[Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system. Bag stackers who use semi-automated palletizing machines and air slides may be exposed to high concentrations of dust. To reduce dust exposure, use an exhaust ventilation system in conjunction with an envelope of clean air over the bagstacker provided by an overhead air supply. Description of Hazard Mineral processing plants in the United States and throughout the world process material that is finely ground and placed into bags for shipping to the consumer. These bags normally range from 50 to 100 pounds in weight. Once the material is placed in these bags, a bag stacker loads the bags onto pallets. A bag stacker is exposed to a lot of dust that is mainly released by the force from loading the bag onto the pallet. The two main sources are the dust on the outside of the bag and the dust that escapes from inside the bag as it is loaded. The Mine Safety and Health Administration's (MSHA) records indicate the bag stacker's dust exposure is one of the highest of all workers at mineral processing operations. Ways to reduce the dust exposure and strain to the bag stacker are in constant development. Recently, automated systems have been built. These systems range from fully automated, which totally remove the worker from the bag-stacking process, to semiautomated systems, in which the bag stacker still performs some of the functions. This Hazard Control deals with controlling the bag stacker's dust exposure during use of a semi-automated palletizing machine. The worker slides the bags into position on the palletizing machine. Once an entire layer of bags is positioned, the bag stacker operates the controls on the palletizing machine to lower the layer of bags onto the pallet. An air slide is built into the semi-automated palletizing machine so the bags are easier to move. This slide uses a metal table with air jets that exit through small holes at high velocities, similar to an air hockey game. The dust problem occurs because the air slide causes dust to blow up onto the bag stacker, significantly increasing the dust exposure.

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.

The Bureau of Mines investigated the mineral resources of the Upper Missouri River Basin as a part of a comprehensive water and related land resources study by six Bureaus of the Department of the Interior, coordinated by the Department's Missouri River Basin Field Committee. The mineral resource study covers an area of about 18,000 square miles within the Great Plains physiographic province of central Montana. Exposed Formations in the plains are chiefly flat-lying Cretaceous sediments. Plutonic rocks crop out in the central parts of the mountain uplifts, with steeply tilted Paleozoic sediments exposed around the margins. Oil and gas have been produced from several fields in the study area; total value exceeds $45 million. Coal-bearing formations of Upper Jurassic and Cretaceous age cover approximately 45 percent of the study area. Total production of coal since 1880 has been between 40 and 50 million tons, exceeding $75 million in value. Total metal production has been about $52.5 million. Industrial mineral production from 1925 through 1960, is valued at $24 million.

Inhibitors are used in coal mines as a precaution against accidental dust explosions. Although rock dust is the usual inhibitor many others have been tested. To facilitate testing a screening process using laser irradiation was proposed. The procedure includes irradiation of a coal-dust mixture followed by mass-spectrometric analysis of the evolved gases and an evaluation of the flammability characteristics of the gases. Carbonate-type inhibitors decreased the percentage of combustibles in the gases generated and inhibitors like NaCI (thermally stable salts) decreased the total gas generated. A suitable test procedure did not result from the investigation, demonstrating the inadequacy of fast heating, non-combustive techniques in rating inhibitors of coal dust explosions.

The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.

Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

On December 27, 1961, a fire and explosion destroyed the blasting agent mixing plant and an attached storage barn of the Whitaker-Atlas Supply Co., near Norton, Wise County, Va. Five residences, an office building, four trucks, and three automobiles were completely destroyed; a house trailer and several other trucks and automobiles were severely damaged; and other property damage, including much window breakage, occurred up to 3 miles or more airline distance away. Through the quick action of the fire marshal of the Norton Fire Department, Norton, Va., there were no fatalities and only five persons required hospitalization. This incident is of particular interest because of the widespread practice of mixing fuel oil (FO) with ammonium nitrate (AN) to prepare low-cost blasting agents, in many cases under conditions and circumstances not very different from those presented here. A representative of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activities conducted the investigation. Information in this report was obtained from representatives of the Whitaker-Atlas Supply Co., the Norton fire marshal, and others who were on the scene either shortly before or after the incident occurred. Representatives of the Manufacturing Chemists' Association, the Institute of Makers of Explosives, and individual ammonium nitrate producers participated in the inquiries and investigations.

The results from the dust phase of this study on six classes of stemming prove that the kind of stemming affects the amount of dust produced from blasting. In previous work at the Mount Weather testing adit it was demonstrated that blasting produces the highest dust concentrations of any of the mining processes.5/ Under the conditions prevailing at the Mount Weather testing adit, the average of all rounds having a break of at least 95 percent showed that the least amount of dust was produced when no stemming was used.

Respirable dust provisions of the Federal Coal Mine Health and Safety Act of 1969 are designed to protect the most important resource of the coal mining industry--its workers. The Act imposes two respirable dust standards of 3.0 milligrams per cubic meter of air after June 30, 1970; and 2.0 milligrams per cubic meter of air after December 30, 1972. Under Federal regulations, each operator is required to carry out a dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare, This program features the sampling of "high risk" face workers to establish that the exposure of each miner is below the dust standard, Mining sect ions, continuously in compliance with the regulations, may sample at less frequent intervals. In addition to requiring the mining company to take respirable dust samples, the Bureau of Mines will perform in-depth dust inspections twice a year, as well as frequent "spot inspections." The Bureau has established a semiautomatic computerized operation capable of processing over 1 million samples per year. This facility will be linked to various Bureau offices by a telecommunications system to provide automatic data printouts within hours after samples have been weighed.

The following report summarizes the results of engineering feasibility studies whose purpose was to assess the probable efficiency, reliability, safety and cost of a number of possible methods for removal of radon gas from the ambient air in underground mines. Fourteen candidate techniques were evaluated. Seven of these were based on specific individual principles, and seven were based on combinations of these principles. The Carthage field, in Pamela County, Tex., is one of the largest gas-condensate in respect to both areal extent and volume of recoverable gas in the United States. The field (shown in fig. 1) is approximately 25 miles long by 20 miles wide on a southwest to northeast axis and includes 306 producing wells as of July 1, 1948. 3 distinct reservoirs in the Rodessa and Sligo formations have been found in the Carthage area the two main producing zones being the Upper and Lower Pettit, less important production being found in the Hill zone. Although a small amount of commercial production has been obtained in the Travis Peak formation, it has not been included in this report. An engineering study has been made by Bureau of Mines engineers, with the ultimate objective of arriving at an estimate of the gas reserves, by application of the data made available by the operators in the Carthage field. During World War II the Bureau of Mines submitted a restricted petroleum-engineering report on the Carthage field to the Petroleum Administration for War, at which time (March 1944) the development consisted of only 19 producing wells, 7 of which were dual completions. Because of the restricted nature of the first report and the limited development at the time of writing, a more complete investigation and subsequent publication was considered advisable. Bureau of Mines engineers have made use of all available records such as electric logs, drilling-time logs, core descriptions and results of core analyses, well-completion records, and production data in developing this report.

Natural bornite (Cu5FeS4) leached in ferric chloride or in sulfuric or hydrochloric acid solutions with oxygen showed several differences. In ferric chloride 80 of the copper was leached in two stages. The first (30 copper removal) requiring one minute was controlled by mixed kinetics (liquid ferric ion diffusion and chemical surface reaction). The second was controlled by formation of a surface sulfur layer and then diffusion through the sulfur. With oxygen in sulfuric acid reaction was slow and only the first stage was studied. Copper removal had an induction period. The bornite structure disappeared at 12% copper removal (also found with ferric chloride) and covellite formed on the surface with a species inside the particles having an x-ray structure similar to CuFeS2 but with composition Cu3FeS4 (also with ferric chloride). Copper removal was controlled by iron dissolution. Surface iron vacancies filled with Cu+ to give CuS while interior copper dissolution produced Cu3FeS4. Preliminary results with oxygen and hydrochloric acid showed 80% copper removal and sulfur as end products (similar to ferric chloride).

Bench-scale test methods were developed by the Bureau of Mines for use by the Department of Transportation in the classification of solid and liquid oxidizers. A burning rate test is recommended for evaluating the fire hazard of solid inorganic oxidizers when mixed with a red oak sawdust as the reference combustible. A spontaneous ignition test is proposed for evaluating liquid and solid inorganic oxidizers which may decompose violently or ignite spontaneously when unmixed or mixed with the wood sawdust under unconfined conditions. Test results are compared for various representative oxidizers and a classification system is proposed for use in the government transportation regulations.

The Bureau of Mines designed and constructed a series of calibration models for geophysical borehole logging. A nominal hole diameter of 3 inches was selected as representative of typical core holes drilled for mining and engineering purposes, although additional hole diameters of 2, 5, and 8 inches are provided in one of the models for determination of empirical correction factors for variations in hole diameter. The physical properties of the models were determined by laboratory analyses of drill core samples and evaluated statistically for reliability. This report outlines the location of the models, elements of design and construction, and results of the laboratory tests. The models are available at the Denver Federal Center, Denver, Colo., for use by Government agencies and private industry to calibrate logging equipment for measurements of density, sonic velocity, magnetic susceptibility, and electrical resistivity.
