The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1974 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. "The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

A new U.S. Bureau of Mines 6.8-L ignitability furnace was used to study the thermal autoignitability of dust clouds. This furnace has a quartz window to allow observation of the early stages of the ignition process and to allow measurement of the dust explosion temperature. Thermal ignitability data were obtained for various carbonaceous and metal dust clouds, with particular emphasis on various ranks of coal dusts. One of the reasons for the construction of the new 6.8-L furnace was to evaluate the effect of chamber volume on the measured autoignition temperatures. Therefore, data from the 6.8-L furnace were compared with data measured earlier in a 1.2-L furnace. The conclusion is that the autoignition temperatures measured in the 6.8-L furnace were only slightly lower on average than those from the 1.2-L furnace. These data on the minimum autoignition temperatures of various materials will be useful in analyzing the thermal ignition hazards of dust clouds in the mining industry and other industries that manufacture, process, or use combustible dusts.

Chemical alteration of the compressive strength of sandstone has been investigated by the U.S. Bureau of Mines (USBM). Successful development of this technology would offer an attractive alternative to the methods now used for stress control in mines. Sandstone cores were stressed to failure under uniaxial compression at two different strain rates. Specimens saturated with either distilled or tap water showed an average 14% reduction in stress at failure compared with those dried in vacuum. Samples saturated with dilute solutions of aluminum chloride, hydrochloric acid, and polyethylene oxide showed no statistically significant difference in failure stress compared with those saturated with water. By contrast, compressive strength of the cores was increased some 7% by saturation with the nonpolar solvent carbon tetrachloride. No correlation was found between zeta potential and compressive strength.

It's not news to you that the United States is highly vulnerable to potential problems in supply of critical and strategic metals, and that these metals - chromium, for example - are employed in important bearing alloys. It's also not news to you that there is a significant challenge to improve durability and life of bearing systems which contribute to conservation as well as productivity. The objectives of this workshop are to identify available technologies and opportunities for new technologies in conservation, substitution, and displacement of critical and strategic metals in bearing systems. These considerations are among the most viable options for reducing vulnerability to a cutoff of chromium and other critical metals and action should be taken to identify and develop those technologies now rather than after a crisis is upon us.

Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

"The DepositsThere are two large deposits or groups of deposits of potash salts which, at the breaking cut of the great world war in 1913 and for several decades preceding, were practically the only commercial sources of supply for the entire world. In both cases the origin of the deposits was sea water, the potassium salts being deposited by desiccation, but there were modifying factors which were not entirely the same in both cases so that well defined and important differences exist in these deposits. The larger and better known group, called the Stassfurt Deposits, are in Germany in the region about or adjacent to Magdeburg and Halberstadt. The general character of these deposits and the methods for recovering potash from them have been frequently described, not only in technical publi¬cations, but in the non-technical propaganda long maintained by the Kali Syndikat, an organization founded on a ""cartel"" with the supervision and support of the late Imperial German Government.Less well known are the smaller though nevertheless extensive deposits in the neighborhood of Mulhouse in Upper Alsatia, which were also under the control of the Kali Syndikat at the breaking out of the war but have now passed to French control, with the reentrance of Alsace into the French Republic.The Alsatiaa deposits, while less extensive than the German deposits, are, nevertheless of great magnitude. They occupy a large part of the area between the Vosges Mountains and the River Rhine, from Col¬mar on the North to Mulhouse on the South. Indeed a few borings on the East bank of the Rhine indicate that the deposits may extend under the river and to some distance beyond Buggingen Linken, Baden, though it has not been Shown as yet that this extension is of commercial significance.As is well known, the Stassfurt potash occurs as potassium chloride or potassium sulphate or both salts, intimately mixed with salts of sodium, magnesium eau& calcium (lime) and contaminated with substances. insoluble in water such as ferric oxide, clay etc. The potash salts are segregated in more or less extensive 'pockets' throughout the salt mass, these segregations departing usually from the horizontal. But the main ""potash region"" is a stratum varying from 30 to 150 feet in thickness and at a depth requiring shafts 5000 feet."

A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

"Dry cells are modified wet primary cells in which the electrolyte is held by absorbent material so that it does not spill aid the cell jars are sealed to prevent evaporation of the absorbed electrolyte. Most dry cells in commercial use are modifications of the Leclanche wet cell. In their usual form they have a hollow cylindrical zinc negative pole that constitutes the containing vessel. An absorbent material, either as a lining in the zinc jar or a bag, separates the zinc cylinder and a rod or flat plate of carbon placed axially inside. A mixture of crushed coke, graphite, and manganese dioxide is tamped about the carbon rod, and the whole mass is saturated with salaanoniac-zinc chloride solution.Dry cells are suitable for services that require minute currents continuously or larger, though limited, amounts of current intermittently. Though limited in this way, they have a wide use, even in underground mining. This paper details some of the applications of dry cells in mines, particularly from the standpoint of greater safety through their use.APPLICATIONSThere are four fields of application of dry cells to mining: (1) Electric shot firing; (2) auxiliary lighting; (3) signaling; and (4) testing.SHOT FIRINGFiring an electric detonator requires very little electrical energy because although the current flow may be 1 to 3 amperes the duration of flow is so small (1 to 4 milliseconds) that the energy withdrawal per shot is almost negligible. Batteries for shot firing need not be large; they may be used for firing either single or multiple shots."

Barite, the natural sulfate of barium (BaSO4), is the most important barium mineral. Normally it is white (opaque to translucent), but impurities sometimes render it yellow, gray, blue, brown, red, or black. Brown or red stains are commonly caused by iron oxide. Barite is unusually heavy (specific gravity, about 4.5); in fact, it is one of the heaviest of the nonmetallic minerals. It is brittle and fractures unevenly. The hardness of barite ranges from 2.5 to 3 but is usually about 3. It can be scratched by a copper coin. Pure barite contains 65.7 percent BaO and A.3 percent S03. Much of the crude barite ore mined, however, contains impurities; thus it has a lower content of barite and consequently less barium oxide. Commercial analyses show its total BaSO4 content. Barium also occurs in nature as the mineral witherite (BaCO3), which, however, is not common in the United States, and commercial deposits have been found only in California. Witherite is a yellowish-white, light-gray, or Kite mineral with a specific gravity of about 3, a hardness of 3 to 4, and an uneven to subconchoidal fracture.

This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

This report documents the program conducted to demonstrate the application of a flywheel-powered propulsion system to underground mining shuttle cars. Such application can replace the present electrical trailing cable common to most shuttle cars and thereby eliminate those safety hazards, maintenance problems, and haulage route limitations inherent in the trailing cable. Described are the activities undertaken to specify and design a flywheel of optimum size, shape, and material; to identify the best concepts of input and output systems; and to achieve installation of the power package into a shuttle car. The resultant Flywheel-Powered Shuttle Car is an FMC Model 6L shuttle car, 6-ton capacity, 20-ton gross vehicle weight, powered by a flywheel system with 4.5-kilowatt-hour usable energy. The completed vehicle was delivered to the Bureau of Mines in Bruceton, Pennsylvania, for testing and evaluation.

Research has shown that an ergonomics process that identifies risk factors, devises solutions to reduce musculoskeletal disorders (MSDs), and evaluates the effectiveness of the solutions can lower worker exposure to risk factors and MSDs and improve productivity. A review of the Mine Safety and Health Administration (MSHA) injury/illness database indicated that 46% of illnesses in 2004 were associated with repetitive trauma and 35% of nonfatal lost days involved material handling during 2001? 2004. Even though these statistics show that MSDs significantly contribute to occupational illnesses and injuries in the U.S. mining industry, few mining companies have implemented an ergonomics process. Despite the many unique challenges in the mining environment, three mining companies partnered with the MSD Prevention Team at the National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory to demonstrate that an ergonomics process could be systematically implemented and effectively integrated with existing safety and health programs. Because these three mining companies were very different in organization, culture, and size, the ergonomics processes had to be modified to meet the needs of each company. A description of how these three companies applied ergonomics and the tools and training used to implement their processes is given. Prior to discussing the case studies, general information on the elements of an ergonomics process is provided.
