After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. The selection of the optimum process route for a new project has traditionally consisted of investigating existing options and ranking them in terms of cost, technical risk and environmental acceptability. With the current focus on sustainable development other factors now need to be considered. Life Cycle Assessment (LCA) of the process options can be used to extend the assessment in terms of their potential for earning renewable energy credits and in judging their ability to achieve greenhouse gas emission reductions. A rigorous life cycle assessment is demanding in terms of setting the baseline for comparisons and evaluating the elements that make up the emission profiles of the process options. However, a simplified LCA can provide a useful tool for comparing different process options. This approach can be combined with traditional assessment criteria to rank the options available to the project. GRD Minproc has been intimately involved in executing LCA calculations for different municipal waste treatment options. This paper applies a similar LCA methodology to investigate the greenhouse gas implications for different options for copper processing. The process options considered are:concentrator û sale of concentrate to smelter, concentrator û on-site mini smelter, and concentrator û leach SX/EW. The paper then goes on to consider the operating cost implications that could arise with the introduction of carbon taxes or carbon credits and how these might impact on the future choice of flowsheet.

Triboelectric Charge and Separation Characteristics of Industrial Minerals The basic principles of triboelectric charge and separation of minerals and the factors affecting the entity of the charges developed on mineral surfaces are discussed and the surface pretreatment methods by which the electrophysical properties and thereby triboelectric charging and separation of minerals can be artificially altered/modified are reviewed. Furthermore, the triboelectricfication theory of materials is envisaged from the chemical concept of acid-base donor-acceptor and an attempt is made to correlate the physical concept of triboelectrification with the donor-acceptor properties. The triboelectric charge characteristics of the quartz, calcite and wollastonite mineral samples for different size classes were defined using different tribocharging medium. Based on the triboelectric charges acquired by mineral samples their energetic work function values are estimated. In addition, the main electrophysical properties, ie dielectric constant and electrical conductivity, of different size fractions of the mineral samples are measured and their donor-acceptor chemical properties were defined. A series of triboelectric separation tests were conducted to explore the possibilities for separation these mineral from each others. The results from the triboelectric charge and separation of the single mineral systems showed promising prospect in separating quartz, calcite, and wollastonite from each others. Finally, attempts were made to explore the possibilities to implement triboelectric charge and separation process to real ores. Promising results achieved when separation of calcite from silicate impurity was sought from a carbonate ore. A very high purity (99 per cent) calcite product was obtained at a recovery of 80 per cent. Interesting results were also achieved to concentrate wollastonite from a complex silicate ore containing quartz, different feldspars, wollastonite and other Mg-Fe silicates. In this case conditioning of the ore with salicylic acid at defined temperature and relative humidity was found to be essential to concentrate wollastonite. The outcomes indicate despite the fact that triboelectric charge and separation process has not been completely perceived, it pronounced to be an environmentally friendly and economically viable technique for minerals and wastes beneficiation. Being a dry beneficiation technique the process has special appeal, which must be explored further in particular for treating industrial minerals.

In previous papers (1, 2), the influence on the creep resistance of elements normally found in commercial lead has been recorded. The results in the present paper refer to the influence of calcium, an element which is not found naturally in lead, but which has been used commercially in the form of alloys. It was realised that calcium would act as a deoxidising agent for lead-and in fact it was with this feature in view that both calcium and magnesium were used as additions. Subsequent work (including the results given in the present paper) has tended to diminish the importance which at first seemed to be associated with the presence of oxygen in lead. The structure of the dilute calcium lead alloys has been worked out in detail (S) and the phase diagram shows the existence of limited solid solubility and a compound CaPbs.

The European Union has listed vanadium (V) as one of the critical raw materials for the transition to a future green society, as stated in the Critical Raw Material Act, written by Grohol and Veeh (2023). In the steelmaking industry based on V-containing iron ore, V is a possible by-product from the slag. A requirement for slags to be suitable for V extraction is a V content preferably above 8 wt per cent as V2O3 and a phosphorus (P) content below 0.1 wt per cent as P2O5. Hence, it is important to keep V in the slag phase while the P is moved to the metal phase during the steelmaking process.

Longwall mining originated in the early 18th century in the county of Shropshire in England, where it was known as the longway method. Its name implies the extraction of the seam over a long continuous length or wall of exposed coal. Until the late 19608 and early 1970s the use of the longwall system with a few exceptions was confined to the United Kingdom and Europe. It was not until the early 19708 that the highly productive longwall faces we now know, were developed and the application of the longwall system extended to Australia, South Africa, United states of America and other parts of the world. The modern longwall face has three major components, namely: +         the machine to break and load the coal +         the face conveyor; +         and a system of roof support.   This paper reviews the development of longwall mining technology. The parameters directly influencing the production 'of a modern longwall face are considered, as are the possible constraints to the further development of the longwall system.

The widely accepted concept of mineral resources are that they are finite - mining therefore being intrinsically unsustainable. Yet the modern global mining industry continues to grow production at strong rates - how can this be? In reality, mining is a complex industry, starting with exploration, development, operations and then rehabilitation and closure. A recent major study of Australia has shown that for most mineral commodities, exploration continues to find new deposits, or expand resources at existing mines. In parallel, however, there are a number of key 'mega-trends' which are growing in their importance - declining ore grades (or quality), increasing tailings and waste rock volumes, the need for deeper mining, more refractory ore types, increasing energy inputs and higher unit energy costs, increasing pollution issues and, of course, not to forget greenhouse gas emissions issues. This paper will present a detailed case study of the ultimate sustainability of the Australian mining industry - showing long term historical data sets on ore grades, waste volumes and economic resources and placing these trends in light of major twenty-first century issues such as energy supplies (especially Peak Oil), climate change and existing and emerging land use conflicts (eg agriculture versus mining). Australia is a critical case study in the sustainability of mining, as it is a major global exporter of numerous commodities, and this is expected to continue to underpin the ongoing industrialisation of countries such as China and India. The ultimate question begs - can Australia actually meet this fundamental challenge, or will our resources run out, or will we be constrained by environmental issues such as climate change, land use or perhaps water? Rather than a mere optimist's or pessimist's view, this paper will present a range of hard data which underpins the debate about the sustainability of mining this century: ultimately, we cannot assume that the patterns of past mining will continue to work in the future. The sustainability of mining continues to hang in a precarious balance.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

New and existing gravity and aeromagnetic data are used to determine the structure of the Waihi region and to investigate any relationship between structure, hydrothermal alteration and epithermal mineralisation. The 24 mGal, 10 km diameter, negative Bouguer gravity anomaly which occurs south of Waihi has been modelled as a I.5 km deep asymmetrical basin. This basin, the Waihi Depression, is interpreted to be infilled with low-density volcanic rocks of the Uretara Formation and Whitianga Group, overlying older andesites of the Waipupu Formation. To the north and west, the margins of the depression are defined by the Waihi and Mangakino Faults, which have been modelled with dips of 45 - 60¦ to the south and west respectively. The southern and eastern boundaries of the Waihi Depression are defined by smooth, shallow dipping (15 - 20¦) boundaries. The Waihi Depression is interpreted as a fault-angle depression, resulting from southeast extension in the early Pliocene. The Waihi Fault is modelled as an approximately E-W feature, located to the south of Waihi. Small 2 - 4 mGal positive Bouguer gravity anomalies occur north and west of the margins of the depression, and correlate with known areas of hydrothermal alteration and areas of low magnetic gradient.

The first steps for in situ resource utilisation (ISRU) on target bodies such as the Moon, Mars and near-Earth asteroids (NEA), and even comets, involve the same sequence of steps as in the terrestrial mining of resources. First exploration including prospecting must occur, and then the resource must be acquired through excavation methods if it is of value. Subsequently a load-haul-dump sequence of events occurs, followed by processing of the resource in an ISRU plant, to produce useful commodities.While these technologies and related supporting operations are mature in terrestrial applications, they will be different in space since the environment and indigenous materials are different than on Earth. In addition, the equipment must be highly automated, since for the majority of the production cycle time, there will be no humans present to assist or intervene. This space mining equipment must withstand a harsh environment which includes vacuum, radical temperature swing cycles, highly abrasive lofted dust, electrostatic effects, van der Waals forces effects, galactic cosmic radiation, solar particle events, high thermal gradients when spanning sunlight terminators, steep slopes into craters / lava tubes and cryogenic temperatures as low as 40 K in permanently shadowed regions. In addition the equipment must be tele-operated from Earth or a local base where the crew is sheltered. If the tele-operation occurs from Earth then significant communications latency effects mandate the use of autonomous control systems in the mining equipment. While this is an extremely challenging engineering design scenario, it is also an opportunity, since the technologies developed in this endeavour could be used in the next generations of terrestrial mining equipment, in order to mine deeper, safer, more economical and with a higher degree of flexibility. New space technologies could precipitate new mining solutions here on Earth.The NASA Kennedy Space Center (KSC) Swamp Works is an innovation environment and methodology, with associated laboratories that use lean development methods and creativity-enhancing processes to invent and develop new solutions for space exploration. This paper will discuss the Swamp Works approach to developing space mining and resource extraction systems and the vision of space development it serves. The ultimate goal of the Swamp Works is to expand human civilisation into the solar system via the use of local resources utilisation. Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. The Upper Waimangaroa mining permit is part of the Buller Coalfield and lies on the eastern side of the Stockton-Denniston Plateau. The mining permit area is estimated to contain a total in-ground coal resource of 58 million tonnes, contained within 13 separate coal resource .blocks. The coal is Bituminous High Volatile B rank with export potential as semi soft coking or thermal coal. The Northern Opencast mine is the first mine proposed for Upper Waimangaroa and consists of the three resource blocks at the northern end of the permit area. The highwall of the mine will cut into the Mt William Range resulting in overburden cover of up to 150 metres in some areas. The ability to rehabilitate the area after mining was a major consideration in the design of the mine. The Northern Opencast area has been geologically mapped, extensively drilled and effectively modelled using Vulcan software. Three distinct coal seams are present and the mineable in situ resource is estimated at 8.7 million tonnes of which approximately 7.1 million tonnes is likely to be recoverable. It is proposed that this resource will be mined using opencast methods and the void will be backfilled with overburden. The life of the mine is at this stage estimated at 19 years based on an annual production of 500,000 tonnes at 1.8% sulphur and the Upper Waimangaroacoal will be blended with low sulphur coal from the Greymouth Coalfield to meet export specifications. The Northern Opencast area contains a range of native flora and fauna and physical features which make it an environmentally significant area. Mining will totally modify the area, thus an effective rehabilitation scheme is an integral part of the mine plan. Various rehabilitation methods will be used, and wherever possible, the backfilled areas will be rehabilitated so as to resemble the original area as closely as possible.

Much attention in controlling blast vibrations has been centred on the probability of causing damage to structures in the area adjacent to where blasting is carried out. In most cases these structures are residential properties and the effect of the vibrations on the occupiers has not been studied to any great extent. This paper looks at the sources of disturbance caused by blasting and their psychological effect. A comparison of ground vibration levels for compliance is examined within the framework of structural and human response.

When a thin film of volatile matter is deposited under vacuum on a polished coal surface, and the coated surface is examined microscopically in plane-polarized reflected light, colour changes are observed which are characteristic of the various macerals present. The colour changes appear to be mainly due to interference between light reflected at the upper surface of the film and at the film!coal interface. A variety of source materials for the volatile matter required have been tested, including powdered bituminous coal, coal tars, boron oxide, and certain resins. Bituminous coal gave the best results.

Critical decisions in iron ore project evaluation and production are based on global and local spatial estimates of primary mineral deposit properties (such as in situ geochemical grades) and geometallurgical responses (such as screened, washed or concentrated product yields and grades), which are derived from limited sample data. These spatial estimates are typically made using classical geostatistical techniques, which fundamentally assume that the attributes of interest behave additively. This assumption is generally appropriate for æprimaryÆ variables but æresponseÆ variables may behave non-additively and therefore their direct linear estimates may be biased.In this paper an existing additivity testing mechanism is used to quantify the bias resulting from direct linear estimation of a non-additive iron ore attribute. Data from a magnetite project are used to determine the circumstances under which such biases may be of material impact. An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.

Myths and misconceptions regarding cyanide in the mining industry are common. This is not surprising, given the other uses to which cyanide is, and has been put. Unfortunately, the economic benefits, largely due to the introduction of cyanide in towns such as Waihi are often unrecognized. In the current "green" environment, the New Zealand mining industry faces constant scrutiny and challenge. The use of cyanide in hard rock mining is one area which can stir the emotions of the public.   Cyanide can be transported, stored, used and disposed of in a safe manner. The modem mining industry has an excellent record regarding the safety and environmental issues relating to cyanide. Many of the fears relating to cyanide in the mining industry have proven to be unfounded. It is important that this reputation is maintained. This is possible given proactive and ongoing management of cyanide issues.

Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

This paper presents a waste rock treatment and rehabilitation program conducted at a metaliferous mine site in northern New South Wales from 2000–2013. It updates findings from 2005 for Program #1 (which examined acidity, leachable metals and tree growth in a control and three treated areas of waste rock) and includes new results for Program #2 (which examined acidity, plant uptake of metals and trace elements and tree growth in a control and four treated areas compared to undisturbed background levels) and Program?#3 (which examined the treatment and revegetation of submerged mine tailings and an exposed tailings beach).Program #1 showed low soil pH in the control area remained unchanged from years 1–14, and soil pH in the limed and capped areas was initially increased but fell back to starting levels within 12 months and remained low for 14 years. In contrast, soil pH in the Terra B area resulted in soil high pH immediately after treatment and increased in years six and 14 without further treatment. Tree height and density in 2005 and again in 2013 indicated acidity in the control, limed and capped areas suppressed tree height and density; however, in the Terra B area, revegetation in 2013 was comparable to undisturbed forest. Outcomes in the control, biosolids and three Terra B areas in Program #2 were similar to those observed in Program #1.Program #3 showed the submerged and exposed tailings initially had low pH and high concentrations of total and leachable metals before treatment, but these became non-leachable after treatment with Terra B. Revegetation was achieved on the tailings beach, with almost uniform colonisation of bulrush and common reed, along with bottlebrush and golden wattle; a variety of reptiles have also been observed on the revegetated tailings beach, along with migrating ducks, spoonbills and grebes.CITATION:Fergusson, L, Blair, D and Scutts, T, ?2014.
