This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealand's minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Government's intention to review all the major laws governing New Zealand's resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990.

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Kalgoorlie Consolidated Gold Mines Pty Ltd (KCGM) is a management company, formed in 1989, to manage the assets and operate the Kalgoorlie joint venture for the owner companies Gold Mines of Kalgoorlie Limited (GMK) and Homestake Gold of Australia Limited (HGAL). Mining is still in progress on the 'Golden Mile' and surrounding areas more than 100 years after Paddy Hannan's discovery adjacent to the active Mt Charlotte mine. From 1893 until 30 June 1995 the Kalgoorlie Goldfields has produced approximately 45 million ounces (-1400 tonnes) of gold from mining and treating about 179 million tonnes of ore. Most metallic iron in the world is produced in blast furnaces from different feed stocks – sinter, lump ore and pellets. Sinter is the main iron-containing feed to the blast furnace and can constitute up to 70–85 per cent of the total ferrous burden. As sinter quality is a key element for stable blast furnace operation, the textural, chemical and physical characteristics of the sinter are very important. Two major factors that affect sinter strength are mineralogy and porosity. This study utilised optical image analysis (OIA) to characterise sinter mineralogy, and the results were compared to those obtained by manual point counting under the optical microscope.Two major mineral characteristics of iron ore sinter are the presence of primary (unreacted) and secondary (derived from melt) hematite. Standard OIA, which is based on RGB thresholding, is not able to distinguish them as they have the same reflectivity; however, primary and secondary hematite in iron ore sinter have a different morphology. The CSIRO-developed OIA software Mineral4/Recognition4 has a unique feature to identify various textures/morphologies of the same mineral. Together with other capabilities of the Mineral4/Recognition4 software, this feature was used to identify different types of hematite and silico-ferrite of calcium and aluminium and other common sinter phases, such as magnetite, larnite, glass and remnant aluminosilicates.A visual comparison of the sinter mineralogy present in optical photomicrographs and that present in the mineral maps created automatically by the Mineral4 module of the CSIRO software confirmed the accuracy of the automated mineral identification.CITATION:Donskoi, E, Hapugoda, S, Lu, L, Poliakov, A, Peterson, M and Haileslassie, A, 2015. Rock-breaker automation and remote operation improves the safety and efficiency of mining operations. This paper presents an overview of the Rocklogic rock-breaker automation system architecture that provides collision avoidance, automated parking and remote operation functionality. The system consists of a distributed computer control system that interfaces with sensors attached to the rock-breaker, the rock-breaker hydraulics and the site infrastructure. We present results of an automated Transmin rock-breaker installed in a production environment at an underground Australian mine site. The system has been in production use for over 900 days, during which there have been no reported collisions and 100 per cent adoption of the remote operation technology. As a result, Rocklogic has significantly improved the safety of rock-breaking operations and reduced the rock-breaking cycle time, thereby improving the site’s overall throughput.CITATION:Boeing, A and Douglas, E, 2014. The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

The power station went into operation in 1931, when the installed capacity was 12,500 kVA. with a loading of 4,000 kVA. In 1936 the loading increased to 6,750 kVA. which necessitated the addition of a third set which went into operation in 1937, the installed capacity at that date being 18,750 kvA. with a loading of 7,000 kVA. This remained fairly constant until 1945, when a gradual increase was noticed, the loading in 1952 being 10,598 kVA.With the addition of the copper plant, additional generating capacity was required and it was decided to raise the installed capacity by the addition of a fourth set to 34,375 kVA. with an expected loading, when producing copper, of 20,000 kViA.MAIN POWER PLANTThis consists of three GiE.e. alternators of 6,250 kVA. or 5,000 kW. at 0.8 P.F. rating and one G.E.C. alternator of 15,625 kVA. or 12,500 kW. at 0.8 P.F. rating, making a total generating capacity of 34,375 kVA.Each alternator is driven by Fraser and Chalmers turbines at 3,000 r.p.m.SYSTEMThe main 3 phase 3 wire 3,300 volt distribution system has the neutral point of alternators earthed through by one or two earthing resistors designed to limit earth fault current to 3,000 amp. for 20 seconds, in the case of the large machine, and to 1,100 amp. for 10 seconds, in the case of the smaller machines, or full load of either size machine at rated voltage.

The'treatment of the South Alligator valley uranium ores passed through three phases dictated by economic circumstances during the years 1956- 640 In the first phase high grade ores were treated by hand sorting and wet gravity separation for recovery of high grade concentrate to meet a United States Atomic Energy Commission (U.S.A.E.C.) contract for plus 50 per cent pitchblende concentrates. Secondly tailings from the gravity plant and some high grade ores were trucked to Rum Jungle and sold to the Australian Atomic Energy Comm- ission (A.A.E.C.). Thirdly solvent extraction plants were built at Moline (previously Northern Hercules) by United Uranium N.L. (UOU.N.L.) and at the South Alligator River by South Alligator Uranium N.L. (SOA.U.N.L.). These were the first solvent extraction plants designed in Australia, as earlier plants used the ion exchange process for recovery of uranium oxide. The plants were small, indeed the S.A.U.N.L. 15 ton per day plant was possibly the smallest commercial plant known, but they operated efficiently with good recoveries, and were placed on a care and maintenance'òbasis when contracts were filled. Sulphuric acid was supplied in bulk to both plants by the A.A.E.C. from the 30 ton a day acid plant at Rum Jungle. Gold was recovered as a by product of uranium ore from the Moline plant.

The Fimiston reserve is being depleted at the rate of one million ounces per year; most of which is processed by the Fimiston plant, with the remainder being stockpiled. As for most other large open cut mines around the world, Fimiston has an excellent dispatch and tracking system. Reconciliation is used to determine how the various models used in mine planning (such as a reserve, budget and schedule models) are tracking against production. It is also used to gauge the performance of grade control estimation against production; however, analysing the results of this can be complicated and, at times, misleading. The reconciliation process involves adjusting the monthly production data to equal the mill reported tonnes and grade, plus the change in stockpiles. This adjusted number is then compared to the grade control reported tonnes and grade, the scheduled model (monthly planning model) tonnes and grade and against budget (Reserve) tonnes and grade. This paper includes explanations of all assumptions made in the reconciliation process, including the end of month closing stocks balance, the application of adjustment factors to the dispatch data to create a new balanced set of production data and the monthly sign off to comply with the Sarbanes-Oxley requirements of the North American owners. The reserve is reconciled by proved and probable classification. This tool is used to assess the robustness of the classification scheme utilised and identify any reconciliation issues as they arise. Within the Fimiston deposit there are still issues that are clouded by the assumptions made concerning the scale of observation, poor data support and the mining of the narrow lode areas of the deposit. The declared ore mined (DOM) number (which is defined in the paper) can be significantly affected by these assumptions, and these need to be clearly stated and understood when looking at the reconciliation data. The DOM tonnes and grade is a good indicator of real mine performance as it adjusts mined tonnes and grade to take into account the milled tonnes and grade each month, and prevents cumulative errors from building up in mine predicted dispatch numbers or end of period stockpiles. This number allows monthly monitoring of the mine to mill performance and allows valid comparisons to be made back to budgets and reserves over a period of time. KCGM uses three month rolling averages to monitor performance against reserve and budget models. This ensures that monthly distortions in the figures due to stockpiling issues or over mining in a particular period do not lead to false conclusions. Reconciliation performance over a longer period (12 - 18 months) is used to adjust reserve models should significant variance be observed. By closely monitoring the reconciliation performance at the Fimiston operation, fine tuning of all aspects of the grade estimation process from reserve through to grade control can be made. This allows the most accurate data to be used when planning from reserve data for the Life of Mine Plan through to grade control data for short-term mill feed.

The thermal conductivity of slag is critical for the efficiency of high temperature metallurgical processes such as the smelting reduction of ferroalloys, the ladle refining and the continuous casting mold flux in steelmaking. Experimental determination of slag’s thermal conductivity is fraught with challenges, as seen in yielding data for the SiO2-Al2O3-CaO system that are often inconsistent and widely dispersed. In molten slags of this system, thermal transport occurs via phonons within the network structure. To quantitatively describe thermal conductivity based on the microstructure, hightemperature Raman spectroscopy was employed to measure the silicate tetrahedra Qi (i = 0, 1, 2, 3), with Q4 species inferred from mass balance. This study also integrated molecular dynamics simulations to provide a fundamental understanding of the microstructure units distributions. Machine learning algorithms, especially deep neural networks, were applied to establish the relationship between slag composition and the configuration of tetrahedra. The thermal conductivities were then connected with silicate tetrahedra Qi using an Arrhenius-type formalism. This study sets the stage for extending our findings to more complex, multicomponent slags, enhancing their practical application in industrial processes.

HISTORY OF PROCESS DEVELOPMENT The manufacture of coke from coal commenced at the beginning of the 17th century by heaping coal into circular mounds in the open, covering with earth, clay or ash and slowly burning the coal in the mounds to produce a heap of coke. Naturally the process was slow in production rate with low coke recovery due to the loss of that part of the coal which was completely burnt to ash. As a natural consequence of this initial carbonisation method, a coke oven design was developed so that the coking chamber, which was constructed of brick, was circular in plan, cylindrical in section with a dome shaped roof - similar in shape to the original coal mounds. As the shape of the chamber was similar to the old dome shaped beehive, the ovens were called beehive ovens. The ovens were built in long single or double rows with retaining walls between each oven and as such were known as a battery of beehive coke ovens. In these early beehive ovens, coal was charged from hand wheeled tubs into a hole into the top of each oven, hand- levelled with a rake and the oven side opening sealed with bricks and clay except for some small holes in the opening to admit limited quantity of air for combustion. Coking commenced by the heat retained in the brickwork from the previous charge. The gases evolved from the coal, together with the admitted air, were partially burnt inside the oven to supply the heat for carbonisation and the surplus gases were burnt to waste at the top charging hole. The heat from this gaseous combustion inside the oven together with the reflected heat from the brickwork of the arched roof of the oven allowed carbonisation of the coal charge to proceed from its surface slowly downwards to the floor of the oven. At the end of the coking cycle (usually 4 or 5 days) when there was no more evolution of gases, as indicated by diminishing gas flame and a drop in oven temperature, the brickwork of the oven opening was removed. The coke was then quenched by inserting a pipe with spray holes to spray water over the coke charge in the oven after which the coke was raked from the oven. The work of charging and levelling the coal, bricking and removal of oven opening, quenching and raking out the coke all required manual labour. As these ovens only carbonised a 5 to 7 ton charge of coal per cycle of 4 to 5 days, to produce 3 to 41/2 ton of marketable coke, the labour required per ton of coke was high.

Kidston Gold Mines commenced mining in 1984 and currently mine approximately 10 million tonnes per annum of ore and waste using a conventional truck and shovel open pit method. The overall mine grade is a low 1.82 grams per tonne.The mineralisation is generally uniform within the ore zones and mining boundaries are staked out from blasthole assays according to pre-determined cut-off grades. Buffer blasting is necessary to minimise post-blast lateral movement of in-situ grade for digging control.The characteristics of the rock currently mined vary widely from soft oxidised to hard unweathered rocks. Blasting problems have been experienced during the initial mining phase in these harder rocks.

For some time the-mining industry has been criticised, completely unjustifiably, by certain people who style themselves conservationists but are actually preservationists. The criticism of the mining industry - and indeed all developmental industries has an emotional background and is not supported by facts. Some claims have been so disturbing that the Australian Mining Industry Council considered that the industry should do more in stating its position and attitude than has been done to date. It was therefore decided to request the Australasian Institute of Mining and Metallurgy (which is a technical organization) to join with it in presenting this seminar so that the subject could be examined on a scientific and factual basis, removed from the pressures of, emotion, and so that the media and the public could be presented with some basic factual data and, I trust, convinced of the soundness of the industry's attitude and policy. Many of the individuals in the mining and metallurgical industry are men who chose mining as a career because the location of mines gives an opportunity normally available only in the more remote areas. "These men do not want to see their countryside despoiled. '-The mining companies they manage and w rk for have accepted a responsibility to the environment which grows out of their close relationship with the earth.

A pressurisation method with multiparallel fans has been adopted at HongLiuLin Coalmine to control the significant external air leakage through the goaf area of coalface 15207. Potential damaging effects of large external air leakage on a coalmine’s ventilation system are analysed according to the current air leakage status caused by the exploitation of shallow-covered coal seams. The use of pressure balanced ventilation to prevent external air leakage through goaf areas is introduced. The calculation of ventilation network of HongLiuLin Coalmine shows that the air resistance of an external air leakage branch through a goaf area and the air pressure drops from the intake slope to the working face can be adopted to determine the values of pressure to be increased by regulating fans and airflow controlling parameters of regulators. By investigating airflow requirements of the pressure-balanced area as well as the performances of the auxiliary fans currently used in the coalmine, the number of pressurisation fans needed is fixed. With the economic trend towards reduced capital spend, more stakeholders are focusing on improved operational efficiency and productivity. Advancements in achieving the optimum dollar-per-tonnage will be more dependent on creating a logistics system that is well balanced and economically optimised. Critical to predicting a successful business case is the ability to accurately define capacity, realistically increase throughput and proactively translate objectives into design and operating requirements. Failure to do this will create an unrealistic perception of capacity and performance for the export corridor. This transition requires a fundamental understanding of the drivers that impact capacity, cost and value across the entire logistics chain. Through examples, this paper will identify the contextual requirements for simulation models that assist decision-makers and stakeholders to more clearly understand the implications of decisions that will define capacity and operational performance. The Callie Underground Mine is located in the Tanami Desert 560 km Northwest of Alice Springs in the Northern Territory and is currently operated by Newmont Australia Limited with all mining activities carried out by Henry Walker Eltin. Callie was discovered in the region in 1991 with the box cut portal commenced south of the pit in 1995 and underground ore production commenced in 1998, after completion of the profitable Callie Open Pit. Development is currently occurring at depths of over 700 m with the decline currently below the 640 Reduced Level (RL) level (surface RL of 1400) with production haulage from 600 m below the surface. The combination of auto compression, a moderate geothermal gradient of 2¦C/100 m and diesel heat transfer causes the wet bulb temperature of intake air at the bottom of the mine to be typically 5¦C higher than on the surface. Wet Bulb temperatures can be up 5¦C higher again in active areas under secondary ventilation. During the 2002/2003 wet season many activities in the lower levels of the mine were stopped due to miners experiencing adverse heat related symptoms or the temperatures exceeding the Underground Heat Management Procedure stop job criteria of 32¦C wet bulb. To improve the working environment, combat the heat related illness and improve operational efficiency, a temporary 1.8 MW refrigerated cooling plant consisting of three 600 kW modules were installed underground to provide bulk air cooling for the lower levels of the mine during the 2003/2004 wet season. Several studies have been conducted in relation to future ventilation demands at Callie and all came to the conclusion, that some mine cooling will be necessary for Callie to meet the high production and development demands. This paper will describe the ventilation network at the Callie Underground operation focusing on the installation, operation and effectiveness of the temporary underground refrigeration plant.

Overcoring is a common technique to measure in situ rock stress using the concept of stress relief. The strains measured during overcoring are used to calculate the stress tensor assuming continuous, homogeneous, isotropic and linear elastic behaviour. This approach does not recognise any effect of the thickness of the rock annulus produced during overcoring instead assuming that the stresses are entirely a function of the difference in strain between the start of the overcoring and the end with no regard to the transient strains produced. Three-dimensional numerical modelling was used to simulate the overcoring process and investigate the impact of core diameter on the transient stresses and strains during overcoring. This study showed that in thicker core, maximum transient axial stresses and strains occur when the drill bit approaches the measuring point and greater tensile axial stresses were produced when the annulus was thinner. Instantaneous outbursts of coal and gas have occurred in Australia in the Sydney Coal Basin since 1895 and in the Bowen Coal Basin since 1954. The largest has been about 500 tonnes of coal and so their magnitude and character have not approached those experienced in some other countries. The occurrence of CO2 with some Australian cases provides some similarity with the worst affected areas in France and Poland.The proneness of seams depends on coal rank and seam gas composition, among other factors. The proneness of places depends on depth, structure, intrusion, tectonism and other factors affecting the geometric, physical and chemical uniformity as well as details of mining. As a phenomenon due to gas and stress, prevention can be achieved by relief of high gas and/or stress condition. Alternatively, controls can be applied to render mining safe for personnel. Unfortunately day-to-day prediction is not widely and reliably achieved to allow selective use of prevention or control. The initial rate of desorption is the most promising day-to-day indicator.Various researches include gas conditions and parameters, stress and failure conditions and parameters, coal variables and geological variables in relation to prediction, prevention and control. Some assistance in research may derive from study of analogous phenomena of instantaneous outbursts of salt and other rocks and gas. It is concluded that in the Sydney and Bowen Basins, any coals with less than 30 per cent Volatile Matter (VM) ash free dry (afd) at depths over 200 m could be prone. Proneness increases with depth, with lower volatile content, with geological disturbance including faulting, intrusion and recent tectonics, with increased CO2 in seam gas, with narrow work and with other factors. Much more research is needed.Unfortunately outbursts are needed too, to provide the research with realistic data. With the problems of mechanism and prediction still being unsolved much research remains to be done. No present aspect of research is satisfactorily resolved.

Models of the genesis of existing ore oodles and targetting of exploration for new mines are greatly enhanced by an-understanding of the plate tectonic environment existing at the time of mineral emplacement. In areas of recent or active tectonism, a study of the present-day crustal and upper mantle structure is an obvious starting point in unravelling the evolution of the accessible upper crust. Bougainville is the northern-most island in the Solomon Islands arc. A 7km deep trench almost 100km off its western coast marks the commencement of subduction of the Solomon Sea plate beneath the Pacific plate. As outlined by the seismicity, the subducted crustal slab under the southern half of Bougainville reaches the axis of the island at about 100km depth, from which point it dips near vertically another 300km into the upper mantle. Large surface blasts at the Bougainville Copper Mine at Panguna, Bougainville, Papua New Guinea were used to derive an unreversed upper crustal profile of the island. The crust appears to be relatively simple, being comprised of a 5km deep layer with a P-wave velocity of 4.5km/sec, overlying a l0km thick layer with a P-wave velocity of 7.2km/sec. Constraints on the 15km mantle depth were provided by the identification of both P to and S to P phase conversions of seismic waves from local shallow earthquakes at the Moho boundary. An upper mantle velocity of 7.95(¦ 0.15) km/sec was measured from travel times of selected shallow earthquakes along the strike of the island arc.

The Olympic Dam smelter facility processes copper concentrate feed using direct-to-blister smelting technology to support the current site production rate of 225 000 t/a copper. The metallurgical control of the Olympic Dam smelter is largely managed from a single central control room. Control room operation and management is therefore a key function in ensuring safe and reliable operation of the smelter, including identifying and initiating control of abnormal events. As part of a consolidated smelter reliability improvement program, a team consisting of process and control system engineers was formed. The teamÆs charter was to address and resolve the alarm flooding issues being faced by the control room technicians and the lack of an up-to-date base of supporting functional documentation. The project was successfully resourced with WorleyParsons metallurgists, Citect PLC technicians and the on-site technical team. Implementation was conducted over a 12 month period with the goal of achieving best practice alarm levels. The goal was achieved through a systematic process of alarm design review that analysed every configured alarm versus best practice design standards. Innovative concepts such as group-based alarms, first-up interlock displays, graphic only alarming, alarm help and alarm shelving were developed and implemented in conjunction with improved alarm masking. Total configured alarms were reduced from 20 000 to 5000 while the alarm rates were reduced from in excess of 200 alarms per hour per controlling technician to best practice levels of less than 12 alarms per hour per controlling technician. Completion of this program has provided a firm foundation for implementing further control optimisation and was a key activity in supporting sustained smelter reliability levels.
