The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

The electrochemical reduction of AlC13 was investigated as a process for the production of aluminum. An externally heated, single-compartment cell with a rammed refractory lining was used with molten KCl-NaCl-AlC13 electrolyte. Aluminum was deposited qt 700° to 760° C with a current of 100 to 200 amperes on a molten aluminum cathode. Chlorine was evolved at a graphite anode and collected and measured to provide a quantitative evaluation of the AlC13 reduction. Aluminum was removed from the cell by siphoning or ladling. Granular AlC13 was added periodically to replenish that depleted from the electrolyte. Concentrations of 7.5 to 17.5 percent AlC13 in the electrolyte were optimum for operation. Anode current efficiencies of 83 to 85 percent were attained, using anode current densities of 5.9 amperes per square inch and an anode-cathode distance of 4 inches. The chemically bonded, alumina liner was resistant to attack by aluminum and chlorine but susceptible to erosion at the surface of the electrolyte. Titanium diboride proved suitable for the electrical connection to the molten aluminum cathode. Aluminum of a purity equal to or better than 1100 series metal was electrowon continuously from commercial AlC13 for a period of 4-1/2 months.

This Bureau of Mines report evaluates the performance of commercially available portable instrumentation for the detection of carbon monoxide, carbon dioxide, oxygen, and methane at conditions simulating an industrial work atmosphere. Portable instrumentation included in the study was gas-detection tubes (length-of-stain and color intensity), catalytic detector, liquid absorption detectors, paramagnetic oxygen detector, galvanic detector, and pelement or hot-wire methane detectors. Evaluation of the instruments was in atmospheres with 50 and 80 percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the thresh-old limit value. Correlation of the results from the portable gao analyzer with measurement from the standard instruments was made by calculating and plotting an estimated line of regression, prediction, and confidence limits and the correlation coefficient for each detector system. Relative humidity in the 50-to 80-percent range did not appear to contribute to instrumental uncertainties in either performance or operation. Considerable deviation in detection precision between the portable gas-detection systems and the standard systems was established, especially at the lower gas concentration levels. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than difference in the tubes themselves.

Mineral resource management (MRM) practice has developed in South Africa over the course of the last ten years, with the purpose of integrating previously isolated technical functions into a value chain aligned, process organization, responsible for mine planning and optimization. The implementation of MRM within various companies has met with varying degrees of success, often resulting in incremental improvements in the planning process and, conversely, often becoming the scapegoat for poor delivery on plans and projects. The reason for this has been, amongst others, a lack of a suitable metric to define the success rate of MRM in the business at hand, in terms of its contribution to the bottom line. This paper is the result of extensive research by the author into this subject, which has resulted in the conclusion that economic value added is an appropriate measure that will lead to real optimization and value creation in mining companies, if applied within a new, holistic model

In an underground mine operated with panel caving and subjected to high stresses, geotechnical events such as collapses or rock bursts are fairly recurrent. Both situations can involve risks for people, considerable production losses and increasing operational costs.This paper discusses an operational methodology for the recovery of the undercutting front carried out at El Teniente mine, which uses panel cave mining with post-undercutting, after the occurrence of severe damage due to a seismic cluster. The main objective of the recovery of the undercutting front is to prevent the spread of the collapse to the production level, risking the operational continuity. The methodology is the result of repairs that were carried out in the year 2014 at the North Reserves sector from El Teniente mine. Its characteristics are an undercutting front of almost 1000 m long, with the presence of relevant structures and faults, high stresses and high seismic activity.The practical implementation of the proposed methodology was successful since it prevented the spread of the damage, completely recovered the undercutting front and avoided production losses during the execution of the repairs. Also, considering the origin of the damage and the operations associated to the subsequent recovery of the undercutting front, in this paper we discuss the main control variables to be measured. These variables should allow any operator and short-term planner to take action in mines operated with conventional panel caving in a complex geotechnical environment.CITATION:Rivera, N, Music, A and Cisternas, C, 2016. "SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

"I note that many of you are involved in the production of zinc, lead and copper concentrates and metal, which I am the most familiar with among the non-ferrous metals. The separating performance of a pilot dry beneficiation system using a gas-solid fluidized bed was investigated with coal from South Africa. The coal used for the study has a low inherent moisture content, a moderate ash content, a moderate volatile content, a low sulphur content and a high calorific value. Its washability is moderate. Experimental results show that the separating quality of the fluidized bed drops gradually as the feed-coal particle size decreases. The probable error, E, values for 50?25mm, 25?13 mm and 13?6 mm coals were 0.04 g/cm3, 0.06 g/cm3 and 0.09 g/cm3, respectively. The cause of the differences in separating characteristics was analysed by particle dynamics and numerical modelling. Furthermore, the pilot fluidized bed was employed to separate 50-6mm coal. In this experiment the coal ash content was reduced from 23.74% to 11.79%, with a probable error, E, value of 0.07 g/cm3and a recovery efficiency of 98.26%. This indicates that the fluidized bed is applicable to the separation of coal from South Africa and has good separating performance and wide applicability. An instrumented spherical vessel has been used for many years to study laminar combustion waves. Concurrent measurements of flame speed and pressure-rise rates have led to evaluations of burning velocities, the pressure dependence of the burning velocity, and the expansion ratios of the gases passing through the combustion wave. For the most part, these studies have involved flames initially at atmospheric or subatmospheric pressure. The old spherical vessel used by the Bureau of Mines was not designed for use at elevated pressures. Moreover, being made of wrought iron, it was susceptible enough to corrosion to prohibit its use with many combustible mixtures that figure in industrial research. In mid-1956, under sponsorship of the Office of Naval Research, the Bureau undertook the development of a stainless steel spherical vessel capable of withstanding explosions of gaseous mixtures at initial pressures as high as 20 atm. and initial temperatures as high as 250° C. The design called for a double array (cross) of closely spaced small windows for observation of the flame as it traversed the vessel and a piezoelectric transducer to measure concurrently pressure-rise rates. Because no commercial contractor was willing to bid on the construction of such a vessel, it was built at the Bureau's Bruceton machine shop.7

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

Condusions. From the work on aluminum powder, the following general con clusions can bc drawn: I. The physical properties of aluminum compacts, such as density. strength and ductility, increase with increasing pressure, up to the practicable pressure limits. 2. Good properties ill aluminum con pacts can be secured only by the use of high pressures, because it is neccssary to rupture the refractory oxide film on aluminum powder. 3. Considerable softening of the specimens occurs upon sintering. regardlers of the pressure used. General Conclusions 1. For relatively short-time sintering. molding pressure is a very important factor in the final physical properties of the sintered specimens. 2. The effect of pressure. is difierent for each metal, so that few general rules can be drawn that would apply to all metals. 3. In many cases, fur a particular metal powder and sintering temperature there is a critical pressure at which the best physical properties can be obtained. 4. The principles of cold work and in nealing and their effect on grain structure applied to massive metal also holds true for sintered metals. 5. On a worldwide basis trackbound transportation is on the decline. As mining operations progress from open cast operations to underground operations, most utilise mechanised equipment. However, in South Africa hard rock mines, only a small percentage (¦10 per cent) of the production can be generated by mechanised methods and therefore trackbound mining methods will remain the dominant means to transport ore. In the Australian context there may be occasions where the nature of the orebody would dictate the use of rail transportation with the ore being transported from drawpoints by means of locomotives and hoppers. This paper focuses on horizontal rail haulage systems from the stope loading boxes to the shaft station area and will be largely based on South African experience. It is intended that this document will provide a practical guideline for mine designers and planners during the design process. The paper looks at trackbound transport systems and evaluates such items as construction and management of an underground rail haulage system. Current transportation systems for personnel, material and rock transportation are evaluated, gaps in technology highlighted, and recommendations made.

A team consisting of junior and senior mechanical engineering students at New Mexico Tech worked on the design of an explosively loaded vessel, with a maximum load of 15 grams (0.53 oz) TNT equivalent explosive. The main challenge presented was to meet the stringent sample positioning specification of 3 microns in two Degrees Of Freedom (DOF) and one degree of rotation in a third DOF. This is to accommodate precise sample placement in a tight x-ray beam, and to bring areas such as explosives/metal interfaces into magnified field-of-view photography. This presentation describes the process and design decisions to arrive at the final product presented to LANL in December 2014. Our engineering analysis techniques will be reviewed, including use of American Society of Mechanical Engineers (ASME) Boiling & Pressure Vessel Code (BPVC) Code Case for Impulse Loaded Pressure Vessels (ASME BPVC Code Case 2564-3). Also discussed will be integration of Hydrocode computer models with Finite Element Method analysis.

Although once fairly common as a method of coal preparation in the United States, dry cleaning has virtually disappeared. Low-rank coals used for power generation in the western U.S. are suited for dry cleaning because water has limited availability in the American west. Surface moisture added through wet cleaning offsets energy improvement achieved from mineral matter reduction. Information will be presented on the commercial application of dry cleaning in North America, the historic development and current status of the technology, and the introduction of modern processing theory and control technology to the design of dry cleaning equipment and plants.

In the past ten to fifteen years, many organizations have applied business process re-engineering (BPR) to significantly improve their business competitiveness or stave off closures. The mining industry in Southern Africa is no exception and documented examples can be drawn from South Africa. Although the concept is superficially simple, its application has been marked by a high failure rate of about 70 per cent because it has been generally misunderstood. Shabanie mine, a chrysotile asbestos fibre producer in Zimbabwe took cognisance of this fact by cautiously embarking on a modular BPR programme in October of 2002. A year was used as a complete cycle or module for re-evaluation of the programme. Shabanie mine adopted BPR as part of management efforts to remain competitive amid serious threats to operational viability. These threats included hyper-inflation driven rising production costs, a declining world asbestos market and a possibility that Russia could take over the shrinking world asbestos market by dumping low-priced asbestos fibre. The only competitive advantage that the mine had was the high quality of its long-fibre chrysotile asbestos. The major BPR thrust was therefore to redesign processes for improved productivity and ultimately achieve a lower cost per ton of final asbestos fibre product. In addition, corporate culture change and cost-saving were also factored into the programme. This paper discusses the implementation experience of the BPR programme at the mine. The main BPR beneficial highlights are improved productivity, sizeable cost-savings, positive corporate culture change and identification of secondary projects. One of the lessons learnt from this programme is that mining companies will have to deal with the HIV/AIDS pandemic if they are to sustain high levels of productivity into the future.

Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

Although every structural blasting project presents special challenges, this undertaking was most notable for its unusually unique structural design, tight clearances, and high risk to adjacent structures.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.
