Excellent underground industrial sites and warehouse facilities have been constructed in Europe and at several locations in the United States. Many quarry and mine operators are considering, or should consider, the possibilities of the development of their mineral properties in such a manner as to make underground space that is suitable for a secondary industrial use. Before proceeding with mine or quarry development, the operator should answer the following questions: 1) Is there a need for underground industrial space in your geographical area? 2) Is your deposit suitable for development of space for industrial usage? 3) If the deposit is suitable, what methods of development can be used? 4) What are the comparative economics of the different methods of space development? An honest analysis of the first two questions may eliminate the need for proceeding to the third. Affirmative answers to questions 1 and 2 should be followed by the engineering and economic studies required in response to questions 3 and 4.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

Introduction Compared to the gyratory crusher, the cone crusher is character¬ized by its higher speed and a flat crushing chamber design which is intended to give a high capacity and reduction ratio for materials suitable to this type of processing. The aim is to retain material longer in the crushing chamber to do more work on material as it is being processed. A concept of how a piece of stone might flow through a secondary crushing chamber is shown in Fig. 45. The number of times material will be nipped during crushing will depend on material size, friability, and the geometry of the crushing chamber as well as its speed and eccentric throw. Cone crushers are usually specified in terms of closed-side setting (CSS) and a given quantity of material passing a particular square-mesh screen size. A criterion of product passing closed-side setting is often available. This value will vary according to the particular crusher design and the details of its applica¬tion. Essentially, cone crushers can be classified into distinct types, depending on their duty. Crusher sizes for all duties are described by terms arising out of common industry usage, such as 3-ft, 7-ft, etc., which refer to the crushing-head (mantle) diameter. At present the range of sizes available varies from approximately 2 to 10 ft diam. Weights vary in the range of 5 to 200 tons, and connected horsepowers range from 10 through 700. There are so many variations that specifics should be obtained from machine manufacturers. The crushing chambers that are fitted to various machines are also often referred to by terms arising out of common usage, such as standard for secondary crushers, and short head for tertiary crush¬ers, which refer specifically to the Symons design. Also used are more specific but equally vague descriptions, such as coarse, intermedi¬ate, and fine chambers. Some manufacturers such as Allis-Chalmers with their Hydrocone crushers refer to the model number of the machine by the feed opening and the diameter of the mantle. For example, a Model 10-84 Hydrocone crusher has an 84-in. diam man¬tle, and is capable of accepting a 10-in. diam sphere at the feed point to the crushing chamber. Rexnord and Telsmith define crushing cavi¬ties in their capacity tables as feed openings at minimum recommended discharge settings (closed-side settings). Each practice offers guidelines which should be carefully defined for the specific crushing problem. The utilization of a cone crusher depends on how well it is controlled and the features of the circuit in which it operates. Normally, it will operate in the range of 75 to 85% of the peak capacity. It is likely that industry pressures will call for a standarized de¬ applied crushing power. Experience has shown that the crushing process is more controllable if certain reduction ratios are adhered to for each stage. Technically, this is defined as that size of feed (in. or mm) of which 80% will pass, divided by the size of the product (in. or mm) which 80% will pass. Secondary Crushers These are the cone crushers which accept suitable feed size material either prepared by a primary crusher or occurring naturally, and reduce it to a size suitable for marketing in one stage, or make feed for subsequent crushing or grinding stages. Secondary crushers have feed openings of 4 to 25 in. in the larger (7-ft) models down to a 2'/a to 4 in. in the smallest 24-in. models. Reduction ratios normally range between 3:1 and seldom more than 5:1. In the 7-ft models, the cone crusher typically makes a product all passing 2 in., but this is dependent on the machine design and properties of the material being treated. Secondary crushers most commonly operate in open circuit. They also are operated in closed circuit with a vibrating screen, depending upon product requirements and conditions where the reduction ratio does not cause excessive power draw and build-up of circulating load. Screening ahead of secondary crushers is generally recommended, especially where the feed contains more than 25% material smaller than the desired closed-side setting. Tertiary Crushers These are cone crushers that normally take secondary crusher product and reduce it to a marketable product or make it suitable for subsequent comminution steps. The reduction achieved is a func¬tion of the crusher design and the properties of the material to be treated. The reduction ratio is normally in the range between 1.5 and 2 to 1, and seldom more than 3 to 1. The tertiary crusher normally operates in closed circuit with a vibrating screen and makes a product smaller than all passing 'h or 5/8 in. Fine Crushers Sometimes these machines are called sand crushers and are called by various manufacturer brand names, such as Gyradisc, Hydrofine, V.F.C., and others. A cross section of a Symons Gyradisc crusher is shown in Fig. 46. Essentially, these crushers would be used in a fourth-stage crushing operation, but could be called on to reduce a screened feed size fraction from a secondary or primary crushing operation. This type of crusher normally receives feed no coarser than 1'h in. that is scalped of all over-sized material and operates in closed circuit with a vibrating screen. For average materials, typical product is '/e in. top size, although a -10 mesh product can be produced on those materials having suitable characteristics. The crusher is nor¬mally operated in a separate circuit from the main crushing plant because of the variations in output rates that are caused by varying physical properties in the feed. The reduction ratio is generally less than 2:1, and circulating loads are generally high. More interparticle crushing takes place in these machines than with conventional cone crushers and capacities can be more sensitive to changes in moisture content, feed size graduation, and other physical properties. Design Features For the various applications, crusher manufacturers normally have a range of crushers of different sizes and power ratings to select from.

Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite. The word glauconite is derived from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was mined and marketed as a natural fertilizer and soil conditioner for more than 100 years. The advent of manufactured fertilizers with adjustable nutrient ratios led to a decline in the use of greensand in agriculture. The material has since been recognized as useful in water treatment. Unfortunately, despite large reserves and world- wide distribution, glauconite has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This is probably due mostly to a paucity of research on its potential commercial uses. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and a generally low potash content (viz., less than 8%), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of as much as 22.5 kg/m2 were sometimes made, although recommendations for agricultural use suggested 4.5 to 11 kg/m2 (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of its slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as poison, burning, or black marls. The availability of higher grade potash salts from other mineral sources and the manufacture of prepared fertilizers displaced the agricultural use of greensand during the latter 1800s. During the mid-1800s the greensand industry, centered in a small section of the eastern United States, grossed more than $500,000/y. Toward the end of the century, however, annual production had dwindled to less than $100,000 in value. By 19 10 there were only six or eight greensand producers grossing less than $5,000/y each (Tyler, 1934). There was a brief revival of the US industry during World War I because of the curtailment of foreign potash, especially from Germany. During the latter 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base exchange properties would release trace elements. For a short time glauconite was used in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s it was used for making green glass (Cook, 1868). In the early 1900s the base exchange properties of glauconite were recognized for water treatment and the mineral gained acceptance as a water softener. Mansfield (1922) does not mention base exchange even though this phenomenon was known in 1916 or earlier. From 1916 through 1922 several patents for the use of glauconite as a water softening agent were granted. A method was also patented for treating greensand to improve it for water softening and ready regeneration with common sodium chloride brine (Borrowman, 1920, Spencer, 1924, Kriegsheim and Vaughan, 1930). Treated glauconite, on contact with water containing magnesia or lime, takes up magnesium or calcium ions and releases sodium ions. This exchange is limited to the outer surface of glauconite grains, and when all the surfaces have absorbed their capacity, the grains must be regenerated. Regeneration, simply stated, consists of treating or backwashing the glauconite with a sodium chloride solution, which replaces the hard water elements with sodium, thus reviving the glauconite. The process has become more sophisticated due to competition among companies in the water softening business. Greensand products for water softening generally consisted of several different grades distinguished by the particular treatment the glauconite was given during processing. The standard greensand water softener was produced from natural glauconite that was only washed and classified. Its characteristics for water softening are given in [Table 1].

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. However, they are expected to be in a state of only marginal stability. Extensive coal exploration indicates that the primary structural feature within the

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

In a complex society such as ours, the range of "negotiating" relationships is constantly increasing. These negotiating relationships have emerged as a direct result of the diffusion of power or influence to new sectors and emerging concerns. Even within organizations, the myth of the authority-based heirarchical structure has given way to the reality of constant negotiations between superior and subordinate and with peers in the organizational structure. In the broader context, the corporate organization finds it necessary to reckon and often negotiate with organized employees, suppliers, buyers, government agencies and a range of organized private interests ranging from minority groups to environmental organizations. In response to this diffusion of power and the conflicts which it has engendered, a variety of conflict avoidance, conflict managing or conflict resolution techniques has developed. The purpose of this paper is to attempt to differentiate between some of the conflict intervention approaches which have appeared "on the market", and to suggest three bases for selecting among them: 1. The "role" of the conflict intervenor; 2. How far the conflict has developed; and 3. The breadth and impact of the issues involved.

"Miners worldwide use a tremendous amount of energy in producing finished minerals for the end user market. In accomplishing this goal, they incur energy costs that can range from 20% to 30% of the total cost of production, so there is fertile ground for cost savings. To unlock this huge value in cost reduction, energy analysis is the key and is broken into several segments: 1. Fuel analysis for power generation 2. Energy supply & demand 3. Opportunity cost for lack of power 4. Backup power 5. Power contracts 6. Energy efficiency 7. Renewable energy 8. Continuous energy management FUEL ANALYSIS FOR POWER GENERATION What is the first thing we evaluate when looking at power supply alternatives for the mining industry’s large power requirements? Is it 1) site, 2) engineering, procurement, and construction companies, 3) independent power producers, 4) turbine vendors, 5) grid connections, or 6) fuel supply, logistics, and infrastructure? In evaluations of power supply alternatives for mining companies with special emphasis in developing countries, there is one over-riding conclusion: reliable fuel supply drives the energy generation economic engine. Evaluating several different fuels including liquefied natural gas (LNG), natural gas, diesel, heavy fuel oil, and liquefied petroleum gases (LPG) among others, the best project outcomes are those where fuel supply, pricing, logistics, and infrastructure are given an extensive amount of time during the analysis stage. In an assessment of the twenty-year costs of generating power from multiple fuels, each fuel’s costs were placed into three separate net present value (NPV) buckets of: 1) capital, 2) operating and maintenance, and 3) fuel. Within a range of 65% to 85% for all fuels, fuel cost was the largest component of the NPV of the life cycle power generation costs. So if 65% to 85% of your life cycle power generation cost is one item, shouldn’t miners spend a corresponding amount of time in the analysis stage fully understanding this key determinant for a successful power project? In developing countries where power generation infrastructure may not exist or does not exist at the same level as is found in North America and Europe, fuel analysis becomes even more important. One of the key questions for fuel importation in developing countries is the draft at existing ports to allow larger vessels to dock at the jetty. Can larger ocean-going tankers dock at the port for off-loading, or is the port’s draft too shallow, thus forcing a Single Point Mooring (SPM) system or Conventional Buoy Mooring (CBM) system to be constructed at substantial capital expense? Once fuel can be imported, sufficient onshore storage capacity should exist, or must be built to off-load the entire fuel cargo from the larger ships. Additionally, the throughput capacity of the pipeline from SPM/CBM must allow a rapid unloading of the fuel from ship to shore to eliminate steep demurrage costs for the project."

9.1-CLASSIFICATION OF MINERAL DEPOSITS AND ROCK MATERIALS After a mineral deposit has been discovered, delineated and evaluated, the next step is to select a mining method that is physically, economically and environ- mentally adaptable to recovering the mineral from the deposit. The term "mineral deposit" is used to denote a concentration of mineral (including rock and coal). Even where there is considerable past experience available, many of the critical design criteria must be determined utilizing only information obtained from an examination of exploratory drill core specimens. The factors that affect this selection are as follows: (1) the spatial characteristics of the deposit (size, shape, attitude and depth); (2) the physical (or mechanical) properties of the mineral deposit and surrounding rock; (3) ground water and hydraulic conditions; (4) economic factors, including grade of the ore. comparative mining costs and desired production rates; and (5) environmental factors, such as the preservation of the surface overlying the mine, and the prevention of air and water pollutants. Of these factors, the spatial characteristics of the deposit and the physical (or mechanical) properties of the mineral and surrounding rock limit the methods that can be employed to mine it. Six types of mineral deposits are recognized, as follows: 1. Massive-A deposit of considerable lateral and vertical extent in which mineralization (or ore) is relatively uniformly distributed. Disseminated copper ores are typical deposits. Dome salt also is included in this classification. 2. Bedded or Tabular-A mineral deposit that parallels the stratification, most often in sedimentary rock, usually laterally extensive, and of limited thickness. Most coal measures and some evaporite mineral deposits (e.g., potash) fall in this class. 3. Narrow Vein-A zone or belt of mineralization (ore) typically long, narrow (less than 10 ft), often dipping steeply, and usually lying within boundaries separating it from neigh- boring rock. Many gold and other metallic minerals occur in narrow veins. 4. Wide Vein-As defined under narrow vein except that the vein thickness is greater than 10 ft. 5. Lentictclar or Pocket-An isolated ore body, or an enrichment of limited vertical and horizontal extent in a massive, bedded or vein deposit. Lead, zinc and iron ores often occur in this type of deposit. 6. Placer-A surface or near-surface deposit, usually tabular and may be of consider- able areal extent, containing mineral particles (e.g., gold, platinum) in detritus (e.g., sand, gravel). The rock materials associated with mineral deposits are classified as follows: 1. Detritus-Sediments and other accumulations of solid particles produced by the mechanical and/or chemical disintegration of rocks, and usually having a low cohesive strength and very low compressive strength (e.g.. soil, sand, gravel, alluvium, playa). 2. Jointed and Fractured-Unbonded-A rock mass, often occurring on or near the surface or in fault zones, in which the joints or fractures contain alteration or decomposition

"INTRODUCTION Lundin Mining’s Eagle Operation, located in Marquette County, upper Michigan consists of a mine and concentrator that process a Ni-Cu-(PGE) ore. The mine itself is an underground operation and the ore is trucked from the Eagle mine site 66 miles to the Humboldt mill where both nickel and copper concentrates are produced. Operations began in 2014 and continued with an average production of approximately 23,000 tonnes of Ni and 20,000 tonnes of Cu per year for the first three years of operation. The Humboldt Mill, currently operated by Lundin Mining, processes the nickel/copper ore from Eagle Mine and performs the concentration through several stages of flotation. Originally built in 1954, the Humboldt Mill began operations as an Iron Ore processing facility, and was converted to a gold processing plant during the 1980s. Various groups owned the site after closure of the gold operation. Eagle purchased the Mill in 2008 and invested more than $280 million to clean up historic mine waste and refurbish the plant (see flowsheet in APPENDIX). This paper will overview the ramp-up of the operation, and discuss some specific areas that went well and some that could have gone better during the design phase. HIGH LEVEL DESIGN CRITERIA Coarse ore arrives from the mine and is stored in a building with a capacity of 10,000 tonnes. Ore is crushed in three stages to a final product size of 100% Passing 12mm. Crushed ore is conveyed to the mass flow fine ore bins, which have a live capacity of 3000 tonnes. Crushed ore is fed to two parallel 900 HP ball mills, charged with 3” high chrome grinding media, and ground, in closed circuit with hydrocyclones, to a p80 of 110 microns in the flotation feed. Soda ash is added to the mills based on process water hardness. Cyclone overflow passes to the bulk conditioner where Sodium Isopropyl Xanthate (SIPX) and Methyl Isobutyl Carbinol (MIBC) are added. The slurry is pumped to the rougher bank for bulk flotation. Rougher concentrate is fed to a 500HP vertically stirred regrind mill and is ground to a p80 of 50 microns, using 5/8” high chrome balls. Rougher tailings report to the tailings thickener. The regrind cyclone overflow is sent to the single stage cleaner bank followed by two scavenger banks. The cleaner concentrate is pumped to the copper-nickel separation circuit. Cleaner tailings report to the tailings thickener. In the copper-nickel separation circuit, the pH is raised to 11.5 and a copper concentrate is recovered from the bulk cleaner concentrate in two stages, namely the copper roughers and the copper cleaner columns. The concentrate from the copper flotation columns is the final copper concentrate. The tailings from the columns return to the head of the copper-nickel separation. The nickel concentrate is the copper rougher tailings stream."

INTRODUCTION Statistical analysis of results obtained by workers survey is very often limited to the determination of the collective dose and mean annual values. This information is not sufficent by itself for radiation protection purposes since the cumulative exposure of a worker during his working life is not taken into account. A more complete analysis would be obtained by considering both: [ ] These two notions are different. The former depends on the evolution of the protection with time and is related to annual limits (ICRP, 1977 and ICRP,1977 a). The second depends mainly on the works performed during the period of survey, the interference of protection evolution is weakened. So it is useful to foresee how the individual average annual doses would be when considering survey periods of 5, 10 years, or more. STUDIED POPULATION In order to analyse the two previously mentionned notions it is necessary to follow up a well defined population of workers which is continuously exposed to the radiological hazards on a long enough period. The selected population is that of the workers of the French uranium mines always present during the 1971-1979 period (9 years). The number of individuals is 937. The radiological hazards are: 1. exposure to radon and short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation. The workers of the uranium mines are exposed to these radiological risks in different ways according to the work performed. It is therefore necessary to subdivide the population into more homogeneous groups with respect to the radiological risks. Three groups are considered: - Group 1 : 227 individuals whose radon and dust exposures are always nil - Group 2 : 449 individuals whose radon and (or) dust exposures are different from 0 every year - Group 3 : 261 individuals represent a mixed category. Some features of these groups are given in table 1. [ ] The 937 followed individuals represent approximatively the half of the whole population of the French uranium mines. Taking into account the procedure adopted to select the studied population, it appears clearly that this population is not representative of the whole miner population. DOSIMETRIC RECORDS Three risk indicators are considered .Individual annual exposures to radon and its shortlived daughters. They are determined by ambient monitoring based on radon concentration measurements and recording of the times elapsed in the various workplaces. For each worker the annual exposure is represented by the mean annual air concentration and is expressed as a fraction of the maximum annual concentration (MAC). Given the administrative arrangements and the effective state of equilibrium between radon and its daughters, the maximum annual concentration is practically equivalent to 1 Working Level = 2.08 x 10- 5 jm-3. (UNSCEAR, 1977). . Individual annual exposures to long-lived ore dust which are also expressed in fraction of the maximum annual concentration. . Individual annual doses of external irradiation (X and [y] rays) expressed in mSv (= 10-3 Sievert). Irradiation monitoring is based on use of individual film badges.

Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. Many mining engineers tend to think of the economic analysis of mining ventures and projects on an f.o.b. mine basis. This is especially true of mines that are operated in an established domestic mining district. Here, transportation costs are many times smaller in comparison to overall delivered prices. One has only to consider the development economics of taconite mines in Minnesota with production destined for lower lake ports to see the truism of this statement. In the international arena, however, with consumers such as Japan and Europe located thousands of miles from source countries such as Brazil and Australia, the situation is different because mineral transportation is often a critical factor in determining project viability. This article is being presented to provide a basic understanding of the factors that govern ocean transportation of the three largest bulk mineral commodities shipped around the world: iron ore, coal, and phosphate. The major dry bulk commodity trades as a percentage of volume shipped are iron ore, 45%; grain, 25%; coal, 20%; phosphate rock, 5%; and bauxite and aluminum, 5%. Most of these commodities are carried by bulk carriers rather than tankers. These are vessels that have cargo, usually in solid form, loaded directly into the hold of a vessel by shore-side materials handling facilities or, in the case of a geared bulk carrier by the vessel's cranes and derricks. Gearless bulk carriers are used in most cases for iron ore and coal. Geared bulk vessels are mainly used for minor dry bulk trades such as ore concentrates (copper, lead, zinc, etc.), fertilizers (phosphate, potash, etc.), cement, petroleum, and coke. There has been, however, a trend toward using more self-unloading ships in both iron ore and coal ocean transport. And large vessels, such as the Universe Kure of Japan, have been designed with a cargo capability of 157 kt (155,000 dwt (deadweight tons)). Trade patterns of major bulk commodities are influenced by the Panama and Suez canals. Both of these canals have draft limitations that prohibit large, deep-draft, ocean-going vessels from using them for shorter trade routes used by Panamax and Suex vessels. The shipping industry has developed two widely used vessel classes; the Panamax and Suex vessels. The former is the maximum size vessel that can pass through the Panama Canal, usually 51-61 kt (50,000 - 60,000 dwt), depending on the season and draft of the vessel. The Panama Canal is usually 0.6-0.9 m (2-3 ft) deeper in the winter than in the summer. Thus, less cargo can be carried by the same size ship in the summer through the canal than in the winter. The Suex vessel is in the 71-81 kt (70,000-80,000 dwt) class. This larger vessel is able to transit the Suez since Egypt deepened the canal following the Seven Days War. Recently, the Suez Canal has been deepened to accommodate vessels with drafts as deep as 152 kt (150,000 dwt).

The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

The coral contaminated with plutonium at Johnston Atoll UA) was subjected to gravity and flotation separation processes at the Soil Washing Laboratory (SWL) and also at the Johnston Atoll UA) site. Tests were conducted with the contaminated coral fractions referred to as the "HP-l" ( hot particles) and the "sludge". The gravity process tested was centrifugal gravity separation and the flotation processes were conventional Denver mechanical flotation and tall column flotation. Flotation tests were conducted using both fresh and sea water. Industrial fatty acid (anionic collector) was chosen as collector to make plutonium-enriched particles hydrophobic. The use of flurosilicic acid and sodium silicate made the clean coral hydrophilic. The results show that each of the processed when tested with appropriate size fraction and operating conditions resulted in passing the success criteria. It was possible to obtain more than 80% weight of the original coral as "clean sand" having activity below the JA site "soil screening level" of 13.5 pCi/gm. The field tests spiked with plutonium particles showed remarkable success. The effect of depressants, flotation medium and the coral pretreatmentis described. Finally, a flowsheet developed by the University of Nevada, Reno to treat 8000 tons of HP-l pile presently stored at JA is presented.

A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.
