I have thought it well to lay before the Institute some account of the Vallecillo Mines, now, I believe, the only paying ones in American hands in northeastern Mexico, including the States of Nuevo Leon, Coahuila and Tamaulipas. The authentic history of these mines dates from their ownership by an American Company in the year 1851, when they were bought by the Vallecillo Silver Mining Company of New York. They had been worked before by the Spaniards, but had been abandoned for many years, on account of the heavy expense of drainage and the constant incursions of the Indians. The company commenced work with several well-known New York capitalists among its stockholders, and had a large fund of both money and enthusiasm. The first point of attack was at a shaft on a mine known as the Jesus Maria, which had the most favorable traditions. Extensive buildings were put up, and two sets of pumps were successively tried. After the second pump, with a steam-cylinder 5 feet in diameter and 10 feet stroke and a plunger 20 inches in diameter, had failed to do more than hold the water, with infinite labor, at the 250 feet level, and after a thorough exploitation of the whole mine above that level had failed to yield more than some $30,000 worth of ore, it was resolved to abandon the effort. It is, of course, expected that manufacture of the various metal powders should involve numerous methods adapted to the specific characteristics of the metals themselves. Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise removing one of the alloying constituents. Machining Turnings, cuttings, filings, etc., are, of course, produced as by-products in machine work of various kinds, and find certain applications as metal powders. For example, iron powder so produced is used extensively as a reducing or precipitating agent and as a constituent in certain hard-finish cements.

As EARLY AS 1824, Haidinger1 described crystals of native copper that were, according to Dana,2 "probably twinned parallel to the octahedral plane and normal to this axis." In 1837, Rose3 very clearly demonstrated that native copper crystals were commonly twinned on the octahedral plane. Lasaulx,4 in 1882, described polysynthetic octahedral twins and stated that enclosed twinning lamellae were observed. Even on crystals formed artificially by electrolysis, twinning was observed as early as 1886, by Brown.5 Many other descriptions of twinning in native copper and in gold and silver are to be found in the literature, and in every case with which we are acquainted the twinning is conformable to the spinel law; i. e., the octahedral plane is both twinning and composition plane. Metallurgists have long been familiar with the straight-sided bars or bands that commonly occur within the irregularly outlined grains of metallic crystalline aggregates. They are certainly found in nearly all metals of the face-centered cubic type after cold working and annealing. If a specimen showing these bands is rotated, keeping the angle of incidence of the illuminating beam constant, they usually exchange color contrast periodically with their respective matrix crystals. Also slip lines, when produced in these specimens, nearly always show a change in direction upon passing through the bands, giving rise to the "stairway" effect often illustrated in metallurgical textbooks. Apparently the only quantitative observations on bands of this sort were made by Osmond and Cartaud6 on austenitic steel. They selected,

AT THE dinner at the Cosmos Club in Washington, tendered to Herbert Hoover on Jan. 5, on the occasion of his retirement from the presidency of the Federated American Engineering Societies, he made an informal speech in which he pointed out not only the unique position which the engineer now occu-pies by virtue of the new Federated Societies but also the opportunity that is thus presented for national service. In this connection and in pointing out some of the reasons for the present economic maladjust-ment, Mr. Hoover said in part: This body has entered upon a path of public serv-ice that is unique in the whole United States. The engineer has devoted himself all these years to the upbuilding of the material values of the United States. He has done that effectively more effectively than-has been accomplished in any other of the great countries of the world. The birth of this society marks the evolution of the engineer into an interest in public affairs. With his intelligence, his experience and training and the unique knowledge that he possesses not only of the material but the intangible values among our people, he is now organized so that his united voice may become heard outside of his profession. We have probably 175,000 engineers in our country, representing an intellectual possibility for service possessed by no other group. It is therefore an augury of real social development when the engineers of the United States join together for purposes of public service.

ALTHOUGH it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satis-factory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It. must form in low concentrations a copious but not too persist-ent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting Dower and very little emulsifying power.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the welfare of the Institute as a whole. 6: According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

RECENT investigations1,2 of the low-cycle fatigue behavior of pure copper under strain cycling conditions have shown that a unique saturation stress level is eventually attained for each value of applied plastic strain amplitude. The dislocation substructure of copper at the saturation stress level is in the form of cells whose diameter decreases with increasing saturation stress level, i.e., plastic strain amplitude. In addition, both the saturation stress level and the cellular substructure are completely reversible. That is, the saturation stress level and accompanying cell size are determined solely by the present conditions of testing and are, therefore, independent of any previous cyclic history. The mechanical and substructural reversibility observed in pure copper, which has a relatively high stacking fault energy, is not observedz for Cu-7.5A1 which has a much lower stacking fault energy. This implies that easy cross slip (wavy slip) is a prerequisite for reversible fatigue behavior. A dispersion of fine, nondeformable particles of a second phase in a metal matrix tends to stabilize substruc- tures introduced by forming operations during subsequent elevated-temperature heat treatments.3 This raises the question as to whether a finely dispersed second phase can induce an element of irre-versibility into the cyclic deformation behavior of a wavy slip material at room temperature, due to partial stabilization of the initially introduced substructure. Since nickel has a higher stacking fault energy than copper,6 pure nickel should be characterized by cyclic reversibility. Therefore, TD-nickel* (Ni-2ThO.r) was

The amount of lead in concentrates that moved in international trade in 1952 was only 16 pct of the world mine production of lead and was less than 27 pct of the total of lead in concentrates and lead metal that traveled from one country to another. Because almost all lead is derived from galena, lead concentrates are high grade, with a theoretical maximum of 86 pct lead, and can be shipped as such without transporting a considerable weight of waste material. It would not be surprising, therefore, to find the large share of lead in international trade moves in concentrates (Rule 5). This is not, as has just been mentioned, actually the case. There is more than one explanation for the situation. Lead smelting is not a particularly difficult process and is one for which smelting equipment can readily be made of the best size for the tonnage to be handled. Another factor that encourages local smelting is the effort of many mining countries to see that a maximum of profit from their raw materials remains in the home country. Still another factor is the newness of large scale lead mining in two of the three largest exporters of lead in concentrates. In these countries, South West Africa and French Morocco, there has not yet been time to erect enough smelting capacity to process all of the concentrate output. Even in these countries, however, it will not be long, if present trends continue and plans are fulfilled, before most or all of the lead mined is domestically smelted.

Dispersion-strengthened sintered aluminum products are normally manufactured from surface-oxidized aluminum powder, SAP,' or from atomized aluminum powder.' The powder-blending technique consisting in mechanical mixing of the constituents has been used in the manufacture of numerous dispersion-strengthening alloys, but has never been successfully applied to aluminum alloys. This technique may, however, be applicable if it is possible to produce an unagglomerated mixture of the constituents in the form of fine powders, and the present study was initiated to test this assumption in the aluminum/aluminum oxide system.3 Table I lists the two grades of aluminum powder and the aluminum oxide powder used in the manufacture of the alloys. MD 105 A is an aluminum powder with an average grain size less than 5 IJ., which is isolated from the MD 105 powder by centrifugal separation in cyclohexanol. The aluminum powders and the aluminum oxide were blended in a high-speed blender and then subjected to cold compaction and hot compaction at 550" to 600°C. Subsequently the compacts were hot-extruded with an extrusion ratio of 15 to 1. The alloys were evaluated by tensile testing at room temperature and at 400°C, microscopic examination, and heat treatment at 500°C followed by tensile testing at room temperature. For the purpose of comparison, a commercial SAP quality supplied by Swiss Aluminium Ltd. was tested in the same manner. THE subject of the flow of air through a mine under the influence of natural ventilation has proved an elusive one. To my knowledge only cut and try algebraic solutions have been used where multiple paths are involved. The object of this paper is to present a method for the graphi-cal determination of the flow induced by the natural ventilation pressure (N.V.P.) alone or in combination with a fan. The N.V.P., measured in pounds per square foot, induced by two columns of air between two horizontal planes at different elevations, is equal to the difference in weight of the two columns, assuming each to have a cross-sectional area of 1 sq. ft. Pressure in pounds per square foot is converted into inches of water by dividing by 5.19. Methods of calculating the N.V.P. have been discussed in the litera-ture. In this paper, for simplification of exposition, the change in pres-sure due to the weight of superimposed air will be assumed directly proportional to the length of the column. The actual methods of cal-culating the N.V.P. do not affect the solutions to be presented. It must be realized that the precision to be obtained from the small-scale, inked diagrams presented is not as great as would be obtained from large-scale, penciled curves that would he used in practice. The accuracy of the curves does not warrant reading "volumes" closer than the nearest thousand cubic feet per minute.

SPODUMENE is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content, it might be a desirable constituent of glass batches. The use of spodu-mene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components.1 The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manga-nese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li2O on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston, ? the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3 The methods described in the second publication' did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted.

The Appalachian coal region of Virginia, southern West Virginia and Kentucky and the extreme eastern portion of Tennessee constitutes a unique area of surface coal mining activities. The area contains a number of contiguously placed coal seams, up to a total of fourteen in some places, which vary in thickness from a few centimeters to 2,5 meters. Much of this coal is of high quality, some being the highest grade metallurgical coal found anywhere in the world. The region may be broadly characterized physiologically as a dissected plateau with a relief above the valley floors of up to 500 meters and a dendritic drainage pattern. Up to six seams may outcrop in the hillsides above drainage, many of which have been subjected to contour stripping operations. Prior to the passage of the surface mining reclamation act, little effort was made to reclaim stripped areas. The passage of the strip mining act, including the controversial requirement for returning the land to its approximate original contour, has forced intensive recla¬mation efforts from the mining industry. The wisdom of this original contour requirement has been the subject of considerable debate and litigation, mainly because of its cost, inconvenience, and value of the land after it has been reclaimed. Regardless of whether recla¬mation is carried out, under current practices slope failures do occur. This in effect circumvents the intent of the law and can expose large unvegetated spoil areas, and contribute to hillside erosion and stream silting. Such failures must be eliminated if further costly reclamation efforts are to be avoided.

GERMANIUM is a member of that group of ele-nents—carbon, silicon, germanium, and tin-— that are currently of particular interest because of their interesting electrical properties. Near room temperature these materials of diamond cubic crystal structure are characteristically brittle. However, there have been several recent reports that germanium is not brittle at elevated temperatures These observations may be summarized as follows: 1—Germanium single crystals were observed to creep in bending under a maximum fiber stress of 6 kg per mm&apos; (8500 psi) at 500°C and above.&apos; The creep curves were sigmoidal, with an induction period that decreased with increasing temperature. 2—Germanium crystal bars have been bent 90" about radii ten times the bar thickness at 550°C.&apos; 3—-Audible clicks were heard when l/4 in. thick crystals were bent drastically at 450" to 500°C. No microstructural evidence of mechanical twinning was observed 4—Slip lines have been observed in tensile specimens deformed at 600°C, and are coincident with (111) planes, the close-packed planes of the diamond cubic structure.] The slip direction has not been established. 5—A germanium crystal has been compressed approximately 20 pct along a <110> axis at 700°C." The results reported subsequently were obtained in exploratory experiments intended to indicate some aspects of the behavior of germanium single crystals when tested in simple tension. (Butte Meeting, August, 1913.) IN a discussion -of a paper on " The Basic Process as Applied to Copper Smelting," by Percy C. Gilchrist, read before the Society of Chemical Industry, London, Jan. 5, 1S91,1 Prof. W. C. Roberts Austen asked Mr. Gilchrist whether he thought that the substitution of a basic lining for acid lining in the Marshes process would afford anything like the service which it had been shown to render in the metallurgy, of iron. Claude Vautin stated that he had experimented for over two years with basic linings for Bessemer converters for copper mattes at Cobar, but had given up the attempt on the score of cost. Mr. Gilchrist in his reply stated that he did not believe in applying any system of Bessemerizing to copper. About the time of the presentation of the paper mentioned, Herman Keller, Superintendent of the Parrott smelter, in Butte, was experimenting on a large scale with converters lined with magnesite brick. He gave up the idea on account of the cost of linings and because no particular advantage was observed. My belief is that his tuyeres and converters were -too small. A short time; afterward similar experiments were tried at the Great Falls plant of the Boston & Montana Co., said at the Old Works of the Anaconda Copper Mining Co. in Anaconda. These were abandoned on the score of cost and the lack of advantages. The same cause of failure, in my opinion, holds here. The Anaconda Copper Mining Co., however, adopted the magnesite brick lining for its tilting casting machines.

The usual hand-operated drilling outfit consists of a 4-in. post-hole auger with 3/4,-in. pipe for drill stem, in 4-ft lengths, with a turning handle fitted to a top pipe T. The auxiliary tools are: a chisel-bit drill made from 3/4 or 7/8-in. tool steel welded to a 4-ft length of 3/4-in, pipe, so that the regular pipe string can be used; also a churn or "mule foot" made from 3-in. pipe, slotted on one side, belled to a 4-in. tempered cutting edge on the bottom, all welded to a 3/4-in. coupling by a yoke. Other tools required are pipe wrenches and cleanout tools made from old auto springs (Fig I). A 4 1/2 or 5-in. collar welded to a plate is often used to protect the mouth of the drill hole. In general the auger is used in the typical clay overburden and brown phosphate matrix, which is relatively soft. The churn or "mule foot1&apos; is used in hard pan, lump phosphate or cherty ground. The drill is used for breaking flint, often found loose in the overburden. The drill with the chisel bit is used for trimming sides of the hole, sounding for lime bottom and breaking through hard lumps. Holes have been drilled to a depth of 80 ft, but the limit of efficient operation is about 50 ft. In deep holes it is necessary to unscrew the string in 20-ft lengths, to

Measurements have been made between 1040o and 1300°C of the equilibrium between chromium metal, chromic oxide, hydrogen, and water. The results are in closer agreement with those deduced from recent thermal data than with previous equilibrium values. They lead to the equation ?G°1300°-1600°k = -266,700 + 59.95T ± 300 cal for the formzation of a mole of Cr2O3 from chromium and oxygen. This same equilibrium has been studied with the chromium dissolved in solid iron, and in this way chromium activities in Fe + Cr alloys have been established. The measuremenis show that there are substantial positive deviations from ideality in the a, and b phases, and support the results obtained by Heymer and Kubaschewski against those of other investigators. There is considerable disagreement between existing data,1"4 which is referred to in the Discussion, concerning the equilibrium Cr2O3 + 3H2 = 2Cr + 3H2O [l] There is also substantial disagreement between the results obtained by various investigators5-&apos; who have measured the activities of chromium in its alloys with iron by the Knudsen effusion vapor pressure method. In view of the importance in metallurgical processes of chromium and its oxide and of Fe-Cr alloys, an attempt has been made to study equilib- rium [I] both with pure chormium metal and with chromium alloyed with iron, at temperatures between 1040o and 1300oC. IN GATHERING material for this chapter on Yerington and the one to follow on Silver Bell, the A.S.& R. project near Tucson, Arizona, I was fascinated at the way the two stories paralleled each other. For example, here are a few instances: (1) The first copper mining in the Yerington district of Nevada was in the late 1860&apos;s; the first in the Silver Bell area in 1873. (2) Each district was served by a branch railroad about 25 miles long from a main line of the Southern Pacific (by quizzical coincidence); and, in each instance, the railroad was later abandoned and torn up. (3) Each district had a sizable blast-furnace smelter ten or fifteen miles from the principal mines, and in each instance the smelter was later dismantled for junk. (4) Up to 1954, the Yerington district was credited with a production of 100,000,000 lb of copper; the Silver Bell district with 80,000,000 lb. (5) In each district the entire production had come from deposits other than the low-grade ore bodies now being exploited. (6) In each instance, existence of the low-grade deposits of the Porphyry type was recognized in the period circa1910-1914 and a substantial amount of exploratory drilling had been done, on one deposit at Yerington and on two at Silver Bell. (7) In each instance, the properties containing the Porphyry ore were acquired by a strong company (Anaconda Copper Mining Company at Yerington and American Smelt-

Experiments have been carried out to study the effect of an applied stress on strain aging in steel. It was found that the stress-induced strain aging reaction proceeds rapidly in the temperature range of 0° to 60°C. The variation of stress-induced strain aging with plastic strain, aging time, and temperatures is reported. The activation energy for the stress-induced strain aging was found to be 10,000 cal per mol for the steel used in this investigation. VARIOUS observations1-5 have been made of the influence of an applied stress upon the yielding of iron and steel. However, there have been only cursory studies of the effect of an applied tensile stress upon strain aging in iron and steel1,2 The following represents the results of a preliminary study of strain aging as influenced by the application of an external tensile load during the aging process. For the most part, previous experimental work on strain aging can be classified into two parts. First, the experimental technique involved a direct determination of mechanical properties of a suitable specimen that has been plastically deformed to a constant strain and aged generally at a temperature of the order of 200°C, with the aging times varying from about 1/10 to 2 hr.6-8 The second classification of strain aging experiments involves an indirect determination of strain aging by means of physical property such as electrical resistivity or internal friction as a function of the aging time at a constant temperature and strain.9-12 The latter results have

THE results of an investigation of the ternary system iron-chromium-ilicon were reported in 1936 by the present authors.1 Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on .the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers,2,3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon ill molten iron-chromium-silicon alloys. Tofaute and his coworkers5,6 have made detailed studies of the iron-chromium-carbon system, which will he referred to later.
