A simple and rapid method for delennining gold and silver in carbon samples is described. The method involves dissolution of carbon ash in a strong oxidising medium of aqua regia and hydrofluoric acid. Gold and silver are determined in the resultant solution using atomic absorption speetrometry (AAS). The method is efficient and reproducible. Gold results are comparable to the standard fire assay results, with agreement of results within ± 5 per cent. The co-efficients of variation for gold and silver are 0.37 and 0.39 per cent respectively for six replicate analyses. The analysis of gold and silver in a batch of ten carbon samples can be completed in approximately four hours.

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June, 1,,896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to -the works, the firewood being of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides).The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall. The areas so far exploited aggregate a total of about 42 sq. 'miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. The tonnage of wood yielded per acre varies from 40 to 100 tons on stack measurement of 80 cub. ft. per ton, 60 tons per acre being considered a good average yield. The gross amount of firewood handled during the past 13 years approximates 1,200,000 tons, the greater portion of which has been obtained by ordinary tramming methods. The dilution of blasted ore with cemented backfill materials has been recognised as a significant factor influencing the economics of some underground metalliferous mining operations. Several mechanisms have heen identified as possible causes of fill failures. The purpose of this study was to determine the possibility of damage as the result of one mechanism, that of production blasting adjacent to bodies of cemented hydraulic fill (CHF). A vibration amplitude transfer function has been developed to model the transmission of blast vibrations from the source, through ore, across the ore to CHF interface and into the CHF mass. The model may be applied in the near field. The model has permitted estimation of vibration amplitude at a point in a CHF mass, to which damage criteria may be applied. A number of assumptions and simplifications have been made to render the problem relatively tractable. Ore and CHF material characteristics recorded by a number of authors were utilised to formulate preliminary damage estimations. A simple application of the amplitude transfer model indicated that a zone of plastically deformed CHF would be produced, and would extend to a distance of approximately 0.5 metres from the interface into the CHF. A sensitivity analysis was also conducted, that indicated that the zone of plastic deformation would be more extensive given appropriate conditions. Recommendations for further model development and future laboratory and field investigations have been made.

"One of the key risks to the success of a mining operation is the accuracy of the estimates of both the economic mineral and any accompanying contaminants contained within the ore reserve. Misrepresenting the mineralogical characteristics of the ore reserve can result in considerable financial investment in an operation that is in fact uneconomic and/or carries a significant environmental risk. This in turn can result in an unplanned closure of the operation with associated financial, environmental and social legacy. One way to minimise this risk is to undertake high density resource sampling to gain a better understanding of the resource characteristics. However, such an approach is expensive, time-consuming and often impractical. The risk of not having an accurate model is typically assessed during a feasibility study utilising a Monte Carlo simulation method or some form of sensitivity analysis. Importantly, the error margins used in these types of analyses are often based on subjective or very general criteria such as ‘professional judgement’ or an ‘industry standard’. This presentation introduces a conditional simulation method for developing a range of mineralogical distribution models. Based broadly on the method outlined in Journel and Kyriakidis (2004) the proposed approach develops this work further. It combines a geostatistical analysis of the available data with automated mine design software to provide a rigorous method for assessing the confidence in the mineralogical characterisation of the ore reserve. The process is based on simulating possible mine plans based on the statistical characteristics of the available resource sample data. These plans are then assessed against high resolution resource models generated using a Sequential Gaussian Simulation method. The outcome is confidence intervals for important characteristics of the ore reserve estimate relative to the actual resource. These confidence intervals are an objective and transparent measure important for assessing closure risks and represent an improvement over common practice.CITATION:Trembath, D, 2016. In a previous study, various pyrite depressants were examined to improve the flotation performance of a copper-sulfide ore. Optimal results from this study were used to examine the effect of elevation on recovery and grade. Tests were conducted at elevations of 3350, 1735, 610 and -760 metres, consisted of five repetitive experiments for statistical analysis, and were performed both with and without airflow control. Tests were also performed in a glove box at Montana Tech to mimic the pressure conditions. Results indicate that both recovery and grade are dependent on pressure via bubble size and airflow suggesting that pressurised flotation cells should be considered for operations, particularly those at high elevation. Economics are extremely favourable for implementation because ensuing capital expenses are inconsequential with minimal time for return-on-investment.

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Mineral resources are national assets which must be capitalised for national development. Those assets should be transferred into real economic capital and then into social capital to achieve national/regional prosperity. Successful development in the mining industry will depend on the correctness in determining the role of mining industries for regional development. Using the context of sustainable development, this paper will analyse the concept and process of mining industry development as an accelerator to achieve regional sustainable development, using the mining operations of PT Newmont Nusa Tenggara (PT NNT) in Batuhijau, Sumbawa Barat Regency as a case study. In the premining activity phase, Sumbawa Barat was dependent on the agricultural sector. Agriculture contributed around 40 per cent of the regional gross domestic product (GDP). Meanwhile, in the activity phase, mining became the sector with the biggest contribution to regional economy. From its operation in Batuhijau, PT NNT contributed around 70 per cent of the regional GDP per year since 2001. In year 2000, the GDP had increased 170 per cent from its figure in 1999. However, due to its depleting reserve, PT NNT will finish its activity in Batuhijau by year 2015. Consequently, the Government of Sumbawa Barat Regency must develop other sectors in the post-mining phase to sustain economic development. Based on location quotient (LQ) and input-output analyses, Sumbawa Barat should develop its priority sectors, ie agriculture, trading and hotel, services and construction to achieve sustainability after mining life. Development of these non-mineral sectors is expected to sustain economic growth in the region.

The presence of high concentrations of dissolved ions in groundwater, sea water or recycled water may alter the water structure, particle surface wettability and colloidal interactions between bubbles and particles and can have a significant effect on mineral flotation. While the impact of water quality on the flotation of precious and base metal minerals is well established, no relevant published study exists currently regarding the effect of water salinity on the flotation of rare earth bearing minerals. This paper attempts to quantify the effect of water quality variation on flotation recovery and grade of rare earth minerals and gain an understanding on which ions existing in saline water affect flotation behaviour. Specifically, it is aimed at investigating the effects of water quality on the flotation of monazite in the presence of cations such as Ca2+, Mg2+, K+, and Na+. Flotation tests, zeta potential measurements, and adsorption tests were performed to explain the flotation behaviour. It was found that monovalent ions such as Na+ and K+ have negative impact on rare earth minerals recovery and grade. The result of single mineral flotation tests showed that the floatability of monazite was significantly depressed in the presence of Ca2+ and Mg2+. The result of single mineral flotation test showed varying depression levels in the presence ions in the order of Ca2+ > Mg2+ > Na ~ K.

A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. The Cawse nickel-cobalt operation is situated 50 km NW of Kalgoorlie in Western Australia, at latitude30o22'30'' south and longitude 121o08'30'' east on the Kalgoorlie 1:250 000 geological map sheet (SH 51-9) (see Figure 1). The project is owned and operated by Centaur Nickel Pty Ltd (CTR) and was the first in Australia to commercially produce nickel metal and cobalt sulphide through pressure acid leach (PAL) technology. Cawse has a total resource base (all categories of resources + reserves) of 213 million tonnes Mt at 0.7 per cent Ni and 0.04 per cent Co, comprising 127 Mt at Cawse Central which is 100 per cent owned by CTR and 86 Mt at Cawse Extended where CTR has a 80 per cent equity. Cawse Extended is located immediately to the northwest of the Cawse Central leases. All current reserves (proved and probable) of 30 Mt at 1.0 per cent nickel are contained within Cawse Central. In addition the Siberia project area 20 kilometres to the NW has a resource of 63 Mt at 0.7 per cent Ni. Cawse is a dry laterite deposit, with nickel and cobalt hosted by iron and manganese oxides. Cawse Central mineralisation extends over a ten kilometre strike length, with three pits currently being mined. The Bunyip pit has the premier nickel and cobalt grades within Cawse Central. There are seven dominant lithology types forming mappable units within current pit exposures. Four of these units are host to nickel and cobalt mineralisation. Ore types are defined as Upgrade, Grind and Non-upgrade, depending on their physical characteristics with respect to the treatment route. Mining commenced in February 1998. To the end of calender 1999 the operation has produced 2100 tonnes nickel plate and 470 tonnes of cobalt as a cobalt sulphide product. Future production will target 9000 tonnes per annum Ni metal and up to 2000 tonnes per annum Co, based on processing 500 000 tonnes of ore per annum.

One of the challenges facing the gold industry in the 21st century is the continuing need to identify new reserves of economically treatable ores. Discoveries of large, metallurgically simple orebodies are becoming increasingly rarer, forcing companies to investigate options for the processing of ores which may present recovery, economic and/or environmental issues, requiring innovative approaches to their treatment. Ores which contain naturally occurring carbonaceous material (æpreg-robbing oresÆ) are an example of one such ore type. NewmontÆs Jundee operation contains zones of carbonaceous ore within the oxidised orebody. A program consisting of detailed laboratory work and extensive plant trials has been undertaken to assess the options of the processing of this material. Laboratory tests demonstrated the advantage of carbon-in-leach (CIL) over direct cyanide leaching and carbon-in-pulp (CIP) for treatment of these ores. The laboratory program identified several factors which would enhance overall gold recoveries where preg-robbing ore was being processed, including: keeping preg-robbing ore separate from non-graphitic ore; maximising gravity recovery; and ensuring the plant operates in æpureÆ CIL mode, ie no leaching prior to first adsorption tank. Several plant trials were undertaken to assess the economic sustainability of treating moderate preg-robbing ores through a modified gravity/leach/adsorption circuit. Results indicated that where good operational control of the circuit was maintained to ensure high gravity recovery, minimal leaching prior to carbon contact, and maintenance of good, active carbon inventory, then acceptable and sustainable overall gold recoveries could be obtained. Using these relatively simple plant modifications potentially allows a plant to treat ores with preg-robbing index (PRI) values up to one. Production blasting of Dc Beers Consolidated Mines Limited, Koffiefontein and Finsch Mines involves both uphole trough rings of 9 to I I holes and near vertical 360 degree compound rings of 42-54 holes. The rate of production from these stages is dependent upon being able to achieve a specified fragmentation size range and this has driven the derivation of blasting practices to consistently achieve this target fragmentation. At the Dutoitspan Mine, in Kimberley, where mining of the kimberlite pipe is by block caving, 100 per cent extraction of the undercut level by ring blasting is essential. If this is not achieved, pillars are formed which not only inhibit the efficient initiation of the caving process, but also concentrates load onto the extraction level, causing damage to draw points and pillars. These two case studies demonstrate the importance of achieving optimum blasting performance for downstream mining efficiency; ie fragmentation for increased productivity at Koffiefontein Mine and 100 per cent undercut extraction for efficient initiation of the caving process at the Dutoitspan Mine. The case studies also serve to highlight the long road towards blast optimisation taken by De Beers Consolidated Mines Ltd (Koffiefontein. Finsch, Premier and Kimberley Mines) since 1989.

The original bulk air cooling system at this particular mine made use of two water chilling refrigeration machines to produce peak cooling of approximately 12 MWR with a downcast air temperature of about 7°C; however, as the shaft is not used for transporting personnel, the opportunity existed to supply more cooling to the mine by lowering the downcast air temperature. An ice storage facility has been constructed and provides a range of opportunities in operating the system: colder air temperature sent to the shaft, enabled by using near-zero degree water produced by melting ice to cool the air; electricity time-of-use management, by shifting electricity usage out of peak tariff periods; and increased peak cooling capacity, by melting ice while chilling water. Ice is created in the storage facility at night while the ambient air temperature is low and then melted to produce cold water when required by the cooling process. An ice dam was constructed and serpentine stainless steel coils installed where the ice is produced; one of the refrigeration machines was converted to chill a glycol solution to subzero temperatures to create the ice on the coils; a plate heat exchanger was installed to allow the glycol chiller to act as a water chiller as well; and a third spray stage was added to the bulk air cooler to utilise the near-zero water. "Optimisation of drill and blast design and engineering can deliver a significant positive impact on the profitability of any mining operation; however, true engineering of the blasting process is less common than might be thought. The paper that follows explores this gap and suggests a process control-based approach to the challenge.The concept of applying modifications to drill and blast designs in order to achieve efficiency improvements in downstream mining processes is far from new. However, the author suggests that the practical application has become less than rigorous in a number of different sectors of the mining industry in a wide range of countries.There is a common tendency for the design process to become simplified to the point where the objective is merely the communication of instructions to field implementers (drillers, explosive suppliers, blasters, etc). In effect ‘design’ often degrades to ‘cut and paste’ with consequences that vary from mild to critical, with respect to the profitability of the business.Engineering of the drill and blast process involves the design function, not on a one-off basis but rather as a component of a more complete cyclical process that includes a statement of objectives, a design based on a suggested hypothesis, field measurement of results, comparison with the target ‘set point’ and the application of control measures followed by new measurement, including interpretation of the results in financial terms.When applied in this fashion, engineering provides practitioners with the means to optimise the drill and blast impact on the full spectrum business result of the mining activity.These concepts are discussed with reference to a surface gold mining operation applying run-of-mine heap leach extraction. Engineering optimisation by adapting process control and measurement techniques is demonstrated to be a key component of the solution set applied to generate enhanced operations productivity and stakeholder value. It is shown that a combination of rigorous measurement, model calibration and hands-on quality assurance/quality control facilitates the creation of a road map to profitability, stressing the need to consider economic trade-offs between operational expense (investment) and measurement of enhanced value (return on investment).The process, however, does not cease at this point. Implementation of true design practices, incorporating innovation and discipline in implementation or execution can drive the process to deliver demonstrable, technically validated outcomes. Furthermore, these technical results can be related to financially quantifiable impacts. Many regulatory bodies have, or are considering, guidelines that require rehabilitated mine spoils to be erosionally stable (satisfying quantitative limits) over specified design lifetimes. One of the problems facing the industry is that many of the computer models used for erosion assessment were developed for agricultural applications and are unable to predict the change in the shape of engineered landforms over extended periods of time. In particular, they cannot predict where valleys and gullies will develop in the landforms and how big or deep they will be. Furthermore, many existing models require considerable skill to use. A computer model (SIBERIA) developed by the first author, able to model this valley and gully development over long design lifetimes, and which is directly based on digital terrain maps is discussed here. Proposed rehabilitation strategies for waste rock dumps at Ranger Uranium Mine as assessed with SIBERIA are discussed. New features of SIBERIA of interest to the mining industry include the spatial distribution of erosion, deposition and gully development, and various measures of the quantitative risk of failure. A collaborative project with the Queensland Coal Association, involving the first author, aims to deliver these capabilities to the coal industry in a user-friendly package. The objective is the cost-effective rehabilitation of strip mines. Some preliminary results from this project are presented.

Transport Canada (Federal Government) constructed the Halifax International Airport (HIA) near Halifax, Nova Scotia, Canada in the late-1950s. Site location criteria were primarily; direct access to the city and a raised flat topography. Unfortunately, the site chosen was located on shallow Meguma group pyritic slate bedrock. In 1982, during the construction of an airport taxiway, it became very apparent that acidic run-off from excavated bedrock at the site was having a negative impact on adjacent aquatic habitat. The ensuing 20 years involved many efforts to rectify the acidic drainage problem with mixed results. Some of the techniques which have been implemented at HIA to address the acid rock drainage (ARD) issue include: dry covers, wet covers, wetlands, electrochemical treatment, open limestone channels, limestone gravel polishing beds, agricultural limestone application, and two hydrated lime [Ca(OH)2] addition treatment plants, the first producing low density sludge and the new one that creates high-density sludge. Based on over 20 years of water quality monitoring data it is apparent that only certain acid drainage mitigation methods have been effective at HIA. In 2000 when the Halifax International Airport Authority (the Authority) took control of the operation and management of the airport, including the ARD issue, it was decided to construct a modern, highdensity sludge, hydrated lime treatment system. This new $CAN 7 million system is now in operation and is achieving compliance with water quality guidelines. Due to high operating cost, a review of methods to optimise the system is being carried out. The HIA ARD problem, though minor by comparison to most mine sites, has provided unique challenges and may provide valuable insights into this urgent environmental and financial issue.

Bow-tie analysis is a commonly used tool in the Major Hazard Facility sector to identify, display and control risks that have the potential to pose serious harm to personnel. It is a simple but powerful risk management tool that displays traditional risk assessment outputs as easily interpreted ‘bow-tie diagrams’. These are an effective and versatile communication format that can be applied to any type of risk (eg safety, environmental, assets etc) and as such show great benefit in managing operational hazards in mining.

This paper reviews the proportion of energy attributable to comminution within the Australian gold and copper mining sector. The need for this is motivated by inconsistencies in the quoted energy usage data and the lack of a common basis for reporting the fraction of energy in mining that is attributable to comminution. This study should form a reliable basis from which to assess both demand and opportunities to reduce energy consumption.The proportion of milling energy was calculated for the major producers in the Australian gold and copper sector. A sampling methodology created by Powell et al (2003 - 2010) was initially used to provide an accurate and meaningful measure of the energy used in the comminution process. However, no useful method for grouping similar mines was found. Fortunately, a surprisingly large amount of high quality data was found from a number of different sources, allowing the development of robust relationships to be used to estimate a high proportion of the unknown values. The fraction of energy attributable to comminution was found to be dependent on how the total energy consumption was defined. For instance, comminution accounted for 52 per cent of the electrical energy, but only 21 per cent of the total energy publicly reported by the mines because a substantial proportion of energy used on a mine is in the form of transportation fuel (mostly diesel). Critically, the measured electrical energy consumption does not account for transmission and generation losses, while diesel energy usage is typically quoted according to its calorific value. This review proposes that diesel should instead be converted via the mechanical efficiency factor for diesel engines. Using this conversion, comminution was found to account for 36 per cent of the available energy on average. This approach allows a useful basis of comparison for mines regardless of whether milling energy is obtained from electrical or diesel generation. A summary of the results are shown in Figure 7 with other values obtained from literature. The total comminution energy assessed in this study accounts for 1.3 per cent of AustraliaÆs electricity consumption, this figure will increase as the other mineral commodities are added to the study.CITATION:Ballantyne, G R, Powell, M S and Tiang, M, 2012.
