The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. Energy Resources of Australia Ltd - Ranger Mine is located about 255 kilometres east of Darwin in the Alligator Rivers Region of the Northern Territory. The Ranger project is surrounded by Kakadu National Park which is on the UNESCO World Heritage list. . Ranger Mine operates the largest uranium mine and processing plant in Australia. It is designed to produce 3000 tonnes of uranium oxide per year, but presently is producing a little less than one half that figure due to the depressed uranium market. The safety performance of the employees and Ranger as a whole continues to improve. The lost time injuries (LTI) have significantly reduced from 74 in 1985 to five in 1994. The total days lost due to LTIs have gone from 1543 to 14. These significant improvements have reflected directly on workers' compensation premiums in which a four-fold reduction has occurred. It is estimated that the actual monetary saving to the company is about $1.3 million per year and directly reports to the profit of the company. There is also an obvious and significant reduction in the less quantifiable costs such as the suffering of the injured employees and cost to society. The paper will review the various initiatives introduced and assess their effectiveness. Performance improvement is primarily dependent on the commitment, introduction of various initiatives and the subsequent change in workplace culture.

This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

The mining industry has always been cost-focussed but in recent times mining companies have moved towards obtaining a competitive advantage through the implementation and sustainability of best practice in the areas of improved safety, operating costs, quality and productivity. This is the concept of Value In Use û that mining companies see value generated all the way to the bottom line through improved change, and those changes become an established mine practice. Many mining companies do not have the resources or the knowledge to sustainably achieve such an outcome. This has led to companies looking to their suppliers to deliver measured value to their business through partnership arrangements. Suppliers have been able to leverage their knowledge of products, product applications and services to offer alternative supply agreements that bring greater returns to their businesses while improving supplier/client relationships. Orica has developed such a partnership with Coal & Allied in the form of a Continuous Improvement Program. Coal & Allied is based in the Hunter Valley region of NSW and is the largest coal producer in that region. Both parties are contractually bound to jointly deliver Value In Use projects to Coal & AlliedÆs Hunter Valley Operations and Bengalla mine sites. It is the request of the Orica and Coal & Allied Steering Committees that this paper does not include the details of actual projects or the costs or key performance indicators associated with the program. This is to maintain the competitive advantage to both Orica and Coal & Allied through the implementation of such a program. It is in the writersÆ opinion that this paper does not lose any significance through this restriction as the most important component of the Continuous Improvement Program is not the projects themselves but the methodology behind them. With this in mind the paper will discuss the development of Value In Use offerings, the key aspects of the Coal & Allied and Orica joint program, what is a Value In Use project, how to measure its value, finally why and even more importantly what makes this program is a success.

Generally speaking, Australia's reserves of its more important minerals (in terms of export earnings) are adequate to sustain forecast rates of production to the year 2000. The rate of forecast production increases of these commodities (aluminium - whether as bauxite, alumina or metal, black coal, iron ore and ferro-alloy minerals, base metals, tin, uranium, and mineral sands) reflects a well- ordered and sustained growth phase of Australia's mineral industry.

The majority of the powerplants in India are fed with non-coking coals, with the coals dispatched from their respective mines via wagons loaded by a rapid loading system or pay loader. The usual top size of coal is 200 mm and sampling is carried out manually from wagons. The manual method of wagon top sampling of large size raw coal is not only difficult, but also violates some of the fundamental principles of sampling. As per sampling requirements, samples are to be drawn from the full depth of the wagons, which is impossible to be done manually. Since the ash distribution in the different size fractions is not homogeneous, the results from the samples, which do not reflect the true size distribution of the lot, are likely to be biased. More importantly, sample collection by shovel from the top is a function of human discretion and not governed by the equiprobability rule. In another case, the sample has been collected by a cross belt-type auto mechanical sampler for 200 mm size coal at one of the super thermal power stations. Test analysis shows that coal collected using a cross belt-type mechanical sampler also has significant deviations from stopped belt coal samples of 200 mm size due to size segregation. Studies carried out on wagon top sampling through specially designed experiments reveal some interesting features. The presence of bias in wagon top sampling is apparent when compared with the ‘stopped belt’ sample. In this paper, a comparative study between manual wagon top sampling/auto mechanical sampling with respect to stopped belt sampling has been conducted for coal of size 200 mm. IN this paper the author's intention is to convey a brief resume of the lead flotation treatment and lead flotation machines, which have replaced the May jigs and Wilfley tables at the plant of the North Broken Hill Ltd., and converted this mill into an all-flotation plant.Attention is directed to the fact that this drastic change from semi-gravity to all-flotation treatment, has been successfully accomplished without resorting to finer grinding than that previously in vogue for Wilfley table concentration, viz.: 10% to 16% plus 40-mesh I.M.M. screen.From the figures now available it is manifest that the scheme of all-flotation concentration-new as regards its successful application to Broken Hill ores is resulting in considerably higher-grade lead concentrates, and is substantially decreasing charges for labour, stores, and maintenance.The new treatment is far-reaching in its simplification of plant, as evidenced by the idle jigs and tables, and the results being obtained by North Broken Hill Ltd. may possibly influence metallurgical practice generally in Broken Hill.The outstanding features of the treatment are:(1) The coarseness, and high grade of lead concentrates obtainable.(2) The low time factor required for flotation.(3) The plant capacity, and the simplicity of its operation.(4) The low horse-power consumption.(5) The small cost for reagents used (not exceeding 3d. per ton of ore).

This paper describes model-scale bench blasts on mortar blocks with distorted drill hole patterns, done in 2013–2014 at the Montanuniversitaet Leoben. The main aim of the project is to see if the fragmentation from and the crack development behind blasts with and without drill hole deviations differ significantly.The dimensions of the test blocks were 660 × 280 × 210 mm (L × W × H). They were mounted inside a yoke that allows the blast waves to escape (see Figure 1). Three rows in each block were shot row by row with a nominal pattern of B × S = 70 × 95 mm. The same nominal delay 73 µs (ie 1 ms per m burden) between holes was used throughout. Blocks with holes of stochastic collar position errors (variations in burden or in burden and spacing but constant row volume) and systematically shifted collar positions (blasts with staggered pattern) were shot. The results were compared to reference blocks without collar deviations.Apart from the sieving analysis, the remaining bench faces were measured with a stereo-photogrammetric method and horizontal roughness profiles for each row were constructed. Sawing slabs from block remains after the third row and use of dye penetrant allowed the study of internal blast damage.The analysis showed that none of the changes in borehole collaring had a significant effect on the sieving curve (median). The sieving results confirm earlier findings though that the fragmentation gets finer with the number of rows shot, implying that blast damage from earlier rows has an influence on the blasting results. The tests demonstrated that the nequiv (equivalent n-value) has increased ten per cent by shooting staggered pattern and decreased by seven per cent by pattern with burden and spacing errors. For the rest of the patterns, the nequiv was roughly the same.The surface roughness investigation showed that a smooth surface was achieved by the staggered pattern. The other deviations patterns did not show a clear trend.The internal blast damage, which was measured in the remaining part of blocks, showed that out of eleven, four crack families seemed to be most affected by blasting. BHP’s Western Australian Iron Ore Operations (WAIO) move approximately 250 million tons of ore per annum. The magnitude of the constant changes to the terrain models along with the diverse output and presentation requirements of numerous stakeholders presents significant challenges for the geospatial team. This paper describes how the WAIO Survey team use a combination of technology and optimised workflows to capture, ingest, publish and access large data sets for diverse stakeholder requirements. Machine learning for processing of data and the use of web based systems to track and prioritise task allocation of resources will be discussed in detail, in addition to the changes to the traditional roles of surveyors from the use of automation and mobile technology.

Traditional methods for installing gaskets for segmented bored tunnels have relied upon different bonding procedures with adhesives that carry a series of disadvantages to segment producers. Fixation of the gaskets into the concrete segment as part of the casting procedure has been developed over the last 20 years and has emerged as an economical solution to produce high-quality tunnel segments for various technical tunnel applications. This paper investigates the advantages of using anchored gaskets, the different tunnel systems that employ anchor gaskets and reviews the first anchor gasket project; the Lee Tunnel and analyses how segment production efficiencies are gained.CITATION:Gruber, T and Roseman, A, 2014. The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

The aim of this paper is to summarise all known Phanerozoic ooidal ironstone deposits worldwide, including Australian deposits such as the well-known channel iron deposits (CID). Nearly 400 occurrences have been catalogued based on stratigraphy, geographical coordinates, facies, grade, tonnage and iron bearing ore minerals. The description also includes details on the geochemistry, genetic models and main references. Brief statistical analysis provides an overview of the variation between these deposits. This compilation offers a basis for better understanding of the ooidal ironstone deposits and a global evaluation of this important resource worldwide.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main "minerals" - gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone.The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production.The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10,000,000,000 per year.The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate they are presented here only as they affect the economy of the mining operation.Finally there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

Open fire in a mine gallery causes large-scale damage to property and sometimes precious lives. Such fires produce two distinct effects, the throttle effect and the buoyancy effect. These effects disturb the ventilation system of the mine. To understand the complex dynamic phenomenon of open fire and its effect on ventilation systems, a mine fire model gallery has been designed and constructed at Central Mining Research Institute, Dhanbad. Two sets of experiments at air velocities of 1 and 1.5 m/s were conducted in the gallery using coal samples from the Dobrana seam of the Raniganj coalfields. After about an hour of development of fully-fledged fire, heavy backlash, with smoke and fumes, was observed. At the time of backlash occurring the gallery was divided into two zones. In the region of the gallery from the base up to 1.4 m the airflow was normal, in the remaining upper portion the airflow was the reverse. Air quantity reduced substantially, while pressure dropped across the fire zone, the products of combustion (POC) and temperature increased during the period of the throttle effect. It has been revealed from these studies that with an increase in airflow, pressure drops across the fire zone, POC, temperature and reduction in airflow increases. This paper addresses the important design features of the gallery, the instrumentation system, the experimental procedure and assesses the effect of open fires on mine ventilation systems.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

This work investigates some suggested methods for blast vibration monitoring on a hard surface based on 53 tests on a vibration exciter. Errors in the measurement attributable to coupling have been described as function of frequency by the rock-to-mount (or coupling) transmissibility, ie ratio of the velocity of the vibration sensor mount to the velocity of the rock motion. Transmissibility has been measured from 2 to 200 Hz, at two vibration levels (5 and 20 mm/s), in four seismographs. Attachment methods with an anchor, thermal adhesive and gypsum plaster allow stiff rock-to-mount coupling. They ensure accurate measurements (errors below 0.3 dB) for frequencies commonly found in blasting (below 100 Hz) irrespective of the mount characteristics and the vibration level. Free laid mounts and sandbagged vibration sensors lead generally to a poor, weak coupling. Errors are non-linear errors with the input velocity, ie the operating frequency window narrows as the velocity of the ground increases. Free mounts follow ground motion acceptably well (error up to 0.4 dB) at both vibration levels and frequencies below 15 Hz. At higher frequencies, free mounts lead to the largest distortions with expected errors ranging from 0.8 to 6.6 dB. Sandbagging limits the expected errors below 1.3 dB, but it does not prevent large errors that can be up to 4.5 dB. "This paper was primarily put together in order to demonstrate what are believed to be acceptablestandards, in relation to ventilation surveys and the subsequent model assembly process. Thiswas brought about by the fact that in many parts of the world it is regarded as acceptable to carryout ventilation surveys and then build and supply the client with a æstick fi gureÆ type ventilationmodel. Such stick models have arguably litt le use and a very short life span in the real world and isalmost impossible for site staff to maintain. Thankfully most underground coal mines in Australia strive to maintain a true replica model of their ventilation circuits and to keep them in a relatively good state. Given that these mines own and maintain the models, it is often seen as necessary to update or rebuild them. The level of survey detail required to do so is totally dependent on the end use of the data and the criticality of the accuracy of the data set, to the ongoing safety and viability of the business. Mine technical personnel should think clearly about the use and importance of the ventilation survey and subsequent report outputs required that will help them bett er understand their mines and bett er prepare them to manage their ventilation circuits, on an ongoing basis. This paper provides some guidance for Australian ventilation engineers so they may plan and execute this work æin houseÆ, should they rightly choose to do so. To this end, methods of data collection and circuit analysis required for surveys of a high order of accuracy are detailed. Also, some of the issues which are important when formulating a strategy to carry out the appropriate ventilation survey for the required purpose are summarised. As well, the major details that should be furnished within any survey and some survey/report outputs and/or omissions, which are clearly not acceptable, are highlighted."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. In this study, the use of carbon neutral biochars as reducing agents in the pyrometallurgical treatment of nickel slag was investigated at 1400°C in order to recover valuable elements such as copper and nickel from the slag. A large amount of slag is generated during the nickel matte smelting. Nickel slag contains valuable elements such as copper, nickel and cobalt, which can be recovered. Disposal of this slag results in loss of resources and may cause pollution of the environment. It is important to retrieve these metals for environmental and economic reasons. In this study, the slag was reacted with non-fossil reducing agents (biochar) which were produced from hydrolysis lignin and black pellet biomass pyrolyzed at 600 and 1200°C and with metallurgical coke for comparison. The reduction experiments were done at 1400°C for 15, 30 and 60 mins under inert gas atmosphere. The samples were quickly quenched and analysed with Electron Probe X-ray Microanalysis (EPMA). The results showed that the use of biochar resulted in faster reaction kinetics in the reduction process compared to coke. The fast reaction kinetics is attributed to the relatively high content of volatiles in this biochar, leading to gas formation and thus mixing of the sample material. Moreover, thermodynamic modelling was also performed using FactSage™ to simulate equilibria with different amounts of biochar. The metal to slag distribution coefficient calculated from the results of thermodynamic modelling were consistent with experimental results. In addition, thermodynamic calculations confirmed that nickel is reduced rapidly and it deports to the metal alloy phase. As the reduction progresses or extra reductant is available for reactions, more iron is deported to the metal phase. The calculations also revealed that Zn vaporises into the gas phase.

Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. If addressed early in the mine life cycle the impacts for mining companies can be reduced.CITATION:Byrne, G, 2013.
