On 30 June 2020, the Mine Land Rehabilitation Authority (the Authority) superseded the Latrobe Valley Mine Rehabilitation Commissioner as the independent overseer of Victoria’s declared mine rehabilitation. Currently, only the Latrobe Valley’s three brown coalmines are declared, with each mine at a different stage of rehabilitation and closure planning: Hazelwood ceased mining in 2017, Yallourn is scheduled to end mining in 2028 and Loy Yang in 2035. The three declared mines are very large, close together (Figure 1) and present significant environmental risks that must be mitigated during rehabilitation and post closure. In addition to fire risks, the brown coalmines are inherently unstable and require continuous monitoring and management of ground movements and groundwater pressures. Since 2007 several damaging events have occurred, highlighting the difficulties of achieving long-term stability, even with good landform design and rigorous ground control management plans

In the early 1950's, it was forecast that there would be, worldwide, a need for approximately sixty computers! Included in that estimate was provision for a considerable amount of geoscience modelling. Since 1950, the role and concept of the computer has changed. With that change has come alteration and adaptation within industry in order to better utilise the services and tools that computers can provide. For example the science of statistics prior to the computer was regarded as an intractible speciality. Computers have allowed the exploitation and further generation of statistical theory. In turn, as the science of statistics has become practical and relevant, the mineral geologist has moved from being essentially "a-numeric" to "non-numeric" to highly skilled in the application and use of very sophisticated statistical concepts. The modern computer provides the opportunity to perform many of the old practices more conveniently and/or economically and, perhaps more importantly, for exploration it provides- an enormous range of activities which previously would have been impossible. Such new activities allow for imaginative and creative application and extension of basic theory into practical situations, which when used by well trained, able people can open up new avenues of exploration. However, the use of such tools by poorly trained or incompetent people can lead to errors potentially as great as any success derived from the same tools. This paper reviews some applications of the computer to exploration, and attempts to discuss likely future developments.

Digital photogrammetry is revolutionising the task of geotechnical mapping of jointed rock masses and has greatly increased in popularity and sophistication in recent years. Modern commercially available digital photogrammetry software systems can provide geotechnical practitioners with a user friendly tool for rapid data acquisition. The data can be acquired remotely from large exposure areas, some of which may be otherwise out of reach due to restrictions on time, access or safety.Photogrammetry is a complimentary technology to discrete fracture network (DFN) modelling because it can provide the large, statistically significant, spatially located geotechnical data sets required to produce the most robust results. It also provides the flexibility to selectively map structures at a range of scales, depending on the focus of the DFN modelling.Integration of the interpreted rock structure data derived from photogrammetry with modern DFN modelling methods really advances the rock engineering process. The ability to generate 3D fracture models driven by the statistical structural data and conditioned to the features observed by the photogrammetry yields a synthetic rock mass on which improved design methods can be applied. The generation of multiple equi-probable conditioned DFN models allows the use of probabilistic methods for assessing kinematic stability, rock block size distribution as well as a range of other applications.CITATION:Rogers, S F and Booth, P W, 2014. The permeability coefficient is an essential parameter for the study of seepage flow in fractured rock mass. This paper discusses the feasibility and application value of using readily available RQD (rock quality index) data to estimate mine water inflow and grouting quantity. Firstly, the influence of different fracture frequencies on permeability in a unit area was explored by combining numerical simulation and experiment, and the relationship between fracture frequencies and pressure and flow velocity at the monitoring point in fractured rock mass was obtained. Then, the stochastic function generation program was used to establish the flow analysis model in fractured rock mass to explore the relationship between flow velocity, pressure and analyse the universal law between fracture frequency and permeability. The concepts of fracture width and connectivity are introduced to modify the permeability calculation formula and grouting formula. Finally, based on the on-site grouting water control case study, the rock mass quality index is used to estimate the mine water inflow and the grouting quantity. The results show that it is feasible to estimate the fracture frequency and then calculate the permeability coefficient by RQD. The relationship between fracture frequency and RQD and the relationship between structure surface frequency and permeability follow an exponential function. The calculation results are in good agreement with the field monitoring results, which verifies the rationality of the calculation method. The relationship between the rock mass RQD index and the rock mass permeability established in this paper can be used to invert the mechanical parameters of the rock mass or to evaluate the permeability and safety of the rock mass, which is of great significance to the prediction of mine water inflow and the safety evaluation of water inrush disaster management.

With the exeption of the United States, Canada and Russia, oil has not been around in quantity near world centres of population. Production: in Western Europe is insignificant. Japan is without production as are Australia, Southern Africa, India; Brazil, Chile, New Zealand and China. The United States is, however, a large importer of crude oil. The very fact that oil is produced generally away from centres of population means that it has to be carried by sea to the area in which it is required. There is, therefore, a constant flow of oil around the world in very definite channels.

The general principles of technical due diligence best practice that are involved in assessing a mineral property in the early stages of its development are described and a bibliography of relevant papers is attached. The issues specific to the evaluation of gold deposits are highlighted. The Australasian Institute of Mining and Metallurgy's (The AusIMM) initiatives in this area, dealing with the proper public reporting of Reserve/Resource information (JORC Code) and property assessment/valuation (VALMIN Code), will be used as a framework against which the illegal tampering with drilling samples to artificially boost their gold content (salting) from the Busang gold deposit (Kalimantan, Indonesia), owned by Bre-X Minerals Limited (Calgary, Canada), will be reviewed. While the Busang saga was based upon fraud, through salting the samples, the general lessons to learn from such a scam are worth documenting. In Australia, most of those working in the mineral industry belong to long established professional institutes and consultant associations (eg The AusIMM or Mineral Industry Consultants Association [MICA]) that require their members to work within their technical limits and to comply with best practice guidelines, or risk being judged and found wanting by their peers in the context of strong Ethics Codes. There is also a strong interface between such representative professional bodies and the corporate and financial market regulators (ASC/ASX), which closes the monitoring loop. Canada has only now seen the wisdom of having this type of early warning system in place. Fraud and deliberate deception will be always possible, but deception on the enormous scale that occurred at Busang is most unlikely with proper surveillance systems in place and the use of accredited technical professionals. There should have been more hard data available about so big and rich a deposit owned by a C$6Bn company.

The following is a discussion of a new approach to safety when developing or applying a new mining technology. In the form of an engineering process, the following approach had its inception in the military and aviation industries and is also very strongly evident in the chemical industry.The process has been developed and applied in the mining industry by the author. It is called 'Incremental Development and Management of New Technology'.The process is a composite of carefully selected System Safety Management, System Engineering and Financial techniques and methods. It consists of modules which can be modified to suit the requirements of a specific project. Modules provide an organised framework of activities to facilitate a gradual acquisition of pertinent knowledge and information and to enable progressive evaluation or verification of produced outcomes against specified requirements.

A number of hydrometallurgical treatment methods are being developed to extract copper from chalcopyrite flotation concentrate including microbial leaching and ferric sulfate leaching. However, chalcopyrite is difficult to process efficiently by hydrometallurgical methods as it exhibits slow reaction kinetics. Comparative leaching tests do not always satisfactorily explain or predict observed copper recovery, acid consumption, or differential leaching of minerals. This is especially true when reactive gangue constituents are present. The aim of this study was to determine how the leaching regime (microbial versus ferric sulfate) affects both the extraction of copper and residue mineralogy. Chalcopyrite flotation concentrate was leached at 30¦C and 65¦C using a pure culture of Acidithiobacillus ferrooxidans and a mixed consortium of thermophiles, respectively. In addition, the concentrate was leached at the same temperatures using 0.1 M ferric sulfate. Microbial leaching of chalcopyrite extracted more copper than ferric sulfate oxidation of chalcopyrite at 30¦C, demonstrating that the microbes promoted the solubilisation of copper at this temperature. This result was confirmed by leach solution analyses and residue analysis using quantitative X-ray diffraction (QXRD). More chalcopyrite was oxidized with ferric sulfate at 65¦C than at 30¦C (as expected). QXRD confirmed that pyrite reacted during ferric sulfate leaching at 65¦C but was relatively unreactive during lower temperature leaching. The high ferric ion concentration in the ferric sulfate leach at 65¦C led to significant precipitation of jarosite. This phase was only detected in small amounts at 30¦C in both the microbial and ferric leached residues. Sulfur also precipitated in the ferric leaching at 65¦C whereas no sulfur was detected in the microbial leached residue. Quartz was a relatively unreactive mineral phase regardless of the leaching medium and temperature. QXRD analysis indicated the residue mineralogy differed with different leaching regime.

This paper presents the results of state parameter estimates in an active coal boiler ash storage facility using the most recent methods currently in use for cone penetrometer interpretation. State parameters estimates are also compared with the critical yield stress ratio approach, which is proposed as an additional liquefaction potential screening method. Recommendations are provided regarding additional in situ tests and laboratory tests that may be undertaken to improve the state parameter assessment and data produced for use in subsequent stability or liquefaction studies.

Both blast furnace and steel furnace slags have been used extensively and successfully on main line railroads in the United States for more than 25 years. Annually, these slags are being used as ballast at the rate of about 4 million tonnes of blast furnace slag and 1 mil- lion tonnes of steel furnace slag, much of it on main line with 90 metric tonne car loadings. More steel furnace slag would be used if it was available. Both slags meet all the specification limits of the American Railway Engineering Association. Actual use on high density rail- roads has confirmed the long range economics of their use. Comparison of laboratory tests, such as Los Angeles abrasion, with actual field per- formance has shown conclusively that commonly used laboratory tests can not be used to accu- rately compare the quality of various types of ballast materials.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

The Pebble deposit, located in south-west Alaska, is one of the largest Copper- Gold-Molybdenum (Cu-Au-Mo) porphyry systems in the world, with a current resource of >8 billion tonnes which contain 73.7 billion pounds of copper, 87.1 million ounces of gold and 4.16 billion pounds of molybdenum. The Pebble deposit formed at ~90 Ma, during emplacement of subduction-related hornblende granodiorite porphyry intrusions emplaced into Jurassic-Cretaceous sedimentary, volcanic and subvolcanic intrusive rocks of the Kahiltna Terrane. The Pebble West and Pebble East Zones represent two thermal and fluid centres in a single large magmatic-hydrothermal system. The West Zone extends from surface to about 500 m depth, has thin zones of oxide and supergene mineralisation overlying hypogene chalcopyrite mineralisation, and is amenable to open pit extraction. The East Zone extends to at least 1700 m depth, is higher grade, occurs beneath an eastward-thickening cover of younger sedimentary and volcanic rocks, lacks oxide and supergene mineralisation, and is being evaluated for underground block-cave mining. Most Cu-Au-Mo was introduced with early K-silicate alteration and related quartz-sulfide veins. In the East Zone, a structurally-controlled overprint by advanced argillic alteration significantly increased Au and, to a lesser extent, Cu grades. Exploration potential at Pebble and its surrounding district remains high. Several other porphyry, skarn and epithermal deposits have been discovered in the district, but only limited exploration has been conducted. The eastern, higher grade part of the Pebble deposit remains open in several directions, with significant potential for resource expansion by ongoing, aggressive drill exploration. The Golden Cross is the first large precious metals mine to be both commissioned and closed in the æmodernÆ era in New Zealand. This paper discusses the life cycle of the Golden Cross mine, with emphasis on the closure process and post closure management.   The closure process has generally been very well managed, and successful, but in spite of that some on-going issues remain unresolved. Nearly nine years after the end of mining the mine owners are still actively managing the site, with no immediate end to that in sight.   The site has been described as atypical, due to the identification of a deep seated landslide below the tailings and waste rock storage facilities. However that should not be given too much emphasis when addressing the overall closure and post-closure management issues, which could well apply to other existing and future mine sites in New Zealand.   The Golden Cross can provide valuable lessons for other miners, and the issues arising at this site should be watched closely by the industry as a whole.

Electronic detonator technology has been under development for the last two decades. Currently, there are a number of systems commercially available with several others still under development, each with its own unique features. This technology can offer a significant advantage to the drill and blast engineer through their ability to initiate an explosive charge at the æplannedÆ time. This new technology has created huge interest within the drill and blast community and also raised their expectations to produce better blasting outcomes. In many cases, specifications (or even expectations) of desired blast results are not properly defined. Interaction between the input variables (rock mass characteristics and blast design) and results (fragmentation, throw, damage, ground vibrations, etc) and their mechanisms, or relationship to one another, are not very well defined or understood. That is why rock blasting is still considered by many as an art rather than science. With one of the few remaining variables (cap scatter) now controllable, todayÆs blaster finally has the ability to apply science to his trade. Even though electronic detonators are available and becoming more commonly used, current field practices are not always conducive to extracting or deriving the maximum benefit from this new technology. In the authorÆs opinion, the following need to be understood to derive and sustain the maximum value: clear definition or specification(s) of desired outcomes from a given blast; impact of different features in an electronic detonator system (precision, accuracy, flexibility, reliability, etc) and their impact on the desired blasting outcomes; interaction of blast design variables (energy, energy distribution, timing, blast geometry) and their impact on desired outcomes; impact of rock mass variability and quality of blast implementation on the desired blasting outcomes; and critical need to utlilise appropriate tools and systems in order to measure and quantify benefits.In the authorÆs opinion a scientific implementation process is the key to derive the benefits. This paper analyses the industryÆs preparedness to derive the benefits from this technology and proposes a scientific methodology to understand, evaluate and sustain the value from this technology.

The emerging discipline of ‘geometallurgy’ is not new but is becoming increasingly recognised as a discrete and high-value activity. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance behaviours. A key outcome is enhanced economic optimisation of mining and improved risk management tools.Industry recognition of the need for large-scale, integrated research to support this emerging area resulted in commencement of a major ongoing initiative in mid-2005. The AMIRA International P843 ‘GeMIII’ project (Geometallurgical Mapping and Mine Modelling) is a cross-discipline collaboration involving a number of world-class research organisations supported by over 20 industry sponsors.The project is delivering integrated tools and methods which link intrinsic rock characteristics to prediction of mineral processing performance. These indices must be capable of spatial distribution in 3D resource models and incorporation into mine planning and optimisation. A key aspect is provision of new cost-effective tools and methods which can provide the large numbers of measured and estimated data points required to undertake effective modelling and spatial distribution. The integrated methodology and enabling technologies being developed through the ongoing AMIRA GeMIII project are outlined, together with implications for supporting industry best practice.

The Argyle AK1 Pit has been operating and producing over 25 per cent of the worldÆs diamonds by volume for over 20 years. The mining boom in Western Australia is creating upward cost pressures to ArgyleÆs mining operation while the price received for its product remains flat in comparison to many other Western Australian commodities. This incongruity, which when combined with other circumstances such as the pit being close to the end of its mine life, a decline in head grades and a tightening in operational constraints caused by the pitÆs maturity, is causing the leadership team at the mine to utilise innovative strategies in order to ensure that the open pit continues to perform economically until its final closure in late 2010. The strategies that will be discussed in this paper are step change business improvement methods, localisation of the workforce, employment of Aboriginal people and the use of a clear and concise consultation process in order to provide certainty to a workforce working in a pit during boom times where pit closure is imminent.

At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.
