The Bureau of Mines studied methods for recovering unreacted titanium minerals and petroleum coke from titanium chlorination plant wastes prior to neutralization treatment with lime. The objective was to recover valuable raw materials and to reduce the amount of waste materials that must be treated for disposal. Samples of solid wastes were physically beneficiated by gravity concentration (tabling) to recover titanium minerals containing 69.0 to 92.4 wt-pct Ti02 and by selective carbon flotation to recover petroleum coke containing 94.0 to 96.8 wt-pct C. Laboratory data indicate that the recovered titanium mineral would decrease the amount of solid waste to be disposed of from 32.8 to 53.9 wt-pct. The recovery of coke would further decrease the amount by additional 32.9 wt-pct. Preliminary tests conducted on recovering vanadium, chromium, and columbium from liquors obtained by leaching chlorination residues also have shown that (1) 97 pct of the vanadium was extracted from leach liquors in a two-stage solvent ex-traction procedure and (2) 58 pct of the columbium and 40 pct of the chromium were separated from the leach liquors by an ion exchange technique using a strong acid resin.

Michigan is becoming one of the important oil-producing States of the country. The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 19935.4/ The Bureau of Mines method of crude-oil analysis and classification-indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the t- me amount of kerosene and gas-oil combined, 7.2 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue or about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

Highly improved drilling machines and mucking machines have been used for the underground construction. To have rapid construction, the roles of blasting operation ha ve been growing more important. At the most tunneling of present, cartridged emulsion explosives have been used for a blasting in Japan. Under this circumstance, a blasting system of ANFO explosives using loading machine has been used recently for a tunnel blasting. However, ANFO has some problems, such as a useless explosives in wet boreholes, bad blasting fumes and the ammonia gas due to the decomposition of ammonium nitrate in contact with the sprayed concrete in tunnel.

According to the previous research, it is found that the thickness of cover is mostly less than 100 m for highwall mining system. However, for most of the Chinese surface coal mines, the mining depth is over 150 m; on the other hand, the shovel-truck is the most common mining technology. As a result, a lot of residual coal will be remained around end-walls. Considering these facts, the calculated methodology of highwall mining system under thick cover is presented in this paper. Meanwhile, numerical simulation of highwall mining system under thick cover was carried out. The outcome shows that the calculated methodology for pillar stability of highwall mining system under thick cover presented in this paper is acceptable. In other words, the highwall mining system is feasible to extract the residual coal around end-walls in Chinese surface coal mines. Thus, not only coal recovery ratio can be improved, but also can increase the production life of surface coal mines in China.

"COREM has developed, specifically for the mineral industry, a mobile laboratory using the Laser-Induced Breakdown Spectroscopy (LIBS) technique. It has been used to perform onstream analysis (OSA) of the chemical composition of slurries in both gold-ore and iron-ore processing plants. Industrial tests have been carried out respectively at La Mine Doyon (Cambior), a gold-ore processing plant near Rouyn-Noranda, Quebec, and at QCM's iron-ore pelletizing plant in Port-Cartier, Quebec. The aim was to demonstrate that the LIBS technique is capable of providing information that meets the needs for process control. C, Si, Ca, Mg, Mn and Al were the elements targeted on iron ore while Cu, Fe, Ag and Au were targeted for gold ore. The results obtained meet or exceed the requirements for process control and consequently clearly show that the LIBS technique is suitable for industrial applications.The feasibility of OSA, through in-plant validations using COREM’s LIBS mobile laboratory, has been demonstrated in four essential aspects: slurry sampling, LIBS chemical measurement, robustness for continuous operation, and functionality for industrial operators.INTRODUCTIONThere is a general need for optimization in the mineral industry. Process control is a favoured means to achieve this goal (McKee 1991). Real-time knowledge of process status is the key to effective control (Da Silva 1994). Only a few techniques, such as XRF, NMR and digital imaging, are currently amenable to chemically monitor industrial processes (Braden 2002). LIBS is an emerging technique with appealing characteristics for on-line and real-time measurement of bulk material (Lorenzen 1992, Palanco 2000). While our ultimate goal is to provide our industrial partners with performing monitoring tools, a shorter-viewed objective is to demonstrate the feasibility of developing a LIBS system for OSA. The LIBS technique has shown interesting capabilities for measuring solids, liquids, dusts and gases. Our work has focused on mineral slurries (Barrette 1999 and 2001, Turmel 1999). Special equipment is needed to perform in-plant validations. A mobile laboratory based on the LIBS technology has been assembled for this task."

The recently completed Lower Northwest Interceptor Program (LNWI) in Sacramento, California comprises, ten pairs of micro tunnels totaling 4,369 m (14,417 ft),three horizontal directionally drilled bores totaling 956 m (3,154 ft), and two large diameter tunnels under the Sacramento River totaling 1,198 m (3,953 ft). This paper briefly summarizes surface and subsurface conditions, and planning and design considerations. It then goes on to describe problems encounterd with each trenchless crossing, as well as lessons learned with respect to shaft construction, ground control at shafts during tunnel break-in and break-out, frac-out and heave, settlement, obstructions, coordination with permitting agencies, and application of geotechnical baseline reports.

Recent studies and limited tests indicate favorable results utilizing high accuracy electronic detonator technology over conventional non-electric pyrotechnic systems. This study discusses the application of this technology using the Daveytronic programmable system in an on-going production basis. The study quantifies the performance as it relates to fragmentation, excavation, vibration and productivity in an eastern U.S. aggregate mining operation.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

Oxidation state of titanium was determined in CaO-SiO2-TiOxslags in the composition range25–53 per cent CaO, 27–46 per cent SiO2, 10–55 per cent TiOxat 1873K using gas equilibration method. In the experiments, slags with different titanium oxide contents were equilibrated with a known carbon monoxide and carbon dioxide ratio. The results were used to determine the Ti3+and Ti4+contents as well as the activity coefficient ratio of corresponding oxides in the slag. The dependency of the activity coefficient ratio as a function of oxygen partial pressure was determined. "While the design of a control strategy depends on the available process knowledge, its implementation depends on the available process information. On-line chemical analyzers are today widely spread in the mineral processing industry. A real-time concentration measurement of chemical components is valuable information that could bring control strategies to whole new levels. However, the use of these measures rarely reaches anything more than process monitoring. The reason is simple: the on-line chemical measurements quality is most of the time insufficient to be directly included in control strategies. The choice is then made to let the critical eye of the engineer or the operator appreciates the measurements before making any decision based on it.Data reconciliation through mass balance is a technique today widely used in the mineral processing industry to increase the accuracy and the reliability of plant data, mainly for accounting and survey analysis purposes. Real-time data reconciliation of on-line measurements appears as a natural coupling of technologies that could bring new process optimization trends. Once overcome the technical difficulties, full valorization of the instrumentation investment could be reached.This paper presents the application of real-time data reconciliation for process control and performance monitoring. It proposes a general approach, discusses challenges and illustrates concepts with industry experiences."

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

In underground mines worldwide, a large number of short and small diameter slot holes need to be excavated. Herrenknecht has developed and built a new boxholeboring machine based on the well-proven Microtunnellingpipe jacking technology. The innovative Boxhole Boring Machine significantly increases work safety and requires only minimal drift dimensions. The high and consistent production rates that can be achieved result in enormous time savings compared to conventional drill and blast excavations. GENERAL ASPECTS In gold, copper and ore mines ventilation shafts are required to prepare block caving operations, to discharge ore onto the transportation level and to provide evacuation shafts. A high level of occupational safety and efficiency is the main objective when drilling vertical or inclined shafts. The faster and more safely shafts can be constructed, the earlier the actual production in the mine can start or be continued. Mechanized or conventional methods (drill&blast) that have been used to date only partially meet the required safety standards and fail to provide the requested production rates.

The emergence of new steel grades is largely driven by the need to produce high quality steel at a competitive price. The principal aims are to attain ultra-high purity, (especially low interstitial elements) and ultra-cleanliness (by the control of the inclusion content and size). Whereas the steel used to build the Titanic contained 650 ppm sulphur, resulting in MnS stringer-inclusions 25 mm in length, modern quality requirements for arctic pipelines would only allow 10 ppm of sulphur and inclusions in ball-bearing steels must be smaller than 5µm. Most developments are aimed at hot-metal treatment before refining and ladle treatment after decarburisation. Because ferroalloys are added during or after the refining step, it is the secondary (ladle) refining production technologies that are of specific interest to the ferroalloy producer. Through ladle treatment, hydrogen and nitrogen contents are reduced, ultra-low levels of solute impurities are attained and the shapes as well as the composition of inclusions are modified. Steelmakers are concerned about the cost effectiveness of the use of ferroalloys such as consistent product analysis and delivery, improved financing arrangements and technical support. Minimal variation in product sizing is vital because it impacts on handling problems and because particle size determines the rate of particle dissolution. The required ferroalloy product quality depends on the specific use but in general sulphur, phosphorous and nitrogen contents are of concern. Apart from the presence of trace and impurity elements, ferroalloys also contain inclusions. For example, ferromanganese may contain MnO-MnS-SiO2 inclusions while high-carbon ferro-chrome may contain different kinds of Cr-Mn-spinels. The presence of these impurities and inclusions has a significant impact on steel production techniques and cost and hence, on the selection and use of ferroalloys. The interrelationship between ferroalloy quality and steel production technology is plant and product specific and hence, effective communication between ferroalloy suppliers and steel producers is essential.

Nickel is recovered as a by-product of the platinum-producing process operated by Anglo Platinum. The metal is mined mainly as sulphide minerals contained in platinum ores. These pass through the concentrating, smelting and converting process route and nickel is finally recovered by electrowinning. Smelting of the concentrated ore in the electric furnace produces a melt with a high slag to matte ratio. The resulting furnace slag is granulated and later milled and floated to recover matte. A project was initiated to investigate the distribution of nickel in the slag in order to improve recovery. Slag samples were examined using a combination of chemical and mineralogical techniques. The granulated slag was found to consist mainly of a silicate glass phase, which reflects the composition of the molten slag in the furnace. Nickel occurs as free matte granules, as matte phases locked inside the glass, and in the glass phase itself. Whereas nickel in the matte is as sulphide, most of the nickel in the glass phase appears to be oxide- bound(i.e. in solid solution). Milled slag as flotation feed showed recovery-limiting features such as free matte with oxidized surfaces and unliberated matte inclusions in the slag. The biggest nickel losses, assuming no tapping problems, are in the glass phase solid solution. Only around 40% of nickel would be recovered from the slag, even under ideal conditions. Spoon and pot slag samples were also examined to see if casting and crushing would improve recovery. Although larger and therefore more easily recovered matte phases formed, nickel partitioned into crystalline silicate phases, limiting the maximum theoretical nickel recovery to 70%.

Refractory linings in converters or anode furnaces used to over-oxidize the blister copper will suffer rapid deterioration, due to prolonged contact with copper oxide-rich slag. Nitrogen stirring with COP KIN porous plugs and use of SEMTECH OPC in converters and anode refining vessels can considerably reduce both refractory wear and processing times. In addition, careful control of the vessel atmosphere and the use of real-time optical process control minimize both slag volume and contact time with the vessel refractory.

Rock engineering research and technology development in South Africa only received serious attention in reaction to the Coalbrook disaster in 1960. At the time, a number of gaps in knowledge of rock related matters were identified and in the ensuing years, these were progressively attended to. The paper describes the events that led up to the Coalbrook disaster and reviews the developments that took place afterwards. The effectiveness of the research outcomes are tested by referring back to the disaster. It is concluded that tremendous advances were made but that not all the unknowns were attended to at the same level. The strength of nominally square internal pillars is the one issue that received the most attention, but the strength of barrier pillars, overburden behaviour and loading systems are still largely unknown. Due to the complexity of the remaining unknowns, they can and should be addressed by the application of back calibrated numerical models. There are no readily available simple analytical solutions. The state of mining rock engineering research in South Africa borders on an emergency. More than a 1000 years of aggregate research experience has been lost in the last three years and funding is under severe pressure. There are disturbing parallels between the current positioning of the industry as a whole and the Coalbrook mine in the years preceding the disaster.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...
