It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

The Cambrian structure in the Mt Read Volcanics was produced by four deformational events: obduction of forearc-derived mafic/ultramalic complexes in the early Middle Cambrian, a middle Middle Cambrian extensional phase related to the post-collisional Mt Read volcanism and VHMS mineralisation, Middle Cambrian E-W folding, and Late Cambrian N-S folding and basin inversion. The major phase of VHMS mineralisation in western Tasmania is restricted to the very brief period of extensional tectonics within the middle Middle Cambrian. Within this period a N-S graben was produced with a complex series of transfer zones, largely striking E-W. Most VHMS mineralisation is restricted to the top of massive volcanic successions, with several mines close to Cambrian transfer structures. Many of the transfer structures continued to be active until the Devonian. The later compressional Cambrian events are not significant in localising orc formation. Within the Rosebery mine a complex pattern of minor Cambrian normal faults has a second order control on the distribution of the mineralisation.

Large-scale column experiments were undertaken to determine the effect of a step decrease in groundwater pH on metal remediation by bioprecipitation. Metal contaminated groundwater at pH 5.5 was amended with ~1 g/L of ethanol in one column using a polymer mat ethanol delivery system to promote bioprecipitation, while another column was left unamended and used as a control. Sulfate reduction and zinc removal were observed after eight weeks. Zinc removal was observed in the zone of sulfate reduction, indicating precipitation as ZnS, while, copper was removed in the denitrification zone. Once steady state bioprecipitation of zinc had been established, the pH of the metal contaminated influent groundwater was decreased stepwise from 5.5 to 4.25. As a result of the change in pH, a significant increase in copper concentration was observed in both columns. In the ethanol column, the zones of denitrification and copper removal migrated up the column, while both sulfate reduction and zinc removal ceased. Bioprecipitation of metal contaminated groundwater via sulfate reduction was shown to be an effective remediation strategy for zinc removal. However, this in situ biological remediation process was sensitive to changes in groundwater pH.

This paper documents the development of a user-friendly computational program, which has been constructed to assist the mine ventilation engineer in the optimal design and operation of methane drainage ranges. In the past, many computer tools for ventilation engineers led to the development of `research systems'. These computer systems, although developed with the needs of the industry in mind were due to a combination of inexperienced programming methods and the availability of suitable user interface software not easily accessible to the practising engineer. Recent developments in computer hardware and software (particularly windows based graphical user interfaces) mean that engineers no longer need to dedicate large amounts of valuable time to become familiar with often complex items of software. The authors of this paper intend to demonstrate a practical system which successfully integrates complex mathematical models, an easy to use interface and knowledge based techniques. The graphical interface guides the user to draw on the screen a mimic diagram representation of the methane drainage network. The user is prompted, during the construction of the drawing, to input the information and data required by the calculation and knowledge based procedures. The computer program then calculates all of the flows, purities and pressures throughout the network. Given reliable measured data from an existing range a comparative analysis can be performed between the predicted and measured network flow data. A knowledge-based system may utilise this analysis to either update the operational status of the network or suggest either a reasoned maintenance or remedial strategy to improve the performance of the drainage system. The development of the OMEN project has been carried out at the request of the Midlands Group, British Coal Corporation, Edwinstowe. The system is about to be field tested at a number of mines. It is hoped that when this paper is presented that the system will be used at both Group and mine level.

In conjunction with Orica Explosives, Worsley Alumina have managed a program of continuous improvement to their cap rock blasting over the last two years. Blasting conditions are challenging because of the hard and shallow nature of the material. Blasting costs must be controlled and the environmental consideration of noise and dust is critical. Worsley have sought to determine the optimum balance between drilling and blasting costs and fragmentation. As the cap rock has few inherent weaknesses, loader productivity is strongly controlled by the degree of fragmentation from blasting. The optimum blasting solution is also constrained by maintaining airblast levels at the surrounding residences below 115 dBL . The major blast design parameters optimised during the program were stemming type, stemming length, powder factor and blasthole diameter. A series of carefully managed trial blasts were fired during 1997 and 1998 to quantify the effect of these parameters. Fragmentation was digitally measured using OricaÆs Powerseive G technique. Shovel productivity, airblast levels and blasting costs were also quantified. As a result of the project, Worsley now have an increased knowledge of the key parameters driving blast performance, and their consequent impact on downstream processes, the environment and total mining cost.

For a number of years, Alcoa World Alumina Australia (Alcoa) has been investigating opportunities to produce economically viable products from bauxite residues. Three of these potential products are described here, being Red Sand, ALKALOAM« and REDLIMETM.Red Sand has a nominal particle size of +100 micron and is physically little different to crushed bauxite from which it is derived. In AlcoaÆs Western Australian refineries, Red Sand constitutes up to half of the residue going to impoundment areas. Initial testing indicates that this sand could be processed to provide an acceptable general landfill material, a construction back fill or a material suitable for road base construction. ALKALOAM« is the fine-grained residue often referred to as red mud. A great deal of work has been done to show the benefits of adding this material to sandy soils, which are common in coastal regions of WA. ALKALOAM« has properties that can elevate the pH of the acidic soils and also retain phosphorous, reducing overall fertiliser use and protecting sensitive waterways. REDLIMETM is a by-product of the refining process. This material has a high acid neutralising value. REDLIMETM could be more effective at pH control than most available products because of the fine particle size and sodium carbonate that remains with the product.

It is hypothesised that increasing the number of loading passes will produce a reduced range of truck payload outcomes compared with four-pass loading. The paper provides analysis to support this hypothesis. It is shown that, hypothetically, loading trucks with five or more passes will result in reduced tendency for overloading and reduced confidence interval for truck payloads that increase the confidence level of containing high end payloads within safe and commercially acceptable limits. Furthermore, increased number of passes provides for more precise bucket load spotting and so improves distribution of payloads within truck bodies. Truck-loading issues examined by the paper include: Improvement in life of driveline components and tyres. Generally tyre costs are relatively moderate; but tyres tend to become an increasingly sensitive performance/cost component as truck scale increases; Reduction of site severity fects flowing on to suspensions, truck frames and structural components generally with potential for reduced long-term repair costs; Less physical body damage due to smaller load increments; Reduced risk of non-compliance with payload limitations for safe braking standards; Increase in loading cycle times tend to increase with scale of loading machinery within the limits of a specific type of equipment (ie rope shovels or hydraulic shovels). Production increase with increased bucket capacity is, to a degree, offset by slower loading cycle times. This is particularly pronounced with front-end loaders but tends to be less noticeable with hydraulic excavators/shovels and electric rope shovels. Decrease in loading time, as a proportion of total truck-cycle time as open pits deepen and dump reaches increase. The production and cost benefits of four-pass loading tend to diminish as truck cycle times increase. The paper also discusses the implications for loading-equipment philosophy to satisfy the future needs of the industry. Cost benefits from upscaling tend to diminish as truck scale increases, so increasing management diligence and close monitoring are required to ensure that expected outcomes are realised. These truck-loading issues have been researched to assess the benefits positive or negative) of four-pass loading in practical scenarios. An attempt is made to determine whether four-pass loading is a æmust-haveÆ or merely a æmythÆ.

Mount Leyshon is an open cut-heap leaching operation that commenced production in early 1987. Open pit reserves are 6.3 m.t. grading 1.8 g/t Au and 4.8 g/t Ag and expected annual production is 68,000 oz. of gold. Gold mineralisation is hosted in breccias, porphyry plugs and basement rocks interpreted as the roots of a multi-phase Permian phreatomagmatic breccia complex. Mineralisation has the form of veins, cavity fillings and disseminations and is localised by late stage trachytic dikes and sills and dike-like bodies of milled breccia in the northwest corner of the complex. The sequence of mineralisation includes: I quartz-chalcopyrite-molybdenite stockwork veins and pyrite-gold veins with potassic alteration II quartz-chlorite-carbonate-basemetal sulphide-gold veins and cavity fillings with sericitic alteration III quartz-basemetal sulphide-bismuth-sulphide -electrum veins, veinlets and dissemin- ations with sericitic alteration. Mineralisation is interpreted to have formed at 500-300¦C from a predominantly magmatic hydrothermal system related to the porphyry intrusive bodies. Mount Leyshon is a phreatomagmatic breccia with a very different origin to the Kidston magmatic hydrothermal breccia. However the mineralisation style and origin is quite similar.

"Due to the increasing amount of gangues in iron ores, a beneficiation process is required more as a preliminary step for ironmaking process. However, mechanical grinding and washing of iron ore needs tremendous effort that increases operating cost. Therefore, there is a necessity of a novel approach to ironmaking which can tolerate considerable amounts of silica or alumina. In the present study, a high alumina-carbon composite pellet was examined for an ironmaking process. The effect of compositional changes in the CaO-FexOy-Al2O3-SiO2 oxide system on the reduction of carbon composite pellets was investigated in a purpose built thermo-gravimetric analyser (TGA) at 1473K (1200¦C). As a result, alumina increased the reaction rate of carbon composite pellets by increasing surface area, while silica decreased the reaction rate by lowering surface area of samples. Infrared gas analysis assisted with the reaction kinetics of carbon composite pellets through measurement of CO and CO2 in off-gases. This study will assist with establishing the new pelletising method which differs from the conventional fluxed pellets.CITATION:Park, H and Sahajwalla, V, 2013. The thermal decomposition of sodium ethyl xanthate (SEX) adsorbed onto activated carbon was studied by coupled thermogravimetric analysis-Fourier transform infrared spectroscopy (TG-FTIR). Two discrete mass losses were observed, in the temperature ranges 100 - 230¦C and 200 - 340¦C. The same two gases, carbonyl sulphide (COS) and carbon disulphide (CS2), were the main gases evolved in each of the mass losses. Samples of activated carbon from two industrial plants were obtained and analysed by TG-FTIR. COS and CS2 were not detected in one of the samples. The other sample did show evidence of COS and CS2, which indicated that fouling of the carbon by SEX was still present. Other organic compounds were detected in the evolved gas stream of both samples, indicating the presence of organic reagents other than SEX.

Copper and gold mineralisation at Batu Hijau is directly related to quartz veining and wall rock alteration that developed in close spatial and temporal association with multiple tonalite porphyry intrusions. To its advantage with respect to the study and better understanding of the evolution of the porphyry system, Batu Hijau has comparatively minor late alteration and mineralisation overprints. This paper summarises results of detailed geological logging, petrographic studies and geochemical analyses of diamond drill cores from the deeper sections of the Batu Hijau porphyry system (ie its roots). The Canada Centre for Mineral and Energy Technology (CANMET) /Calgary Coal Research Laboratory and the National Research Council in Ottawa established a joint working research group with industry to develop and test various computer models for application in surface coal mining operations in western Canada.The first part of the paper deals with the problems the group experienced during the past two years especially having model specification and requirements defined and understand site management practices.The second part of the paper deals with site specific development of general mine model for TransAlta Utilities' Highvale Mine in Alberta. Described here are the development of an interactive truck/shovel model for their three pit operation, selection and application of dragline model for tandem operation with the extended bench method, criteria for operational model of the five seams operation with selec-tive mining approach.

At Hilton Mine, 18 kilometres north of Mount Isa, the silver-lead-zinc sulphide bodies have undergone strong deformation in the form of folding and later faulting and brecciation in the hangingwall region of the mine. Variation in grades and widths over compara- tively short distances causes problems regarding accurate sampling of orebody exposures in underground development, and in defining confidence limits for the extrapolation of ore intersections in ore reserve calculations. The paper gives a preliminary insight into the problem of obtaining representative samples for exposed orebodies and discusses the sampling techniques employed. Results gained from these sampling methods could not be verified due to lack of individual bulk samples for comparison but strong evidence for precision was provided. The ever increasing demand for metals and minerals is putting significant pressure on current mining companies to find more ore. As these companies explore and mine, the future appears to be to go deeper and deeper underground. With depth, however, comes ever increasing costs as infrastructure such as hoisting, ventilation, the movement of workers and materials increase in size and scope. Further, the actual rock mass becomes prone to destruction through rock bursts and the heat generated becomes a major issue resulting in extreme expenditures in cooling plants and some of the biggest air movers in the world. All these issues result in dramatic changes in both capital and operating costs, subsequently making cut-off grades rise. As this trend continues there is an economic limit to how deep one can go, resulting therefore in a severe shortage of accessible ore deposits to mine. This paper discusses the need for larger marine robotics technology and presents the state-of-the-art in current research in underwater tele-autonomy, specifically the development of high bandwidth optical communication networks critical to any future activities (mining, construction, etc) underwater. KiwiRail has a goal of significantly improving passenger rail services to west Auckland, as part of its DART (Developing Auckland’s Rail Transport) suite of projects. The New Lynn Rail Trench (NLRT) project was a significant component of this work. The NLRT project facilitates essential doubletracking of the Western Auckland line, and provides a new commuter transportation hub within a busy town centre.The 1.5 km stretch of track through the New Lynn town centre has bisected the township for over 80 years. Double-tracking the line provided the opportunity to grade-separate road and rail, which would help to re-connect both sides of the township and enhance public amenity and safety.KiwiRail employed an Early Contractor Involvement (ECI) procurement model engaging a consortium comprising Fletcher Construction, Beca Infrastructure and Synergine to develop a Design and Construct solution.With weak soil conditions and high groundwater levels, a diaphragm wall construction method to form the trench walls was selected as the best solution. Further challenges to construction included working within a narrow rail corridor constrained by buildings along much of the boundary, and a requirement to keep the existing line open for rail services. Detailed construction planning was required to ensure rail and construction safety in a constrained space whilst building the trench walls, propping these walls during excavation, and constructing the base slab in the most efficient way possible.This paper will detail the geotechnical conditions and the additional constraints that made this rail trench a challenging structure to design. It will also describe the fi nal design and construction methodologies that were employed, that allowed very successful completion of the project.Additionally, this paper will review the design and construction lessons applicable to the current Victoria Park Tunnel project, and indeed for all future cut and cover tunnel projects in the Auckland isthmus.

The Cooperative Research Centre for Sustainable Resource Processing (CSRP) is undertaking a large research project involving partners from industry, universities and government, which aims to develop the necessary chemical and structural understanding of geopolymer materials made from waste products for them to be used to capture a significant market share of the concrete business for a given industrial region. We are investigating the suitability of a range of soluble silica-bearing waste streams for use as geopolymer concrete feedstocks. In order to utilise a variety of waste streams, either singly or blended, an understanding of the role of secondary metal ions (Fe, Ca, Mg, Ti, etc) in the geopolymerisation process is essential. A range of experimental and analytical techniques is therefore being used to better understand the structure-chemistry-property relationships of geopolymers. Currently, we are investigating geopolymers made from a variety of waste streams (fly ash, kaolinite, red mud, etc) available in the Kwinana Industrial Region, Western Australia. This paper will detail how the basic scientific research underpinning the project is vital if waste streams of varying composition are to be successfully used in a commercial concrete product and the regional synergies required to develop geopolymers from waste streams.

The need to recover metals from low grade deposits, old tailings, etc., combined with improvements in equipment design and the development of new extractants, has resulted in solvent extraction (SX) metal recovery reaching new importance (Webster & Ferron, 1993). The basic principle of solvent extraction is the use of an equilibrium system in which a metal ion is transferred from an aqueous phase into an organic phase, (Equation 1), (Ritcey, 1984). M + E ME . (1) The organic extractant (E) is usually specific for a certain metal ion (M) and forms a metal complex in the organic phase, leaving the impurities behind in the aqueous phase. To recover the metal, the equilibrium is reversed and the metal ion is transferred back from the organic to another aqueous phase in a process called stripping. The metal is then recovered from the aqueous strip solution, usually by electrowinning.

Experience has shown that the E-Type multiple indicator kriging (MIK) estimation technique often works well for resource estimation in stockwork mineralisation that contains a mixture of high and low-grade mineralisation types that are difficult or impossible to separate spatially. E-Type MIK, like ordinary kriging (OK) is a smoothing estimator and where data is sparse can result in estimates of grade tonnage curves that do not reflect the true block variability at selective mining unit (SMU) scale. The rank and replace (RR) estimation methodology is designed to reproduce both local block accuracy and true block variability at SMU scale and has shown good results when used with highly skewed unimodal diffusive style mineralisation. This paper examines the use of RR with mosaic style mineralisation typically found in stockworks via a case study using real data from Newcrest’s Telfer West Dome deposit. Resource level estimation results for ordinary kriging (OK), E-Type MIK and RR are compared to close spaced grade control models as the reference reality.Results show that stationarity requirements and declustering can severely impact on the usefulness of the rank and replace technique and that it should only be used where trends are not too strong and data are relatively uniformly spaced. This does not rule out its application to stockwork or mosaic style deposits. However, in this case, the presence of trends and different data densities requires the non-stationary domain to be further broken down into sub domains for the RR technique to be effective.CITATION:Kentwell, D and Finn, D, 2017. Hydro-economics is a field of research that analyses water resources from a multi-disciplinary approach (Harou et al., 2009). These models generally include one component that describes the water resources of the catchment being analysed (e.g. the physical behaviour of water), an economic component that describes users’ water demand function (changes of willingness to pay relative to availability) and a coupling methodology. These models go beyond calculating cash flows for water investments and analyse the economic behaviour of users when facing water shortages or surplus. In other words, water demand curves are defined for each water user (e.g. urban, agriculture, mining, environmental and hydropower), and they are used to retrofit the water resources component. As a result, the model approximates the catchment scale response to droughts and wet periods, including the effects of water markets, restrictions, recycling, water sharing and any cooperative efforts by users to adjust to changing climate conditions.These models are usually focused on agriculture and urban users, the main water consumers in most catchments, but they have sometimes included environmental, industrial and hydropower users (Bekchanov, Sood, & Jeuland, 2015). Nevertheless, although a relevant user of water in several catchments, the mining industry has been rarely included. This paper is part of an ongoing project that addresses this gap by developing a hydro-economic model in the upper section of the Aconcagua River in Chile.
