The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. Newmont has had continuous production at their Ahafo operations, Ghana, since 2006. In 2013, Ahafo initiated an efficiency programme to improve mill performance and reduce energy consumption. Following this assessment, a Turbo Pulp Lifter (TPLTM) was installed in the Ahafo SAG mill in April 2015 to replace the existing radial pulp lifters. Plant operational data showed delivery of a power saving of 10 per cent, an improvement in throughput of 3.3 per cent, with no loss of grind size. Pulp lifter life was also doubled from 11 to 22 months.However, during subsequent relines when the grates were removed it was found that one in four of the outer pulp lifters were wearing at a faster rate than the remainder. This was investigated by Discrete Element Method (DEM) modelling, which predicted some overtopping and internal recycle within the pulp lifter. Significantly, the model predicted that the recycled material would pass back down every fourth outer pulp lifter, matching the field observations. Subsequently, the DEM investigation was continued and became an R&D project to improve the TPL design. Run-of-Mine (ROM) stockpiles are the inventory of valuable materials extracted from the mine. Depending on the customer requests, a selective addition of ore from stockyards should be selected at the required tonnage. In the stockyard, stackers and reclaimers are the machines which load and unload ore, respectively. Currently, humans determine the reclaiming/stacking planning sequence in the stockyard by rules of thumb. However, this is a complex task subject to multiple operational constraints, such as where undesirable mineral properties should not exceed certain limits in a request. Human planning can lead to limited decision support and lower ability to consider the upcoming blends and requests. This kind of decision making can cause perturbations in the assumed profit and unexpected loss in practice. Therefore, an intelligent decision-maker and sequence planner would be highly valuable to automate stacking and reclaiming operations in practice. The benefits are reducing variability in decision-making and operation costs. This paper considers a stockyard with available mineral information in the stockpiles using load and dump locations from GPS data feeds. We present an optimisation problem to find a solution which results in reclaiming more ore in a shorter time. To solve the problem, we develop an automatic search strategy based on the greedy search algorithm independent of the type of machine used in reclaiming. The proposed method plans a sequence for stockyard recovery blend optimisation to meet multiple customer demands in a timeframe. Blend optimisation is subject to various constraints such as the elemental composition of the valuable materials and penalty elements. We present three case studies using EKA’s simulator, to fulfil two to four requests from four stockpiles. We compare the obtained results with a pilgrim step reclaiming heuristic and we show how our proposed search strategy outperforms the current strategy used in practice.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. When a highly anisotropic or weak rock mass is subjected to high-stress conditions, it can lead to large ongoing deformations or squeezing ground conditions. Squeezing ground conditions can impose increased support costs, delays associated with rehabilitation, and disruption to production schedules. Ultimately, in more severe cases, it may result in complete drive closure. Several recent case studies investigated the squeezing mechanism and measures to control squeezing ground in underground mines and also to design appropriate ground support systems. Effective management of squeezing ground conditions requires a sound understanding of the failure mechanism and the driving forces. Once the failure mechanism is understood, the appropriate ground support system should be tailored to specifically manage the critical driving forces that control the squeezing mechanism. Support type, support stiffness, reinforcement length, support density, installation times and mining sequence all have important impact on the effectiveness of the support system. This paper provides a case study at the Ballarat Gold Mine in Australia, where drive squeezing was associated with foliated ground conditions located below 700 m depth. Numerical modelling was used to better understand the failure mechanism and the driving forces that lead to squeezing conditions. The effectiveness of various support types was compared to installed ground support performance. This has provided a credible methodology for assessing and optimising the selection of reinforcement in squeezing ground conditions. CITATION:Talebi, R, Roache, B and Vakili, A, 2018. The development of Western Australian magnetite deposits has lead to the design of some of the largest grinding mills and plants in the world. One of the projects demonstrates the efficiency gains possible by developing a simple yet thorough test program for circuit design. By drawing on the experience of current magnetite operations in Australia and the Mesabi and Marquette iron ranges in the United States, a basic flowsheet was developed. Through comprehensive testwork with AG, ball and stirred milling the flowsheet was optimized to take full advantage of each grinding mill’s strengths to reach the required final grind size. Laboratory work was verified in the pilot plant to optimize the energy efficiency of each grinding step while ensuring adequate liberation at each step for sufficient gangue rejection. By using three stages of grinding, the ball mill can best be employed in ensuring all top size gangue material is liberated and removed in the second magnetic separation step. The inclusion of the IsaMill, with its inherent steep product size distribution, as the tertiary grinding stage ensured that maximum grade was achieved and simplified the downstream process while giving further improvements in total grinding capital and operating costs. In this way the combination of the two technologies downstream from the AG mill is far more efficient than either would be on its own by reducing the total installed power by 1/3 and annual grinding media cost by 2/3.

As a result of the globally increasing consumer use of electronic devices, it is expected that pressure will increase on the supply chain of precious metals. Hence, recycling of these electronics becomes increasingly important, as well as optimising the current processes. One major issue in metallurgical processes is the amount of metal that is lost into the slag. This metal loss is inherent to the production process and therefore, additional processing steps such as slag cleaning may be required. Slag cleaning can be done in electrical resistance furnaces where heat is produced using the Joule effect, making the slag’s electrical conductivity an important operating parameter. Since slags are ionic liquids, the electrical conduction happens via the movement of ions which is called ionic conductivity. However, within the presence of transition metal oxides, a second mechanism of conductivity occurs as electrons are able to hop from one transition state to another, which is known as electronic conductivity. As ‘FeO’ is a common slag component in the non-ferrous pyrometallurgical industry, both mechanisms are present, but their proportions vary with the respective amounts of the two forms of the multi-valent ions and hence, with the oxygen partial pressure. The goal of the present study is to develop an experimental set-up and methodology for measuring the electrical conductivity of synthetic SiO2 – CaO – AlO1.5 – ‘FeO’ slags at various oxygen partial pressures.

The Goldstrike Mine is in Eureka County, Nevada, U.S.A., approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora Mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend, a northwest alignment of sediment hosted, disseminated gold deposits. The Carlin Trend includes over 15 major gold deposits with production, reserves and geological resources of approximately 65 million ounces of gold (Figure 1). In the Bluestar/Goldstrike subdistrict, there are seven major deposits; Betze, Lower Post, Post, Genesis, Bluestar, Purple Vein and Deep Star, plus numerous smaller deposits (Figure 2). Production, reserves and resources for the subdistrict are approximately 40 million ounces. Betze and Purple Vein are located on property controlled by Bamck Goldstrike Mines and Bluestar and Genesis on Newmont Gold property. Post, Lower Post, and Deep Star occur both on Barrick and Newmont Property.

The seam gas content at Westcliff Colliery is 12-15m3/tonne of coal.Composition ranges from 99% CH4 to 52% C02 in one area. Desorption rates are proportional to gas contents and CH4 is preferentially desorbed. A crushed zone of reduced permeability advances with the face - at Westcliff ribside crushed zones are 2.5 to 6.5m wide. Poor strata control widens crushed zones. 12 months of pre-drainage allowed 2 heading development and longer pillars to be used in a virgin area instead of 3 or more headings without drainage. Machined coal may lose as much as 1.6m3/tonne being conveyed out of Westcliff Colliery. Experience differs from mine to mine. Permeation is affected by time, strata movements, changing water content, and changing stress. Permeabilities vary from lOmd for Pittsburgh Seam to less than 1 and for the Bulli Seam. All these data and differences await further investigation.

Sustainable closure of coal mines in Australia to a safe, stable, non-polluting condition remains one of the industry’s biggest environmental and social challenges. A significant proportion of mines in the Bowen Basin of Queensland have dispersive spoil. Based on an estimated area of 20,000ha and a rehabilitation cost of AUD$100,000 to AUD$150,000/ha, the instantaneous rehabilitation liability for the Bowen Basin alone is estimated at AUD$2 to $3 billion.Dispersive spoils present problems in post-mining rehabilitated landforms due to increased potential for surface and tunnel erosion, compromising the ability to achieve fundamental mine closure objectives of a safe, stable, non-polluting and self-sustaining post-mining landform (Minserve, 2004). The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

In 1975, following a programme of solution characterization and small scale laboratory test work, a pilot plant was constructed to treat waste liquors from the Risdon works. The plant was designed basically to neutralize liquor to a desired pH, and to flocculate, thicken and then filter the resultant pulps. The primary objective was to purify waste liquors to stand- ards set by Tasmanian environmental regulations and at the same time to provide design data for construction of a full scale treatment facility. Waste liquors were divided into two groups, those from the Zinc Plant, and those from the Acid and Superphosphate Plants, and were treated independently. To satisfactorily purify Zinc Plant waste liquors the following reaction sequence was required: 1. Neutralization to pH 10.5 (with aeration for Mn removal). 2. Further reaction of neutralized pulp with Na2S at an addition rate of typically 5 mg of S2-/litre of liquor treated to remove Cd.

Over the past 5 years, Bougainville Copper Limited has undertaken a number of major plant expansions to the copper concen- trate production plant at Bougainville in the North Solomons Province of Papua New Guinea. These projects have scheduled three additional ball mills, three new banks of Outokumpu flotation cells, four additional tertiary screens, two additional tertiary crushers, and more recently four high capacity 24.5m dia. tailing thickeners. The value of the five separate projects totalled more than A$100 million. A requirement of commissioning and bringing on line of each of these projects has been to minimise both operational losses and copper concentrate production. The commissioning has been successfully implemented by detailed planning of the commissioning work in conjunction with the plant operation. Planning has been detailed for each man involved on an hourly basis, highlighting the work required on each commissioning task that is to be undertaken and the time expected to achieve activity Completion.

Significant advances in regional geochemical exploration techniques have been made over the last 5 years in the search for gold deposits. This has occurred largely by the development of the bulk cyanide ex- tractable gold (BLEG) also known as the Bulk Cyanide Leach (BCL) tech- nique. The technique has been developed and designed for Australian conditions and has two main ad- vantages over the pan concentrate technique preferred by many ex- plorationalists, viz:,. 1. It is designed to collect ultra fine gold common to epithermal and other north Queensland types of gold deposits. 2. The large sample (approx.5 kg) allows very low detection levels, ranging between 0.1 and 0.05 ppb Au. The use of the BLEG technique in exploration has led to the discovery of the Wirralie gold deposit and numerous other epithermal gold prospects previously undetected by pan concentrate and minus 80 mesh (pathfinder elements) surveys in the Drummond Basin.

PasmincoÆs Century Concentrator in North West Queensland commenced operations in November 1999. The nameplate production capacity of 500 000 tpa of zinc metal production in concentrate was achieved in August 2002. Completion of the production ramp up was successful due to the culmination of a number of initiatives throughout 2001 and 2002. Mine to mill interaction to understand and eliminate head grade related bottlenecks affecting Concentrator production and reduce feed variation. Grinding circuit process development û operating and process control strategies to improve stability and reduce grind size to support zinc recovery. Pumping upgrades to control spillage in ultrafine zinc flotation Low density zinc flotation strategy û to improve silica-sphalerite separation to improve zinc recovery while maintaining acceptable silica in final concentrate. Flotation circuit process development û froth crowders, froth cameras and reagent control strategies to improve primary zinc flotation performance. Review and implementation of longer campaigns between planned shutdowns to improve availability. Team reorganisation û to improve setting and implementation of metallurgical strategies. This paper describes these initiatives and their contribution in achieving the production target. It also notes the ball mill motor failures that delayed the successful achievement of the ramp up, and CenturyÆs response to minimise the production impact. The paper also outlines the capital improvement program that was implemented to improve zinc recovery to design 82.5 per cent recovery once the production rate had been achieved.

In addition to volatile commodity prices influencing decision making, in recent years, social and environmental performance have become important decision drivers within the mining industry. There are increased demands from stakeholders, communities, and governments to ensure that raw materials are mined, processed and refined responsibly. The industry also faces the challenge of better managing its waste, which has led to severe consequences when not done properly. The high commodity prices of the late 90s and early 2000s encouraged larger economies of scale and drove mining companies to extract large volumes of rock for separation and concentration at the downstream processes. Over time, as ore grades dropped, the cost of mining escalated and tailings volumes grew. This arduous process also caused strains on recovery cost and performance. Scarcity of water and energy resources coupled with increased production demands and higher operating costs are putting pressure on companies to find innovative ways to increase mining intensities. Hatch’s value chain optimisation methodologies, specifically Grade Engineering® and early waste rejection of the mine, have been of interest to intensify operational performance and minimise waste generation. Enabling preconcentration of the plant throughput, the methodology has significant potential to improve overall metal production and reduce water and energy intensities, whilst minimising wet tailings. Using representative data from real world mines, this paper reports on a case study that evaluates the impact of preconcentration using sensor-based ore sorting on downstream process improvements as well as energy, water and tailings reduction. Financial and economic viability of this technique is presented for both brownfield and greenfield implementation cases. The results show that business case for preconcentration is best when: the distribution of metal in the run of mine ore is negatively skewed and left tailed; mining costs are low; energy, water and tailings management costs are high; and low cost methods of recovering pay metal from low grade material are available.

The optimisation and validation of shearer cutting methods is a time consuming engineering task. Many different parameters, of which not all can be controlled, can vary. The easiest solution, to increase the installed power and the longwall length, is not always the best. A different cutting method can increase the capacity without the need of new machines. The Department for Mining and Metallurgy Machinery at RWTH Aachen University therefore developed ProSL, the simulation tool for shearer and longwall operations. ProSL enables the engineer to create his own cutting methods and compare it with other methods. Machine-data can easily be varied to see the impact on the method. The research shows that sophisticated longwall methods increase the productivity of the system. The paper presents the results of the calculation with ProSL and shows how higher efficiency and lower costs can be achieved.

Raise boring is a critical aspect of mining at Xstrata Copper’s Mount Isa Copper Operations (MICO). MICO’s internal raise boring department regularly develops ventilation rises, orepasses and stope cut-off rises and reams approximately 2500 m per annum. Developed, trialled and implemented as standard practice over the past two years, procedural changes in constructing the raise bore machine’s foundations have significantly reduced operator exposure to raise boring’s inherent risks of working around open holes and manual handling. An additional cost benefit of this newly-adopted procedure is derived from reducing the likelihood of damaging the machine while de-rigging.When conforming to standard industry raise boring practices, exposure to an open hole begins when the reamer breaks through the concrete pad and ends when it is removed from the hole – a process which, depending on the size of the hole and the raise boring machine, can take up to three days to complete. Although wearing fall restraint equipment, operators working on and around the raise bore machine during de-rigging are continually exposed to the risk of falling from heights. In contrast, MICO’s newly-developed and successfully-implemented presink raise boring system reduces this exposure to a maximum of four hours, regardless of hole size. Exposure to manual handling hazards is also substantially reduced as the presink procedure eliminates manual placement of a 100 kg drill bit under the machine to commence pilot-hole drilling. Outcomes of implementing the presink System at MICO have been so beneficial that it is now standard procedure for all reaming in excess of 1 m diameters.

Mass Blasts are generally required at the completion of longhole stoping cycles to maximise the recovery of ore from a specific orebody. During the course of mining, the practice is to leave pillars of ore to support the opening left by extracted ore and to mitigate stresses from working areas of the stope. These pillars usually contain ore that has been included in the resource evaluation and is highly valuable to the mining operation. Due to their stressed nature, the removal of pillars by conventional blasting techniques, through small blasts, can result in pillars being reduced beyond their critical size and ultimately failing, rendering the ore unrecoverable. The AurionGold Kanowna Belle Gold Mine operates a Mine to Mill philosophy. This philosopy requires the fine tuning of blasting to provide the best possibe ore feed at the highest grade for mill productivity. This means that ore to the mill must be well fragmented from blasting that provides high extraction rates from draw points, with minimal dilution from overbreak or fall off, and sized to maximise SAG mill throughput. The AT04 Mass Blast contained significant ore reserves which were required to meet gold production targets. KBGB needed the AT04 Mass Blast to perform as well as if not better than conventional stope blasts to maintain mill production. This paper describes the circumstances, planning philosophy, techniques, including the use of Electronic Initiation Systems and Bulk Emulsion Explosives, and results that provided a highly successful outcome.

SmartTag is a radio frequency identification (RFID) based technology designed to allow tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles and finally into the concentrator. This paper presents current developments and the future direction of the SmartTagÖ ore tracking system, as well as presenting some case studies. Successful applications of the SmartTag system have encouraged development to allow the system to be used in a wider variety of plants, in particular plants with finer crushing and screening stages. This presented Metso with a number of technological challenges, including RFID tag and antenna design. By reducing the traditional RFID tag diameter from 60 mm to 20 mm the RFID tags can now successfully pass through a secondary crusher. The new smaller RFID tags (referred to as mini RFID tags) have been used in some Process Integration and Optimisation projects with very promising results. The results indicate that the miniature RFID tags have a higher survivability to blasting and through secondary crushing stages. Extending ore tracking further through the process allows more reliable linking of spatial data with time based process performance. Metso is looking at developing even smaller micro RFID tags, and is also investigating other applications for the SmartTag system, including ore tracking from the original source to the final destination (ie from the mine, through the plant and ports to the customer).
