The mechanism of caving is of interest to the mining engineer only in areas where he is directly concerned. One area is surface subsidence which is outside the scope of this paper. Another area is at the face where coal is being extracted and where control of caving is of vital importance. Coal mining systems have been developed with many considerations in mind, but in this list of considerations, strata control has seldom been given much importance. Research is in progress in Australia to endeavour to determine an optimum sequence for coal extraction underground. As information becomes avail- able from this work it is hoped that appropriate methods of controlling caving in various strata conditions will be devised. When this is done, equipment may be introduced to permit the mining operation to proceed under optimum conditions for strata control, rather than devising a mining procedure to suit the equipment available and methods developed for other reasons.

In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

Comminution of solids is surely one of the oldest technologies which even in this day and age of DNAs, chips and space exploration continues to challenge our scientific acumen and engineering ingenuity. In essence, this challenge is two-fold. One, as much as three to four per cent of all electric power generated world-wide is consumed in crushing and grinding primarily because the utilisation of energy is woefully poor. Studies have shown that the efficiency of mechanical size reduction processes is of the order of 1.5 to 12 per cent only (Schoenert 1986). Two, with the grinding technologies available to us, we have, at best, inadequate and, at worst, almost negligible control over the shape of the comminuted particles, size dispersion of the ground mass, and the sharpness of mineral liberation. Low energy efficiency and lack of control in the sense mentioned above have far-reaching implications for resource conservation, performance of down stream unit operations, and damage to the environment. Our problem is in fact central to the mineral-energy resources triangle shown in Figure 1 which depicts the close interrelationships among mineral resources which are becoming poorer in content and more complex in mineralogy each day, energy resources which are depleting rapidly without any viable alternate on the horizon, and environmental concerns which can no longer be ignored. It is evident that any improvement in the efficiency of the comminution process impacts directly on the control of environmental damage, conservation of energy and the economics of the operation. These concerns have special relevance for the processing of non-ferrous ores.

Surface subsidence caused by coal mining operations was the subject of a very successful symposium organised by the Illawarra Branch of the Australas- ian Institute of Mining and Metallurgy in February, 1973. This symposium dealt with the principles of subsidence and overseas experiences arising out of underground mining. Since that time the i eew South Wales Department of Mineral Resources and Development (formerly the Depart- ment of Mines) has incorporated in the approval for pillar extraction certain conditions related to the monitoring of surface movement. Surveys and plans are required to be kept at mines where total or partial extraction of coal takes place. This paper traces the monitoring of surface movement in the Northern Coalfields of New South Wales over the past ten years. Reference is made to the National Coal Board's Subsidence Engineers' Handbook (1975) and how the guidelines expressed therein have been Beneficial.

On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

At the second Empire Mining and Metallurgical Congress held in 1927, the Empire Council of Mining and Metallurgical Institutions was formed and it was proposed that the Council take steps to prepare a "Review of the Mineral Resources and Industries of the Empire." At the third congress in 1930, it was resolved that the proposal to institute the review should be submitted to the Imperial Conference held in 1930. This was done, and the Minerals Committee, of the Imperial Economic Committee compiled, an interimreport which was based on statistics of imports and exports, and did not consider resources and consumption.In 1942 the Institution of Mining and Metallurgy, London, wrote to the Empire Council and stated that it was desirable that the Council should be in a position to take part in decisions affecting the future of the mining and metallurgical industries. The Council communicated with the constituent Institutions regarding the nominations of two members then in England. Subsequently the Mining, Geological and Metallurgical ,Institute of India prepared a review of the mineral resources and industries of India and their post-war development, and the Empire Council forwarded a copy to the Australasian Institute of Mining and Metallurgy and asked if that Institute would submit a review on simjIar lines for Australia. On account of the increased work required from the assay office, owing to the large additions which have been made to the smelting and superphosphate plants during the last few years, it was found necessary to build a more extensive and up-to-date assay office than the one that had been in use since the starting of the works some twenty years back.A site was chosen adjacent to the main office, so as to be free from smoke and dust.. The building is constructed of red brick, the over-all dimensions being 109 ft. x 37 ft. The roof is of fibrous-cement slates, 31 ft. high, with a two-to-one rise, and overlaps the walls to the extent of 4 ft. 6 in. on all sides.Special care was taken to give light to all working benches, fume cupboards, and balance rooms. The main chemical room occupies the entire western end of the building, and the fire room the entire eastem end. Between these two rooms are the superphosphate, refinery, and gold-parting rooms on one side of the central passage, and three balance rooms, general office, and cloak room on the other side. The height of the roof affords ample space above these central rooms for storage purposes, and also maintains a fairly even temperature. The ceiling of the main chemical and fire rooms is carried immediately under the slates, which gives a total height in the centre of about 25 ft.

Silica-Kaolin Sand Wet Sizing The Bulgarian deposits of silica-kaolin sand are localised in the eastern part of the Danube plain. After wet separation the raw material yields two products - washed kaolin (different grades) and silica sand (different grades). The water washing technology includes: disintegration; spiral classification; hydrocyclone classification and dewatering of kaolin grades; hydroclassification; sizing using drum screens and dewatering of silica sand grades. Research and development program has started to improve the silica-kaolin sand separation in processing plants. Based on the raw material and tails characterisation data and the preliminary experiments using Derrick Stacksizer screening machines a silica-kaolin sand wet sizing technology was developed. The full-scale pilot flowsheet includes the following units: Derrick Stacksizer equipped with 0.43 mm opening Derrick Urethane Panel; 500 mm Flat bottom Hydrocyclone; Derrick Stacksizer equipped with 0.150 mm opening Derrick Urethane Panel; 100 mm Hydrocyclone and Derrick Dual Motor Linear Motion Machine equipped with 0.064 mm opening Derrick Pyramid Panel. The pilot-test data clearly demonstrate that the new silica-kaolin sand wet sizing technology is suitable for Bulgarian silica-kaolin raw material. There are possibilities to increase the silica sand recovery increasing the production of silica sand grade PK 0.16 and starting the production a new grade PK 0.10.

EnergyAustralia is a state-owned corporation in the state of New South Wales, whose responsibility includes ownership and management of an electricity distribution network. Expansion of the high voltage distribution network in the Sydney central business district (CBD) includes the requirement to run an additional five 132 kV feeders over 1.7 km from south of the CBD to a new 132 kV substation in the northern section of the CBD. A driven tunnel is currently being excavated in Sydney sandstone beneath Darling Harbour to contain the new 132 kV feeders. Tunnel construction methods involve both roadheader and tunnel boring machine (TBM) excavation. This paper describes the design development of the cable tunnel, discusses the use of a geotechnical baseline report as an integral part of the contract documentation and provides an update of the current construction works.

Hamersley Iron Pty. Limited has maintained an interest in the screening of iron ore fines (nominally -6 mm). However, no dry screening process had successfully demonstrated acceptable separating efficiencies at high tonnage rates, low operating costs, and mechanical reliability when screening iron ore fines (containing up to 6% free moisture) at sizes of around 1 to 2 mm. A new type of vibrating inclined screen has recently been developed which is claimed to have a non-blinding screening surface. It was decided to test a pilot scale unit in an existing pilot plant located at Hamersley's facilities at Dampier, Western Australia. The appropriate operating parameters such as vibration speed and feed rate were determined using one fine ore type. Mats with different aperture sizes, and different feed moisture contents were also tested. Trials were then conducted on various fine ore types to indicate the effect of different size distributions on separating efficiencies. The effects of feed moisture content were determined with these ore types, and a blend of lump (nominally -30+6 mm) and fines was tested to compare the screen's performance with that of the bottom deck of the minesite product Screens.

Pressure on production at New Zealand China Clays has led to the development of a dewatering control loop for fine halloysite china clay. The development was based on the analysis of data from the automation of plate and frame filter presses. The analysis of the data has led to process changes, and the ability to quickly solve dewatering problems. As a result of control in the dewatering circuit press times have reduced on average 117% and output has increased proportionally.

The concentrating plant of the Broken Hill South Limited was described in Proceedings No. 44, Australasian Institute Mining and Metallurgy, December, 1921, by Wainwright and Read. It was erected on the present site in 1907 and 1908.From that date, the plant has undergone various alterations consistent with metallurgical improvements. By 1925, the timber work of the gravity secti"on had seriously deteriorated, so much so, that, when the machinery was working, the floors and supports vibrated badly, causing heavy maintenance costs.In 1928, it was decided to erect a new gravity-treatment section, to be followed later by a new flotation section.

Maintaining and improving the economics of open pit mining in the future requires understanding of the characteristics of open pit mining that are different to other mining or business activities, designing mines in the first place to be less susceptible to changes in these important characteristics, and adopting strategies which yield reliable returns despite unforeseen change. Planning and production personnel require guidelines and performance standards that are based on sound economics not solely on production criteria. The guidelines adopted for long-term implementation must assume a declining price for mineral products along with declining real costs, with research efforts directed at development of both evolutionary and revolutionary ideas aimed at implementation. Decision-making must focus on risk and probability criteria rather than just simple return-on-investment criteria, and the approach for management of personnel must support the higher level of communication essential for fast decision-making in the new environment of continual change.

Several logging methods are presently available to the oil industry for the evaluation of formation porosity: the Sonic and Neutron logs are already widely used, the Gamma-Ganmia log is being progressively introduced. The readings of these instruments are primarily a function of the rack-porosity, hence the general term of "porosity tools". Apart from porosity, however, other variables such as type of fluid in the pores, nature of matrix and degree of shaliness have an important influence.The response of each device is a different function of such parameters: therefore, a cci bination of porosity tools can lead to information on these variables in addition to the evaluation of effective porosity.For example, the presence of gas; rather than water or oil, in a formation which is not deeply invaded, will tend to give Neutron derived porosity values which are too 'low; on the other hand, the Sonic derived porosity: value will be too high in such- a case. For the same porosity, the Sonic gives a longer transit time in sandstone than limestone, whereas in the low porosity range, the Neutron will read more counts per second in a sandstone than in a limestone of the same porosity. The presence of shale also affects the readings of the various porosity tools in different ways so that the combination of two or more methods may lead, in some cases; to an evaluation of both the-effective porosity and the shale, content.In conclusion, it may be said that the various porosity tools pre-sently available, are, to a large extent, complementary, and that in many problems the use of two porosity tools, instead of one, is very likely to bring valuable additional information.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. Standard microeconomic theory suggests that the behaviour of mineral extraction and processing firms with respect to their demand for water can be modelled and a market demand for water subsequently derived. Such a model, although an abstraction of the real world, should be able to predict the responsiveness of quantity of water demanded to change in price, and, change in demand to a range of factors including: expectations about reliability of supply, changed commodity prices for mineral production, and change in water technology and storage at mine site. This paper demonstrates that the price of water is particularly responsive to changes in demand and that although price increases would result in some additional supplies, physical constraints on supply suggest that the industry will be paying considerably higher prices for water in the future. It is recommended that the mining industry undertakes quantification of possible price increases to position itself to minimise the impact on their operating costs as well as to make responsible capital investment decisions to facilitate future expansion or commissioning of new mines. Substantial investment is required to commission a new mining venture with expected rates of return subject to risk and uncertainty due to fluctuations in world commodity markets as well as reliability of secure supplies of inputs. If a reliable supply of water was subject to uncertainty and water was a critical input for production, then the initial mine design would typically consider a range of production decisions contingent on levels of uncertainty with respect to water supply. These states or sets of water supply, will affect production decisions and future water demand. Modelling production decisions contingent on different states of nature, termed the state-contingent approach, provides a number of insights about producer behaviour under uncertainty. This paper investigates the assumptions underlying the derivation of the market demand for water by the mineral resource industry and identifies the drivers of demand and the responsiveness of the industry to change in price and supply, particularly in relation to capital investment in water-use technologies. The usefulness of these models to the mining industry is considered by reference to the increasing demand for water by the industry in Queensland, in a climate of water shortages.

Multi-sensor fusion visual perception technology significantly enhances visual perception capabilities in complex and harsh environments by combining visual data from different sensors. This technology is especially useful for scenarios where traditional single visible light sensors, such as standard cameras, struggle due to poor lighting, adverse visual conditions, or other visual obstructions. In environments with low light, smoke, or dust, the performance of conventional visible light sensors degrades, limiting their application. By integrating data from various sensors like radar, infrared thermal imaging, and others, multi-sensor fusion technology provides a more comprehensive and complementary visual solution. This fusion not only enhances the robustness of visual systems but also greatly expands their potential applications in fields like visual surveillance. In recent years, deep learning methods have become the mainstream technology for addressing multi-sensor fusion issues, demonstrating significant advantages in adaptive feature selection compared to traditional machine learning methods. However, deep learning-based multi-sensor fusion algorithms still face several challenges. The design of network structures is often redundant, lacking effective screening of useful components within multimodal information. Mainstream fusion algorithms focus excessively on improving display effects without adequately considering the needs of downstream applications and tasks. Existing fusion perception algorithms are generally designed for open visual scenes and lack targeted design for complex visual degradation factors present in tunnel environments of mines. Current deep learning methods for designing multi-sensor fusion networks heavily rely on manual experience to create fusion modules. This reliance increases the complexity of network design and can lead to redundancy. Redundant network modules are difficult to identify in end-to-end learning tasks at this stage, significantly slowing down network inference and potentially interfering with the output of fusion perception. Additionally, training these fusion modules typically requires large amounts of well-annotated multimodal data, further increasing implementation difficulty and cost. For instance, the fusion network design proposed by Li and Wu (2018) focuses on extracting multimodal fusion features, while Zhao et al (2020) introduced a feature decomposition mechanism in the feature fusion and extraction modules. Researchers like Zhang and Ma (2021), Xu et al (2020), and Liu et al (2017) have attempted to improve network structures through dense cascades and the introduction of residual connections. Although these methods have improved the handling of multimodal information to some extent, they still face limitations in distinguishing between useful and redundant information, with redundancy persisting in network designs. Ideally, the design of fusion networks should be more intelligent, guiding network structure design heuristically based on the importance of different modal information for the current task. This would reduce information redundancy and network weights, requiring the development of new algorithms or frameworks capable of automatically identifying and optimising fusion strategies, thereby reducing dependence on manual experience while improving fusion efficiency and network performance. The Curragh coal mining operation was designed and constructed to produce two coals initially at a rate of 4.3Mtpa. These are a high thermal energy steam coal primarily for domestic electricity generation and a low ash high quality coking product for the export market. Treatment of coals from four seams to achieve this requires a large and complex preparation plant and blending facilities incorporating state of the art technology. This facility was constructed during 1982/83. It has been designed for expansion to 6.8Mtpa capacity. The preparation and handling facilities were built at a cost of approximately A$80 million. Equipment includes 500 plus electric drives with a total capacity of 20 000kw. Commissioning was carried out in three phases : Staging - of the control system Coal Handling Facilities - conveyors, stackers and reclaimers for raw and product coals The Coal Preparation Plant - heavy media cyclones and froth flotation. A period of three months was devoted to the commissioning of the plant before requiring product coal to contract specification. This paper will describe the planning, implementation and results achieved.
