The lining of a mine shaft is one of the most important considerations in the planning and operation of an underground mine. Generally, the function of a shaft lining is to preserve the shaft opening in a manner compatible with the expected mine life and -the other shaft operations. Where shafts are the only means of surface access in a mine, they also serve a critical function for the safety of the entire underground operation. Routine repairs and maintenance work on the shaft linings are only possible in stable strata with only minor interruptions to the shaft operations.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. Tg Soda Ash has operated a shortwall mining system in the Green River, Wyoming trona district since August. 1982. The system has proven to be highly productive. In an effort to reduce the relatively expensive development mining and Improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning In April, 1987. As of June. 1988 four shortwall panels had been completed utilizing the advancing tailgate, producing over 815,000 tons.

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. Successful grouting depends to a large extent on the correct design of a grout for each specific case. It is impor-

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

The integration of the ESZ orebody and DOZ orebody resulted in a much larger footprint than the original DOZ Mine shape. The significant change in footprint geometry presented new cave front management challenges, specifically: longer undercut drifts. Using a constant blasting rate, more time is required to complete caving in each drift which ultimately influences the number of active faces at any point in time. The number of manageable active drifts is controlled by the planned square-meters of undercut blasting, lead/lag restrictions and other specific conditions such as the need to blast pre-charged explosives. In early 2008, an evaluation of the existing plan showed that significantly more active undercut drifts and longer cave fronts would occur in the next five years. Difficulties associated with the long cave fronts led to a decision to redesign the caving sequence. Several different boundary options based on operational, geotechnical and ore grade parameters were investigated. This paper describes the issues faced with long cave fronts, the constraints and requirements to effectively manage the caving sequence and the options considered to mitigate this situation.

Heap leach operations provide a low-cost method for recovering gold, silver, and copper metals from low grade ore materials. The processed ore materials are stacked in controlled lifts on a lined pad facility for heap leaching. A controlled barren solution is applied to the heap ore surface by sprinkler or drip emitter irrigation, and ore metals are leached into the solution for collection and extraction in plant process facilities. The leach pad and solution collection facilities are lined with impervious materials for containment of all process solutions. The liner system typically includes a composite geomembrane and clayey soil liner with a protective drain cover fill to maximize solution recovery and protect the underlying groundwater conditions. This paper discusses the types of pad liner systems currently used by the mining industry and the "good, bad, and ugly" lessons learned in engineering practice over the last 10 years in the design and construction of heap leach pads.

"There have been about 42 fatalities in underground coal mines between 1984 and 2015 where the victim was struck, pinned, or run over by a mobile machine (MM) such as a shuttle car, scoop, or battery hauler. MSHA has issued a proposed rule requiring proximity detection systems (PDS) on MMs in an effort to prevent future fatalities. Currently approved PDSs use electromagnetic (EM) technology to detect the presence of a miner and impose machine controls to prevent contact. The disadvantages of an EM-based PDS on MMs include the need for a miner-wearable component (MWC), environmental interferences, EM interferences from other devices, and low localization range and accuracy. NIOSH researchers are investigating alternate technologies that could improve the capabilities of the current PDSs. Many technologies were reviewed, and NIOSH researchers identified RFID, LIDAR, RADAR, ultrasonic detection, and computer vision as candidates for PDS development. The performance characteristics of each technology and its applicability to an underground mining environment will be discussed, along with international developments and implementations, and the concept of sensor fusion. INTRODUCTION PDSs provide safety to mine workers by detecting their presence (and in some cases location) around a machine. These PDSs provide a warning zone, which triggers an alarm, and a stop zone, which halts the machine before it contacts the miner. The Mine Safety and Health Administration (MSHA) issued a final rule requiring that PDSs be installed on all continuous mining machines (CMMs) on the working section, with the exception of full-faced machines, according to a phase-in schedule for newly manufactured and existing equipment [1]. The PDSs that were designed for CMMs have since been adapted to other mobile machines. Mobile machines include scoops, which are used as general utility vehicles, as well as coal hauling machines, such as shuttle cars, ram cars, and continuous haulage systems. MSHA has examined all accident reports from 1984 to 2014, and determined that 42 fatalities could have been prevented on mobile machines had a PDS been installed [2]. As such, MSHA issued a proposed rule that would require mobile machines on working sections (with the exception of longwall sections) to be equipped with a PDS. This rule would follow a phase-in schedule for newly manufactured and existing equipment. Currently available PDSs are based on electromagnetic (EM) technology. NIOSH researchers developed a shell-based magnetic flux density distribution model [3] for determining the position of a miner near a machine. A typical system would consist of four generators positioned around the perimeter of the machine. Each generator is a coil of insulated wire wrapped around a ferrite core. The magnetic field strength is proportional to the current running through the coil. Miners working on the section have an MWC, which is a transceiver that measures the field strength emitted by the generators and transmits a data packet over an RF link which contains the field strength reading to the PDS controller mounted on the machine. The magnetic field generators are pulsed sequentially such that the MWC can identify which generator’s field strength it is reading. This type of system utilizes the principle of magnetic flux density: the closer the MWC is to the field generators, the higher the field strength reading. Thus a miner’s presence can be determined once he gets too close to the machine, because his MWC will measure a magnetic flux density beyond a certain threshold. These thresholds are utilized on a per-generator basis to “shape” the fields for both warning and stop zones around a machine, as illustrated in Figure 1."

Uncertainty of future energy supplies has forced industrial nations to diversify both their energy mix and their energy sources of supply. As a result, U.S. coal exports have grown substantially during the past several years. Projected long-term worldwide economic growth suggests that a well-established trend has been set for increased foreign demand for U.S. coal. As export volumes increase the need for careful planning to prevent bottlenecks and to provide for the uninterrupted flow of coal increases. It also will place increased emphasis on identifying the most economic transportation alternatives. These planning and evaluation functions are greatly facilitated if a systematic method is available for modeling the complex interactions of a coal export system. One such model, developed by the Anaconda Minerals Company, is the Coal Export model.

Kaiser Steel Corporation's Eagle Mountain Mine is located in the Colorado Desert, 60 miles east of Indio, California. Concentrates from the mine are shipped by rail 164 miles to the company's steel mill at Fontana, and also to Longbeach, California for export. Temperatures are typical of the lower desert ranging from a high of 120 degrees in the summer to a low of 25 degrees in the winter. The average annual rainfall of about two inches comes mainly as cloud bursts during the summer months. From its inception, the Eagle Mountain Mine has had the problem of breaking its mine rock. Practices followed from 1949 until 1962 were very costly, did not produce uniformly good fragmentation, and were incapable of sustaining high production. During this period, every conventional type of explosive then in use was tried and found to be unsatisfactory for one reason or another. The first slurry test work at Eagle Mountain was started in 195E and finally by 1962, after having tried all the slurry mixtures then available including some "home made" formulas, a metallized slurry was perfected at the mine which overcame all of the disadvantages of former blasting methods.

Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

The solution to the problem expressed in the title of this paper might well be condensed into one word, AUTOMATON, But if I were to stop there, even though most of you might applaud, I am afraid that a one-word paper might not justify my coming to this meeting, So let?s explore the matter and try to learn if and to what extent the science of automaton can be applied to the problem of coal cleaning. In taking this approach we must, of course, by-pass the fact that plants In this Country and aborad have been automated to a greater or lesser extent. We will explore the matter from the beginning and not merely take the approach that because others have done it we can do it also. First, let us see just what is meant by automaton.

"This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."

The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

The Environmental Impact Statement (EIS) has become a routine requirement for mining operations on federal lands. A similar document is being required in developing countries. Baseline studies are needed prior to writing an EIS and these studies involve surface water, groundwater, air quality, and wildlife/ native plant evaluations. The required baseline hydrology and geochemical studies are often the most expensive and lengthy evaluations. This paper summarizes the hydrology and geochemical baseline studies required for .An EIS and presents suggested methods to expedite these studies and to shorten the time and the cost to complete the studies and the EIS.

A method to improve the quality of Magmnt zinc concentrates to become acceptable feed to an electrolytic zinc refinery. The magnesia content of zinc concentrates produced was too high due to particle locking with the sphalerite in coarse fractions. Regrinding of the concentrates to a very fine particle size and then refloating the sphalerite was chosen to eliminate a sufficient amount of the magnesia to make the concentrates acceptable.
