Gentlemen, we have ten questions on our list and a number of us here probably have other questions to ask. Therefore, we arc going to allocate the time to these different questions so that we will try to be finished by 4:30; from then until 5 o'clock, if any of you have any questions on subjects not related, you will be free to ask them. Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

The Bulletin. The Bulletin of the Institute will be issued hereafter monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates tin? membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will lie: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. Lt is probable that a supplementary session of this meeting, will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the farther discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. It is now reasonably certain that the XCVIIth meeting will be held oil the Pacific Coast, including a. visit to the Exposition at Seattle, and various other points en. route going or coming, depending upon the route and program finally adopted. (lore definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

Two sessions during the recent AMC Mining Convention in Los Angeles, September 23-26, served to update industry personnel on the status of health and safety regulations in the US. As reflected by the American Mining Congress resolution on mine safety and health, "Based on experience with the federal Coal Mine Health and Safety Act of 1969 and the federal Mine Safety and Health Act of 1977, (AMC) does not believe that laws designed to force compliance with regulations through the imposition of criminal or civil penalties will result in safer mines. (AMC) feels that the government's participation will be much more productive if greater emphasis is placed on research, training, and inspections aimed primarily at assisting operators and employees in recognizing and eliminating hazardous conditions and practices.

OPENING the sessions of the Mining Geology Committee, the program on postwar mineral controls drew a larger attendance than any other session of the entire meeting. In view of its general interest, the papers of this session, or a substantial portion of them, are printed elsewhere in this issue. Whether control of mineral resources can help to promote peace, how controls could be applied and to whom, are questions so far-reaching that naturally no pat answer was agreed upon. In fact the discussion took on something of the flavor of a debate between those who favor strict control and those who felt that attempting to ration nations in peacetime would defeat its own ends. Discussion from the floor emphasized the difficulties in administering any international control and the $64 question, that no one cared to answer, asked by a courageous young lady who was induced to mount the rostrum for the purpose, was whether the United Nations should exchange mineral controllers to police each other.

Dolan, assistant general manager of the Maryland plant of Bethlehem Steel Company, of Sparrows Point, and Harry E. McDonnell, superintendent of blast furnaces of Weirton Steel Company of Weirton, W. Va., representing the blast-furnace section.

Primarily, this report presents the results of direct efficiency tests which were conducted on the 200-hp Coal-Pak, hot water generator, No. 3 unit, at the Otterbein College heating plant in Westerville, Ohio. Also included is a comparison of fuel consumption of the old plant with that of the new plant, a comparison of efficiencies obtained by the indirect method on a 300-hp Coal-Pak, and the cost of gas vs coal to show the savings effected by the latter. Tests were conducted with ten different bituminous coals selected by Mr. S. A. Frye, business manager at Otterbein College. The coals, of ten different suppliers, from four different states and eight different seams, represented competitive products economically available to the heating plant. The tests were conducted by the usual plant personnel which consisted of the plant superintendent and two assistants. No outside supervision of any kind was given during the tests. The tests were made from Dec. 13, 1960, through Mar. 4, 1961. During this period, 300.03 tons of coal were burned in the No. 3 unit. This tonnage represented 25.5 pct of the total coal requirements for the 1960-61 season. Operation during the period was typical for the comfort heat load which the plant supplies. Of the 78.12 operating days, the boiler was on bank or holdfire 14.31 days, or 18.32 pct of the time. The length of individual bank periods varied from 2 hr to three days. Run periods varied from about 2 hr to 7.26 days. DESCRIPTION OF PLANT AND HEATING EQUIPMENT The new Otterbein College heating plant, completed in the summer of 1957, is located in a 50x50 ft boiler room on the lower level of a combination maintenance building and heating plant. The building is situated away from the main college complex on a hillside, which allows for on-grade delivery of coal to the three bunkers. The bunkers are located directly above and connected with the individual stoker hoppers. Fig. 1 shows an in-plant view of the Coal-Pak installations. The No. 3, hot water, unit is at the extreme right. The heating plant consists of three 200-hp Coal-Paks. Unit No. 1 is operated at 4 psi and carries the steam heating load of 14,000 sq ft EDR (steam) installed in two buildings. Provision has been made to convert these buildings to hot water heating at some future date. Since the unit under maximum load conditions operates only at about 50 pct steaming capacity, a heat exchanger was installed to convert steam to hot water. Thus, during light loads in mild weather the unit can be employed more efficiently to supply both steam and hot water and eliminate the need for operating either of the two hot water units. Units No. 2 and No. 3 serve a hot water heating circuit for a large group of 21 buildings of the College. These boilers deliver hot water at temperatures up to 200°F to the various buildings through distribution lines in tunnels. The present calculated maximum heat loss for the College is 15.195 million Btu per hr. The Coal-Paks have individual design capacities of 6.700 million Btu per hr. Table I lists the design date for the Coal-Paks. The No. 3 unit was chosen as the test unit, primarily because of its bunker location at the far end of the delivery ramp. Because of this location any excess coal above bunker capacity could be conveniently stored and isolated from the adjoining bunkers. Each bunker has a capacity of 30 to 35 tons of coal. FOR many years it has been the invariable custom of the Institute, in addition to its annual meeting in February, to hold a technical meeting in the fall in some mining or metallurgical center in the West. As the activities of the Institute have increased, and especially since the absorption 'of the American Institute of Metals, there have for a number of years been two fall meetings. Never before in the history of the Institute have there been three meetings in addition to the annual meeting in February; in 1920, however, three important fall meetings are to be held. The general Institute trip will be made this fall to the Lake Superior iron and copper country. Members will leave Buffalo on August 20 by steamer, visit the copper mines in and about Houghton, the iron mines of the Marquette and Iron Ranges of Michigan and the iron mines of the Mesabi Range in Minnesota, and' return to Buffalo by steamer on September 3. Technical sessions will be held at Houghton, Minneapolis and Duluth. For a long period it was customary for the Institute to visit the Lake Superior country about every seven years. This trip, however, will be the first visit since 1904. The unprecedented development in both copper and iron mining in this section during this period will make this trip of unusual importance. In addition, a notable series of papers will be presented.

During an investigation of the copper-rich portion of the copper-silicon-iron system as part of an extensive research program on P.M.G. alloys, which was begun in 1937 in the research laboratory of the Phelps Dodge Corporation, it became apparent that the binary copper-silicon system below 7 per cent Si needed revision, therefore an investigation was undertaken. Both X-ray methods and microscopic technique were employed. Despite the many investigations that have the clarification of this system as their object, no two successive reports on the system have agreed in placement of the alpha-phase solubility limit, and uncertainty about the secondary phase first to appear has been voiced several times.3,4,5 It was therefore not surprising, when T. Isawa's6 and M. Okamoto's7 works were reported at the time we were finishing up our experimental work, to find essential disagreement between their results and ours. But when C. 5. Smith's latest work on the copper-silicon systema was published just as we were finishing our laboratory report, it was indeed gratifying to find that the latter's diagram and ours checked in all essential features, except the temperature of the peritectoid line above 830" C. Many attempts were made to retain the beta phase during the present investigation, but none was successful. Isawa,6 however, reports that he has been able to obtain X-ray photograms of the beta phase. The structure, he states, is body-centcrcd cubic with a lattiee constant of 2.848 ,&. at 7.2 per cent Si. Okamoto7 and Smith8 both use the designation Kappa for the hexagonal phase, and to avoid confusion this designation will he adhered to in the present paper. Preparation of Samples The alloys were melted in vacuum in a high-frequency furnace. from copper cathodes containing 99.98 per cent Cu, and specially refined silicon supplied by The Electro Metallurgical Co. Silicon carbide coated boron fiber (Borsic) reinforced aluminum composites were made which exhibit strength and modulus values predicted by the rule of mixtures. A successful technique for fabricating these composites consists of plasma spraying of monolayer filament reinforced tapes and subsequent diffusion bonding of these tapes into composites. The elastic properties of the composites were given by the rule of mixtures in reinforced directions. (The modulus parallel to the fibers was 32 x 106 psi for a composite with 50 pct by volume fibers. The other elastic properties for a composite with 50 pct fiber were transverse modulus = 14 to 16 X 10 psi, G = 9.5 x 106psi, and v,, = 0.23. Tensile strengths of over 190,000 psi were measured for the composites with 50 pct fiber and the average strength for these composites was 162,000 psi. These same composites had interlaminar shear strengths of 12 to 15,000 psi. Multidirectionally reinforced composites demonstrated the same reinforcement efficiency in strength and modulus as the uni-directimlly reinforced composites. Comrpessive strengths of composites with 50 pct by volume fiber were found to be greater than 250,000 psi. STRUCTURAL filamentary composite materials are being considered for use where high strength, high modulus, and lightweight materials are required. Metal matrix composites have been considered for use at temperatures ranging from cryogenic (aluminum stainless steel) to 6000°F (plasma sprayed tungsten plus tungsten fiber) and other requirements have been similarly diverse. Metal matrix composites offer high modulus and high strength in unreinforced directions, the ability to be joined by brazing or welding, and greater fracture toughness compared with the more easily fabricated resin matrix composites. This paper deals with the mechanical properties of aluminum boron composites, a system which is being considered for applications where lightweight, high modulus, and high strength are required at temperatures including those above the normal operating temperatures of resin composites. The boron fiber used in this investigation had an average room temperature strength of greater than 400,000 psi, a modulus of 58 x 106 psi, and a density of 0.09 lb per cu in. (2.6 g per cu cm).' The fiber used in the composites had a coating of silicon carbide to retard degrading reactions with the matrix at elevated temperatures. The coated fiber, which is sold commercially as Borsic: has been reported to have excellent resistance to degradation at temperatures up to 600°C in air and in aluminum2 and the same mechanical properties as the standard bare boron fiber. Fabrication of Composites. The composites were diffusion bonded from plasma sprayed monolayer tapes. These tapes were fabricated on a substrate of aluminum alloy foil which is incorporated in the composite matrix. The technique consists of winding a layer of fiber on the foil, and plasma spraying the balance of the matrix alloy over the windings which bonds all of the components together. Advantages of this process include the ability to achieve good fiber spacing, Fig. 1, the formation of a good bond between fiber and matrix (achieved during the plasma spraying), and the adaptability of the process for forming large and complex parts. This is particularly true when used with brazing foil backing which alloys low pressure bonding of the structural shape. PROPERTY EVALUATION TECHNIQUES Tensile test specimens, 5 to 7 in. long with a reduced gage section and ,030 to ,040 in. thick, were cut from composite sheets with a diamond saw. The gage section was .200 in. wide, while the gripped section was .240 in. wide and over 2 in. long in each grip. The standard gage length used was 1 in., however, transverse specimens (i.e., specimens with the fibers oriented 90 deg to the loading axis) were tested without a reduced section. Twelve specimens were also made with a 3-in. gage length but no significant effect of gage length was measured. The tensile test specimens were mounted in a fixture and aligned in friction grips using a 10X microscope. Unbonded foil doublers (0.010-in.-thick aluminum) were used to insure firm gripping with a minimum of damage to the fibers. The test specimens were transferred to the testing machine in a rigid fixture and mounted in the self aligning loading train. The history, geology, ore deposits and current mining operations of the Huitzuco district have been described by C. W. Vaupelll and the current mill operations by David Segura.2 This paper completes the story of Huitzuco with a description of the reduction of the flotation concentrates. The predominant ore mineral in the Huitzuco deposit is livingstonite, a rare, mercury-antimony sulphide (HgS.2Sb2S3). Other associated minerals include cinnabar, stibnite and elemental sulphur. The gangue is largely limestone and gypsum. Former operators mined a selected grade of ore, from which the mercury was recovered by an expensive, inefficient operation. A considerable tonnage of rejects and fills, carrying mercury and antimony, was left in the mine. In order to recover both mercury and antimony from these fills and also from newly developed ore, a combination method has been developed, by means of which the livingstonite is concentrated by flotation and the flotation concentrates subsequently reduced to metallic mercury and antimony. An essential part of the flotation treatment, as developed by Segura, is the use of copper sulphate as an activating agent. A typical analysis of concentrates now being produced at the property is as follows: Hg, 7.73 per cent; Sb, 26.40; Fe, 1.20; S, 29.68; CaO, 11.50; MgO, 7.25; SiOz, 1.63; A1203, 0.65. PRocess foR Treatment op Concentrates In the development of a process for treatment of these concentrates, three different methods were investigated: (1) roasting in a Dwight-Lloyd sintering machine with an excess of air; (2) separation of mercury and antimony by distillation in a reducing atmosphere; (3) a third method, which ultimately developed into the present process. The third method involved a slow calcination at a closely regulated temperature with a limited admission of air, which separated the mercury and antimony, the raeroury passing out of the kiln with the furnace gases and the antimony remaining in the calcine or "sinter."

The largest updraft sinter machine built has a roasting area of 132 sq.m. Sinter machines with an area of over 200 sq.m. are under consideration. These large machines require new techniques with regard to drive thrust and sealing mechanism. To optimize the results of sinter plants, the charge preparation systems and the return fines circuits were improved. Special crushers were developed for crushing return sinter of up to 800 ºC to a size of minus 6 mm. Strand cooling of Pb-sinter was investigated. Different methods for plant ventilation were compared. New processes, which might replace sintering in the future, are in the stage of large - scale testing.

MODERN metallurgy is an art and a science. The art is process metallurgy-extracting metals from their ores, refining them, and alloying them with one another and with certain nonmetals to produce thereby a variety of metallic materials which, owing to a wide range of useful properties, are for many purposes more valuable to man than the individual metals themselves; process metallurgy also includes shaping or otherwise treating metals and alloys to form objects useful to a complex industrial world. The science is physical metallurgy-organized knowledge of the constitution and internal structure of metals and alloys, of the relation of their composition and structure to properties, and of the laws, theories, and hypotheses that purport to explain this relation.

T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

It is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance ; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel mas the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 niiles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This range extends from the southeast of Prance to the frontier of Hungary, betveen Italy and the plains of sonthern Germany. The contour

DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.
