In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. An investigation into the causes of variable sulphur content in blast furnace metal produced at No. 4 blast furnace at the Port Kembla works of Australian Iron and Steel Pty. Ltd. was carried out. Theprogramme included an extended and detailed experimental study of a great number of the operating variables of the furnace, on a cast-bycast or four-hourly basis, over fourteen days.Possible causes of the variation were found in irregular operation due to sinter variability, and it was also clearly shown that slag conditions were most important in controlling sulphur contents of pigiron. Some decrease in sulphur variability was achieved, arising partly from this investigation, and it is hoped to try magnesia additions to modify slag conditions for better desulphurizing.INTRODUCTIONSulphur in pig iron is a problem common to many blast furnace operators throughout the world, but the direct causes and means of overcoming them are functions of the available raw materials, and are hence more particular to each plant and its operating practice. The majority of SAG and ball mill design methodologies are applied using a single design value for mill selection, such as the 80th percentile ball mill work index or SMC value. Inherent in the selection of this design value is a desire for the mill to accommodate unfavourable, but not absolute worst case, feed conditions. It has been observed in numerous “post-mortems” of unsuccessful designs and also in many optimisation studies, that the selection of the design value has been poor. Statistical analysis of testwork data sets shows that inherent variability in the data can, by itself, lead to design errors. Metallurgical testing is an attempt to measure the characteristics of millions of tonnes of ore using only a few kilograms of sample. In this paper some realistic but synthetic test work data sets are used to explore old and new methods of defining the design envelope and subsequently selecting a reliable point. The aim of the paper is to provide practitioners with tools that reveal the adequacy (or otherwise) of metallurgical test programs intended to support various levels of project design. I want to explore whether it is valid or even useful to talk about sustainable corporations. After 20 years of focus on sustainable development, the concept of a sustainable corporation is not particularly helpful and it may in fact be profoundly misleading. Why? û because it obscures the need for corporations to be recognised as part of a sustainable society, rather than achieving some kind of corporate nirvana divorced from the social, political and environmental reality. It is more helpful to ask whether corporations are ready to recognise that they are one player among many within society û with the demands this would place on them in terms of transparency, accountability and social responsibility. The achievement of sustainable development has become the new corporate orthodoxy of many large corporations. It has become a clichT to argue that corporations must become æsustainableÆ. The achievement of æsustainabilityÆ is encouraged, as the ultimate step in some form of corporate evolution. We are failing to recognise that sustainability a process û not an end in itself. An enormous array of instruments is being developed to measure when sustainability is or is not being achieved. For example, corporate reporting has burgeoned into an art form, which describes æsustainabilityÆ in a variety of ways. There is no external standard applied to such reporting. These descriptions are quite partial and often place the best possible gloss on the companyÆs activities. I have become increasingly uneasy about this rhetoric and this paper has allowed me the luxury of sorting out my unease. I will discuss, largely in the Australian context, the current debate and literature and describe the way some global mining corporations are dealing with these questions, and finally, offer some suggestions which might be helpful at the operational level.

Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Automation in underground mining enhances safety and leads to economic efficiency. In the past many efforts have been made on the automation of longwall shearer operation. With respect to the ultimate goal of automation, ie self controlled operation, coal bed boundary detection is one of the key problems. For longwall human labor is necessary in order to detect the exact position of the coal seam to be excavated. The authors present a sensor concept based on infrared technology and pattern recognition which will solve this problem. The very harsh underground conditions set high demands on the implemented sensors. The combination of infrared sensors and powerful processing algorithms is part of the innovative concept for automation of the new Eickhoff Bergbautechnik GmbH SL 750 shearer loader. The multi-sensor automation system EiControlPlus which is designed for the complete detection of the machine environment fills in the gap in the coal-excavation automation by building a recognition system that turns the shearer loader into an 'intelligent machine' which is capable of detecting the correct position of the seam to be excavated and thus enables human-free coal mining.

The solvent extraction section of an old Uranium Plant in the Vaal River region (North West Province in South Africa) produced a substance called CRUD (Chalk River Unidentified Deposit) that formed within the aqueous/organic interface of the settler of the solvent extraction circuit. The CRUD was deposited together with gold tailings to the tailings dam many years ago. Previous research done on the CRUD confirmed that exposed CRUD leaches Mn and Ni at concentrations that are well above their acceptable risk limits as well as Zn that leaches at concentrations that are slightly lower than its acceptable risk limit. Soil washing and bioremediation technologies were employed to treat the contaminated soil.   Various laboratory test work and the pilot scale studies were conducted in parallel with each other and the results of the laboratory studies were used to determine critical parameters. Four lixiviants, ie sulfuric acid, acetic acid, oxalic acid and ethylene diamine acetic acid were tested at three concentration levels ie 0.001 M, 0.0001 M and 0.00001 M, respectively. Column tests showed that the leaching of the heavy metals increases as the soil porosity increases. Silica sand was added to increase porosity of the contaminated soil. Highest Mn removal was achieved mainly by sulfuric and oxalic acid at 0.001M at all soil levels. EDTA was significantly efficient in the removal of Ni and Zn. The recovery of heavy metals, particularly Mn, decreased as the depth of sampling increased.   Heterogeneous bacteria and filamentous organism plate counts were conducted to evaluate the growth of the bacteria and filamentous organisms in the soil. Results showed that more organism growth took place in the bioremediated soil with a fertilizer added to it. The leaching of metals from the soil that was bioremediated in the pilot study was generally higher than the extraction of the metals from the soil that was leached with no bioremediation carried out. The results from this study suggest that the leaching of heavy metals from the contaminated soil is to a large extent dependant on the pH of the leaching solution. By increasing the soil's porosity and bioremediating the soil, higher extractions of metals were achieved.

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download. A weak airborne radiometric anomaly was examined in the field and the presence of uranium confirmed. Rotary-percussion drilling showed the presence of uranium but a subsequent programme of diamond and rotary percussion drilling indicated that the concentration of uranium was uneconomic. Within the tufts and volcanics of the prospect the uranium existed as uranyl phosphates within the oxidized zone. Geological mapping and the diamond drill core showed that the Stag Creek Volcanics are part of the Lower Proterozoic Masson Formation, probably with member status, rather than the expression of an Archaean basement ridge. This change in the interpretation of the fundamental structure of the Pine Creek Geosyncline has led to a reexamination of the stratigraphy and to suggestions which differ from the current concept.

Organo-sulphur-based collectors (eg xanthates, dithiocarbamates and dithiophosphates) are widely used in the flotation of sulphide minerals. Xanthates (ROC(=S)Sû), for example, adsorb strongly at sulphide mineral surfaces, in a reaction that is electrochemically coupled with the reduction of dissolved oxygen. One of the oxygen reduction products, hydrogen peroxide, reacts directly with dissolved xanthate, leading to its oxidative decomposition. Experimental work has been conducted, using ethyl xanthate, to understand the molecular mechanism by which hydrogen peroxide reacts with xanthates. A number of degradation products have been identified, some of which have not been reported previously. This oxidative decomposition reaction pathway is discussed in the broader context of xanthate decomposition in flotation systems. One of the identified ethyl xanthate decomposition products, ethyl perxanthate (ROC(=S)SOû), has been observed in the process water of a number of mineral processing operations. The interaction of this molecule with goethite (α-FeOOH) particles, typical of that found in tailings dams, has been studied in more detail using attenuated total reflectance (ATR)-FTIR. The ethyl perxanthate molecule has been found to coordinate to iron (FeIII) at the goethite surface, and undergo a surface-catalysed decomposition process. In the presence of both PbII and goethite, a ternary surface complex is formed, where ethyl perxanthate is coordinated directly to surface adsorbed PbII atoms. The results obtained give some insight into the environmental fate of ethyl xanthate in tailings streams, and a basis on which to consider the environmental importance of such species in tailings dams. Strategies for the destruction of residual xanthate levels in waste water streams are discussed in terms of the likely reaction products.

The study investigates the geology of the area of hard rock mining in the vicinity between Cullens and Waikakaho Creeks. The Marlborough Schist which hosts the gold depos, it consists of polydeformed greenschist facies quartzofeldspathic psammitic, pelitic and volcanigenic schist.

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension.   It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

A pilot plant was constructed for the low temperature carbonization of Wallarah (N.S.W.) coal at the rate of 300 lb/hr. The design was based on an entrained state carbonizer developed by Parry and D.S. Bureau of Mines co-workers. Prior to delivery to the client, the plant was successfully operated over periods of several days duration.INTRODUCTIONIn September 1961, the Australian Mineral Development Laboratories (A.M.D.L.) was engaged by the Broken Hill Pty. Co. Ltd. (B.H.P.) to design, construct and test an entrained state coal carbonizer with a capacity of 300 lb/hr of Wallarah (N.S.W.) coal. Char product was required within the specification 15·5 -I- 1 per cent volatile matter. The design was to be based on a pilot plant developed by Parry and others in the D.S. Bureau of Mines Coal Research Laboratory at Denver, D.S.A. The method involved the carbonization of fine coal by entrainment with air in an externally heated reactor. The heat required for the carbonization of the coal was to be supplied to the bed both through the reactor walls, and also by internal combustion of products in the bed. Several D.S. Bureau of Mines Reports of Investigations weFe used as the main guide to the physical layout and proportions of the plant. However, the individual units required detailed designing, before engineering drawings could be prepared and fabrication begun.A 10 ton sample of crushed Wallarah coal was used for preliminary testing of the plant. The first test run on the pilot plant was carried out in February, 1962. After some modification a second test of longer duration was conducted in August, 1962. The authors consider the features and advantages of a new promising trend in mineral processing - column flotation. Design aerohydrodynamic and process characteristics of pilot-scale columns are studied. Optimum process parameters for various ores and operations are studied. Flow patterns in cells of various cross-sections are investigated and the relationship between Peclet criterion and specific capacity of cell is determined. On this basis options were developed for optimisation of hydrodynamic characteristics of large capacity cells, including longitudinal sectionalising of the collection zone. It is shown that advantages of high column cells (10 - 13 m) produced in the West can be implemented in a sectionalised machine of smaller height (5 - 6 m). Investigations on the influence of slurry and air bubbles flow patterns indicated that to increase flotation rate of particles of various flotabilities it is expedient to combine co- and counter-current flows of phases in a single column. The proposed designs allow tailings to repeatedly return tailings to the collection zone and alternate co- and counter-current slurry and air flows. For the first time columns with alternating slurry flows (combination of co- and counter-current flows) are developed and commercialised. Unique multi-sectional cells having a number of essential advantages compared to monocells are developed. Design features of the cell allow: implementation of different flotation process flowsheets in a single unit, improved beneficiation process results, reduced specific power requirement, and elimination of sludging of the aerator and cell bottom part. Operational problems restricting introduction of column cells are connected with the aeration unit. The new cells are supplied with pneumohydraulic and stepped airlift spargers, allowing control of bubble size distribution with a service life of not less than three years. Successful operation of the new generation of columns with cell volumes of 15, 25, 40, and 80 cu m and the height of 5 - 6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants in this country illustrated their considerable process and operational advantages and verified the proposed options and relationships. A simulation technique of the flotation process and models for the solution of various problems are developed. A modular model of column flotation is constructed taking into account the kinetic relationship of the process and the hydrodynamic regime in the cell. Based on this, a technique of calculating the column parameters based on laboratory tests is developed (scaling-up), and applied for calculating the design of commercial-scale columns is developed.

Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.
