"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. Coal seams form over millions of years by the biochemical decay and metamorphic transformation of plant materials. This coalification process produces large quantities of byproduct gases, such as methane and carbon dioxide. The amount of these byproducts increases with the rank of coal. It is the highest for anthracite, where for every ton of coal nearly 1,900 lb of water, 2,420 lb (20,000 ft3) of carbon dioxide, and 1,186 lb (27,000 ft3) of methane are produced [Hargraves 1973]. Most of these gases escape to the atmosphere during the coalification process, but a small fraction is retained in the coal. The amount of gas retained in the coal depends on a number of factors, such as the rank of coal, the depth of burial, the type of rock in the immediate roof and floor, local geologic anomalies, and the tectonic pressures and temperatures prevalent at that time. The gases are contained under pressure and mainly adsorbed on the surface of the coal matrix, but a small fraction of gases is also present in the fracture net-work of the coal. Methane is the major component of gases in coal, comprising 80%–90% or more of the total gas volume. The balance is made up of ethane, propane, butane, carbon dioxide, hydrogen, oxygen, and argon.

The Glacier Bay subarea is that part of the Juneau Mining District (JMD) within Glacier Bay National Park and Preserve (GBNP). It is the western portion of the JMD and consists of the land between the Fairweather Range crest and the Takhinsha and Chilkat Ranges crests (excluding that land east of Excursion Inlet.) Figure B-1 shows the area. It is bounded on the north by the Alaska-British Columbia International boundary, to the south by Cross Sound and Icy Strait, and contains Glacier Bay. During 1975 -1977 the Bureau conducted a detailed study of the occurrences, prospects, and deposits in GBNP (B_4).2 This work was in cooperation with the U.S. Geological Survey (USGS) under the provisions of the Wilderness Act (Public Law 88-577). As a follow up to this earlier Bureau work, limited studies were conducted, during 1985 and 1986, as part of the JMD study. This report covers the most important aspects of the earlier studies and the 1985 and 1986 studies. ACCESS The Glacier Bay area may be reached through Gustavus airport, a paved strip which is serviced by scheduled jet airliners in the summer and air taxi services year-round. The airport is connected to Bartlett Cove (GBNP headquarters) by an all-weather road. No other roads exist in the area except a skid road to the LeRoy Mine and mill in the Reid Inlet area. Much of the Glacier Bay area is accessible through the salt water inlets and fjords which are part of Glacier Bay. Cruise ships, charter boats, and fishing boats visit these inlets and fjords during the summer months. Elevations within the area range from sea level to over 15,000 feet in the rugged Fairweather Mountain Range. More remote areas are accessible by small boat, foot, or helicopter. Glacier ice is a year-round hazard to navigation in Glacier Bay, and during the winter months some of the more northerly inlets are frozen.

"Ventilation is one of the most important features of coal mining, and if a mine is exceptionally gassy it is often difficult to ventilate it in such a way as to make it safe. The general system of splitting the main air current so that two, three, or more sets of room entries are ventilated by the same current of air does not provide a safe method if non-permissible electrical equipment, such as cable-reel, crab-reel, or trolley locomotives are used on gathering haulage, or if open-type hoist or pump motors are used. The problem has been greatly simplified at the Crucible mine of the Crucible Fuel Co. at Crucible, Pennsylvania.The system is not only applicable to the room-and-pillar method of mining, but it may be adopted for any panel system of mining. There also appears to be a definite application in mechanized mining, where the rapid extraction often results in inadequate attention to ventilation and where the gassiness of the section generally increases because, as compared to hand loading, the methane has less time to drain off. The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 78,000-acre Garns Mountain study area in southeastern Idaho. The area had been proposed for Wilderness. It is underlain by Paleozoic to Mesozoic-age sedimentary rocks about 11,000 feet thick. Rocks have been faulted, offset, and folded as part of the northerly-trending Idaho-Wyoming Overthrust Belt. Study area mineral occurrences are: phosphate in the Permian Phosphoria Formation; coal in the Cretaceous Frontier end Bear River Formations; and uranium in carbonaceous and phosphate-bearing shales and coal of these formations. Four zones of phosphate are estimated to contain about 528 mitt ion tons of rock with over 10% P205; samples of phosphate-rich rock also contained as much as 3950 ppm chromium, 3280 ppm vanadium, 23 ppm gallium, and 5540 ppm zinc. Fragments of poor-quality coal and carbonaceous shale were found in the area; coal was mined near the northeast border. Uranium content up to 0.016% U3O8 is in carbon-rich shales. Oil and gas were drilled for, with minimal success, in folded sedimentary rocks (frontier and Nugget Sandstone) in the Horseshoe anticline, near the east border. Examined workings included 12 dozer cuts, 4 trenches, 2 prospect pits, and 2 caved adits. No production is known, and no leases or claims are held for the area.

Over the period 2000 to 2003, roof falls have accounted for 4 to 14% of the fatalities in underground mining operations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the frequency, exposure, and risk of these events through an ongoing program of field and laboratory studies. One area of research involves the evaluation of polyurethane grouting technology that is commonly used to stabilize fractured mine roof strata. Concurrently, NIOSH is conducting work to evaluate the application of ground penetrating radar for advanced delineation of problematic mining areas. In this study, NIOSH partnered with Sub-Technical, Inc. who injected a polyurethane grout (also known as glue) into a roof area of NIOSH’s Safety Research Coal Mine. The mine roof area was scanned using ground penetrating radar technology before and after grout injection in an attempt to determine the extent of grout infiltration. A comparison of the pre-and post-grouting radar records showed a significant change at a mine roof depth of about four to five feet. The interpreted radar records were then compared with drill core information, borescope evaluation of roof-bolt holes in the study area, and underground observations. At this site, the interpretations of the radar records correlated with data obtained from the core holes, borescope evaluations and underground observations. This study showed that ground penetrating radar technology can be a useful tool for detecting changes in mine roof due to the injection of the grout.

This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

The need for elemental-analysis information on coal mine dust for use in health and safety research prompted this study by the Bureau of Mines. Neutron-activation and X-ray fluorescent techniques were used to obtain five-element analysis (silicon, aluminum, iron, calcium, and magnesium) on 444 samples from 68 coal mines in 10 States. From these analyses, the average composition of the dust in coal mines was determined. The contribution of the primary dusting material (limestone dust) to the makeup of coal mines was shown. Regional differences in mine-dust composition were indicated.

In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine's current water system.

The Zebulon manganese deposit has been known for a number of years. It is situated about 3 miles east of Zebulon, Wake County, N. C., on the Avon, Privett property (fig. 1). The deposit outcrops as a vein, or dike averaging-16 to 20 feet in width. Drilling by the Bureau of Mines has shown that this outcrop results from consolidation of a number of small stringers near the surface. The surface width and the Percentage of manganese oxides (resulting from. weathering) diminish with depth. Below 50 to 80 feet, the vein material is mainly quartz and spessartite garnet. The deposit was first examined by W. T. Benson, a Bureau of Mines engineer, in 1941. The Bureau conducted a diamond-drilling exploratory program an the property from November 7, 1944, to January 25, 1945. A. total of 2,508.5 feet was drilled in 14 holes along the strike of the deposit.

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

Low-cost hydroelectric energy in the Pacific Nortnwest has been an important factor in the development of a ferroalloy industry. Eleven companies, employing approximately 1,000 persons, produce about 116,000 tons (1954-58 average) annually of ferrosilicon, ferrochromium, ferromanganese, ferrophosphorus, silicomanganese, and ferronickel. About 7,500 tons (1954-58 average) of these ferroalloys is consumed in the Pacific Northwest States of Washington and Oregon; the rest is used principally in other western and mid-western markets. In 1959, the Bureau of Mines began a study to determine the current status and to evaluate the potential of the ferroalloy industry in the Pacific Northwest. The Bureau gathered information from operating alloy plants in Oregon, Washington, Idaho, and Montana; from published materials; and from consumers of ferroalloys.

Data collected by the Mine Safety and Health Administration (MSHA) has shown that roof bolting machine (RBM) operators are the second most likely type of underground mining machine operator to be are over exposed to noise, per the MSHA Permissible Exposure Limit. In response to this, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has initiated a project to develop engineering noise controls for roof bolting machines. Key to this research is an evaluation of the duty cycle of a typical roof bolting machine operation and this paper presents the results of such an exercise for data collected at two cooperating coalmines. The evaluation entails a time motion study of an operators' shift, logging each activity for time (e.g., tramming the machine, drilling holes, installing the roof bolt, etc.) and the noise levels associated with each task with a Larson Davis Spark 705+ dosimeter. NIOSH post processed the data to determine which tasks the operator devotes the most time to and the noise dosage accumulated during those tasks. These results provide insight into which portion of the operators' duty cycle is the most prominent contributor to noise exposure and thus, where research activities for the development of engineering noise controls should be focused. It was determined that the task of drilling holes is the most significant source of the operators' noise exposure and project research has focused on engineering noise controls to reduce the noise emissions generated during the drilling portion of the machine duty cycle.

The Bureau of Mines, in cooperation with the Federal, State, and local health services, and the mining companies, and miners? organizations, has for several years been carrying on sanitary surveys of mining districts in various states, with the purpose of collecting information on good and poor practices in mine sanitation, construction of approved wash-houses and change houses, the measures being taken to combat preventable diseases, the essential features of good houses for mining towns, and other conditions affecting the health and efficiency of miners and their families. The knowledge thus gained is disseminated for the common benefit of the mining industry. The sanitary conditions in the coal-mining districts of Alabama, as found by a recent survey made by the writer, are presented in this report. In addition to the towns on which this report is chiefly based, at least twice as many were visited where no details :were taken, but their general conditions are taken into consideration in summing conditions in the coal districts.

The Young America lead-silver-zinc mine in Stevens County, Wash., was investigated by the Bureau of Mines during parts of 1946, 1947, and 1948. Results of the investigation are described herein. The mine is 1/4 mile northeast of Bossburg, Wash., the nearest railway station. An excellent paved highway (No. 22) connects Bossburg with Colville, Wash., 23 miles to the south. The property was located in October 1885. It is credited with a production of 2,178 tons of shipping ore since 1901. The shipping ore averaged 7 percent lead, 7.7 percent zinc, and 16.1 ounces silver per ton. The property is under lease and option to Walter E. Morris and Perry Leighton of Colville, Wash. The deposit crops out on a steep limestone bluff overlooking the Columbia River. The country rock is a highly metamorphosed, brecciated, marbleized limestone (Northport formation).
