"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

Bituminous coal mining in the United States is currently experiencing a period of rapid growth which began in the early 1960's. Future demands are conservatively predicted to rise to 700 million tons by 1980 and to anywhere between 1 to 3 billion tons by the turn of the century. This means a continuous expansion of coal production by a factor of at least two can be expected before the end of the century. Over the last few years, production from underground mining has decreased; yet it is about 50% of the total coal output. In the absence of any discovery of near surface coal deposits, and even after conceding that some deeper deposits can be surface mined with changes in technology it can be reasonably assumed that coal production from underground will continue to play an important part in solving the energy crisis.

The Bureau of Mines is often called upon to analyze the demand for various minerals and fuels and to make projections of the future demand. Because minerals and fuels are raw materials and because the demand for raw materials [pends] on the demand for finished goods, these projections are usually [conned] with derived demand rather than final demand. In order to obtain quick [d] reasonably accurate analyses of the demand for mineral commodities, the [reau] developed a method and has used it successfully (31).4 To illustrate the [thod], this report presents a full analysis of the demand for a mineral commodity with enough general theory to permit application of the method to any mineral. Sodium chloride (common table salt) was chosen as the subject of the analysis because the demand for it is less complicated5 and permits a simple application and clear presentation of the method.

Ultraviolet-visible and infrared emission spectra from propagating methane-coal-dust-inhibitor mixtures have been obtained in a 0.2-by 0.2¬by 5.3-m vertical duct over a range of flame speeds from 2 to 100 m/sec. Results serve as a basis for the design and evaluation of thermal radiation detectors for triggered barriers that suppress ongoing mine explosions. Of particular significance is the large continua superimposed on the methane-air spectra when small amounts of coal dust are present and the variation of emissivity with infrared (IR) wavelength in dust flames. In conjunction with the spectral measurements, studies of flame speed, particle size, gas sampling plus thermodynamics, and dust sampling are presented and discussed in order to gain insight into the more fundamental aspects of propagating explosions. Sampling results have shown that only a near-stoichiometric amount of dust is consumed in the flames studied even though initial concentrations are five times stoichiometric. Difficulty in propagating coal-dust inhibitor flames of realistic mine characteristics in a cold-walled laboratory duct has been encountered. A simplified analysis of the flame zone utilizing spectral and sampling results indicates that the stability of slowly propagating flames is more dependent upon thermal radiation than upon convection losses to the walls. It is predicted that thermal radiation losses will make any measurements of coal dust burning velocities, "quenching diameters," or flammability limits more apparatus dependent than those corresponding to gaseous fuels.

The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. The retail price and the tax at the time Each sample was taken will also be retorted. History of Survey The Bureau of Mines made its first survey of motor gasolines sold throughout the United States in 1915,4 a second in 1917,0 and a third in April, 1919.0 These three surveys showed that during each 2-year interval the motor gasoline had become notably less volatile. A series of experiments were undertaken by the Bureau of Mines to determine the emission products of several types of conveyor belting and other combustible materials found in mines. These experiments were conducted under intermediate-scale, simulated mine conditions to determine smoke characteristics and gas concentrations. From these determinations, heat-release rates, particle sizes, obscuration rates, combustion yields, and production constants were calculated. Three types of belts were investigated: chloroprene, also known as neoprene (NP); polyvinyl chloride (PVC); and styrene-butadiene rubber (SBR). The belts were designated as ignitable or self-extinguishing depending on the length of the burning time and the subsequent combustion products. Under these experimental conditions, the SBR belts were the easiest to ignite. The PVC and NP belts tended to self- extinguish within a few minutes after ignition, but were still capable of maintaining a brief flaming period. These conveyor belt combustion results are compared with previous analyses of wood, transformer fluid, and coal fires. Together they form a data base by which findings from future experiments with other mine combustibles can be compared.

Deep cover retreat mining (overburden in excess of 750 ft) is an important emerging issue which will intensify in the future as the more easily mined shallow seam reserves are depleted. Analysis of Mine Safety and Health Administration (MSHA) statistics indicates that deep cover pillar recovery accounts for a disproportionate share of the underground coal mine roof/rib fall fatalities and injuries. Past research has shown that previously recommended Analysis of Retreat Mining Pillar Stability (ARMPS) stability factors (SF’s) may be excessive for deep cover pillar design. The objectives of this study were to evaluate the various methods and strategies by which panels, production pillars and barrier pillars are developed and extracted under deep cover, and to develop appropriate design guidelines. In the course of the research, 29 mines in 7 states were investigated to collect panel design case histories. At each mine site, underground geotechnical data were collected on the pillar line in order to document roof rock, coalbed and floor conditions. The analyses indicated that squeezes were the most likely failure mode where the depth was less than 1,250 ft, but bumps predominated in the deeper cover cases. Immediate roof rock quality, the ARMPS SF’s, and barrier pillar stability factors were all found to be important parameters in determining the outcomes of the case histories. Design guidelines, including suggestions for barrier pillars to isolate active panels from nearby gobs in bump prone ground, are also proposed.

"The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

To obtain information on the effects of cobalt on microstructure and tensile properties of titanium-vanadium-cobalt alloys, the composition ranges of 4 to 16 percent vanadium with 1 to 4 percent cobalt have been studied. The beta phase was not completely retained with vanadium additions up to 16 weight-percent or in the same alloys containing up to 4 percent cobalt.

It describes briefly operations and mining methods at the Basic Refractories , Inc. , brucite deposit , the only commercial deposit of brucite in production in the United States . The mine and crushing plant are in secs . 26 and 35 , T. 12 N. , R. 36 E. , M. D. B. & M. , northwestern Nye County , Nev . , 1 mile east of Gabbs and about 33 miles northeast of Luning , a town on the Mina branch of the Southern Pacific Railroad and U. S. Highway 95. The evaporation of crude oil without doubt causes one of the largest single losses to which the oil is subjected after it is taken from the ground. The few days during which crude oil is stored on the lease before being taken by the pipe line, causes an aggregate loss per year from evaporation estimated at 122,100,000 gallons of gasoline in the Mid-Continent field alone. This has a value, at 22 cents per gallon, of $26,880,000 and represents about 3 per cent of the total gasoline produced in the United States from all fields and all sources. Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Native asphalt was produced in 1981 by five companies in three States, Alabama, Texas, and Utah. Texas was the leading State in production of native asphalt. Total production increased in 1981 to 1.26 million tons, while value increased 10.5% to $27.7 million. Bituminous limestone, used primarily for street and road repair, was produced by Whites Uvalde Mines and Uvalde Rock Asphalt Co., both in Uvalde County, Tex., and Southern Stone Co., Colbert County, Ala. Gilsonite was produced by American Gilsonite Co., Uinta County, Utah, and Ziegler Chemical and Mineral Corp., Weber County, Utah. This material was used for purposes other than road repair.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

The purpose of this Bureau of Mines research was to investigate the theoretical and practical aspects of using ionizing radiation to promote chemical reactions that are of interest to metallurgists, and to carry out a radiation study of a suitable reaction. The effect of 44,000 roentgens per hour of 120,000-volt X-rays on the chlorination of highly pure mixtures of rutile, carbon, and various catalysts at temperatures up to 540° C. is described. At these low temperatures, recoveries were very low; however, in the eight different systems studied, an increase in yield due to X-rays was statistically significant in two instances and was of borderline significance in a third instance. In the other five systems, the differences in yield were not significant. Impurities and added catalysts caused relatively large variations in the yield of TiC14 from the reaction. Although the catalysts employed were reported in the literature as positive catalysts for the reaction, most of them were negative catalysts for the highly pure system studied. With only one exception, each increase in the purity of the charge resulted in a decreased yield of TiCl4. The experimental results indicate that many substances catalyze the reaction studied and suggest that the differences in reactivity of the charge stocks may be due to their various contents of positive and negative catalysts.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.
