This report abstracts project work performed under USBM Grant GO155003 during the period 4 November 1975 to 3 November 1976. The research was funded, as a continuance of previous support from USBM Grants GO133077 and G0155003, to gain further knowledge in mine electrical system safety. Five reports have been separately produced, all under the grant title, "Coal Mine Electrical System Evaluation," and are as follows: 1. Volume I - Continuous Monitoring, 2. Volume II - Transient Analysis, 3. Volume III - Shielded Cables, 4. Volume IV - Computer Modeling, and 5. Volume V - Battery and Battery-charging Safety. Abstracts of these comprise the balance of this document with one exception. The task ?d-c offsett currents," does not fall under the scope of the other report volumes and, further, the material to be presented does not justify a separate report. Hence, this subject concludes the Executive Summary.

A procedure is described for recovering both lead and sulfur from galena flotation concentrate, comprising the following steps: (1) Aqueous oxidation of the concentrate, using ferric sulfate to convert lead sulfide to sulfate and to give elemental sulfur; (2) regeneration of the ferric sulfate by electrolysis in a diaphragm cell; (3) treatment of the leach residue with ammonium carbonate solution to change the lead to an acid-soluble form and to produce ammonium sulfate as a byproduct; (4) solution of the lead carbonate in hydro-fluosilicic acid followed by electrolysis to recover the lead as metal and regenerate the acid; and (5) extraction of the elemental sulfur from the final residue with an organic solvent. About 90 percent of the lead can be recovered by the above method as 99.9-percent-pure metal, together with two-thirds of the sulfur--half in the elemental form and half as ammonium sulfate.

A Bureau of Mines geologic study of Pennsylvanian and Permian coalbeds in southwestern Pennsylvania was undertaken to determine the effects of coalbed geology and petrology on in situ coalbed gas contents. Data were obtained from 18 coreholes from parts of four 7.5 ' quadrangles in southwestern Washington and northwestern Greene Counties, and from a single corehole in Westmoreland County. A total of 88 samples from 24 coalbeds were collected for direct-method testing to determine gas content. The samples were also analyzed for petrographic composition, chemical composition, and vitrinite reflectance values. Corehole information was used to generate isopach maps and geologic cross sections useful in data interpretation. Results of the investigation show that coalbed gas content is related to vitrinite reflectance, but not to petrographic composition. Gas contents are also influenced by other geologic factors such as roof rock lithology and competency, and location with respect to local fold structure.

Nine dust and gaseous inhibitors of propagating coal dust-air flames (lean, stoichiometric, and rich) were evaluated in a newly developed 15-cm-id, 3.6-meter-long instrumented flame duct, under conditions such that wall quenching was virtually absent and the dust concentration was temporally and spacially uniform to within about t5 percent. Listed roughly in order of increasing efficiency, the inhibitors evaluated were rock dust (calcium carbonate), powdered oyster shells (calcium carbonate), Halon 1301 (trifluorobromomethane), Halon 1211 (difluorochlorobromomethane), sodium chloride, Super-K (potassium chloride), regular-grade fire extinguishant powder (sodium bicarbonate), Purple-K (potassium bicarbonate), and Monnex (potassium bicarbonate combined with urea). Experiments were extended to clouds containing 1 and 2 volume-percent of methane. The inhibition of lean, stoichiometric, and rich methane-air flames without coal dust was also examined in a few instances; results agreed with those obtained for coal dust-air flames.

A procedure for the spectrophotometric determination of uranium has been developed in support of minerals research being conducted by the Bureau of Mines. Uranium is separated from the sample by tributylphosphate extraction from acid solution containing added aluminum nitrate and (ethylene dinitrilo)-tetraacetic acid solutions. The colored uranium-dibenzoy1methane complex is developed in the organic phase by adding an ethanol solution of dibenzoylmethane buffered with triethanolamine. Absorbance is measured at 410 nanometers, and the response is linear up to at least 100 micrograms U30S in the aqueous aliquot taken for analysis. Aliquots containing as little as 8 micrograms U30S may be analyzed with relative errors no greater than ±5 percent. For aliquots containing at least 35 micrograms U308, relative standard deviation at the 95-percent confidence level is about ±2.2 percent. Appropriate procedures are given for analyzing a wide variety of samples.

This Bureau of Mines report investigates the horizontal trajectory of boreholes drilled in coalbeds using the rotary drilling technique. Test holes drilled in coalbeds showed that the path of a borehole in the horizontal plane depends on drilling assembly configuration, drill bit rotation, and coalbed geologic features. An assembly that contained an 18-ft (5.53) long drill collar and two centralizers had the best horizontal stability evidenced by trajectories that deviated less than 16 ft (4.9 m) from a target at 1,000 ft (305 m). Removal of one of the centralizers resulted in a loss of control of hole trajectory in the horizontal plane. Generally, holes tended to turn to the right, presumably because of right-hand rotation of the bit. Deviations from the original bearing line were as much as 200 ft (61 m) or more at a depth of 1,000 ft (305 m).

Stress relief measurements were made at three underground test sites associated with the Henderson project, American Metal Climax, located in the rugged, mountainous region between Loveland Pass and Berthoud Pass on the Continental Divide in Colorado. Sufficient data were obtained to determine the three-dimensional stress ellipsoid for each site. The measurements were made at hole depths greater than one diameter of the mined opening; thus, calculated stresses are representative of premining in situ conditions. The vertical components of stress are in good agreement with overburden depth including the influence of mountain topography. Horizontal components of stress substantially increase with depth. These components are believed to be influenced by stresses presumably of tectonic origin. The largest measured principal stress was 5,900 psi at a depth of 3.708 feet. The predominant orientation of maximum principal stress for the determinations at greatest depth is in the NW-SE quadrants.

Tables 16 through 19 continue the series of providing the world merchant fleet distribution by type of vessel and the ranking of the major fleets by country of registry. Table 20 this year provides a summary of the world's liquid gas carrier fleet. These vessels are included in the totals given for the world's tanker fleet, but gives a breakdown demonstrating the growth of the importance of natural gas in the world's energy commodity consumption. Panama and Suez Canals Tables 21 and 22 provide the latest available information on the transit of mineral commodities through the Panama Canal, by number of vessels, direction, and the commodities transported. Although the number of vessels transiting the Panama Canal dropped slightly (0.5%) between 1989 and 1990, the total amount of cargo moved rose by 3.6% and the amount of mineral commodities moved rose by 7.2%.

4. Guidelines for Implementing the Emergency Escapeway Standards for Metal and Nonmetal Mines The technical discussion of each escapeway component precedes the specific guidelines for the component. Generally, the technical discussion provides the background and reasoning behind the guidelines. Section 5 is a discussion of general escapeway requirements, including the escape route, fire retardants, warning systems, ventilation systems, escapeway signs and signals, auxiliary transportation and fuel storage. The discussion is followed by a list of guidelines pertaining to the escapeways. Section 6 is a summary of the computer simulation of an escapeway system for Mine "C". A complete documentation of the simulation is included in Appendix A and B. Section 7 covers emergency hoisting requirements and concludes with the guideline, for emergency hoists, their inspection and use. Section 8 is a discussion of refuge chambers and life support and is concluded with guidelines for the application o f this equipment.

The Bureau of Mines determined low-and high-temperature thermodynamic properties for anhydrous ferric sulfate and anhydrous indium sulfate. Low-temperature heat capacities were measured between 50° and 298° K, and enthalpy increments above 298° K were determined. The high-temperature measurements of Fe2(S04)3 extended to 900° K and those of In2(S04)3 to about 1,000° K. A minor transition was found for Fe2(S04)3 at 800° K, with a heat of transition of 540 cal/mole. Tabulations were made of the low-temperature heat capacities and the high-temperature enthalpy and entropy increments. The 298° K entropies derived from the low-temperature measurements were 67.6±0.S ca1/deg mole for ferric sulfate and 72.2±O.5 cal/deg mole for indium sulfate. High-temperature enthalpy increments were also given in equation form.

The objective of the research in this project is to develop a knowledge based expert system for aiding the planning of mine ventilation systems. This system focuses on mine ventilation system design from a coal mine dust control standpoint. It is recognized that mine ventilation system design is an engineering problem involving not only rote numerical calculations to solve the pressure quantity problem but also substantial judgement and expertise to analyze a problem situation and Interpret the results of an algorithmic program. The thrust of this project is to i) extract this knowledge from public domain sources and recognized experts in industry, government and academia, 11) represent this knowledge in the form of IF ... TI-IEN rules in an expert system (ES) and 111) interface the developed expert system with a mine ventilation network analysis program vis. PSUMVS (Pensylvania State University Mine Ventilation Simulator). By providing the numerical computing and qualitative reasoning aspects of mine ventilation system design in a single Integrated system, better quality decision support will be made available to apprentice users.

The Bureau of Mines has developed two experimental designs for deter- mining the volumes and relative proportions of the various gas species, particularly methane (CH4), occluded in rock salt. To date, the rock salt samples analyzed have been relatively small (400- to 1,000-gram) grab samples from Louisiana Gulf Coast domal salt mines. The results obtained are comparable to results in Polish domal salt mines, in terms of occluded gas volumes per mass of rock salt. The notable difference between the Louisiana and Polish occluded gas mixtures is in the relative proportions of the individual gas species. The two methods used by the Bureau are ballmill crushing and dissolution. Of the two, the dissolution method appears to be more versatile because it can be performed in situ. The relevance and applicability of data on the occluded gas contents of rock salt are dependent on sample size, sample collection method, geologic context of the sample, and the correlation with gas emissions that occur as a result of mining-induced fractures and pressure differentials.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

[Composition profiles for atomic, radical, and stable species, as well as temperature and area expansion ratio profiles, have been determined for a nearly stoichiometric CH4-02-Ar flame and one to which 0.3 percent CF5Br inhibitor had been added. Net reaction rate profiles were calculated for all the observed species. For the normal flame, these and the mole fraction profiles gave rate coefficient information about the elementary reactions in the methane flame, for example, CH. + 0 4- H2CO 0 H, k4 = 1.05 X 1014CM3 mole-1sec-1 for 1,550§T 0,725&apos; K; CO + OH 4 C02 + H, k6= 4.7 X 1011 for 1,350{T X1,750° K. Comparison between the inhibited and normal flame showed that A] and [CH3] were significantly reduced at the lower temperatures in the inhibited flame even though in the hot gas region the [E] [OH!, and [0] were essentially the same in both flames. The CF3Br disappears very early in the flame, relative to the fuel, and the reaction primarily responsible for its disappearance is H v CF3Br 4 HBr + CF3, where k7 is found to be 2.2 X 1014 exp(-9460/RT) for 700-1,550° K. Reaction of the inhibitor with methyl radicals provides for the relatively small amounts of CH3Br observed, but CH3 + Br2 - CHs Br + Br must also occur. The HBr formed reacts rapidly with H atoms to form H2 and Br, but the reaction is soon "balanced" in the flame as may be demonstrated by calculation of the equilibrium constant at various temperatures. The fluoro-carbon fragment produced in reaction (7) also reacts rapidly, in part with methyl radicals to give the observed elimination product CH2CF2 Later in the flame, above -1,400&apos; K, F2CO is formed from the reaction CH2CF2 + 0 P F2CO + CH2 and k., -1.5 X 1013 at 1,600° K. The rather slow decay of carbonyl fluoride is attributed to reaction with H atoms according to the sequence F2CO I H - HF + FCO and FCO + H HF + CO.]

Studies on coal mine drainage sludge densification have led to the following conclusions: 1. Coal mine waters containing iron principally in the ferrous (Fea+) state can be treated by a modification of the commonly practiced lime neutralization process to yield a ferromagnetic sludge. The sludge, presumably composed in large part of a hydrated ferrosoferric oxide (Fe304.xH20), is much denser and faster settling than the ordinary "yellowboy" sludge obtained by lime neutralization and aeration at ambient temperatures. 2. The magnetic sludge preparation technique involves (quantitative) precipitation of iron (largely as Fe(OH)2) by the addition of hydrated lime to a pH of 8.5, separation of the resulting sludge from the aqueous phase, and heating of the sludge concentrate to at least 80 C (176 F), preferably higher, followed by mild aeration. 3. Magnesium, present as Mg2 in most coal mine drainage waters, inhibits the formation of the magnetic sludge. This inhibition can be adequately minimized by keeping the pH below 9.6 during lime addition (thus avoiding the coprecipitation of Mg(OH)2) and by separating the sludge from the bulk of the aqueous phase before the heating step, as indicated in (2) above. 4. Aluminum, commonly present in coal mine drainage waters, also inhibits the formation of the magnetic sludge. This inhibition is of practical significance when the molar ratio of aluminum/total iron is greater than 0.18. Below this value, sludges are still appreciably magnetic, but are bulkier and slower settling than those obtained when aluminum is absent. Unlike magnesium inhibition, aluminum inhibition cannot be minimized by the scheme indicated above, since aluminum precipitates as Al(OH)3 near pH 4 and remains dispersed within the sludge. 5. The limitation on aluminum content is probably the most serious restriction affecting the feasibility of the magnetic sludge process as presently conceived. Nevertheless, a limited review of available water quality data has indicated that, in terms of relative acid and iron loadings, a significant number of major coal mine discharges in the eastern Ohio River basin may be amenable to treatment by a magnetic sludge process. 6. Data from tests on the use of magnetic seeding materials indicate that seeding did not enhance the formation of a magnetic sludge under the experimental conditions employed.

Four catalytic converters for diesel exhaust systems were tested to determine their effectiveness in reducing the amount of harmful substances discharged into the air. Tests were conducted with four different catalytic converter designs, using two diesel engines as exhaust gas generators. (Of the four noble metal catalytic converters, three are commercially available.) Testing showed that the catalysts varied widely in oxidation efficiency at light to intermediate engine loads, but that all were very effective in reducing emissions of CO, HC, aldehydes, and odor intensity at heavy loads (engine operating modes resulting in high exhaust temperatures). Particulate loading, particulate size, and NOx emissions were generally unaffected by any of the catalysts. The catalysts had one ad-verse effect on exhaust quality--increased sulfate emissions. Because of the potential problem of sulfate emissions, the exclusive use of catalytic reactors for emissions reduction does not appear to be satisfactory. However, when used with a means for subsequent removal of sulfates, a catalyst can function as a key component in an emissions control system for diesel engines operated in underground mines.

According to the Mine Safety and Health Administration (MSHA) injury database, 227 knee injuries were reported in underground coal mining in 2007 [ 1]. Low-seam coal mines are those with extremely low working heights (<42?). Gallagher et. al [2] found that the average cost per knee injury in low-seam coal operations was $13,121.29. Thus, it can be estimated that the financial burden of knee injuries was nearly three million dollars in 2007. Pressure applied to the knee while kneeling and crawling is likely a risk factor. Typically, mine workers utilize kneepads to better distribute the pressures at the knee; however, their ability to reduce the stresses at the knee is unknown. The objective of this study was to determine the pressure applied to the knee during static postures used in low-seam mining while not wearing kneepads and while wearing two kneepads commonly used in the industry (one articulated and one non-articulated).

"The use of helmets during the war has accentuated interest in the advisability of using stiff hats in mines to protect the miners against falling rocks. About forty per cent of the accidents in mines are due to falling rocks or roof. A large number of these accidents could be prevented if the miners wore stiff hats or helmets.The use of head protective devices in minas is not new, for they have been in use for many years in Europe and in the Lake Superior District in the United States. In practically all of the mining districts in Europe stiff hats of some kind are required by the mine management. George S. Rice, chief mining engineer of the Bureau of Mines, reported that in Germany, Belgium, and France stiff hats made of papier mache or felt rosin are in use. Similar hats are generally employed in the Lake Superior District. In building the subways of New York and Philadelphia it was the practice of engineers and workers to let the hair grow very long and to wear a close fitting cap or felt hat. In Germany the hats are high like the military helmets, whereas in France and Belgium they fit more closely to the crown. In England the practice is mixed. As a rule the miners use soft padded caps, but in Yorkshire many of the miners use sole leather, tight-fitting caps of jockey pattern with the seam forting a little ridge down the middle of the cap. These hats are very useful allow thin beds of coal, as in crawling one is very likely to strike his head a sharp piece of rock or on a timber. Of course, such mishaps are more likely to occur to a man not familiar with the mine. It must be admitted such hats do not stick on well, though this is usually due to their not being especially fitted. The German hat is particularly unsuited to an American-shaped head.It is interesting to note that on the continent tight cotton caps are generally worn over the hair and under the hard hat. This is a measure for cleanliness which is excellent. In low beds of coal share much crawling on hands and knees is necessary the dirt and coal dust sift down, making the miner black and dirty. In metal mines stiff hats are of especial use in shaft work; also in raises or high stapes. A small fragment of rock falling some distance either down a shaft or raise would kill a man if it struck him squarely on the head. A stiff hat or helmet may protect him and save his life. At a station in a shaft where men are loading the cage or skip, some kind of adequate head protector should be compulsory. A head-protecting hat or cup which is also a good insulator should be worn where there is danger of striking one's head against a wire carving an electric current."

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:
