The U.S. Bureau of Mines used a contact drilling strategy with short-collared assemblies in order to rotary drill long horizontal methane drainage holes in the Beckley Coalbed near Glen Daniel, WV. By decreasing the thrust, and increasing the rotation of the drill bit when in contact with the roof and floor rock, assemblies with 1-ft (0.3-m), 10-ft (3- m), and 144 (43-m) long collars were made in deflect and stay in the coalbed. Successful application of this procedure resulted in holes drilled full length in coal with the original assembly including bit. The test assemblies deflected away from the original bearings of the holes during drilling and arced. Four holes were drilled to depths ranging from 478 ft (145.7 m) before the strategy was developed, to 4,034 ft (1,230 m) when the strategy was applied. Total length of the holes in coal was 8,590 ft (2,618 m). After 577 days the total methane captured by the holes was 221,600,000 ft? (6,276,000 m3). The methane flow rate peaked at 805,000 ft3/d (22,798 m3/d), then decreased to stabilize at 670,000 ft?/d (18,974 m3/d) after 6 months.

Objective To accurately measure very low air velocities (0-100 ft/min) in U.S. large-opening underground metal/nonmetal mines. Background Hundreds of metal/nonmetal underground mines operate throughout the United States. They extract commercial products from deposits such as limestone, salt, and gypsum. Mining generates a wide variety of gases and dusts, such as silica, diesel exhaust, radon, blasting byproducts, and perhaps even methane. If these substances become airborne, they can adversely affect the health and safety of underground workers. Many metal/nonmetal mines have large cross-sectional airways that could be 60 times larger than an average underground coal mine entry. These large airways require adequate volumes of fresh air to dilute, make harmless, and exhaust the toxic and, at times, explosive byproducts. However, in some underground mine sections, air movement is barely perceptible. The technology of measuring very low air velocities will become increasingly more important for operators of large-opening stone mines in order to monitor miner exposure to diesel particulate matter. Conventional anemometers (e.g., vane) are capable of accurately measuring air velocities only above 100 ft/min. Thus, it was necessary to investigate other anemometry technology to detect low air velocities in the range of 0-100 ft/min. Two different portable ultrasonic anemometers were tested. Actual testing was done in an underground limestone mine with openings about 51 ft wide by 29 ft high. Ultrasonic Anemometers Vane-type anemometers are commonly used by engineering personnel throughout the underground coal mine industry. They work well in measuring air velocities >100 ft/min. However, a separate technology, e.g., portable ultrasonics, is needed to measure air velocities much below 100 ft/min at various places within the large mine opening. Laser-doppler technology was also considered for this application, but was ruled out because of its high cost and other technical limitations. With no moving parts, the portable ultrasonic anemometers are claimed to be accurate down to about 1or 2 ft/min. The first type of ultrasonic anemometer that was examined underground is manufactured by Gill Instruments Ltd., Hampshire, U.K. The U.S. distributor is IN USA, Needham, MA. The Gill Instruments Solent Volometer (figure 1) is a battery-powered, single-axis anemometer meant for measuring low to medium air flows up to1,999 ft/min. It uses the ultrasonic "time of flight" principle where pulses of high-frequency sound are transmitted along the air flow path and the time taken to reach the receiver is measured. The faster the air speed, the quicker the pulses reach the receiver. The second ultrasonic anemometer that was examined under-ground is manufactured by Airflow Developments Ltd., Buckinghamshire, U.K. The U.S. distributor is Airflow Technical Products, Inc., Andover, NJ. The Anemosonic UA-6 (figure 2) is a battery-powered, handheld instrument with digital display. It measures air velocity (0 to 9,999 ft/min) or volume flow, flow turbulence intensity, and air temperature. Neither device is considered to be intrinsically safe for use in underground gassy coal mines. A comparison of salient specifications of both instruments is shown in table 1. The total suspended weight includes the instrument (Gill) or instrument probe (Airflow) plus about 35 ft of connecting cable attached to the pole. This combination of instrument plus cable length allows two operators to measure air velocities up to about 30 ft above the mine floor. Figures 1 and 2 show how each unit would be attached to an extensible, graduated fiberglass rod in order to position the sensor probe at a certain spatial point (centroid of the quadrate) within the underground large opening.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

Reaching movements are planned and subsequently executed [1] using visual and somatosensory feedbacks [2], where absence of visual feedback is known to increase endpoint variability [3]. Visual occlusion decreases the ability to make rapid online compensatory movements, which results in initial radial deviations that are highly correlated with radial dispersion at the target. Perturbations of rapid, visually-guided reaches are compensated on-line and result in endpoint dispersions poorly correlated with initial deviations, emphasizing the strong effect of visual feedback in temporally-constrained reaching tasks. In control conditions (no vibration), these uncompensated, rapid reaches serve as estimates of the individual’s intended trajectory. When ride motion is present, trajectories of rapid, visually-occluded reaches provide a measure of the natural biodynamic response of the cantilevered spine-arm-hand linkage. These intended movement trajectories and the biodynamic response (vibration feedthrough) are used to predict the effect of ride motion on the performance of rapid reaching tasks. Goals of this study are to investigate the influences of vehicle motion on human reaching and pointing, and to reveal movement strategies used in visually-occluded reaching tasks. Methods A six degree of freedom human-rated Ride Motion Simulator (RMS) was used to generate a dynamic vehicle environment. Participants performed discrete, rapid pointing tasks to targets presented on three touchpanel displays under stationary and random whole-body vibration. Reach instructions included successfully reaching identical circular targets (Ø = 0.25”) with the right index fingertip as fast as possible. Targets were presented on resistive-touch displays mounted approximately 60 cm from the participant’s nasion. The touchpanel displays were located in the forward and lateral directions at eye level, and forward at 45° of elevation. These displays measured the spatial error of the reach destination. A ten-camera VICON motion capture system recorded the upper body kinematics of the participant. Reflective markers were placed on the participant’s torso, head, and arms. Initial kinematics of the fingertip (i.e. time and magnitude peak tangential velocity) and tangential velocity at target were used to estimate the planned endpoint of the reach. Results and Discussion Ride motion resulted in increased endpoint variability compared to reaches performed in the stationary condition. Reaches to the elevated touchpanel consistently resulted in the largest variability across all motion conditions, suggesting that a vehicle occupant would not be capable of accurately activating a control in that location. Principal axes of endpoint ellipses were along and perpendicular to the direction of fingertip movements. Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

This supplement has been prepared to furnish information on amendments to the regulations that were approved by acting secretary of the Interior on June 24, 1946, while this report was in the press. Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. (3) The permissible explosive must be one showing toxic gas omission that will place it in either Class A or Class B."

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). "Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

To improve electrical safety and lengthen light bulb life on trolley haulageways. Approach A resistor inserted in series with each pair of light bulbs, decreases the voltage applied to the bulbs and eliminates heavy arcing when voltages rise. How It Works Under certain conditions, incandescent light bulbs connected directly to a 300-volt d-c trolley wire can be a hazard, particularly during weekends when electrical equipment is nut in use. When little electrical power is being used, the voltage (on the trolley lines and at the substation) can rise to a value which will destroy the bulb filament, cause arcing, and damage the bulb holder. In one coal mine where light bulbs in certain locations fre¬quently failed, the problem was overcome by inserting a 100-ohm, 50-watt resistor in series with each pair of light bulbs. The light bulbs are rated at 300-volts and 100-watts. Figure 1 shows the light bulbs and resistor circuit. This resistance was added in order to reduce the current through a short circuited bulb holder, from several hundred amperes to a much safer value of 3 amperes. However, the resistor in series with each pair of light bulbs, also reduces the voltage across the lighted bulbs to approximately 240 volts during periods when the trolley line voltage is up to 300 volts. With this arrangement, no light bulb failures occurred over a 6-month period. The resulting light reduction has not been objectionable.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.
