technological change to be the major cause of decline in consumption growth during the study period. Technology change is defined as alterations in production processes resulting in more or less consumption of metal per unit of output, often because of material substitutions and design changes. A trade analysis shows the significance of import growth, particularly indirect imports (metal contained in imported goods) as a factor contributing to the reduced growth rate of domestic metal production. The effect of import growth is partially offset by indirect export growth, suggesting that continued increase of all U.S. exports can have a strong effect in reducing the negative trade balance in metals.

Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars arc characteristically of the 'fire door" type that is frequently encountered on outside exit doors of many public, and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes arc added to the face equipment machinery for which they arty required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. I. Judy (our consultant), etc:

Prospecting and exploration methods are outlined, and shaft sinking, drifting and crosscutting, and raising are covered under development methods. In the soction on mining mothods, stoping and slushing are discussed, following which are descriptions of underground transportation, hoisting, ventilation, drainage and sampling, and surveying. The surface and crushing plants are described, and milling practices are presented in dotail with explanation of the filter plant and assay office. Safoty practices and the company organization are described in the concluding sections of the circular.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

The Bureau of Mines gathered test data on the use of a continuous borer in mining an anthracite bed, which was 30 feet thick on a pitch of 15° to 45°. Gangways were driven with the continuous borer, ventilation openings between gangways were driven with a large-diameter auger, and the blocks of coal between completed gangways were mined by the long-hole method, Conveyors were used to transport the mined coal. The continuous borer operated on a coal floor that was frequently soft because of heaving. The continuous borer could not bore openings on a grade exceeding 27 percent (15° pitch). Because 150 was also the lower limit of the pitch, of the bed, the continuous borer was used only to drive gangways. The continuous borer virtually filled the workplace, leaving insufficient space to place heavy-duty timber and cushioning material between the timber and coal back to allow for normal expansion of the uncut coal. The light? weight yieldable steel arch against the coal back gave inadequate support to control convergence, which in a disturbed area sometimes occurred with explosive violence. This exposed the machine operator to a hazardous condition, since a satisfactory solution could not be found, the company discontinued the use of the continuous borer.

The Table Mountain copper deposit is in an isolated portion of north-eastern Churchill County, Nev. Although copper-bearing outcrops have been known to exist in the area since 1909, no copper ore has been mined. Development of the property has been hampered by poor roads and rugged topography. Until 1941, the last 4 or 5 miles to the property had to be traveled either by foot or pack animal. As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a project was started at the Table Mountain deposit. The Bureau began its field work on July 29, 1947, and completed it on October 18, 1948. Thirteen holes aggregating 2,711 linear feet, were drilled; samples were analyzed - 509 from cores and 143 from sludges. This report contains a brief history of the district and a description of the geology, deposits, and drilling done by the Bureau.

The great demand for metallic aluminum for the prosecution of World War II caused the consumption of bauxite, the common ore of aluminum, to increase greatly. Prior to the war, the domestic deposits 'of bauxite, which occur chiefly in Arkansas and less extensively in Georgia, Alabama, and Mississippi, supplied only: about 30 ,percent of the ore required for aluminum-metal production and approximately 40 percent of alumina for all purposes. Enemy activities during the war seriously interfered with shipment of bauxite from the normal peacetime source in Surinam, Netherlands Guiana, South America, and focused attention on the necessity for increasing production from known domestic deposits. Even in peacetime, the production of aluminum ore in the United States could not satisfy requirements. Field drilling and exploration by Bureau of Mines engineers resulted in the discovery of important tonnages of high-grade bauxite suitable for treatment by the conventional Bayer process, Although an ore containing approximately 55 percent Al2O3 and only 2 to 4 percent SiO2 is preferable, it was necessary to use ores containing up to 8 or 10 percent SiO2. Because of the lower recoveries of aluminum with increased silica content, the Reconstruction Finance Corporation, through the Metals Reserve Company, established a base price of $4 for a 50-percent Al2O3 ore, containing 13-percent silica, with a premium or penalty of 14 cents for each percent of Al2O3 over or under 50; each percent of SiO2 under 13 was awarded a 20-cent premium, and each percent over 13 suffered a penalty of 43 cents; all prices were on the basis of 1 long ton of ore, dry basis.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

Wood cribs are used extensively by the mining industry to stabilize mine openings. While the cost per crib is relatively low, their extensive use can result in annual mine costs of over $1 million. In an effort to improve the utilization of these supports and to reduce ground control hazards, the U.S. Bureau of Mines has developed engineering methods to assist mine operators in wood-crib design and employment. Design and employment criteria are established based on the strength, stiffness, and stability of the crib structure in relation to the load conditions imposed by the mine environment. Models have been developed based on full-scale tests in the USBM's Mine Roof Simulator that compute the capacity of wood cribs of various configurations and material constructions as a function of displacement of the crib structure due to roof-and-floor convergence. These models permit the comparison of the loading characteristics and costs of employment of different crib designs, and in conjunction with roof behavior models, provide a means to determine the optimum design and employment strategy.

The Bureau of Mines undertook research to determine the bromide and iodide content of Mississippi and Alabama oilfield waters of the Tertiary and Cretaceous Period to determine genetic relationships of the ions, to determine their origin, and to determine their genetic relation to petroleum. The 280 samples were analyzed after a pretreatment to remove interferences. The iodide was oxidized to iodate and was titrated with thiosulfate. The bromide was oxidized to bromate and was determined iodometrically. A computer was used to calculate the correlation coefficients of iodide to bromide and to other ions. The other ions are sodium plus potassium, calcium, magnesium, chloride, bicarbonate, and sulfate. The mineral content of the samples ranged from 52 to 1,760 mg/l for bromide and from 2 to 65 mg/l for iodide. The mean bromide-to-chloride and iodide-to-chloride ratios were 0.0065 and 0.0002. The correlation coefficient matrix and linear plots indicated a definite bromide-to-calcium relationship for the brines investigated.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.
