The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.

The economy of Belize continued to show a very slight but still positive growth during 1986. The gross domestic product (GDP) was estimated to have been about $164 million,2 almost the same as those of 1984 and 1985. Foreign investors looked favorably on Belize because it had remained isolated from the sometimes turbulent political and social strife elsewhere in Central America. Reportedly, in late 1986, Guatemala had decided not to pursue its claim to Belizean territory and to give full recognition to that country. Discussions were to be held regarding any matters of mutual concern. New investment possibilities were oriented toward agriculture or manufacturing endeavors. Except for some interest in petroleum exploration, the minerals sector remained limited to the quarrying of construction-related materials.

There has been a persistent need to forecast roof falls so that miner’s exposure to hazardous underground environments can be minimized. Several monitoring techniques have been developed and are used today with varying levels of acceptance in the mining industry. This paper examines the potential for monitoring microseismic emissions activity as a means of forecasting roof falls. The use of this activity to forecast roof falls has drawn only limited attention, resulting in a lack of published field performance data. This deficiency is being partially addressed by analyzing data obtained during longwall mining at Moonee Colliery in 1998. The Moonee data base contains a wealth of information concerning roof fall forecast parameters and the seismic alarm criteria used to develop these forecasts. Four seismic alarm criteria were developed and used by Moonee with varying degrees of success. Roof falls were forecasted 73% of the time with average forecast times of 54 minutes. Ninety percent of the predicted roof falls had a warning time, i.e., the time between warning and roof fall event, of greater than 1 minute. The fraction of forecasted roof falls decayed logarithmically as a function of warning time, until only 20% of events were predicted more than 100 minutes prior to roof falls. False alarms occurred in 50% of the warnings. Many of the false alarms were quickly followed by a cessation in mining which could have temporarily halted the on-going failure process. If mining had continued immediately after the false alarms, a roof fall may have occurred soon after. The microseismic activity collected from Moonee Colliery demonstrates that techniques to forecast roof rock instabilities in underground mines are possible.

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. The processing of sweated aluminum electronic scrap was investigated to develop methods for recovering the aluminum and concentrating the other metals, including copper, lead, gold, and silver, into a product that can be separated by known methods. Two molten-salt electrorefining processes were developed and tested. The first process utilized a three-layer refining cell with a BaCI2-NaF-AIF3 electrolyte, which operated at 750° to 850° C. The second process used an all-chloride electrolyte of NaCI-KCI-AICI3 at 750° to 800° C, with separate anode and cathode compartments. High-quality aluminum was recovered that averaged 99.8-percent pure in the three-layer cell and 99.6-percent pure in the compartment cell. Over 94 percent of the aluminum was recovered with cathode current efficiencies of approximately 90 percent in both methods. The copper, lead, tin, silver, gold, and other metals were concentrated threefold in an anode product. Separation of lead and part of the tin by liquation from this product seemed feasible. The anode product was smelted to prepare a 96-percent copper bullion that contained 690 ounces of silver and 65 ounces of gold per ton, with 98 percent recovery of these values.

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.

Research workers from the Bureau of Mines and industry met with other government and industry representatives at the Mont Chateau Lodge, Morgantown, W. Va., on May 30-31, 1973, to discuss the current status of methane control in eastern U.S. coal mines. The opening remarks, the eight technical presentations, and the discussions of the members of a government-industry panel are published here for the benefit of those concerned with the control of methane in coal mines. In addition, an introduction has been added to present the background of work in this field.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The 1990s brought an unprecedented increase in the development of innovative technologies to provide more effective and easier-to-install roof support in underground mines. To facilitate the application of these technologies in improving mine safety, the National Institute for Occupational Safety and Health (NIOSH) developed the Support Technology Optimization Program (STOP). STOP is a Windows-based software program that provides mine operators with a simple and practical tool to make engineering decisions about the selection and placement of these various roof support technologies. The program includes a complete database of the support characteristics and loading profiles obtained through safety performance testing of these supports at the NIOSH Safety Structures Testing Laboratory. A support design criterion in the form of the required support load density at a specified convergence can be established from four options: (1) a database of measured ground reaction obtained from various mines or ground behavior information input by the user,(2) load requirements based on a detached roof block or rock failure height, (3) criteria based on the current roof support system, and/or (4) arbitrary criteria set by the user. Using these design criteria, the program will determine the installation requirements for a particular support technology that will provide the necessary support load density and convergence control. Optimization routines are also available to determine the most efficient support design for a user-specified support installation. In addition to these performance measures, STOP can be used to compare material handling requirements and installation costs. Comparisons among the various support technologies are easily made, including a graphical analysis of relevant support parameters. This paper describes STOP and its application to optimizing standing secondary roof support systems.

This report is the second of a series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company's Crucible mine, operating in the Pittsburgh bed in Greene County, Pa. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

"INTRODUCTION Many ore deposits were discovered in the Wallapai Mining District, which covers the Cerbat Range in Mohave County, Ariz., during the early period of mining there from about 1865 to the 1890's. A considerable amount of production was obtained from shallow lead carbonate ores that carried considerable gold and silver.Mining was revived in 1906 and again during the First World War, and soma of the mines were deepened into the underlying sulfide zone. Substantial quantities of metal were recovered from two mines, the Golconda and the Tennessee-Schuylkill, that were, developed to depths of 1,600 and 1,400 feet, respectively. The Golconda is credited with $6,500,000 gross productions. 2/ This mine was not operated after 1917. The Tennessee-Schuylkill is still operating after a yield of about 300,000 tons of ore that averaged 4.33 percent lead and 7.74 percent zinc and contained an appreciable amount of gold and silver.Many of the old mines were reopened in 1942 or 1943 under the stimulus of premium prices for lead and zinc. A large proportion of this work was finished with loans from the Reconstruction Finance Corporation. It was believed that a good deal of lead and zinc could be recovered from the mines if a custom mill for concentration of the ores was available locally."

Rate minima are encountered in the reduction of magnetite with hydrogen. In a certain temperature zone, the reaction rate decreases with rise in temperature. This is inexplicable by classical kinetic theories; neither is a transition in reduction mechanism suitable for interpreting the observed behavior, This anomaly can be fully explained by hypothesizing two species of chemisorbed hydrogen with different adsorption coefficients and activation energies for adsorption. Competition between two energetic states of adsorption occurs with temperature rise, with the low energy state predominating below the anomalous temperature zone and the high energy state above it. The presence of two possible adsorption sites appears to be characteristic for oxidic adsorbents.

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

The U.S. Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low-profile mining machine. Tests were conducted in a full-scale model mine using a continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters tested included mining position, depth of cut, brattice setback, and combinations of scrubber, and directional or symmetrical sprays. Results indicated that either water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 20-ft blowing curtain without sprays. No FVE values were less than the standard 20-ft blowing results.

This report describes the results of a research project carried out to investigate the feasibility of using transducer arrays, located on surface or in shallow boreholes, above an active coal mine to detect and locate the source of underground microseismic activity which normally occurs during mining. The initial stage of the project involves the design and development of a self-contained mobile microseismic monitoring facility capable of use in remote field locations. Following this a variety of transducers, and transducer field installation techniques were investigated to obtain optimum sensitivity and high signal-to-noise characteristics. Preliminary efforts were also undertaken to develop semi-automated techniques for analysis of microseismic field data. Using the facilities and techniques developed field studies were carried out at a number of surface locations over a central Pennsylvania coal mine operating at depths of the order of 500 feet. In particular studies were con-ducted over a previously mined development area, troubled by extensive problems of roof instability, and over two longwall panels during mining. Although many of the field studies were carried out during the development stage of the project, results in general have been most encouraging. Limited results were obtained over the development area, however excellent microseismic signals, correlating with underground strata instability, were detected over both long-wall areas, proving the general feasibility of surface monitoring techniques. More recent studies, carried out as part of a subsequent project, and utilizing modified geophone installation techniques at a third longwall site, have verified explicitly the feasibility of measuring underground microseismic activity from surface locations. Sections of typical field data are included in this report along with a brief review of the studies carried out at each of the field sites. Detailed analysis of data obtained at the second and third longwall test sites will be presented in a later report.
