The National Institute for Occupational Safety and Health (NIOSH) has conducted research to determine the influence of mining machine-mounted scrubbers on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery with a model mining machine that simulated airflow created by a dust scrubber. During the tests, ultrasonic anemometers were used to measure airflow speed and direction at several locations near the face. For the same test conditions, methane was released from the face and gas concentrations were measured at 21 locations above the machine using fixed point methanometers. Changes in airflow speed and direction are correlated with scrubber airflow and the measured methane distribution above the mining machine. The research results showed that operation of machine-mounted scrubbers improved face ventilation when blowing ventilation is used by increasing both the intake flow and the quantity of air reaching the face.

The U.S. Bureau of Mines and the U.S. Geological Survey are responsible for the evaluation of the mineral resources and potential of further planning areas included in the U.S. Forest Service Roadless Area Review and Evaluation (RARE II) program. The Bureau of Mines primarily evaluates mineral deposits and prospects within the areas. The Geological Survey naps the area's geology and conducts geochemical sampling. Evaluations are in conformance with the Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the National Forest Management Act of 1976. The Hauser RARE II area, which consists of 7,600 acres (3,100 ha) within the Cleveland National Forest, is in southern San Diego County, California. The area, which forms the north slope of Hauser Canyon, ranges between 1,600 and 3,919 ft (490 m) in elevation. It is sparsely to densely covered with desert shrubs. The area is underlain by granitic rocks of the Peninsular Ranges batholith.

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

To provide cooler air to miners working in hot areas of mines, particularly new deep hardrock mines. Approach Air supplied to hot working areas of mines is cooled by passing it through a series of water sprays. How It Works Water nozzles mounted inside a section of ventilation tubing release cooling sprays of water into the air being blown through the tube. The prototype of the water spray cooler consists of six evenly spaced water sprays located inside a 10-ft. long section of 16-inch-diameter fiberglass ventilation tubing. See diagram. This section of rigid tubing is installed into one of the positive pressure ventilation tubing lines that conduct fresh air into working stopes. The intake manifold to the six water sprays is connected to the mine?s cool water line, and the water valve on the manifold is opened. Warm ventilation air being supplied to the stope passes through the water sprays, and is cooled by the lower temperature water.

In 1984, at the request of Bureau of Land Management, the Bureau of Mines studied 8,500 acres of the 20,250-acre Seven Blackfoot Wilderness Study Area (WSA) consisting of all 3,950 acres of MT-024-657A and 4,550 acres of the 4,850 acre MT-024-657B in order to evaluate the mineral resources. Within this report these 8,500 acres are referred to as the study area. Located about 30 miles northwest of Jordan, MT, the study area is underlain by outcrops of Quaternary alluvium and Cretaceous to Paleocene sandstones, shales, clays, and coal. No mines or prospects were found in the study area. Except for some current interest in petroleum and natural gas, there has been no mineral exploration activity in the study area. The study area contains subeconomic clay, placer gold, and coal. Land within the study area is leased or under lease application for oil and gas.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

Surface subsidence is an inevitable consequence of many underground mining operations and has been recognized as such since the fifteenth century. Damage resulting from this phenomenon ranges from simple land settlement to severe structural damage to buildings and has been witnessed in rural (Illinois, Colorado, West Virginia, Virginia, Pennsylvania) as well as in urban areas (Pennsylvania, West Virginia, Illinois, Wyoming). In fact, it is estimated that over 2 million acres of land across the United States have been affected by mining subsidence, of which 140,000 acres are in urban areas (Singh, 1978; Johnson and Miller, 1979). Further, it is estimated that during the next twenty years an additional 1.5 to 2.4 million acres of land will also be affected by mining. Subsidence prevention is not feasible, at least under the existing technologic and economic constraints of underground coal mining. Foreign experience has demonstrated, however, that subsidence can be successfully controlled if an accurate method of predicting ground movements is available. Such techniques have been developed in many coalfields, where it is currently accepted that subsidence can be predicted within ± 20 percent of the actual values. Furthermore, such movements can be translated into anticipated structural failures using established damage criteria, thus enabling appropriate precautionary measures to be implemented.

A rotary kiln process was developed by the Federal Bureau of Mines to produce consistently an iron product containing 3 to 7 percent nickel. Cuban laterite and serpentine ores were smelted in a gas-fired batch-rotary kiln) 5 feet in diameter and 9 feet long. The metal contained 2 to 4 percent carbon, with little or no silicon, and could be produced on a large scale with modest capital investment. A total of 121 tests was run using this procedure. The tests were conducted with a maximum temperature of 2,625° F., using linings of firebrick containing 40 to 70 percent alumina. Slags in the kiln were acid to neutral. The material in each batch passed through three stages: (1) Sponge metal, (2) carburization, and (3) balling and meltdown. Half the tests were made while firing the kiln with atmospheric-temperature air; the remainder were fired with preheated air. Tests showed that preheated air decreased fuel requirements, dust losses, and reducing agent, and increased the capacity of the kiln.

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalk-rock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I. Although the field is divided into several districts which are more or less clearly defined and separated by unproved territory the term Zwolle field", as used in this report, includes the entire area from Blue Lake on the west side, through Zwolle proper, and eastward, including the Many or Eastern extension.

Significantly increase the amount of fresh air that sweeps the face in front of a continuous mining ma-chine, in order to prevent methane gas buildup. Approach Water sprays are mounted along the sides of a continuous miner and behind the cutter head to help push ventilating air along the required path, and prevent its short circuiting. How It Works A continuous miner is fitted with two sets of water sprays, one of which is used at a time. The set of sprays shown in the diagram, helps move the ventilating air forward along the left side of the miner and across the cutter drum from left to right. This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. "INTRODUCTION A report of tests of seven small pillars formed from the Pittsburgh coal bed in the Experimental coal mine was given in Technical Paper 605 5/ Five additional pillars were tested between July 1939 and. October 1940. The data obtained, in the later tests permit an extension of the conclusions reached in Technical Paper 605, which appears to be important enough to the mining industry to justify a progress report that will explain briefly what it is and how it was obtained. Full detail of the tests will appear in a second technical paper, preparation of which is deferred so that results of pillar tests now under way my be included.DESCRIPTION OF TESTSExcept for minor improvements in operating details, the five additional tests were made as described in Technical Paper 605, pages 2 to 7. Briefly, the desired pillar was formed from the coal bed, by excavating a passage around it (no explosives were used), and enough material was removed from above to permit installation of the assembly used for applying pressure. Each pillar was tested resting on its original fireclay floor, which was restrained from lateral flow by a ring of concrete. Vertical and lateral movement of the pillars in two directions as measured carefully in all tests."

It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. stone mining workforce from March through September 1986. Similar reports have been published for the metallic, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner's cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

The wetting of coal dust by aqueous solutions of surface active agents (surfactants) has been studied. Selected for study were thirty coals and typical surfactants selected from the typical classes of anionic, non ionic and cationics. Of these three classes the practical use of cationics in aqueous solutions has been eliminated due to the inherent negative Zeta potential charge of the representative coals studied. The wetting of the coals has been examined by column flow, contact angle, and settling rate measurements. Results indicated that both anionic and nonionic surfactants are to be considered viable for use; low critical micelle concentration values are also preferred for the surfactants. Study of native waters showed substantial variation in properties, i.e., pH, calcium ion concentration, and conductance. pH variations were also noted to affect the effectiveness of selected surfactants. Combinations of nonionic and anionic surfactants have, in certain instances, produced synergistic enhancement in the coal wetting superior to the effectiveness of each surfactant alone.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.
