INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. In recent times, with rare exceptions, most economically viable ore discoveries have been large, low-grade and located in remote parts of the world. Mining companies have often shown to be incapable of mitigating their social and economic impact on local communities. Sustainable development and relations can be achieved by implementing bottom-up methodologies to the top-down tools already in use by mining companies. In order to magnify the importance of enterprise facilitation as a primary method for community development, data from 25 years of community based work around the world was used. Results highlight the need for a grassroots approach to local economic and community development, which focuses on the creation of a parallel economy in communities. Using solely top-down methodologies for developing community relations is shown to be a limited resource for mining companies. There are fundamentally two dangers for mining companies: alienating the local population, resulting in militancy and lengthy legal battles to obtain a license to operate; and, being accountable for building social and economic infrastructure that are not the company?s responsibility.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. For the construction of tunnels and other underground structures, extraction of the exact amount of material is of paramount importance both economically and for engineering purposes. In the Sequential Support Method (NATM) immediate (sequential)and smooth support by means of shotcrete, steel arches, lattice girders and rockbolts, either singly or in combination are used; cutting of the precise (albeit sometimes of complex geometry) profile is an integral part of the method. In order to save unnecessary excavation and provide better information to the machine operator, VMT GmbH has developed a system to support precise excavation of the tunnel profile when using road headers or other partial face cutting machines. This paper outlines the principles of this system with examples from Australia, Ger-many, Sweden and Spain and will cite examples of typical savings achieved.

To mitigate and control the combined sewer overflows from 17 outfalls in the City of Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township, the Detroit Water and Sewerage Department has completed the preliminary design of a storage tunnel in 2005. In 2006, a final design has revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km(7-miles) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each, and 14 drop shafts with various IDs. This paper discusses the latest development of this tunnel system.

The efficiency of heap leaching is reduced by poor solution flow characteristics (i.e., channeling and ponding) that result from fines migration. Agglomeration of the ore can immobilize fines, but for agglomeration to be successful in copper leaching, an acid-resistant binder is needed to stabilize the agglomerates. Until now, there has not been a satisfactory method to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? This paper reports on several procedures that have been developed to quantitatively determine whether a binder gives good performance in an acidic solution. These procedures have been used to identify binders that would be suitable for copper heap leaching.

Specific energy (SE) is defined as the amount of work required to cut a unit volume of rock and is used to estimate the performance of excavation machines. Generally, the SE value is produced from full-scale or small-scale rock cutting tests. However, these tests require expensive equipment and experienced personnel, and the testing procedure is time consuming and impractical. Therefore, for estimation of SE, this study aimed to find a solution to estimate SE using rock mechanics test results and Bond work index values (BWi), which can be produced in a more practical, less time-consuming manner and with inexpensive test equipment. Small-scale rock cutting, rock mechanics and Bond work index tests were carried out on seven rock samples, which can be grouped into two different type of rocks: marble and travertine. In addition, the instantaneous cutting rates (ICR) of a selected roadheader were calculated using SE values. Rock mechanics tests performed in this study were uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), ultrasonic velocity (Vp), Schmidt rebound hardness (RL), corrected point load index (Is(50)) and density (ρ). The simple regression method was used to estimate SE from rock properties and BWi. As a result of this simple regression, a significant and highest correlation was found between SE vs. UCS and Is(50). A good correlation was found between SE vs. BTS, RL and BWi values. A moderate correlation was found between SE vs. Vp and ρ.

INTRODUCTION New York City Water Supply—Background and History Since the 1840s New York City has been developing the largest, and perhaps, the best urban water supply and distribution system in the world in terms of quality and reliability. One of the engineering marvels of the modern world, the New York City water supply and distribution system serves a population of almost nine million, including residents in nearby Westchester, Putnam, Ulster, and Orange Counties of New York State. The average daily supplies presently are running at almost 60 m3/sec(about 1,350 million gallons per day). The watershed for the New York City water supply system, under the jurisdiction of the New York City Department of Environmental Protection (NYCDEP), consists of19 reservoirs and three controlled lakes, and covers an area of approximately5,000 square kilometers (about 2,000 square miles) north of New York City. The watershed total available storage capacity is about two billion cubic meters (560 billion gallons) and is divided into three reservoir systems: the Catskill and Delaware watersheds located West of the Hudson River; and the Croton watershed, located east of the Hudson River, see Figure 1. The first element of the system, the Croton Aqueduct, started operations in 1842.Through several updates and expansions, the present-day Croton system was in place by 1911, providing a potential maximum supply of about 15 m3/s (about 340 mgd). The system includes ten reservoirs and three controlled lakes. In the late 1800s, with the tremendous growth of the City, New York City water engineers began to look for additional sources. Between 1907 and 1929, the City acquired water rights and constructed a new 148 km (92 miles) Catskill aqueduct to convey water from the Ashokan Reservoir to the City. The Catskill system also included the construction of the Kensico and Hillview Reservoirs just north of the City,

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

Metal removal kinetics and metal ion selectivity in ion flotation were studied from a thermodynamic perspective. Surface tension data could be used with the Gibbs adsorption equation to quantitatively predict the metal ion removal kinetics in alkylsulfate-Cu systems. However, surface tensions predicted cation selectivity coefficients in the sodium dodecyl-sulfate (SDS)-Cu-Ca and SDS-Cu-Pb systems rather poorly, although the predicted order of the selectivity (Cu2+<Ca2+<Pb2+) was correct. Another thermodynamic selectivity model, which used the Grahame adsorption equation and a geometrical analysis, predicted cation selectivity coefficients that agreed very well with experimentally measured values.

Alternative methods of analyzing data acquired by the Morenci copper concentrator process control instrument-computer system are presented. Experimental measures of ore characteristics, for proposed feed forward control, are introduced. These include on-line indexes of ore hardness, ore density, ore dusting, and ore color. Comparison of metallurgical results before and after computerized process control implementation, allowing for differing ore grades, oxidation, hardness, and fineness of grind, also is described.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world&apos;s supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

Tailings, from an active copper-zinc operation, containing about 10% sulphur were investigated to assess the onset of acid production and potential lime requirements for treatment of drainage. Oxygen consumption rates were measured over two years to verify spatial and seasonal variations in sulphide oxidation rates. Shallow cores were collected to assess the quality of tailings porewater and to characterize solids that had been subjected to oxidation and depletion of neutralization potential (NP) for several years. Oxygen consumption data were used to quantify rates of NP depletion and onset of acid drainage from the near- surface tailings. Based on measured oxygen consumption rates and identification of NP remaining in the tailings, future lime use in the treatment plant was expected to rise significantly without mitigation. Geochemical modeling calculations were calibrated with observed oxygen consumption rates and the model results agreed well with actual lime use in the waste water treatment plant during operations. The modeling also demonstrated the benefits of lower lime demands and treatment costs after closure as a result of construction a soil cover on the acid generating tailings.

The bioleaching of sulfide minerals involves a ferric attack of the mineral with the role of the micro-organisms being the oxidation of the ferrous-iron back to the ferric form, and the oxidation of sulfur, either via thiosulfate or polysulfides, to sulfate. The kinetics of bacterial ferrous-iron oxidation and the chemical ferric leach kinetics of sulfide minerals can both be described as functions of the ferric/ferrous-iron ratio. The independently determined bacterial ferrous-iron oxidation and chemical ferric-iron leaching kinetics have been successfully used to predict continuous bioleaching operations.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

The use of virtual reality (VR) technologies to train miners is an evolving area in research and development. In July 2006, representatives of 14 international organizations met to discuss current VR-related efforts and explore ways to employ VR in the future. This paper gives an overview of the various approaches presented at the meeting and discusses directions for future implementation. An example of a training package that teaches mine map-reading skills is presented. The meeting was the first step to building collaborations for furthering VR applications for mining. Planning has begun for a 2008 meeting open to broader participation.

A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

Gearless mill drives are a well established solution for grinding applications in the minerals and mining industries. The paper describes the functionality and technical features of such drive systems as well as their advantages compared to other drive solutions. Due to the variable speed operation the grinding process can be optimized for ores with varying grinding properties. This leads to significant optimization potential for the plant design as well as for its operation. Furthermore, energy and cost savings due to optimized operation, high system efficiency and high system availability are shown.

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.
