La pyrométallurgie du cuivre est essentiellement une chaîne de trois étapes successives d’oxydation préférentielle du fer et du soufre et des impuretés moins nobles que le cuivre qui sont contenues dans le concentré de cuivre issu de l’usine de concentration du minerai, aussi appelée concentrateur. La Figure 1 illustre la chaîne complète d’élaboration du cuivre depuis la mine jusqu’au cuivre pur. La voie hydrométallurgique traite le concentré par lixiviation, c.à.d. par dissolution en phase aqueuse à température typiquement inférieure à 100 ou 150⁰C, alors que la voie pyrométallurgique traite le concentré par fusion à température de l’ordre de 1200 à 1300⁰C.

"The gravity circuit at Les Mines Camchib Inc. consists of two pinched sluices to bleed a feed to one of two 76 cm (30"") Knelson concentrator. The Knelson concentrate is upgraded to smeltable grade with a smaller Knelson (18/30 cm) and a riffleless table. Their tails are column cyanided and washed prior to recycle to the grinding circuit. This paper details size-by-size circuit performance. The Knelsons recover around 90% of free gold (as determined by Mozley Laboratory Separator), even below 37 µm. The sluices are ineffective, with upgrading ratios around 2, but approaching unity in the fine sizes. Much of the effectiveness of the circuit lies in the high gold circulating loads in the grinding circuit, which partly atone for the poor sluice performance, and the ability of the Knelsons to recover free gold. Secondary upgrading recovers slightly above 99% of the primary concentrate gold, 90% of it in a 65% Au concentrate and the balance in a heavily loaded (10 to 20 oz/st) pregnant solution. INTRODUCTIONBackgroundThe operating performance of the mill of Les Mines Camchib Inc. has been described earlier (Laplante et al., 1989). The presence of significant chalcopyrite (1 % and up) makes flotation necessary prior to cyanidation, to limit cyanide consumption and minimize environmental impact. In 1982, the presence of very high gold circulating loads in the grinding circuit lead to the commissioning of a gravity circuit, schematically shown in Figure 1. Gravity recovery of gold has been found beneficial because it increases metallurgical recovery by 1-3% (Laplante et al, 1987), as only part of the flotation tail is cyanided, and economic recovery, because of the lower net smelter return of gold in the flotation concentrate (as compared with the gravity concentrate). The latter increase is estimated, with a net smelter return of 95%, at 1.5% when gold recovery by gravity is equal to 30%. In early 1988, a sampling program was initiated to characterize the behaviour of gold in the grinding/gravity circuit. This paper reports on the results of this study."

"Bubbles are unquestionably the heart of the flotation process. Their size and combined surface area are largely what drive the recovery process. This suggests that plant engineers should be aware of where their plants are operating with respect to what is achievable for these key parameters. The paper presents a model of how the key operating variables of frother type and concentration, gas rate, altitude (above sea level) and viscosity affect the Sauter mean bubble size (D32) and bubble surface area flux (Sb). The results are compared to a set of plant measurements that demonstrate the benchmarking capability of the approach. A case study is used to link hydrodynamic change to improved metallurgical performance.INTRODUCTION At the beginning of the 20th Century the early practitioners of flotation were aware of the importance of understanding bubble behaviour (Rickard, 1916) but measurement of individual bubble and gas behaviour in the industrial environment was not possible due to a lack of adequate sensors. This situation was not rectified until three quarters of a century later with the advent of industrially-robust sensors developed, notably, at the University of Queensland’s Julius Kruttschnitt Mineral Research Centre (JKMRC) (Schwarz & Alexander, 2006) and McGill University (Gomez & Finch, 2002). What emerged was not the chaotic environment perhaps expected, but defined relationships between gas rate, gas holdup, bubble size and the total surface area of bubbles. These relationships could be defined by mathematical expressions and predicted from an understanding of the key process variables (Gorain, Franzidis & Manlapig, 1997; 1999) (Hernandez-Aguilar, Gomez & Finch, 2002) (Gomez, Cortes-Lopez & Finch, 2003) (Nesset, Gomez & Finch, 2007). The early JKMRC work focused on a large pilot cell (3 m3) installed in plant environments, while the McGill work was initiated on flotation columns (Finch & Dobby, 1990) (Xu, Finch & Uribe-Sales, 1991) and later adapted to industrial mechanical cells (Cooper, Scott, Dahlke, Finch & Gomez, 2004) (Dahlke, Gomez & Finch, 2005) (Nesset, Gomez, Finch, Hernandez-Aguilar & Difeo, 2005). Yianatos of Santa Maria University (Chile), a graduate of the McGill research team, carried the work to industrial settings in South and Central America (Yianatos, Bergh, Condori & Aguilera, 2001). The methods of gas dispersion measurement are now well accepted and most major research centres and flotation cell manufacturers have adopted the technology (Pyecha, Sim, Lacouture, Hope & Stradling, 2006) (Yañez et al., 2009) (Collins, Schwarz & Alexander, 2009)."

The Devlin copper deposit consists of a flat-lying vein and a network of steeply dipping mineralized veinlets hosted by leucotonalite of the Chibougamau Pluton. Most of the vein is enclosed in a hydrothermal breccia zone which has been superimposed on a primary igneous breccia formed during the emplacement of the leucotonalite unit. This igneous breccia contains cognate fragments as well as fragments of the Dore Lake Complex, host rock to the pluton, set in a leucotonalite matrix. The hydrothermal breccia is formed of fragments of leucotonalite and the earlier breccia set in a matrix of finely comminuted rock variously altered in a roughly zonal arrangement. The major ore-bearing structure is the tabular flat-lying vein, varying in thickness from 10 centimetres to 1 metre, with a slight dip to the northeast. Well developed fracture planes, in four major orientations, contain both sulphides and gangue minerals. These appear to be displaced by the flat-lying vein. Late movements affecting the deposit include minor vertical displacements and an east-west shear truncating the southern edge of the vein. Widespread selective alteration of the leucotonalite, followed by multiple alteration veining stages characterize the deposit. Fluid inclusions associated with the mineralization indicate low temperatures, variable salinities with a variety of daughter minerals, and a vapour dominated phase. The fluid shows evidences of boiling at shallow depths. The sequence of events envisaged for the Devlin deposit is a primary brecciation during emplacement of the leucotonalite unit with widespread selective alteration possibly during the cooling stages followed by hydrothermal brecciation and late stage fract uring producing the vertical fractures and the flat-lying vein. From the alteration characteristics and the fluid data it is inferred that the Devlin deposit is the near-surface expression of a porphyry system.

"The Yukon's numerous (185) placer gold mines are still a major social and economic force in this developing economy. Gold recovery at each of the various sluiceboxes is not optimized due to extremely difficult sampling logistics and a shortage of technical expertise and industrial research.At each of six operating placer mines, numerous sluicebox tailings samples were collected with hand held sample cutters and combined into large (2-7 cubic yards) duplicate samples. The entire sample volumes were screened and processed on a shaking table to determine gold losses. "Certain mining methods (eg. Cut-and-fill) result in the contamination of run-of-mine ore with shotcrete. This shotcrete remains mixed with the ore throughout processing. Experimentation performed by Falconbridge Limited revealed that underground contamination of ore by shotcrete (eg. as little as 1% by weight) has led to ill-effects on the nickel recoveries from the flotation process in the mill. The nickel recoveries of contaminated samples were lower than tests without the shotcrete Contamination.To optimize flotation circuits it is important to know why the contamination has created these effects and also to find a method to abate or remove them. Laboratory testing showed that the age of the shotcrete was a factor in it’s effect on nickel recoveries. Younger aged shotcrete gave nickel recoveries lower than baseline nickel recoveries with no contamination. Older shotcrete gave nickel recoveries similar to the baseline.Literature on other cementitious material contaminations on ore revealed that a possible means of remediating this problem is the use of acid in the flotation. The initial pH in the flotation pulp was designed to be pH 9.2, but with the young shotcrete contamination the pH was in the neighbourhood of 10.5. Acid addition may act as a means of lowering the pH to the optimal operational value. Laboratory test work showed that acid addition brought nickel recoveries closer to the baseline."

Geological assessment of active mine faces enables ore grade control, geological modelling and exploration planning. Monitoring of the mine advancement at every drill-blast-muck cycle allows for effective production management. However, geological assessments are performed infrequently due to the need to travel to active mine faces, and detailed surveys to map the mine progress are performed at the end of the month. Instant Mine Modeller (iMM) is a portable ruggedized stereo-vision system that creates photo-realistic three-dimensional models of underground mine faces on-site. The 3D models are generated automatically within minutes and can be viewed underground and annotated with geological information. The overall ore percentages of the face are calculated automatically for grade control. Annotated 3D models are located in the mine coordinate system and can be imported into mine management systems. iMM allows for daily monitoring of the mine progress and geology, and for re-visiting the mine virtually as it existed. iMM has been deployed in an underground hard rock mine for 18 months, and it effectively brings the underground work face into mine management offices enabling the right decisions at the right time. iMM has demonstrated benefits to various mine processes including grade control, geological mapping, 3D photo-realistic as-built and production volume.

The stability of paste fill bulkheads forms an integral part of a successful paste fill system. Bulkheads are constructed at the draw points of open stopes to contain paste fill while the initial pour cures and forms a consolidated plug. Mobilization of uncured paste fill as a result of a bulkhead failure can lead to significant consequences, including endangering the safety of personnel, property damage and production losses and delays. The loading conditions in the paste fill and the resultant lateral loads on the bulkheads are complex and are dependent on many factors. This paper presents a case study of several paste fill bulkhead failures; the results of an in-situ pressure monitoring program to ascertain the pressure loads, and the subsequent paste fill bulkhead evaluation.

"Stillwater Mining commenced mining operations at Nye, Montana in 1987 for the recovery of platinum and palladium. Exploration identified that the J-M Reef extended for 43 km. In 1998 Stillwater Mining made the decision to develop the East Boulder mine complex, located approximately 13 miles from the Stillwater mine complex at Nye, to increase production. This paper describes the design, construction, and start-up of the East Boulder process plant.INTRODUCTIONStillwater Mining Company have been producing Platinum and Palladium from their Nye, Montana operations since 1987. The mine production from Nye had been increased in stages with mine production being delivered through several portals and one vertical shaft.The deposit is narrow veined which prevents the application of bulk mining methods and thus limits the production capabilities.In order to increase the production of platinum (Pt) and palladium (Pd) Stillwater made the decision to access the ore from the J-M Reef from the East Boulder site. The East Boulder mine site is located about 21 km (13 miles) from Nye, however as shown in Figure 1, the travel distance is closer to 188 km (114 miles). Distance, on strike, and space availability at Nye precluded the expansion of the Nye concentrator to handle the increased mining rate and supported the decision to install a new concentrator at East Boulder."

With growing populations, infrastructure projects are utilizing underground space to expand transportation networks, water supply and sewer disposal systems and hydropower facilities. These new projects require large diameter tunnels to meet the growing demands. As the tunnel diameter increases, not all rock mass properties are scalable and precedent experience becomes less reliable. One such non-scaleable property is lamination thickness. Numerical modelling was conducted to determine the influence of lamination thicknesses on a 16 m diameter tunnel. Five different areas of excavation response were found to exist for laminations ranging between 0.16 to 16 metres in thickness. For this tunnel diameter, critical lamination thicknesses of 6 metre and 1 metre were found to exist. Above 6 metres the excavation response was similar to isotropic models. Below 6 metres the stresses and yield are channeled by the lamination boundaries, increasing plastic deformation. Below 1m multiple lamination units become unstable and the displacements increase significantly and the shape and extent of the yield zone size changes dramatically. The yield zone is controlled by bed deflections and bed parallel shear. As the lamination thickness decreases tensile failure first begins in the haunch area and progressively extends above the crown until a self-limiting plastic yield zone shape is reach at lamination thicknesses below 0.4 metres. Conclusions drawn from observations at the Niagara Tunnel Project are those of the authors.

"Granular activated carbon is widely used in the gold mining industry for gold extraction from aurocyanide-containing slurry. The extraction process can employ carbon as part of the gold recovery operation for various circuit designs including carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) circuits. However, various qualities of activated carbon exist and the durability of the material can change significantly from source to source. Handling this expensive reagent can pose challenges when fine carbon losses occur in the CIP, CIC, and CIL circuits. Additionally, any gold that is adsorbed to these carbon fines can also be lost by various mechanisms including carbon attrition and fracturing, inefficient coarse-fine separation, and poor carbon fines capture. With the above in mind, a series of tests were conducted to investigate standardizing simple laboratory methods for testing carbon quality. A standard procedure beyond or enhancing ASTM methods can serve as additional starting points for evaluating carbon specific to the gold industry. The investigation focused on size distribution, flatness, wet attrition resistance, surface area, gold kinetics, and gold loading. The final results provided information to generate an equation for ranking carbon samples to plant performance.IntroductionActivated carbon for use in gold extraction is amongst the most commonly found processes in modern gold-milling plants. Although gold losses are inevitable in the milling process, operators often focus on the importance of maximizing gold recovery. One focus area that is important in gold recovery is optimizing the use of activated carbon and examining potential changes to realize improved economics for carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) processes."

"This paper is intended to show that grinding media can effect flotation results, and in some instances the results are vastly different. I do not suggest that autogenous grinding is beneficial in the separation of all complex base metal ores, in fact I know of a case where autogenous grinding would be disastrous to any selective flotation. I do however contend that prospective flow sheets and reagent balances of any complex base metal ores should be tried with both types of grinding. I feel fortunate that the paper to be presented later in this meeting by Rene Klymouski will, I think, compliment and perhaps explain some of the results of my research.This paper will be in four parts. The first part deals with a literature survey on the subject. Surprisingly enough, very little information has been printed on the subject. The second part deals with results obtained in bench scale tests on an ore from Chester Mines Limited. It was in these tests that we realized that steel grinding was giving us serious problems. So bench scale tests are shown giving results with a stainless steel grind, a mild steel grind and a grind in a ceramic mill with ceramic billets.The third part of the paper deals with results obtained in the Mines Branch Pilot Plant, when again we ground the ore with three different types of grinding media. Incidentally, this has been the only pilot plant test made at the Mines Branch in which flotation products were made on both steel grinding and autogenous grinding on the same ore. The fourth part deals with two other New Brunswick ores and is intended to show that changing the grinding media effects ores other than that of Chester Mines Limited."

"INTRODUCTIONPoint Mines is located about 65 miles east of Hay River on the South Shore of the Great Slave Lake. It is connected to the Northern Alberta Railway System by the Great Slave Lake Division of CN Railways at Roma Junction, Alberta.The operation started in the fall of 1965 with a capacity of 5000 t.p.d. An addition was put into operation late in 1968 to bring the capacity up to 8000 t.p.d. The present milling rate is 11,000 t.p.d.The location of Pine Point Mines is such that long end cold winters are to be expected end temperatures of lower than -200F are encountered from late October to late March, with extended periods of -300F being common in January and February.It was recognized by Cominco engineers during the initial design period that since freezing would be encountered with open pit ore somewhere in the crushing circuit, the problem was to reduce it as much as possible. Other mines, working under similar conditions, found that the fine ore bins feeding the grinding circuit were the main problem area. The decision was reached, therefore, to have heated fine ore bins and to make sure thst the ore was sufficiently warm to prevent freezing.CRUSHING PLANT FLOWSHEETThe crushing plant has a standard open flow circuit (flowsheet). Ore from the stockpile is loaded into R-50 Euclid trucks by Caterpillar 992 Front End Loader with 11 cu. yd. bucket and dumped into a 42 x 65 C.A.C. Superior Crusher driven by a 300 HP motor. The crusher is set at a nominal 5 inches. The ore falls through into a 100-ton surge bin. There are high level and low level nuclear gauges to allow the primary operator to optimize for optimum orientation."

"The INCO SO2/air process was patented by INCO in 1985. Well over 80 mining operations worldwide are using this process to oxidize cyanides to cyanates in the tailings from gold, silver and copper mining operations. The sulphur dioxide (SO2) for this process can be supplied either as liquid SO2, SO2 gas or as a sulphite-based salt. The majority of SO2/air operations have used sulphite-based salts as the ‘SO2’ equivalent probably due to low capital cost. Liquid SO2 has also been used frequently, but due to concerns with safety and availability, this option is often not preferred. The solid salt sodium meta-bisulphite (SMBS) is commonly employed, but its cost is an order of magnitude higher than that of sulphur. Due to the high cost of SMBS, the increased capital cost for a sulphur-burning SO2 gas plant (green field or retrofit) usually has a pay-back of less than three years. In addition, a SO2 gas plant offers potential for significant heat recovery from the sulphur burning process. In terms of safety, the SO2 gas plant only requires the storage of relatively benign sulphur and the site inventory of SO2 will be limited to the plant gas volume. Therefore, a SO2 gas plant will not trigger the Canadian Environmental Protection Act (CEPA) E2 Regulations or the US Clean Air Act Section 112(r) accident prevention regulations, as may be the case for liquid SO2.Most existing mining operations using ‘SO2’ are gold operations, but in recent years there has been an increased interest in larger sulphur dioxide gas plants for hydrometallurgical facilities that employ leaching of cobalt/manganese minerals or precipitation of manganese/iron (e.g. Tenke Fungurume and El Boleo).This paper focuses on the production of sulphur dioxide gas generated on site and on demand for the use in hydrometallurgical processes. The capital and operational costs of a SO2 gas plant is compared to conventional process alternatives using sulphite-based salts or liquid SO2."

"Economies of scale and the variable characteristics of many large ore deposits have resulted in grinding installations having large SAG mills fitted with variable speed drives. Problems associated with effective operation of this equipment has created the need for better operator knowledge of mill load behavior and the need for new instrumentation capable of providing accurate information about load movement and composition. This paper discusses two performance enhancing instruments available to address these needs.INTRODUCTIONThe economic demands of new mining projects has resulted in increased equipment sizes and this is particularly evident in milling where there are now many SAG mills operating in the range of 28’ – 40’ diameter with installed powers of 8 – 22 MW. These mills are designed to process very high capacities of ore daily2 and the variable characteristics of many of the deposits mined results in the need to vary the mill speed during processing to cater for the changes in ore hardness. Mill speed changes often result in operational problems associated with high-energy impacts striking the mill liners reducing energy efficiency as well as degrading the grinding media through breakage, accelerating liner wear and in extreme cases even breaking liners. These operational problems have given rise to the need to have instruments aimed at providing operators with accurate information in real time about the load composition and movement within SAG mills.The original concepts for operating SAG mills were derived from past experience of operation of conventional fixed speed ball mills. However, the relatively stable conditions that applies with fixed speed and constant ball charge in ball mills supports theoretical approaches to the grinding process based on energy calculations such as Bond’s Work Index concept. Later a set of parameters Si and Bij were used for describing load kinetics, but all of these methods neglect the details of load movement and how the energy is actually used inside of the mill. It is now commonly accepted as a basic rule that SAG mills grind by impact whilst ball mills grind by attrition and consequently SAG mills are designed and operated to generate a large amount of impacts by the cataracting load without paying sufficient attention to where these impacts are actually occurring. Many mills are operated on the basis that as long as the mill is consuming the expected power there is little attention given to the class of bodies using this energy and this often results in the inefficient use of energy."

"Advanced Flotation Technology is the application driven design of Don-Oliver flotation cells to achieve the optimum performance for each type and grind of flotation. Optimum performance is the combination of both recovery and selectivity.Optimized performance is the combined product of optimized mixing and effective froth removal. Optimized mixing is applied to roughers, scavengers, cleaners and specialty cells such as those to float hydrocyclone underflows in both primary and regrind circuits in order to reduce overgrinding. Effective mixing for fine material is easy, but overmixing reduces selectivity in frothbed.Selectivity in flotation is an important target, especially when treating complex ores, and parameters in frothbed have been examined to improve the separation of minerals and eliminate circumstances that reduce separation rate.Advances in process control have been achieved with expert controls and instructive operator information data. This has gained a higher degree of understanding of cell operation and ore type being processed to be used in future process development work. Excellent results of this Advanced Flotation Technology have been achieved and designs through 7000 cu ft (200 m3) are currently available for high capacity concentrators. This paper will detail how flotation cells are more responsive to the exact requirements of the duty specified."

Physical Conditions Great Britain The physical conditions in the mines investigated in Great Britain are similar to those found in the mines of the Dominion Steel and Coal Corporation, with the important difference that many of the coal seams visited were interspersed by a large number of heavy faults, making the development of a continuous face operation difficult, and in many cases the life of a unit development was exceptionally short, adding to unit cost; but in spite of these difficulties, a great deal has been accomplished in the application of mechanical loading units in a number of the mines in the areas visited. The coal-bearing measures, as in Nova Scotia, consist of shales and sandstones, and in some sections mussel bands overlie the coal seams making roof conditions difficult'. In several mines, the main roof consisted of weak shale bind, being held by a coal roof of varying thickness. This shale bind had a tendency to flow when the coal roof was broken. The floor, in some cases where cutter loaders were operated successfully, consisted of weak, flaky shales with very little resistance and a tendency to disintegrate into powder when broken. The depth of cover under which these mines were operating varied from 250 feet to 2,340 feet, with an average of 1,700 feet. The coal seams varied in height from 3 feet to 8 feet 6 inches, and the gradients from level to 33 per cent. The seams vary in hardness, but all-with the exception of one seam, the 'Morrison Busty'- presented a cutting problem similar to that found in Nova Scotia. The structure and cleavage of the coal was well defined and uniform. Some of the seams visited were gassy, ?but the temperature of the workings generally was not in excess of 70°F.

"For the fourth time in five years, residents of northern Canada have seen a change in the tax treatment of housing and travel costs. The latest changes announced in December 1990 by the Minister of Finance are to become effective in 1991. When will the tinkering stop?IntroductionFor man y years prior to 1987, certain travel and housing allowances received by employees in remote areas were generally considered by Revenue Canada to be tax-free, even though some observers suspected that such generous treatment was contrary to the provisions of the tax legislation. In the mid-eighties, Revenue Canada decided to reconsider the tax treatment of the mining industry's long standing practice of providing housing and travel assistance to these employees. The tax- free treatment was continued by virtue of annual remission orders, but only pending the enactment of legislation which would tackle the issue head-on and layout the rules in black and white to be seen by all. "For its end of life, Kemess Mine processed its difficult-to-treat hypogene ore from the east pit, which is a lower grade copper and higher pyrite content gold ore. Metallurgical testwork showed that improvement was possible with finer grinding. In July 2010, small grinding media were introduced into the regrind mill resulting to a nearly 50% decrease of the power draw with a finer grind, an increase of 1.1% in the final copper grade, an increase of 1.2% in copper and 2.9% in gold recoveries at the cleaners. The overall recoveries of copper and gold increased by 0.6% and 1.3% respectively.INTRODUCTION Kemess Mine was located at 430 km North West of Prince George in North Central British Colombia. Its production started in May 1998 by Royal Oak Mines and was acquired by Northgate Exploration in 2000. Kemess reached its end of life production with its last of production on March 9th, 2011. The concentrator nominal capacity was 56,000 TPD consisting of a primary gyratory crusher feeding two identical conventional SAB circuits totalizing 35,840 kW available for grinding. Rougher flotation consists of four parallel rows of eight 130 m³ tank cells to produce a concentrate of 2% Cu and 6 gr/t Au which was pumped to a 5 m x 10.8 m regrind ball mill. The regrind installed power was 4,480 kW to generate a final grind of 80% passing 40 microns. This product fed the two stage cleaner flotation circuit, first stage being two parallel rows conventional 17 m³ Denver cells and second stage, two 3.3 m x 11.0 m flotation columns in series, designed and constructed by Kemess, to produce a 22% copper concentrate grade. The cleaner flotation middlings were returned back to the regrind mill (Froehling, Mohns, Roman & Grady, 2005; Froehling, Mohns, Rajwani & Fullam, 2007). The large copper-gold porphyry deposit was composed of 15% of oxidized supergene and leach cap ore and 85% of hypogene ore having three major alteration zones, mainly characterized by their sulphur/sulphide content. Chalcopyrite is the main copper mineral species with minor bornite. Gold was mainly present as free gold or electrum. The first alteration zone consisted of a phyllic alteration characterized by moderate and intense sericite alteration which had the highest mill throughput and twice the mine grade when in contact with the supergene horizon. The second zone consisted of a potassic alteration characterized by more competent groundmass and moderate to intense quartz stockwork which had a slightly lower mill throughput. Finally, a third alteration found beneath and on the east side of the deposit having almost no quartz stockwork and hardened groundmass, sulphide content is two to four times more. This zone had the lower mill throughput with significant drop in the mine average gold and copper grade. Through its mine life, the average life of mine copper head grade was 0.21% Cu and 0.64 gr/t Au. Head grades began to decrease from 2008 to be substantially lower in 2011 as shown in Table 1."
