This survey report, the first for this type of fuel, is issued to provide information on the characteristics of the burner-fuel oils now manufactured for sale. Reports of surveys of diesel fuel, conducted under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Deportment of the Interior, have been published annually since 1950.2/ This survey of burner-fuel oils is similar to the diesel-fuel surveys In pattern and has been conducted under an extension of the same agreement at the request of the Oil-Heat Institute of America and the petroleum industry. It is not intended to conflict with the diesel-fuel survey but rather to supplement it. Burner-fuel oils, also specifically referred to as heating oil, range oil, furnace oil, "Bunker C," and fuel oil, are sold in increasing volumes for use in this country and for export. Sales of all grades of fuel oil in the United States have increased from 340 million barrels in 1926Y to over a billion barrels per year. 4/ Distillate fuel oil sales, in proportion to total fuel-oil volume sold, increased from 42 percent in 1950 to 50 percent in 1954. A strategy for prioritizing mining health and safety research by evaluating the potential for risk reduction through interventions is proposed. Mining has one of the highest incidence rates of injury and disease found in major industries. The main premise of this paper is that often the best opportunities to reduce these rates are not revealed by retrospective analysis of injury and illness data. Instead, a proactive approach is needed that accounts for risks to specific hazards that can be abated by engineering or behavioral interventions. The process proposed here begins with development of prospective interventions. The degree of reduction in risk to be expected from an intervention then is determined from statistics on the mining worker population, the expected degree of success of the intervention, and the expected change in the severity of injuries resulting from the intervention. Three disparate mining health and safety concerns are presented to demonstrate common problems in assessing risks of injury and illness and describe additional data needs. Information on events preceding injuries and illnesses and more detailed demographic data on the mining work force are needed to analyze injury and illness data more precisely. Detailed information on exposure to specific hazards is necessary to evaluate the potential for an intervention to reduce risk of injury or illness.

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California Fn 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemical manufacturing; a shift in requirements from metals to nonmetals, from inorganics to organics, from natural to synthetic materials, and from distant to local sources of supply.

In April 1957 the Bureau of Mines instituted a reconnaissance of titanium-and zirconium-bearing heavy sandstone deposits in the Four-State area of Utah, Wyoming, New Mexico, and Colorado. This report summarizes the study. Eighty-two deposits or groups of deposits, containing an estimated 27,920,000 tons of titaniferous sandstone, were examined in the Four-State area; 16 in southern Utah, 19 in Wyoming, 33 in New Mexico, and 14 in southwestern Colorado. The 16 deposits examined in Utah contain an estimated 1,043,000 tons with an average grade of 17.98 percent TiO2, 5.67 percent ZrO2, 20.98 percent Fe, and 0.09 percent equivalent Th02. The 19 deposits investigated in Wyoming are estimated to contain 21,873,000 tons of titaniferous sandstone having a weighted grade of 5.22 percent 702, 0.55 percent ZrO2, 24.8 percent Fe, and 0.01 percent equivalent Th02.

This report reviews the current state of the art of remote control techniques for underground continuous miners. A delineation of aspects requiring additional data is presented. Also a summary and delineation are presented in overview form for the related section functions: roof control, haulage, ventilation, power supply and rock dusting. The automated remotely controlled continuous miner project is a long-range research effort. However, the program has been divided into intermediate steps resulting in incremental production increases throughout the program. Data are developed relating the impact of our proposed research and development accomplishments to potential productivity impact.

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau's field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

The rapid depletion of known deposits of high-grade ore and the need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores in the Tri-State District, led the Bureau of Mines to examine likely mining sites. Underground operations failed to remove all of the ore in a number of areas, and it appeared possible that some of them might be reworked successfully by low-cost open-pit methods. The South Carthage or Hull tract in Jasper County, Mo., was selected by Bureau engineers as favorable for the development of an open-pit mine.

This project had as its objective the experimental investigation of water capsule production utilizing the Southwest Research Institute's submerged nozzle encapsulation apparatus (U.S. Patent 3,389,194). Initial efforts on this project involved nozzle configuration and shell formulation optimization. The shell formulation developed on a prior program was modified during the course of the project to obtain the best balance of capsule breakage resistance and water retention. Subsequent effort centered on determining operating conditions which would produce the best quality capsules for each candidate shell formulation as determined by laboratory tests. Some preliminary work was done to increase the production capacity of the encapsulation equipment. The program was extended with major emphasis concerned with scale-up studies of capsule production capacity and the treatment of problems associated with grouting cartridge fabrication. During the course of the program, water-containing capsules were produced which have good long-term water retention, block resistance and adequate strength. Using a single-nozzle design, a production capacity of 15.9kg (35 pounds) per hour was demonstrated to give acceptable capsules based on initial results.

This Bureau of Mines report describes a technique for determining the confining pressures that must be provided for stabilizing underground openings in incompetent rock. The technique is adapted for use with a nonlinear finite-element computer code, NONSAP, to obtain stabilization pressures for linear or nonlinear stress distributions in the rock media around the excavation. This analysis permits a point-wise calculation of active rock pressures that depend on the values of shear stress and strength along the excavation surface. The approach is applied to the solution of several sample problems. The results show that both the magnitude and the distribution of stabilizing confining pressures are significantly influenced by rock and joint strengths, joint orientation, and biaxial nature of the load field.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

The merits of the various methods for dry-quenching coke have been the subject of numerous publications and almost equally numerous controversies for the past 40 years.5/ Most investigators have concluded that dry quenching is advantageous. Some have based their arguments on the improved physical properties of the resultant cokes. Others have claimed little or no improvement and have based their arguments on the economies acquired from the recovery and utilization of sensible heat. The extent to which the method of quenching influences the properties of the resultant cokes is of importance in connection with the operation of both commercial and experimental ovens. On the other hand, the recovery and utilization of sensible heat are economic problems related solely to commercial oven operation and- depend on the method of dry quenching used and the demand for a low intensity energy source. The scope of the present Bureau of Mines investigation has been limited to a comparative study of the properties of wet- and dry-quenched cokes produced from six coals and blends carbonized at flue temperatures of 2, 000° and 2,400° F. in the Tuscaloosa oven.

Structural response and/or deformation was determined for each of four different grade Green River oil shales (27.0-, 34.5-, 45.5-, and 63.5-gal/ton) as they were heated in an inert atmosphere, under constant compressive stress, from ambient to subretorting temperatures; that is, below those required for rapid pyrolysis of the organic matter. Small cores and small columns of confined fragments comprised the test specimens, which were heated, in a specially designed microunit, at a uniform rate either to 725° or to 825° F under three different stress levels, 80, 200, and 325 psi. Structural response of some cores was observed as they were heated in a stress-free environment. The obtained stress-strain-time-temperature relationships provide information regarding the oil shale's yield temperature, yield stress, rate of compressive strain, loss of mechanical strength, and nature of structural deformation. Effects of structural deformation on induced permeability in small columns of fragments are presented. Results indicate that underground retorting of Green River oil shale may be seriously impaired through loss of induced permeability brought about by structural deformation of rich oil shale under the influence of heat and compressive stress.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. This report covers investigations of the Bureau of Mines for the period of June 15, 1952, to June 15, 1953, on a research project for the Materials Laboratory, Wright Patterson Air Force Base, Dayton, Ohio. The primary purpose of this investigation was to make high-purity chromium-base alloys having room-temperature ductility and high-temperature strength. The Nonferrous Metals Branch of the Bureau of Mines, Albany, Oreg., has, during the past 7 years, developed on a laboratory scale a hydrogen treatment method for making high-purity chromium that can be fabricated into thin sheet and wire. This material can be bent at room temperature. The object of this investigation was to use this material to develop improved chromium-rich alloys for high-temperature uses.

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed several new tools for evaluating roof support performance. A miniature data acquisition system (MIDAS) was developed that can collect readings from up to 16 strain gauges at regular time intervals and store the readings for later retrieval. Three LED lights change from green to yellow, then red, based on the reading levels and/or rates of change of rock movement. This feature can be used to warn miners of rock instabilities. The system can be used with any strain-gauged support (resin bolt, friction bolt, cable bolt) or with a newly developed rock strain strip (ROSS) developed by NIOSH to measure rock strain. A ROSS is grouted in a hole drilled adjacent to the rock support to be evaluated; the deformed shape of the ROSS provides anchorage on either side of the strain gauges. Data from both laboratory tests and field evaluations are presented that describe the capabilities of both the MIDAS and ROSS instruments.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title II, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

The Bureau of Mines, at the request of local authorities in Rock Springs, Wyo., investigated and conducted through contracts a multistage program of exploratory drilling and pumped-slurry backfilling of 15 areas of potential subsidence in abandoned mine workings underneath that community. Initially, the Bureau in 1969 had recommended a program of gravity blind flushing of some of the inaccessible mine voids, and in 1970 a new technique, the pumped-slurry injection process, was tested for the first time in a site adjacent to the city's area of severe surface subsidence. Success of this initial testing program, and of a large-scale project in Scranton, Pa., led to further large- scale projects, funded by Congress, that resulted in the successful back- filling not only of all 15 target areas of potential subsidence in Rock Springs, but also of several areas in other States. Total cost of the projects in Rock Springs, including the original pumped-slurry test, was $3,243,993. A total of about 923,000 tons of sand was injected hydraulically into mine voids, rendering 178 acres of residential and central-downtown areas of Rock Springs less susceptible to subsidence damage. The pumped-slurry method was proved to be much superior to the gravity blind flushing method in term of the amount of solids that could be injected underground through a single borehole. However, there are special conditions that make this technique more or less applicable in different areas or underground configurations, as noted in the report's conclusions.
