This paper outlines the authors' views of the methodologies which can be employed to value mineral properties at different stages of development for the purposes of project financing, mergers and public floats. This paper discusses the key issues in Discounted Cash Flow (DCF) analysis including the importance of data verification and the shortcomings in DCF analysis. Stockmarket valuation measures and valuation methodology for exploration and pre development projects are examined through examples and pitfalls are identified. The use of valuations in corporate transactions and their strategic value is also discussed.

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Independent Project Analysis (IPA) is in the business of benchmarking the performance of capital projects on behalf of owner companies in the processing and extractive industries. IPA assesses between 500 and 800 projects each year. The projects are conducted globally and range in size from about $1 million to over $30 billion. Using the data, we are able to benchmark the performance of Australian projects against the rest of the world. This presentation focuses on the performance of large (greater than $100 million) projects that involve chemical or thermal processing.We regularly hear calls for more processing to be conducted in Australia but on the other hand industry leaders are concerned about the poor success rate of solids processing projects in Australia. Data gathered by IPA indicates that there is good reason for the concern. Out of a sample of 31 large processing projects conducted in Australia, 23, or 74 percent, were classed as failures. This performance is significantly worse than for similar projects in other parts of the world. The presentation analyses why the performance is worse and demonstrates that many of the reasons behind the failures were manageable by the project team. Furthermore, members of the project teams on at least half the failed projects knew that the projects were on a path to failure before the project was authorised but could not be heard.The presentation discusses how large projects that involve process design and, in many cases, new technology, need to be set up for success. *This is an abstract only. It is generally known that Charters Towers was discovered by Mosman, Clarke and Fraser in 1871. However, the time was ripe, and these three were barely in front of others. There is one account that prospectors from Ravenswood visited the area months before but decided it was too far from water, and that one of them had told Mosman and party of the find. There is another account that Joe Larkins found the discoverers before they had registered any ground - this may explain Mosman's quick departure for Ravenswood.When the news spread, the rush was rapid, and there was soon a sizeable population: probably too many, as within twelve months the infant settlement was under considerable stress. First, the presiding Gold Commissioners had adopted "unusual and arbitary" interpretations of the Regulations, and many of the miners were aggrieved; Charters, the senior Commissioner, was accused of favouring moneyed interests, and of retiring ill whenever a brawl or confrontation occured. As a result, the law of the field soon became "the survival of the strong". Second, the settlers were, divided on where the main town should be: Millchester, near the water, or Charters Towers near the mines. Third, the discovery of gold at the Millchester Deep Lead in August, 1872 was followed by highly exaggerated accoants in_' the southern papers, apparently fabricated by local business speculators. The resulting rush resulted in hundreds of unlucky prospectors having to return or seek other fields. In that period two men were killed in squabbles over ground. To make matters worse, by October 1872 a drought had set in, water cost three pence a bucket, fodder was scarce, cartage expensive, and the price of crushing ore rose to thirty shillings per ton.

Work practices involved in shaft construction can be aligned with current industry standard operating practices. However, the working environment during conventional shaft construction introduces unique conditions which can not always be overcome by hard engineering controls. To provide an improved working environment, future shaft diameters will generally be greater than has historically been the case for the Australian hard rock mining industry. This paper aims to explore both what can be constructed from the contractors perspective, and how does an owner extract maximum business efficiency from an asset that in many ways is likely to be larger, more complex and more expensive than initially envisaged.Newcrest Mining Limited, or an associated company, has constructed two major shafts over the last seven years. In both cases, Byrnecut Mining, or an associated company, was the contractor engaged for the shaft sinking activity. The first is the 1127 m deep, 7.0 m diameter production and intake airway at the Telfer Gold Mine, the second is a 295 m deep, 5.5 m diameter split shaft at the Gosowong Gold Project in Indonesia that was primarily designed as both an intake and exhaust airway. Importantly both shafts are designed to provide emergency egress from the respective underground operations.From an Australian shaft sinking perspective, the construction of these two shafts resulted in the following learnings: •constructability is of equal importance to desired functionality;•allow six months of interactive design between the owner/engineer/contractor/regulator to get it right;•shaft sinking and equipping are intimately entwined, therefore engineering of both needs to be complete prior to any activity commencing; and•the mobilisation of both equipment and experienced personnel to a new shaft sink takes up to eight months.Shaft sinking is not extinct in the Australian hard rock mining industry. But, if you are considering constructing a shaft, approach it as a long life asset, front end planning to a high level of detail is required to unlock its full value. Think – plan – think and remember it’s going to take 12 months to get from the whiteboard to firing the first cut.

Many persons hold the opinion that the metal indus- ries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requir- ing not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. So wrote Georgius Agricola in 1556. He could have been espousing the sentiments of an indus- trial archaeologist investigating mining sites in 1986. South Australia has a very rich legacy from its industrial past-especially in the area of its mining history. Industrial archaeology, which is part of the broad field of archaeology, is concerned with the material and documentary remains of this industrial past. This includes the products and processes of manufacturing, industrial, technolog- ical and engineering activity and their relation- ships to people and the environment. `Archaeology' immediately conjures up the image of excavations in Greece or Eygpt. Excavation however is only a part of archaeological methodology. Industrial archaeology utilizes documentary historical rec- ords combined with field survey techniques (both above and below ground) to create a composite picture of the past. Interest in our recent past has burgeoned in Australia in the last few years. This interest manifests itself in many ways-the unprecedented popularity of Australiana and col- lecting, the plethora of Australian historic films, the growth of the National Trust, local historical societies and genealogical research. Fortunately these trends have been reflected in academic and legislative circles. Various univers- ities, institutes of technology and colleges of advanced education run courses in aspects of cul- tural resource management and conservation of the historic environment. These courses are com- prised of archaeology, architecture, geography, his- tory, materials conservation, museum studies, and national parks management and planning.

RedrossThe Redross orebody averages 1 m wide, has a strike of 50 - 350 m, dips at 55° and has a basalt footwall and an ultramafic hanging wall. The most successful and innovative aspects of mining Redross were:•ore development innovations, 90 per cent of development was split fired with a shanty back profile to enable larger and more productive equipment to be used and resulted in higher development grades, improved project payback time and improved ore recovery;•hand held stoping using a multiple level, bottom up ‘V’ shaped hand held stoping method that allowed mining on multiple levels with hand held productivities between 50 and 90 tonnes per shift;•the use of 1 m cement pillars and 7 m high crown pillars were used to create multiple mining areas that enabled high overall production rates from hand held mining this orebody; and•the use of vertical cement pillars to enable hand held mining of adjacent stopes without leaving ore pillars.MarinersThe Mariners orebody averages 3 m wide, has a strike length of 50 - 250 m and dips at 50° with a basalt footwall and poor ultramafic hanging wall. The most successful innovative ideas of re-opening Mariners were:•Dewatering the existing mine workings utilising ‘oilfield’ technology by installing a long submersible pump in on existing pump rising main. This enabled the mine to be dewatered at rates up to 100l/ sec and helped overcome the 45 to 55 L/s inflows.•Overcoming the technical problems associated with Mining N07 ore blocks which had severely deteriorated from being underwater for five years by using reverse firing techniques to improve extraction rates and reduce dilution.•Mass firing a large mining block in the N08 with minimal void space because of deteriorating ground conditions.•Use of a longhole version of the Redross hand held mining method to achieve 100 per cent extraction of the N09 higher grade lenses.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. Traditional engineering design for flotation circuits use the “Rule of Thumb” approach. Typically this uses a nominated maximum head grade for design. A scale-up factor is applied to laboratory flotation tests for residence time. This scale-up factor is usually based on a designers experience at other flotation sites and may or may not be relevant to the circuit being designed, or the flotation equipment being used. A small number of locked cycle tests are assumed to represent the ore body and the results of these are often used for financial analysis, independent of changes in mine plan throughput and mineralogy.The engineering “Rule of Thumb” approach is only strictly accurate where there is very little variability in throughput, head grade and mineralogy. It may provide accurate design for mature established operations where a brownfield expansion is being considered but is unlikely to provide accurate design for a new, greenfield site.The use of geometallurgical modeling with floatability component simulation provides a design methodology with significantly less associated risk. The use of geological data for optimisation of operating plants has become a significant part of the modern process mindset. The underlying principle is to use spatial metallurgical information to drive production planning, mine planning, blast design, blending strategies and plant set-up. At a design stage the process designer can use geometallurgical information to evaluate bottle necks and potential design flaws and propose the best investment strategy for the project benefit.This paper details the geometallurgical characterisation of the Andash deposit and methodology used to review the project’s detail design and projected production.

The Bentley underground mine, which is located 60km north of Leonora, Western Australia, is owned and operated by Round Oak Minerals Pty Limited. A high-grade Zn-Cu Volcanogenic Massive Sulphide (VMS) orebody, Bentley was discovered in 2008 with production commencing in 2012. Long-hole open stoping is employed to mine the steeply dipping ore body, and in recent years the Avoca method has been adopted. This requires all development in a particular area of the mine to be completed prior to stoping commencing in a bottom up sequence. Voids are commonly backfilled with loose Run-of-Mine (ROM) waste loose rockfill (LRF); or alternatively cemented rockfill (CRF) can be used. Stopes in the 3860 AOS and 3900 AOS panels were located below previously extracted Avoca zones, with LRF situated immediately above them. These high-grade stopes were originally designed with rib and sill pillars to maintain control of the existing backfill during extraction. Due to changing factors over time, including mining economics, alternative options to achieve full extraction of the stopes were reviewed, including: • Mining small successive full height stopes which would involve drawing a blanket of LRF down with the extracted ore (stoping under waste); • Stabilisation of the existing LRF above the stopes and implementing a primary/secondary stoping sequence, with the primary stopes backfilled using a cement fill. An assessment of these options was undertaken which determined that the second full extraction method was the most beneficial to the operation, and could be achieved using a cement grout (Minova’s FB200 grout) to stabilise the LRF in conjunction with implementing a sequence where the primary stopes would be backfilled with cemented aggregate fill (CAF). Footwall drives were developed adjacent to the rockfilled stopes, allowing for the installation of horizontal grouting conduits, as well as providing access to the top of the planned 3860 and 3900 level stopes for the placement of CAF. An interval at the base of the previously rockfilled stopes was grouted at multiple horizons to achieve the required thickness, with a comprehensive quality assurance/quality control (QA/QC) process undertaken. Primary stopes were CAF backfilled via an arrangement of downhole winzes, linking the top of primary stopes to cross-cuts developed off the associated footwall drives. CAF was delivered underground through an open reticulation network that was extended to the specific levels. Overall the successful implementation of the revised mining method effectively increased ore recovery while maintaining control of overbreak and dilution, providing significant financial upside. This was achieved while maintaining effective controls in light of the changes to the risk profile. Stabilisation of the existing rockfill has allowed the extraction of stopes to full height, including the originally designed sill pillars, representing an average 23% increase in ore tonnes on the initial design, with dilution from the stope crowns averaging less than 1%. The use of CAF in association with primary/secondary stoping, eliminating the need for rib pillars, has yielded an average 47% increase in ore tonnes compared to the base case mine design.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

SAG Mill process control classically maintains the SAG mill volumetric filling within a set operating range. Typically a SAG mill weight measurement, by either bearing pressure transducers or load cells, is used as an inferred measurement of volumetric filling. To maintain volumetric filling within a set operating range the SAG weight setpoint use for process control requires regular review due to changes in SAG mill charge density (rock:ball ratio) and the wearing of mill liners. At Lihir Gold Mine in Papua New Guinea, the use of SAG mill weight for process control is additionally complicated by compromised load cells and drifting bearing pressure measurements. The need for an improved method of measuring and controlling volumetric filling led to the recent installation of the Outotec MillSense, a SAG mill toe angle instrument. The paper outlines the 17 Mt/a Telfer Project plant process design from sample selection to feasibility study design. The 366 Mt Telfer mine reserve consists of a diverse range of copper and gold mineralisation, from massive sulfide reef ores to stockwork ore, oxide copper minerals to chalcopyrite, siltstone to competent quartzite, all with relatively high levels of gravity recoverable gold. The complexity of the orebody demanded a flexible plant that could recover copper and gold values by a combination of gravity recovery, flotation and concentrate leaching. The demands of treating ore from a high grade underground mine and a variable grade open pit (that includes underground old mine workings) necessitated a dual train approach from primary crushing to concentrate production in order to minimise the requirement for campaigning of different ore types. An extensive sampling, testwork and technical evaluation program was undertaken to identify processing characteristics and the optimum process route for each ore type. The design experience included: the development of robust primary stockpiling and pebble crushing concepts; detailed review of scale-up of SAG and ball mill pilot plant data to plant scale; the selection of two 15 MW SAG mills and two 13 MW ball mills for the grinding circuit; and detailed modelling of the pyrite concentrate carbon-in-leach (CIL)/sulfidisation acidification recovery thickening (SART)/acidification volatilisation recovery (AVR) process to optimise design for copper and cyanide recovery from leach liquors. The Telfer plant design also measures the development of process design based on experiences at the Cadia Hill Cu/Au concentrator, commissioned in 1998. The differences between the two plants are compared and contrasted.

The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

It is the role of the exploration geologist to create wealth through the discovery, delineation and characterisation of economic mineralisation. This requires a critical depth of geological understanding.Unfortunately, the resource industry is well known for its cyclic nature. Many of the current generation of workers have only ever experienced the boom of the ‘super-cycle’ and are only just discovering the negative side to the business. For the case of the geologist and especially the exploration geologist, the magnitude of peaks and troughs are usually amplified and may become destructive to all parties. During the uptime a healthy stream of exploration good news becomes the staple diet of company releases, in particular those of junior companies attempting to bolster the share price. The geological knowledge and experience gained thus forms a significant and integral part of the value and therefore, future of a company. On the downturn it is often viewed that geologists are a luxury, an optional extra and a burden on the bottom line with companies entering a period of memory loss and myopia.Retention of geological knowledge however remains critical as projects, companies and cycles mature. Beyond exploration per se, this knowledge becomes both fundamental in de-risking and commercialising an asset (through development or divestment) and in positioning the company for cyclic or counter-cyclic opportunities.The growth and retention of this knowledge base is difficult to quantify in terms of direct value but becomes one of a successful resource companies greatest assets. At worst, its loss can lead to millions of investors’ funds wasted on missed opportunities, drilling, or poorly designed plant and mine.But the rocks are around for the longer haul and pay little notice to the vagaries of the scurrying of Man.This paper reflects on some of the authors own observations through 25 years of iron ore exploration, in why it is critical to always rigorously question the prevailing geological (mis)understanding and the technical and commercial benefits which that may bring, and looks forward to the future.CITATION:Kepert, D, 2015. Over a century ago the first ship designed solely for carrying a bulk cargo was launched. This vessel, the "John Bowes", with a deadweight of 660 tonnes was a single decked ship with machinery and accommodation aft. As such she was undoubtedly the fore- runner of the bulk carrier of today only some two hundred and fifty times smaller. Whilst the "John Bowes" pioneered the present accepted mode of transporting the bulk com- modities of the world, it is unlikely that her cargo was either loaded or discharged as quickly as that of a 150, 000 tonner of today. Two decades ago the bulk carrier was beginning to feature in the bulk handling ports of the world. Cargoes of iron ore previously carried in the 'tween deck vessels of the Empire type and Second World War Liberty ships began to be poured into the unrestricted open holds of bulk or ore carriers. The size of vessels catering for this relatively new innovation has rapidly grown to pass the 150, 000 deadweight tonne mark, but only in the last few years. The growth from now into the future is not simply one of ship size evolution. Neither is it a function of the depth of water available at ports. It is in fact a function of a number of features such as ports, loading and unloading facilities, ship trading characteristics, length of voyage and total economies of the transport task from supplier to destination.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

Resolution Copper Mine in Arizona, USA, is planned to be a 2000 m deep panel cave mine with virgin rock temperatures exceeding 80¦C in rock with high crystalline silica content, resulting in a very challenging ventilation and cooling system design. This is one of the largest copper orebodies ever found and, with a planned rock production rate of 120 kton/day. The project is currently in its prefeasibility phase and the paper discusses features of the ventilation and cooling system design which includes multiple ventilation shafts with total primary ventilation flow of about 3000 m3/s and both surface and underground refrigeration plants producing more than 140 MW refrigeration capacity. The cooling system features large surface bulk air coolers chilling all downcast air supplemented by an underground secondary air cooler system and a chilled service water system. The Ernest Henry Mine (EHM) is owned and operated by Xstrata Copper and is located in North-West Queensland, Australia. The mine is currently undergoing a transition from an 11 Mtpa open pit mine to a large sublevel cave underground mine producing 6 Mtpa. Due to a number of factors, including geometry of the pit and crusher depth, the decision has been taken to develop a hoisting shaft rather than inclined conveyors.During the feasibility study the strip and line shaft sinking methodology was preferred over blind sinking due to scheduling opportunities and interactions with level development. Other methods of sinking considered included large-diameter raise boring, which was rejected due to concerns relating to centreline accuracy. The strip and line decision was reviewed during the tender process where better than anticipated blind sink advance rates and costs were presented. This in turn enabled the higher cost of the blind sinking method to be justified by a combination of reduced risks including schedule and ground water management. This paper discusses the pros and cons of both strip and line and blind sinking methodologies in the Ernest Henry context including sinking rates and total schedule impacts of the two methods, the key risks associated with each method, cost implications of blind sinking and safety implications of the work methods in general. The paper then concludes with the reasoning behind the decision to change to blind sinking for the EHM shaft.
